San Jose and Santa Clara come to mind. The other locations cited in a Brookings Institution study are not so obvious- Corvallis, Oregon with its IBM research centre, Boulder, Colorado, Burlington, Vermont, Rochester, Minnesota. Cambridge, Massachusetts, and the New York area, are prominent locations for startups but not cited here. Of great importance is having an excellent research university nearby.
