Havana a ghost town with little activity, garbage piling up, and population struggling to make a living- pictures as France's Le Monde sees it in Jan 2026. Was it all worth it?  A revolution happened in 1956 against Cuban dictator Fulgencio Batista that lost its way over 4 decades to 2000, on life support for another 2 decades to 2026. The Cuban experiment caused Venezuela to enter the same realm of disillusionment and many insurgencies in the rest of Latin America that failed with too much rhetoric and little to back it up with in investment and growth through patient effort and inputs of capital, labor and technology, and cooperation with US and EU, the very stuff that changed lives in China and India for 2.5 billion people.

Marco Rubio has shown an exceptional grasp of Latin America from his days representing Florida in the Senate, about a decade in the Senate when he has closely followed events and acquired a deep knowledge of Latin America. His answers at Congressional hearing were exceptionally good, and showed an ability and earnest desire to get good results for the Venezuelan people, sharing aninterest in the good for Latin America being a person of latin American origin who speaks fluent Spanish as a native language. Points made by Venezuela in answering questions from senators in the US Senate hearings- All of Latin America welcomed the US action to remove Maduro from Venezuela.  It affects Colombia and neighboring countries. Colombian rebel groups control parts of Venezuelan territory and operate from there.  Multiple administrations had deals with Maduro. Maduro kept none of the deals including the one with Biden for free and fair elections.  To be realistic in situations such as Spain, Paraguay, there were transitions before safe and fair return to normalcy and democratic government returned after decades of dictatorship. RUbio showed an exceptional grasp of the Latin Ameican situation and reminded senator Murphy that he had been in the Senate for decade and worked with the senators now on the other side to remove Maduro amd nothing had worked. Venezuela is a rich country , the most affluent in Latin America. It does not need money from the US. Before the Chavez dictatorship it was a country with democratic forms of government, and a country friendly to the US.  The action taken was a quarantine not a blockade. By controlling oil going out of Venezuela the lifeline for the country the US has control over its finances and the economy, budgets, the government finances. The immediate task was getting the oil out of the country as there was no place to put it and US had it sold at market prices not sent to China at a 20% discount for which Venezuela got nothing except paying off debt to China. The current authorites are cooperating with the US on the budget, they have to submit budget requests and the US approves it item by item and an audit agency is being set up including Ex-Im. Bank an other options to make sure the money is being spent on salaries and for the Venezuelan people. The money goes to an account for Venezuela at the US Treasury Department. In 4 weeks a lot has been accomplished. What happens in 6 months - for that actions are more important than words, it should be a marked improvement over today. Including setting up the US diplomatic presence in Caracas which means talking to the government on the ground, talking to civil society, talking to the Opposition.  ...

Maria Machado met US president DJT at the White House for lunch as the two leaders discussed the situation in Venezuela. The US is moving step by step towards long term goals for the benefit of the Venezuelan people. It is acting quickly where necessary and at the same time with confidence in the final goal of making life better for all Venezuelans, aware of how decades of mismanagement and ideologic rhetoric, the failure of the party systems that existed before the entry of Chavez in 1992 and 1998 three decades back, created the wrecked national economy of today with exorbitant inflation and a fourth of the population to leave the country. Looking back (on Britannica.com) one sees in its history a century of conflicts and chaos between conservatives, liberals, and the military, from 1850 to the 1950's. Only a 50 year period of relative quiet and democracy ending with mismanagement and corruption separates that period from today, showing how difficult a situation the US and DJT face in turning Venezuela around after centuries of Spanish colonial rule till the French revolution. For this reason alone the US takes one step at a time towards the long term benefit of the Venezuelan people knowing the nature of the task and the Monroe Doctrine's overall goal for the western hemisphere. ...

China's loans and projects in Latin America and the unwinding of projects in 2026. China had shifted policy to collecting back $10 billion of loans to Venezuela in meetings of its envoy with Maduro the day the US acted to remove Maduro, says this report in WSJ. China is shifting to reduce losses in the region from loans. Over last 2 decades China has loaned Venezuela $100 billion in exchange for oil shipments. As its oil industry production declined without US assistance Venezuela went deeper in debt. This is another aspect of the problems that this type of model of development brings to finance building of rail and transport, seen across the world from Venezuela down to small countries like Sri Lanka and Zambia. For China this could amount to hundreds of billions of dollars in loans that lack transparency and are opaque to Africa and Latin America, when its construction industry debt and local government debt has led to problems. Panama Canal ad US control of a passageway through the seas the US build in the 1900's. The New Monroe Doctrine under DJT takes America back to the days in 1900 when president Teddy Roosevelt pushed thorugh the actions neded to build the Canal connecting the Atlantic to the Pacific. TR had the US Army Corps of Engineers start work in 1904 and said the famous words "Let the Dirt Fly." When Colombia refused to make this happen he formed the new nation of Panama. TR realized the importance of connecting the oceans- foresight for the massive expansion of world trade in the 1960-2025 period raising standards of living for the 3 billion people in India/China/Asia and for the 1 billion people of the EU and the US. Never before in history has such ahuge change in living conditions  and hopes and aspirations happened. Today when American ingenuity, invention and sense of purpose is derided or ridiculed, it serves as a reminder of the great endeavors that happened under American leadership and continue to this day into the future. ...

