This is the California State University System once a major national institution of education under Governor Edmund Brown Sr in the 1960's that powered the 60's middle class, now torn apart by mistakes in higher education. Imagine Teniente-Matson in an AI created form speaking in many languages not realizing that this has little to do with education, as shown here in the NYT- coming to San Jose State from Texas A&M San Antonio. Both Hispanic student dominated institutions of education that have first generation Hispanics entering college- the promise of this first generation finding opportunities in the US economy. It is already fading for new graduates with high unemployment of 40%. The AI Initiative pushed by Governor Newsom in the state has created confusion or chaos says the NYT. This is the biggest 4 year public higher educational system in the US with 22 campuses, with diversity in California about 50% Hispanic. This is what "great" looked like for America in the 1960's with Eisenhower and JFK. Today with such misplaced initiatives and lack of the same wisdom and dedication to knowledge from that in the 1950's and 60's it is a fraction of its former self. It was marketed at $16.9 million for 500,000 licenses by OpenAI as a way for these first generation Hispanic college students most working class people to move forward. But as every commencement speech and everyone from the president to business leaders can attest it is all about hard work, hard work, hard work, and focus on reading and math, on sound basic skills, with pen and paper not ipads and iphones and AI that this job will be done. AI can never teach someone to persevere, to overcome obstacles, to put in the hard work over and over again to accomplish great things or to develop the curiosity for knowledge, the sense of new discovery  for scientific knowledge and invention that has powered America and Europe for three centuries. ...

Hundreds of professors in UC university system in math, science and engineering protest removal of the standardized testing for college in California by Governor Newsom. After social justice movements misread what promotes and what doesnt the removal of standardized testing ACT/SAT tests by Governor Newsom is leading to a major disaster- as the number of unprepared students who need remedial help has increased 30 fold. The consequences are dire for the future of science and technology in America says the protest letter by hundreds of UC faculty-  “longer pathways through prerequisite material, reduced readiness for advanced coursework, and growing pressure to dilute quantitative rigor," for University of California system with 200,000 students — educating a huge section of the engineers in America’s universities.  "We now observe preparation gaps so severe that instructors must reteach middle-school mathematics.” “The SAT/ACT mathematics requirement is not an obstacle to equity; rather, it is a prerequisite for it. Failing to measure preparation gaps does not remove barriers; it moves them into the classroom, where they become harder to overcome.” Other points are that stanrdized tests are even more important in the severe grade inflation in 2026, and add AI-assisted application essays. The Washington Post says these are crusades for equity done the wrong way hurting the very students they are designed to help because the time to fix the problem is in the middle and high schools, after that it is impossible and leaves students no path forward. Billie Jean King whose effort and persistence created the game of Women's Tennis, is alive and well with some words of encouragement, advice. Billie Jean King Commencement address at California State University Los Angeles, where she graduates in history in 2026, sixty two years after letting go college to play tennis. She grew up in Long Beach, with her brother, her parents a fireman who played basketball and a mother who was a teacher. For those who remember she comes from the period of Arthur Ashe, Stan Smith and in Australia Rod Laver, in the seventies. Stadiums are named after her at the US Open Tennis championships, and it was Billie Jean who helped create women's tennis. Some of her advice- "We can never understand inclusion unless we have been excluded." (the first African American player Althea Gibsen is celebrated in a postage stamp yet African Americans barely made it into the sport during her time. Billie Jean asked why it was all white dress, white people, white clubs.) "I like completing things. Finish what I started." (Sixty two years after postponing college in 1962 Bille Jean completes her history degree at Cal State LA in 1986). Billie Jean in another interview says history is so important and the only way to effect change that is good is to know what happened before and why. This is true for another pioneer for women a law student at Stanford named Sandra Day O'Connor of Arizona ranch territory that in those days stretched endlessly on all sides. Gandhi would agree. 15% or 1000 of 6800 Yale Students get free tution at $75,000 cutoff income level for free tution since 2020.  With $200,000 as the new cutoff for incomes getting free tution it would cost Yale $72 million more, $72,000 being the tution cost per year and additional 1000 students getting free tution at the new cutoff income level. This suggests it only costs Yale $72 million to look like it is doing something for the middle class that cannot afford Yale's high undergrad tution. But what is Yale doing about the high undergrad tution? Yale Tution goes up from 31,000 in 2005 to $48,000 in 2015, and up further to $72,000 per year for undergrads in 2025. In percentage terms the increase in last ten years is 50% and comparing 2025 to 2005 over 20 years it is up 232%, and comparing 2015 to 2005 it is up 55%. There is no slowdown in the increase in cost of tution at Yale for affordability. Middle class is being squeezed. Parents have to go into savings to send a child to these upper tier schools, as reported in WSJ, with incomes of $250,000 not enough to payoff huge tution fees of undergrads when there are 2 or 3 kids going to college. For Yale it is about business as usual as it can afford the additional $72 million for 1000 more students to be added at free tution- its endowment is at an hefty $44 billion which can easily handle that $72 million added cost to look good in front of the public while leaving things the same in terms of affordability and cost. All down the line at the second tier schools the situation is the same, only down the line when it comes to state universities do things change, but only a bit. It leaves Americans with the feeling that this system is also fundamentally flawed like the health care system and needs complete overhaul. ...

