A consensus on achieving growth with fiscal consolidation at the Camp David summit of May 2012. France wanted to send a signal to Greece that it should stay in the eurozone. Germany hesitated to do this saying that this would give Greece the message that it could ignore committments made earlier for fiscal reforms.