Independent oil companies are eager to invest in Venezuela says Treasury Secretary Bessent at the Economic Club of Minnesota. He says phone are ringing non stop from these companies. Big Oil such as Exxon is taking longer. Chevron is already in Venezuela and Bessent says in a few months it can increase production by 40-50%. Oil revenue from Venezuela will be in a special fund that will be used for the people of Venezuela. Under Maduro since 2013 the oil revenue was used for regimes in Cuba and not managed well for the investment in infrastructure and modernization. US sanctions made it hard to modernize the oil industry which will now take place. Bessent calls Cuba's economy decrepit and now in bad shape. It also shows that realistically modernization and good standards of living are not possible in the western hemisphere by regimes of the Cuban or Bolivarist type which descend into corrupt regimes and lack foreign capital and technologies. Lula adopted an approach in Brazil that worked with the US and EU to modernize the economy creating a workable model for a Workers party. There is much to learn from these experiences in Latin America which come at considerable cost and suffering. ...

In a Fox News Interview with Sean Hannity Venezuela's Opposition leader Maria Corina Machado says her stand-in Edmundo Gonzalez won by 70% of the vote in the 2024 election. In 2026 she says she would get 90% of the vote. She tells Hannity:  "I do want to say today, on behalf of the Venezuelan people, how grateful we are for his courageous mission.” She wants to share the Nobel Peace Prize with DJT.   Secretary of State Marco Rubio, points out that one reason the US is working through the interim leadership is that most of the Opposition has left Venezuela. DJT has said "it would be very tough" for Machado to become the leader of Venezuela because of the military, gangs and other militias that Chavez and Maduro have created that would disrupt the country's transition. DJT's view is that “We have to fix the country first. You can’t have an election. There’s no way the people could even vote...No, it’s going to take a period of time. We have — we have to nurse the country back to health." The key is maintaining the county's stability after Maduro and this is what the US president intends to do first. Secretary of State Marco Rubio pointed to this, that most of the Opposition is now outside Venezuela, sadly. Rubio told NBC Meet the Press - “We are dealing with the immediate reality. The immediate reality is that, unfortunately and sadly, but unfortunately the vast majority of the opposition is no longer present inside of Venezuela. We have short-term things that have to be addressed right away.”  For getting the right result to restore Venezuela and the US to carry out the Monroe Doctrine in the best possible way- the US is taking each step carefully to achieve good results well into the future. ...

Lula of Brazil talks about a humanitarian crisis in US policy to pressure Venezuela's military installed government but fails to say that a third of Venezuela's population, about 10 million people have left the country as refugees to neighboring countries including Colombia and the US. The US under president DJT puts out a new National Security Strategy in a document which states it clearly. The days of the Middle East given importance are thankfully over it says. The focus is on the First Islands, from Taiwan, Philippines to Japan for strengthening defense in relation to China. The Monroe Doctrine is now part of US foreign policy with a DJT addition- "that the American people- not foreign nations or globalist institutions- will always control our own destiny in our hemisphere."  It also means the US has a new policy towards Russia and for NATO.  The DJT administration priority, it states, is “ending the perception, and preventing the reality, of NATO as a perpetually expanding alliance.” The new strategy is that Europe needs to “take primary responsibility for its own defense.” The Monroe Doctrine and the disassociation with NATO expansion are linked. How so? Russia's foreign policy is for winning recognition as a Northern European Power with its own version of the Monroe Doctrine, being able to control its destiny in its sphere of influence. The way the Monroe Doctrine was implemented in 1823 was by a tacit recognition gained from Britain that it would support the US in its idea of no European colonial powers (France, Spain other ) being allowed to interfere in Latin America, in the western hemisphere. In 2025 the way the Monroe Doctrine is implemented with the DJT Corollary is that the US is tacitly gaining support from Russia/China for implementing the Monroe Doctrine so that no foreign powers will interfere in US sphere influence in the western hemisphere.  Where does this leave Europe and Ukraine? European Union and NATO expansion has now gone too far and NATO which was primarily for Cold War struggle between Communism and US/UK style democracies is over, but NATO has not been disbanded, or a new alliance setup with new goals. Instead as it lingers on it has created new problems such as NATO expansion to the borders of Russia, creating security risks for Russia. This has led to the war in Ukraine and the Republican administration under DJT seeks to defuse tensions and the Ukraine war by excluding NATO expansion, removing the US from European security by delegating that back to Europe (Germany and France, Italy, UK) and by acting as a moderating influence between Russia and Germany, France, that see Russia as a threat after it's attack on Ukraine. US also upholds the policy and principle of no nation invading another country, as Russia did with Ukraine, and in anticipation of the China threat to Taiwan. This part gets nuanced but the overall policy is coherent and Russia accepts this, China is gradually coming to the idea that it has to accept this situation with Taiwan to preserve its economic advances and its exports to the US and EU.  In practice once the interference of China or Russia is removed and European powers in addition, the US has freedom of action in the Western hemisphere and Latin America to prevent crises such as with drug trafficking gangs in Mexico and Venezuela, and unstable regimes sending people north to the US across the Mexican border as from Central America and Venezuela.   ...