Increasing college enrollment for women in the US shows no sign of changing. Women now make up 60% of college students for the 2020-21 college year, men 40%., according to National Student Clearinghouse. Another alarming piece of information is that there are 1.5 million fewer students at colleges and universities in the US, and men make up 71% of the decline. 3.8 million women filled college applications compared to 2.8 million men for 2021-2022 college year in the US, according to Common Application. The enrollment rates of poor and working class whites show alarming decline with rates of enrollment less than people from Black, Latino or Asian income backgrounds. Decline in male enrollment is highest for community colleges with family finances the main cause. The pandemic has accelerated this negative trend that is bad for America. 700,000 fewer students were enrolled in college in 2021 spring than 2019 spring, according to a WSJ analysis.  During the pandemic millions of women left jobs to stay at home with children. Many turned to sons for help, with some young men quitting school to work. Some examples shown in this report show parents having gone to college and sons deciding the skyrocketing costs of education make it too risky to take out loans that cannot be repaid. Many just feel lost, doing work landscaping for $500 a week or packing boxes at Amazon warehouses at $15.50 an hour. With so much going wrong in the way America is investing in its future generation, issues like wars in distant lands fade into insignificance, and president Biden's decision is surely "a wise decision." As is his effort to make community college at no cost given to young Americans. The $3.5 trillion investment in workers and families that Biden plans could not have been developed at a time of greater need than today. ...

Keven resigned yesterday after his 15 billion pound plan for students getting extra time at school was rejected by Boris Johnson, the British prime minister. Boris Johnson has only 3 billion pounds set aside for education recovery at what the Times cites at 50 pounds per student, compared to 1600 pounds per student in the US under president Biden. Colleges seem to be impervious to increasing college costs so called  "upper tier" college leagues intent on taking advantage of the disproportionate increases in upper class incomes exacerbating class divisions, and trying to perpetuate their brands with the notion that they offer a better education for undergraduates at $50,000 to $100,000 a year at a Northwestern or Brown when state universities in Michigan, California and Arizona among many in the whole Nation at $15,000 a year instate tution offer the same education as long as the student puts in the necessary effort to study hard.

