Climate protection goals require rail to get its standards up and modernize quickly in Germany. Deutsche Bahn, the German Rail Network accepts that it needs radical changes. It is important to attract more people to urban transit and rail to promote climate change initiatives and to reduce gas consumption in Germany.  The head of the Deutsche Bahn Richard Lutz says the German Rail has been neglected for years and pushed to its "absolute limit."  Many rail points and signal boxes are obsolete and highly prone to failure.  About 51,000 passenger and goods trains travel through Germany every day going up to 59,000 in 2030.  Lutz says it cannot stay this way- "Increasing demand, combined with aging infrastructure and construction work, is leading to traffic jams and delays with a massive impact on all customers." More than this there is the the question how do you attract more people to not drive but take the train to save gas consumption and reduce the impact on the environment when things are so bad in the rail network? The dilemma says Lutz is "how to grow and modernize at the same time?" Under Lutz and Transport ministry plans high performance corridors are to receive a first class quality standard. More customer friendly construction should be used. And planned construction done in such a way that some sections are construction free sites for several years. Heavily used sections make up 10% of the network or 3500 kilometres and operate at 125% of capacity. By 2030 these sections will be 9000 kilometres or triple that now. 776 million euros -cost of COP30 Summit in Amazon region's Belem, capital of Para State in Brazil. 159 countries are represented in this unique effort to bring climate change issues to the Amazon river. The Portuguese colonized this region in 1616 because of its location connecting the Amazon river to the Atlantic Ocean. It is known for sale of spices, fruit, fish, rubber, oil, cacao and other local products shipped to Europe and other parts of Brazil.Ver-o-peso one of the biggest open air markets has been renovated, roads repaired and new roads built, new parks, water treatment plants set up.Yet most of the population of 1.4 million lives in shanty areas or slums in Belem which are affected when rain leads to floods overwhelming the tin roof houses. Much of the nearly billion euro investment is going to bring Belem to international standards. Housing 50,000 participants was ahuge task and the Brazilian government of president Lula brought in 2 large cruis ships to accomodate many of the participants. This report in FR24 says prices for accomodation reached $4000 a night which shows that in today's world climate change action which is a problem facing all people, has been embraced by groups that can afford such costly daily rentals creating skepticism from ordinary people affected by the cost of living concerns. ...

Canadian steel and lumber industries get government aid, as talks to end US tariffs are halted over an ad on Reagan misrepresenting him on tariffs by Ontario state.  Canada's steel and lumber industries will get the aid in the form of railway costs cut in half with rail subsidies, and tariffs on US steel imports into Canada to reduce domestic steel costs for other industries. Stellantis shifts car production for a new Jeep from suburban Toronto to Illinois, GM cut a shift at a pickup plant and closed a electric van plant in Ontario. Not all imports to the US from Canada face tariffs. Other products enter the US from Canada under a free trade agreement USMCA that went into effect July 1 2020. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon. Even Biden had shown flexibility on the economy to support cost of living measures that are in conflict with climate change action. In DJT's second term climate change action has taken a back seat to cost of living concerns when a large majority of people are living paycheck to paycheck. ...

Shorter growing seasons lead to declines of 6% for corn and soy, and winter wheat 3%, rice 2% relative to 1980-2010.  2 billion people face food insecurity. Costs from extreme weather events in 2020 was $278 billion. 4 million deaths attributable to air pollution in 2019.

Drought leads to migration in Africa and Asia as crops and cattle wither in the heat from lack of rain. The estimated share of global surface area affected by extreme drought for any given month in 2020 is a shocking 19% according to this FR24 report. Also shocking is that until 2010 this figure was rarely above 5%.

Flooding moves inland in the US to areas never exposed to flooding, as shown in this WSJ report on areas in Kentucky. Climate scientists says this is a threat from climate change that is overlooked, the effects of flooding more inland, away from big rivers. Storms in the mountains of eastern Kentucky dumped 16 inches of rain over a 5 day period resulting in severe flooding and 44 deaths, homes swept away. Storms of this type are seen in other places such as Germany with fast floods.

Amtrak Biden says is an essential part of the fight to tackle climate change. Rail has 83% less greenhouse emissions than automobiles, and 73% less than plane air travel. It also has the potential to create half a million good jobs. President Biden was known as "Amtrak Joe" because he used Amtrak for decades as America's Senator from Delaware. In this video president Biden speaks at the 50th anniversary of Amtrak in Philadelphia. He says one of the conductors on his daily route estimated Biden has done 1.5 million miles on Amtrak compared to 1.1 million miles on Air Force One. Biden says he has traveled on Amtrak for as long as Amtrak has been in existence- for close to 50 years.

