A presidential decree made in Feb. 2011 requires foreign companies to cut stakes in mining companies to less than 50%. Previously upto 80% ownership was allowed in mining companies by foreign companies. The regulations show that foreign investors with 100% of ownership of mines are required to reduce their stakes by 20% within 6 years, 30% by 7th year, 37% by 8th year, 44% by 9th year, 51% by 10th year, selling to domestic investors. The idea is to maintain a share in domestic ownership of assets. Mining contributes 12% of Indonesia's GDP.

BHP Billiton was known as Broken Hill Proprietary in the 1990's. The largest Australian mining company, it was based in Melbourne and simply known as the Big Australian. It had huge losses in that period - $3 billion in 1998-1999. The turnaround at BHP Billiton comes as a remarkable turnaround for the whole mining sector. BHP made $6.5 billion in profit in the year ending June 2005. Its not just rising Chinese demand that has made this possible. Billiton has taken steps to avoid past boom bust cycles in mining by taking a conservative approach to investing in new mines that might create an oversupply in the market. The company is run buy a banker. CEO Charles Goodyear avoids taking on large risky projects and has announced plans to return $2 billion to shareholders in stock buybacks. Even with this discipline compared to the past, some mining analysts believe the boom bust cycle will occur over time. HP has $10 billion worth of projects in different stages of development. One advantage the mining companies enjoy is the concentration of mining in a few companies- BHP, Rio Tinto, Xstrata PLC. This makes it possible to price aggressively for the nickel, copper, iron ore, and other metals. A 72% price increase was negotiated with steelmakers in 2005. Another part of the transformation is the use of risk-analysis tools. BHP uses "Monte Carlo analysis" to check all potential outcomes once a range of parameters- commodity prices, currency vales, interest rate scenarios- are entered that affect financial performance of a new mine or a new investment. Goodyear came in as CFO under a new team led by Paul Anderson, a former executive of Duke Energy Corporation, after the huge losses in failed copper mining investments in the late 1990's. Even with the recent success and the careful investing discipline there is a sense that things could change quickly if rising demand slows in China and other developing countries. And in that situation this discipline may prove insufficient and the models may only be good as the assumptions and information entered....

Deep in the jungles of Indonesian Borneo one finds Bayan Resources coal complex. In 2025 Indonesia is the world's largest coal producer. Bayan Resources was founded by Low Tuck Kwong a Indonesian businessman who started out with his father's construction business in Singapore and switched to start his own business in mining in Indonesia in 1972. Bayan is now one of the largest coal producers in Indonesia and ships the coal to India, Vietnam and Philippines which depend on coal for electricity and modernization.  Coal demand will actually increase instead of decrease from 8 billion metric tons in 2013 to 9 billion metric tons in 2027. India and Vietnam are taking on the role of manufacturing that once belonged to China in the supply chain. The combined population of India, Indonesia, Vietnam and Philippines is about 2 billion people with a huge need for 100% electrification of rail and transport, and for homes and industry. India is accelerating it's renewable energy production, yet coal will be needed in the interim transition to renewable energy. Coal production is about 1 billion metric tons in 2024. About 20% of coal is imported from Indonesia and Australia. India depends on coal for 75% of electricity needs says Anil Kumar Jha former head of Coal India Limited. He predicts coal to increase to 1.3 million metric tons produced in India by 2031.   ...