This report in the WSJ points to president Biden's speech to a joint session of the US Congress that providing two years of free community college would "change the dynamic" for education in America taking the first step to correct a dangerous drop in college enrollment for young men in America and ensuring working class families have access to college education. The last thirty years of skewed wealth distribution, loss of manufacturing in America, have created alarming distortions in  the access to college education for working class families. Mrs. Biden is a fervent advocate for community college access in today's America, as a community college teacher for 30 years. Biden's $45.5 billion 5 year plan would waive tution for 2 years of public community college. States would have to opt-in to participate, and federal government would provide 100% funding in the first year, decreasing contribution by 5% each subsequent year, with states picking up rest of the cost. It is quite shocking that this is being dropped from the Biden $3.6 trillion Families and Workers Plan that is now being whittled down to $2 trillion. Not because it is not badly needed for American economic competitiveness, and helping workers and families. But because following narrow parochial interests the National Association of Independent Colleges and Universities opposes it. And because the US Congress is evenly split between Democrats and Republicans 50-50 in the Senate. The Association of Independent Colleges sees a shift to community colleges and a sharp drop in its enrollment. Community colleges saw a dangerous drop in enrollment of 12% to 4.5 million students in 2020 from the spring of 2019, according to National Student Research Center. Never was a program more badly needed, as American men are alarmingly falling behind in enrollment. Here are some responses to the failure to take even the first steps to broaden college access so that America can return to economic competitiveness. "What kind of world do we want to live in?" Martha Kanter, College Promise. "That's kind of a devil's choice, isn't it? The whole system has to work from infant care all the way through." Senator Tina Smith, Democrat of Minnesota. This is because child care and children's education will be funded yet a struggling generation of college students will be left out. US Chamber of Commerce opposes a $45 billion program that is critical to American competitiveness with China and other countries. US Congress drops a program that at $45 billion is only about 2% of the $2 trillion package and which is critical to economic competitiveness. Former Republican Governor Bill Haslam of Tennessee supports community college access as a pillar of economic development and it passed the supermajority in 2014. Mike Krause, Republican former director of the state higher education commission says- "I have been surprised by the lack of enthusiasm for what is really a massive workforce development concept that also provides a path to the middle class. You'd think that would hold some appeal for Republicans and Democrats." The lack of clarity and concentration, lack of unity of purpose to get all vaccinated,  is visible in America's vaccination drive. That same lack of clarity and concentration, lack of unity of purpose, is visible in America's faltering efforts at correcting serious and alarming problems for access to college and American competitiveness in the world. About 727,000 fewer students signed up for undergraduate programs to go to college in 2021 compared to 2020. This is bad for Ameirca, bad for upward mobility, as these students missing in college are missing an opportunity for better education and the income gains that go with it. Only 63% of high school graduates signed up for college in fall 2020 the lowest in 20 years. This is alarming news.

This report in WSJ says schools are not giving up- they are trying to get back as many as possible. Some call it working to the point of exhaustion to have that conversation with students on where they are at and where they want to go. If we can't get it right its a huge failure, says one organization doing this in Tennessee.

Baby boomers born in 1955 had 2 more years of schooling than their parents by age 30. By contrast baby boomers born in 1980 had 8 months more schooling than their parents by age 30. This is the shown in a study by Harvard professors Goldin and Katz. A big part of the problem is the high dropout rates at some high schools in the U.S. Another part of the problem which is growing today is the high cost of tution discouraging students from going to college, and the large student debt being borne by parents. Administrative costs are one of the key reasons tution costs have increased to excessive proportions in the U.S., putting a heavy burden on the middle class, reducing social mobility that is an important aspect of postwar progress in Europe and the U.S. by putting college out of reach for millions of young people. This also creates a heavy debt burden for young people- U.S. student loan debt passed $1 trillion in 2012- who are less likely to buy a first home because of years needed to repay student loans. The market pressures to control costs do not exist in the same way as industries such as automobiles, because of the demand for college education in a modern globalized economy. Douglas Belkin and Scott Thurm have provided an indepth look at the University of Minnesota to show the spending surge and internal tendencies for faculty and bureaucracy to increase spending on hiring, building expansion to compete with other schools, and salaries to support their own within the college and university system, with a passive student community, and passive parent community, and lack of other outside pressures. Tution and fees for state residents doubled in the last decade at the University of Minnesota to $13,524. The figures tell the story- total debt with borrowing for building construction at U.S. 4 year public colleges tripled to $88 billion between 2002 and 2011, according to the Department of Education. Debt servicing costs doubled at the University of Minnesota to $106 million in that period. Minnesota's government provided $570 million for university operations in 2011, same as 2003-2004 school year even with inflation and 10% higher student enrollment. Yet analysis by the Department of Education and the Wall Street Journal shows in that period the spending increased disproportionately compared to inflation, student enrollment and teaching activity, with little restraint. WSJ analysis showed the University of Minnesota system added 1000 administrators between 2001-2011, with administration hires increasing 37%, double the increase in the students and double that of teachers. During that period the number of employees to manage people, programs and regulations went up 50% faster than the number of instructors, according to the Department of Education. Bureau of Labor Statistics cites this as the reason tution costs went up faster than health care costs. The 19,000 employee payroll at the University of Minnesota means one employee for three and half students. The new university president in 2011, Eric Kaler, interviewed by WSJ's Belkin and Thurm, says no one knew what it cost to run the school when he started....