Mr. Lula Da Silva returns as president after 12 years after a closely contested win securing 51% of the vote.  It is a crucial time for saving the Amazon rain forest to tackle climate change, and for economic revival. About 33 million went hungry in Brazil in 2022 compared to 19 million in 2020 showing the difficulties Brazil faces. About 700,000 people died during the pandemic. The Worker's party pushed through a constitutional amendment last month to lift a spending cap so that about $28 billion in extra spending  can help alleviate these problems.

Drought conditions prevail in the avocado growing region of Spain. The La Vinuela Reservoir in this region in Malaga province is only 12% full.  It has been reduced to a mere puddle says this report in DW.com. Across the world from the dam reservoirs in Nevada, US, to Uttar Pradesh in India the water levels are extremely low because of a lack of rain. Drought conditions are more frequent and last longer with the effects of climate change say experts. This means sunflower oil output a major export for Spain will drop by a third this year for use in Europe.

Climate change is leading to floods in Bengaluru, Chennai and in the state of Andhra Pradesh in recent months. DW.com looks at the situation there. Studies show India' climate vulnerability. Southern regions are most vulnerable according to these studies, yet about 80% of India's population live in districts highly vulnerable to drought, flooding and cyclones. Bonn based Germanwatch says a surge in extreme events is noticeable since 2005 in India, and is triggered primarily by landscape disruptions.  Indian experts say land restoration and rehabilitation is one approach. Another is letting the water flow and redoing irrigation structures to capture rain- linking rivers to ponds, lakes and ditches so that water is free to flow.  Weather experts point out that surface temperature of Arabian sea has risen from 27 degrees Celsius (80 degrees Fahrenheit) to 29 degrees causing more frequent formation of low pressure areas and resulting in heavy rains. In a first at Davos World Economic Forum, China's president Xi Jinping uses the 2017 meeting to give a one hour long spirited defense of the world trading system, critical of U.S. president elect Trump's protectionist views without naming him. Xi pointed out that "no one will be winners in a trade war." And went on to add that restricting world trade was like "locking oneself in a dark room, keeping out wind and rain from outside but also light and air." For the first time Jinping stated that China would take the U.S. role of defending the world trading system from attack as needed. On climate change Xi defended the Paris accords, and gave China's commitment to pursue changes regardless of what the U.S. under president Trump does. This follows Chancellor Merkel of Germany's statements on the issue critical of the views of president elect Trump, and taking the lead to defend the world trading system. Xi also pointed out that many of the ills that led to voter discontent in the West were not really from the freeing up of trade but from the pursuit of excessive profit with the financial crisis of 2008.   ...

Was Merkel right in setting an amendment to the German Constitution to limit the structural budget deficit to 0.35% of GDP. It is called the Schuldenbremse Amendment. It means there is no money to invest in the country's future, no money for infrastructure even when it is old and crumbling for roads, bridges rail stations and airports, no money for digitization of the economy in which Germany has fallen behind, not enough for defense, and no money to fund needs in education, healthcare, childcare. And not enough money to invest in climate change action. Absent this investment the German economy falls behind, jobs become precarious and public dissatisfaction leads to volatile political situation. Like the Republican party in the US which calls for tax cuts and no walk the talk for infrastructure investment, the CDU/CSU and FDP, have a mindset opposing investing in Germany. Labor leader Starmer says he is not for abolishing tution fees in Britain because of the reality in 2023. Tution fees are capped in Britain at 9250 pounds a year. There are no tution fees in Germany and Sweden. A survey by the Higher Education Policy Institute shows only 28% of students want to abolish tution fees completely. 23% want to cut fees to 6000 pounds, 15% want to cut it to 3000 pounds. Two thirds of students want to see fees dropped to below 6000 pounds. Only 20% want to keep the 9250 pounds cap. This could mean Labor would  change this promise of abolishing to keeping fees at a very affordable level and target low income students with financial assistance. This report in the Times looks at Labor's promises and what is Kept and what is Broken. It is interesting to note that on support to labor, to workers and families, Starmer is as vigorous as Mr. Biden in the US. This is true also of supporting incomes of workers and families including increasing wages to meet the cost of living crisis. Labor is also keeping its promises on Climate Change. It is taking a look at nationalizing rail, water and other services based on how much it will cost and what the benefit is, what can be done in other ways to ensure services are provided at quality levels and prices that are good for workers and families. ...