Canadian tar sands oil production from Alberta faces increasing competition from production by Bakken oil fields in N. Dakota. The increasing production from Bakken fields in the U.S. and the lack of pipeline space to bring oil from Alberta to the U.S. is putting the more costly projects on hold. The costlier projects have costs of about $100 a barrel with crude prices dropping below $90 in the U.S. Projects using steam to get bitumen to the surface are viable at $50 a barrel, other projects that require mining the bitumen to make synthetic crude have costs upwards of $100 a barrel. Costs are rising quickly with the cost of geoscientists going up 14.5% in 2012 and salaries over 200,000. Production workers make $35-$39 an hour and can make about $170,000 a year. The boom has pushed costs higher each year. Suncor Energy, the largst producer, is reviewing the viability of large planned multibillion upgrading and mining projects and cutting capital spending in 2012 by 11%. By 2020 oil sands output is forecast to double from the 2011 figure of 1.6 million barrels a day, according to the Canadian Association of Petroleum Producers. Anglo American responds to declining commodity prices and the slowdown in China with deep cuts of 53,000 jobs from its 151,000 workforce. Some of the jobs will be layoffs and other job cuts will be through sale of mines. In Australia mining employment is down 13% in the 2d quarter of 2015 over prior year. Anglo American plans to sell over a quarter of assets in the downsizing. BHP has spun off over ten mines into a separate company called South32. American Pittsburgh based company Consol Energy says it will no longer provide guaranteed health insurance to retired workers. Anglo American is one of the hardest hit companies. It had losses of $3 billion for the first half of 2015, and needs $1.5 billion in cost cutting to become profitable again.

To keep prices from taking a nosedive if there is a slowdown, as for example in the Chinese economy, a concentration of resources within 3 or 4 mining companies enable them to slow down development of new deposits to adjust supply with demand. In this case even if China slows, India, Russia and Brazil may still pick up, as they may be less sensitve to the U.S. consumer than China. China is a manufacturing export based economy compared to India and Russia, which are more dependent on internal demand. Iron ore prices have increased by three times since 2003, and China's imports of iron ore have gone up from 29% to half of the world's imports. Prices of all commodities copper, alumina, uranium have shot up. BHP and Rio both based in Melbourne, Australia have absorbed all the medium size companies in the Melbourne mining scene. Australia has traditionally been a leader in this field because of its huge mining resources. Other reasons for consolidation are the more complex technologies needed to develop the remaining deposit finds, which are fewer and fewer and of lesser quality. Another factor is that the resource nationalism in India, Bolivia, Indonesia, Mongolia and other places requires more sophisticated investors. Combining Rio and BHP also means BHP can use the better infrastructure of Rio and invest more productively in future infrastructure rail lines and port development to speed exports to other countries. Diversification has helped BHP weather the decline in commodities prices better than Rio Tinto, Anglo-American and Vale. BHP is expected to report profits of $12.5 billion for the last fiscal year. BHP is also in the oil and gas business, in addition to iron, ore, copper, coal and aluminium. This has made it possible to take writedowns of $5.5 billion and still make stable profits. Andrew Mackenzie, the new CEO of BHP, is a Scotsman who is focussing on the productivity of capital and cost-cutting. BHP announced $1.9 billion in cost savings since July 2012. Mackenzie's goal is to reduce capital expenditures from $18 billion today to $15 billion or less in 2-3 years. Capital is tied up in incomplete projects taken up in the boom period of higher prices, and the process of reducing capital expenditures is gradual. Capital expenditures in the mining business increased dramatically from $20 billion to $120 billion from 2003 to 2012. For most of this period China's economy registered growth rates of over 10%....

About 53% of the world's lithium is mined in Australia and shipped to China, says this report in the NYT. At the Pilbara mineral mine in rural western Australia the ore is turned into spudomene that is 6% lithium, and is sold at $5700 a ton to China where it is refined into lithium that goes into batteries for EV cars. Australia is changing its mindset to refine more of it in Australia for battery supplies and how and where lithium is exported says this report.

Glencore is faced with falling prices of copper and other metals, declining profits from commodities trading, and a high net debt load of $30 billion. CEO Glasenberg is losing credibility with investors with a sharp decline in the share price, especially as the commodities trading operations are not able to cushion the fall in commodities prices. Commodities trading division adjusted profits for the 1st half showed 29% decline to $1.1 billion. Its share price declined 10% on August 19, 2015. Glasenberg is the second largest shareholder after the Qatar sovereign wealth fund, Qatar Holding LLC. The company went public in 2011, and acquired Xstrata in 2013. Since 2014 Glencore has lost half its market value as prices of metals fell sharply. The company is based in Baar, Switzerland. Glencore's results for the first half of 2015 showed anet loss of $676 million compared to profit of $1.72 billion in the prior year. Revenue declined by 25% to $85.71 billion.