A reading crisis in Sweden spreads from secondary school students to college students. 

Programme for International Student Assessment (PISA) of the OECD showed that in 2022, 25% of 15-year-olds lacked basic reading and writing skills. In 2000, the figure was 13%. This has spread to college students. Scores in the US for NAEP and in the UK are much worse than Sweden yet there is nowhere near the same level of alarm about it.

 In December 2024, the Minister of Education and leader of the Liberal Party, Johan Pehrson, met with representatives from universities, student organizations and the national education agency to go over steps needed to tackle the "reading crisis."

In the modern age it is important for royals to have a deep awareness of their country's problems. CLT Classical Learning Test has a bright future. Its message is summed up in CLT Test 8 on the website- where Gustav Mahler is cited with the text- "Tradition is not about the worship of ashes, but the preservation of fire." 183,000 high school seniors have taken the CLT Classic Learning Test in the US in 2025 compared to 2 million for SAT and 1.4 million for ACT, yet the new test is considered to be more rigorous and includes the western intellectual tradition in ways that the ACT and SAT do not. A CLT Test 3 we looked at on the CLT site included for reading a poem by Amy Lovell 1916, Mark Twain writings, passages on Greek Zeno and Renaissance painter Raphael, EB White and others. CLT Test 4 has poetry of Robert Louis Stevenson 1885, and remarkably it has a passage on the Pack Horse Book Project of FDR's New Deal Initiative in 1935 on women librarians on horseback or with mules going into remote mountainous areas of the US including Kentucky, to teach rural people to read and write. This alone suggests it should appeal to Republican and Democratic states alike. It could include Charles Dickens and Shakespeare or Robert Frost's poetry. In that sense it is far more rigorous than short bland passages in SAT or ACT of little significance or educational value. It is designed to give students an exposure in classrooms to the western intellectual tradition that the elites in America have themselves grown up learning but who now have a haughty attitude to their own intellectual traditions. In CLT Test 6 we found a poem on Nature by Gerard Manley Hopkins 1877 and Dickens famous iconic passage that begins the Tale of Two Cities written about the French Revolutionary period which is clearly not what we find in SAT or ACT, and far better in conveying a feel of what America is about and where it came from. The founder of CLT Mr. Tate believes it will be the test most taken by high school seniors by 2040. Classic Learning Test now competes with SAT and ACT in North Carolina, Indiana and other American states. Arkansas passed legislation favoring CLT, and Ohio is doing it this year. Louisiana, Oklahoma and Wyoming are accepting CLT. This Test is gaining popularity among conservatives in red and purple states  and is getting the support of the US government in 2026. The Maryland Company behind this test is Maryland Learning Initiatives. Indiana passed legislation in March requiring its state universities to accept CLT scores. And North Carolina university system now accepts the CLT. Both CLT and SAT, ACT have Math and Reading Verbal tests, the CLT adds foundational texts from Western science, government, history and literature in ways not found in SAT, ACT. Students can take the CLT at home or at a testing site. More than 350 universities and colleges accept CLT says this report in Washington Post. The SAT and ACT use shorter passages and the reading material is bland and does not have the value that it could have from the western intellectual tradition. The passages in the CLT are more rigorous and include western religious tradition and thinkers but also poets, writers, scientists from the whole gamut of the experience of Europe and the United States of America. And also explore other countries and continents including China and India, from Aristotle to Gandhiji. ...