Krugman says in NYT that inflation is receding and its causes lie mainly in pandemic related supply chain issues not fiscal efforts to fix dilapidated infrastructure, invest in fighting climate change, or help for needy workers and families.  He looks at Fed chair Jerome Powell’s discussion on inflation and this he says shows that fiscal policy or government spending to fight the pandemic and US needs for infrastructure and science/chips played at most a distinctly secondary role. What Krugman does not say is that this does not mean that inflation is not an issue for many families living from paycheck to paycheck. Harris clearly spelled out a Plan for housing costs and cost of food and this is the kind of effort needed to tackle this issue secondary or not in astatistical sense. Also not given recognition is that the government spending is changing the very nature of the US economy by creating more potential for it to grow till 2030 in a way that would not be possible if this investment by president Biden was not wisely made. One has only to look at Germany to see its crumbling rail system and failing infrastructure to see that what Biden did right and Merkel did wrong. ...

Healthcare, climate change, pensions and social benefits, are three issues uppermost in the minds of German voters. Three million new young voters most of them only about 2 years old when Merkel started 16 years in office, look for change. They are well informed and for these young voters climate change is the most important issue. DW.com shows three voters and how they plan to vote. One voter has cast a mail in ballot for The Greens party. The second voter will vote for the Greens. Both because of climate change concerns. The third voter Thurid says her mother is a geriatric nurse and is not vaccinated. She is vaccinated but had talks with her mother and understands her worries about vaccination. She will vote for the Free Democrats because they oppose compulsory vaccination. The three leading parties for young voters are the Greens party, the Free Democrats, followed by the Social Democrats all in the range of 16-18% of support. The Greens have sent out 2 million brochures to voters. Out of 60 million voters in a German population of 80  million, 3 million is only 5% of the vote. What makes a difference is that it is consistent with the general direction of voters young and old, all looking for change in Germany as the CDU party attracts only about 20% or one fifth of German voters. Social Democrats Scholz is way ahead of Christian Democrats Laschet in how voters view each candidate. Will German voters be well informed enough to make a decision based on their desire for change after 16 years of Merkel or will the CDU bringing back in the last days of the campaign the old fears that the communist Left party would somehow find its way into the government using the Greens as a way in- this is a question for German voters. In1994 during the Cold War with Soviets Kohl used this to keep the Social Democrats out and Greens out and formed a coalition with the FDP. Yet today Merkel has grown close to both Russia and China and away from the Western alliance in a way that was unimaginable under Adenauer who helped build the new Federal Republic of Germany after the war. Merkel refuses to even immediately accept a call from a new US president Biden, American president who is closest in style and temperament to Harry Truman who faced off the Soviets in Berlin in 1948.  The FDP opposes a wealth tax or any form of taxes in which the wealthier pay a fair share of what is needed to build crumbling infrastructure in Germany neglected in the Merkel years. In Germany social and economic disparities have grown during the pandemic with poverty increasing during the pandemic as has happened throughout Europe and the world. The US is already committing to increase taxes for the upper incomes. This is where voters have a choice- do nothing with infrastructure, health or climate change or do something by increasing taxes. The choice is now before the German people.  With this question comes a choice for western civilization, with the recent election in the US, and two elections in Germany and then France. Will it look with optimism to the future or will it huddle up in a deeply cautious and slightly pessimistic view of the world that is embedded in Angela Merkel's cautious vision that ended up only responding to crises- some self inflicted as in migration policy, and even self inflicted in tackling euro problems created in the euro currency's faulty design. In fiscal policy as in migration policy Merkel has reversed her position- by supporting European solidarity. Will Germans vote for optimism or never ending caution? Are lessons learned?     ...

LNG prices have declined in 2024 to a fraction of what they were from $70 per mmBTU in 2022 with the Ukraine war to about $10 in Jan 2024. India's state owned Petronet signed a 7.5 million ton LNG deal for 20 years with Qatar at the reduced prices. For the world it is a good thing as India moves to natural gas from coal when about 60% of the increased pollution in 2013-2021 is coming from India by some estimates. This translates into climate change. The goal is to go from 6% for natural gas in energy mix in 2013 to 15% by 2030. Few people realize what this means outside India- that every additional dollar that was added to the nation's energy bill was a dollar not going to essential building of modern rail and transport infrastructure, into new colleges, into new health infrastructure hospitals, into logistics for manufacturing hubs, into digital and modernizing the economy. This during the pandemic has meant free rations of food for hundreds of millions in the rural areas which have been continued into 2024. It meant accessing at the lowest possible price, buying at the right time, and buying oil and gas from a wide range of suppliers. WSJ's Megha Mandavia looks at this effort.  ...

