Li Keqiang and the era of Openness in China 1977-2023

LI Keqiang was able to pass entrance exams to Peking University in 1977 after entrance exams were reinstated following Mao's death. He led the modernization of China during the 2000-2022 period two decades of fast growth turning China into a middle income industrialized country after centuries of decline. During this period China urbanized at a rapid rate and Li's advanced studies focused on urbanization. It was also a period when China realized the damage done to the environment and quality of air, water, with haphazard growth, and shifted to climate change action through focus on solar energy and limiting use of coal.

Greece made the payment to Dart Management at a time of 20% unemployment and daily protests on Athens streets, a month before elections in June 2012. Greece only did this as a last resort for release of EU funds that were being held up to make pament of interest on debt. This exacerabated discontent inside Greece as pensions were being cut and layoffs taking place, including increase in electricity bills. The Syriza party made gains in that election and the two main parties lost ground to other parties, including a violent anti-immigrant party. Argentina's Christina Kirchner faces a difficult time with the unions and centrist parties in Buenos Aires province, with a shortage of cash and sovereign wealth fund down to $29 billion in May 2014. Stevenson points out the payment to Elliott Management could lead to a situation where Argentina owed $15-$27 billion to all holdout and exchange investors in its bonds.

What this tells one is that GDP requires a new indicator which is Quality GDP which will mean that if you pollute rivers and air then real GDP as an economic concept is totally inadequate even useless, unless one subtracts from that economic GDP number the amount of investment it would take to clean up the rivers or the air. If regulatory agencies cannot control industries from polluting rivers, the case in China, then an additional number has to be subtracted from economic GDP called regulatory deficiency adjustment. The GDP numbers were gained through indiscriminately burning fossil fuels and this means climate change damage so that to be correctly stated China's GDP number would have to be offset by deducting the adjustment for trillions of dollars in climate change correction action. This would shrink the gap between India and China's GDP to where India may be in a position using advanced technology, renewable energy, regulation, and large foreign investment to close the gap with China in the next 10-15 years. China could also benefit because of the new approaches taken by India could be something to learn from as the two countries each have the population of the EU and the US+ Canada combined.

France had learned lessons from SARS epidemic and prepared for the H1N1 epidemic at the time that Bill Gates of Microsoft was pushing for greater awareness of public health priorities. Today Gates says this was not enough, that he did not do enough and feels terrible about it. The irresponsible banking practices that caused the financial crises first in the global financial crisis of 2009 and then in the eurozone financial crisis that followed by 2011 led to the ditching of the pandemic preparedness effort in France and Britain. In all of the western world including the U.S. austerity practices were the response without addressing the root causes of financial crises. Investments in public services and infrastructure were neglected leading to a level of unpreparedness that is shocking. Countries in lesser developed countries with more consciousness of the importance of public services and care of the vast majority of people were better protected in the crisis as a result than the more developed countries.

A wariness with foreign powers in China stems from the influences left behind from the British commercial interests and the Japanese invasion of China. Compared to that period, the period of collaboration on an equal footing and playing field is is a short and recent one that has taken place for just three decades 1985-2015. Fears that the accelerated development in China could slow down without a strong central government, combine with the awareness of the need for western technology and open communications in today's global economy to accelerate the development, create in the Chinese mind a problem that needs to be tackled carefully to continue progress. Awareness of the huge inequalities and corruption in the rush towards modernization, need to tackle extensive contamination of air and water, and need for social security and healthcare for an aging population create a new urgency for careful policy making to sustain progress.