Funding for US colleges decreases, fewer high school students graduate in 2025. Fewer foreign students. All this is affecting American colleges. For two decades American colleges allowed tution to get out of control making it unaffordable for a middle class that was already hit by the American leaders who allowed America's industrial base to be shipped out to China. As factory towns dwindled in importance and worker jobs and incomes declined across the length and breadth of America, universities and colleges took little responsibility even as young men opted to not go to college. Tution fees kept rising requiring loans that could not be paid off. Today the rust belt is coming to these colleges as the DJT administration has decided to give low priority to funding these colleges and universities and new career paths are being created through apprenticeships and other vocational education.

There is a surge in online classes and web based learning by 2017. About 36 million people in the U.S. who have some college but no degree benefit from these classes. The low overhead and value of these classes is making colleges move ahead with investment in this field. Arizona State, University of Massachusetts, are some of the universities pushing ahead. Purdue University as part of its "You Can, Go Back" initiative under president Mitch Daniels,is planning to acquire Kaplan University to supplement its efforts. 2U which runs online school programs has revenue growth of 30% a year. It runs marketing and the web platform, nuts and bolts, while schools provide faculty, in a unique collaborative effort. Colorado State University Global Campus went from 200 students to 18,000 half from Colorado, with only a $12 million loan from the University in 2007, which it paid back by 2012, showing the financial viability of these classes.

Dana Goldstein of the NYT looks at the big problem in education today- the failure to teach reading and writing skills to students in American schools. Goldstein cites two alarming statistics. About 40% of students who took the ACT writing exam in the high school class of 2016 lack the reading and writing skills to pass a college level composition class in English. 8th and 12th grade classes in the U.S. have 75% of the students lacking writing skills proficiency, according to the National Assessment of Educational Progress. Of the 1204 comments to this article in the NYT, many of the 17 selected by NYT say the problem is that students lack reading skills. Other problems shown here are the handicaps created by technology, yes technology. Mobile phone use is common and this is done quickly with the least attention to write good sentences, little attention to punctuation, spelling or grammar. Half or incomplete sentences are easier to type on mobile, so a new generation grows up thinking that this is normal. As a result a whole generation of kids have not learned to read or write well, constructing sentences with limited vocabulary. Steve Jobs and Apple may say that iPads and iPhones, smartphones and other tech devices have advanced reading with the beautiful display technology screens, but this is not what is really happening. Google may say that its search helps people access good reading materials, and this too is not what is really happening.  Equally alarming is that there is no clear agreement on how to tackle this problem. The No Child Left Behind 2002 law set a program emphasizing reading and use of multiple choice questions to test reading skills. This was followed by the Common Core standards now implemented in schools for 6 years that shift the focus to writing. Yet the results are still the same, showing little progress. Goodman cites as examples of disagreement, the Writing Revolution project which focusses on grammar and other writing skills, and the Long Island Writing Project that focusses on students finding their own voice by freewriting. A student in the freewriting class which encourages finding your own voice, expresses her frustration by saying she doesn't hear a voice- what voice, she asks.  One of the problems is that teachers themselves lack writing skills. A look at 2400 teacher preparation programs shows little attention paid to teaching writing. The head of the Reading and Writing Project at Columbia University's Teachers College, says Common Core failed in implementation of massive teacher training, which is required to address the problem. As a result remediation programs are needed badly in colleges to fix literacy skills, when better teaching would have prevented the problem in the first place. Little understood or debated is that every generation has to learn about the country's democratic institutions, every generation has to make its own effort to gain civic literacy- it is not something that can be taken for granted or handed down from one generation to the next. Without reading and learning about how these institutions function, young people lack the skills for participating in our democracy and in the global economy. ...