The debt brake put into the German Constitution by Angela Merkel's government in 2009 to limit the structural budget deficit to 0.35% of GDP during the 2009 financial crisis caused by poor banking behaviour, and in the 2015 eurozone debt crisis with overborrowing by Greece and Spain, is no longer relevant in 2024. Typical of climate change events - this week's floods in Spain- a year worth of rain in a few hours and all of a sudden.

An area of low pressure that breaks away from the jet stream that should blow it away formed in the Gulf of Cadiz. In weather parlance it is called a cutoff low. When this moisture laden air hits the mountains it forms clouds that dump torrential rain on coastal areas.

The warmer the Mediterranean is more of it evaporates, this years it was warmest in record. The warming Arctic adds to this by weakening the jet stream that can blow this off, say scientists.

The Truss government UK budget in September 2022 does little for the most vulnerable populations in the cost of living crisis. It also fail to take any significant steps to build up energy supplies. Of all the governments in the G-7 countries France, Germany, Italy, Canada, it is the weakest when it comes to promoting social cohesion or taking action to promote both energy supplies and renewable energy for the transition during climate change. Spain has just introduced a wealth tax for the 1%. Nothing like this is seen here, instead the highest tax of 45% is scrapped at a time when the wealthiest are seen by most people in all the G-7 countries as the most able and even willing today after the pandemic to provide help to the vulnerable and weakest parts of the population. It is seen as delusional by some as it does not inspire much confidence in the financial markets and many in the Conservative party itself. It fails the test even Mr. Boris Johnson set himself of leveling up in Britain between the well off and the less well off in society which led to his election and the election of the Truss government with Johnsopn's support. ...

U.S. president Trump has a meeting with the Pope at the Vatican in which both were seated at a wooden desk in the pope's private study, and both listened carefully. Trump told the pope, "Thank you, thank you, I won't forget what you said." The pope gave Trump an encyclical on the environment, in which he said that capitalism had contributed to degrading the environment and this hurt the poor. Trump said he would read the encyclical. The U.S. president was critical of the Paris climate change accord on the campaign trail in 2016. Now as he decides whether the U.S. should withdraw, aides at the White House in favor of it see this as an opportunity for Trump to get a better understanding of the issue before deciding. Mr. Trump gave the pope a first edition copy of Martin Luther King's writings, and Francis gave Trump a medal bearing an olive branch. Trump then met for 50 minutes with the Vatican Secretary of State Cardinal Parolin.

Bush writes about Obama's economic policies, what looks good and what might fail. He thinks the paln for toxic assets is one that might expose the USA to the risks of a Japanese style lost decade. He doesn't like the idea of the Fed as asystemic risk regulator. He thinks the health care bill should level the tax subsidy playing field so individuals can purchase low-cost, high deductible, catastrophic insurance. And he sees abetter alternative to the climate change bill in a broad based transparent carbon tax, and energy efficiency intitiatives. He sees the tax hikes proposed by Democrats in California driving marginal rates on earnings to among the world's highest at 57%. He calls for a rethinking of many aspects of Obama's economic plan.

Night trains are making a comeback in Europe. Nostalgic ideas of travel from way back are when trains were the main forms of transportation. In 2017 European transport emissions were 28% above 1990 levels. The European Green Deal sees cutting these emissions as a priority for meeting climate change. Rail is critical for achieving this. For EU CO2 emissions road transport is largest contributor (73%), aviation (13%) and maritime (11%).Austria's OBB rail system is launching night sleeper trains from Vienna to Brussels and Vienna to Amsterdam.  Competition will increase in rail. Italy's Trenitalia  has applied to EU Agency for Railways (ERA) to operate in France. French SNCF and Trenitalia will enter Spain in June 2020. Critical are capital investments in rail per person for each country. Austria and Switzerland lead, and Germany is 140 euros per person target as part of the 86 billion euro plan in capital investments  for rail over the next ten years. Technical standardization is an important goal- as a stop in Aachen for Austrian railways night train from Vienna to Brussels for 30 minutes because of changing a locomotive and the train driver having to be Flemish. Freight movement by rail is another goal as it is stuck at 17% for years.  The Green Deal in transport in Europe is likely to have an impact around the world as rail makes a comeback for sustainable tourism. ...