Biden was able to get the US on track for huge investments in infrastructure, chips, climate change, renewable energy, cost of living help, of trillions of dollars. He told a union audience- "Under my predecessor (Mr. Trump), infrastructure week became a punchline. On my watch infrastructure has become a decade headline- a decade headline." (Not much was actually done for infrastructure by Trump.) America will not long remember what happened in 2018 or 2024, but it can never forget the loss of literacy and cultural literacy from loss of reading comprehension, among American children, the basic building blocks for democracy or economic progress. This WSJ report by Randazzo and Barnum uses a lower bar for reading proficiency called the Basic. There is a second bar that is the Proficient Level for Reading Proficiency in NAEP test scores which is shown here. The US should strive for NAEP Proficient standard in Reading Comprehension not some Basic standard, to strive for leadership in a world that strives for NAEP Advanced. Only 8% of NAEP Test scores for 4th graders were at Advanced level in the US schools in 2024, only 31% making it to Proficient level standards. NAEP defines Basic as- "This level denotes partial mastery of prerequisite knowledge and skills that are fundamental for performance at the NAEP Proficient level." This is an inadequate standard and only leads to student in 4th grade struggling as readers in 9th grade leading to being not proficient for entry to college or skills programs for work. Dismal reading scores from before pandemic only get worse in 2025. Two thirds of American 4th graders across the 51 states, across urban, rural and suburbs fail to pass PROFICIENT reading levels on NAEP test scores in 2024. Roy Cooper of North Carolina says Kamala Harris has visited the state 15 times and will be there next week. He says North Carolina is the fastest growing state in the country and was lost by 1.3%, that this time it can be won as it was won by Obama in 2008. Cooper,  two term governor of North Carolina says Mark Robinson the Republican candidate for Governor is the most extreme candidate for Governor in the US right now, with open disrespect for women, and it will draw voters to voting booths in large numbers. Cooper's view is that it will help Harris, that "all of the confluence of the issues makes this state a state Kamala Harris can win, and I believe will win." In 2020 Roy Cooper won by 250,000 votes or 5% of the vote margin over  Lt. Governor Dan Forest. The key to North Carolina is in the I-85 corridor, a suburban region with cities and university towns that are home to more than two-thirds of the state's population and casts almost 70% of the state's vote. The state's five largest counties-- Mecklenburg home to Charlotte) Wake (home to Raleigh), Guilford (home to Greensboro), Forsyth (home to Winston Salem) and Durham (home to Durham)--are all located in this area. Making many visits to the state, and strong grassroots effort is essential. Total student debt in the U.S. passed the figure of $1 trillion in late 2012, according to the Consumer Financial Protection Bureau, the federal agency recently created. This figure is about 16% larger than an estimate made earlier in 2012 by the Federal Reserve Bank of New York. The surge reflects increasing numbers of people going back to college to get new skills in a faltering job market. Tution increases with cuts in state funds to colleges mean larger loans need to be taken. Another factor is that about 25% of borrowers are behind in payments, resulting in higher interest payments, according to New York Fed data. Experts say this could delay the recovery in the housing market, as potential home buyers take longer to build up funds for a down payment. Parents are co-signers on some loans for children and professional changing careers are also taking loans, creating larger effects of rising student debt.

This NYT editorial provides statistics for the problems of young people facing high student debt, high unemployment, and working in jobs that do not require their educational qualifications. Federal Reserve data show 44% of young college graduates in 2012 working at jobs that did not require a college degree. Underemployment stands at 16.8% in the U.S.- this includes young people too discouraged to look for work and those stuck in part time jobs. Put another way the hope that existed in the 1970's for a better future is simply lacking. The boom, bust, and corrective policy preceding and following the 2000 and 2008 crises have acted as a huge distraction for needed policy steps and imposed additional penalties on young people, just as other trends in the globalized manufacturing and IT industry were shifting jobs overseas.
