US shifts to Naval Blockade strategy, says ceasefire on, no war powers authorization needed from Congress. Naval blockade started on April 13 on its 18th day on May 1. The Trump administration sends an official notice to Congress that it intends to renegotiate the NAFTA treaty with Mexico and Canada. The new U.S. Trade Representative Mr. Lighthizer served as Deputy Trade Representative under president Reagan in 1983. He says the focus of the negotiation will to promote economic growth and jobs by making improvements to the treaty. The notice does not mention major modifications of the type that were hinted at by president Trump earlier. The leaders of Canada and Mexico had asked president Trump to renegotiate. Republicans in Congress and business in the U.S. favor improvements instead of the drastic changes. Mr. Lighthizer's approach is stated in his letter that said "NAFTA was negotiated 25 years ago, and while our economy and business has changed considerably in that period, NAFTA has not." New provisions will be needed said Lighthizer for intellectual property rights, state owned enterprises, labor and environmental areas, with effective enforcement.  Because of the rhetoric and language used in the election campaign, it is important to note that Lighthizer has in the past negotiated favorable terms for the U.S. steel industry to prevent dumping from overseas. His style is the opposite of the president. He has stated- "I am friendly when negotiating. I am not theatrical. The art of persuasion is knowing where the leverage is." ...

Some estimates of the cost of the Iran War for the US are about $13 billion over 10 days of the war. US president DJT asks Congress for $200 billion to finance the war. Iran refuses to back down on the closing of the Straits of Hormuz. Much of the oil going through the Straits of Hormuz goes to Asia, 90% from Kharg Island in Iran goes to China. Oil from the UAE goes through the Straits to Japan and India.

This editorial opinion in BBC News points to a Russian miscalculation on how its involvement in the U.S. elections would be seen in the U.S. Congress. The U.S. Congress voted for stronger sanctions on Russia with only 5 members in the Senate and the House of Representatives voting against sanctions- an overwhelming vote in favor of sanctions. This means future policy on Russia will be determined by the U.S. Congress, and with bipartisan support for such policies. President Trump reluctantly signed the bill, saying it took away from executive authority. Russia had hoped its efforts in favor of Trump would lead to an easing of sanctions, not grasping the role of Republicans in Congress who see interference in the democratic process in the U.S. in the same way as Democrats.

A unanimous vote of the Chinese Communist Party Congress now puts "Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era" into the Chinese Constitution. As the 19th Party Congress ends Xi Jinping joins two other leaders of the Communist Party Mao  Zedong and Deng Xiaoping, who were so honored. It also appears that unlike previous leaders Jiang Zemin and Hu Jintao, Xi Jinping is concentrating authority and direction for China. This Congress marks the end of Xi's second five year term as party general secretary.  Under Hu Jintao there were efforts by some Communist leaders to create new power bases. This period ended with Xi Jinping bringing a clear direction and authority under the Communist Party. This has led to China taking on a leadership role in the world economy and global political affairs after the election of Trump in the U.S. in 2017. The management of the economy also has provided a soft landing after threats of disruptions in trade relations with the U.S. ...

The nearly unanimous support for president Trump in the impeachment inquiry from Republicans in Congress is a result of strong consistent support from a loyal base, strong fund raising in competitive races for members of Congress who supported Trump, and the sense that the whole process was flawed and part of partisan politics. There was also a sense among members of Congress in the House and Senate that the actions in Ukraine did not rise to the level of impeachable offense.  Throughout the process from the beginning Mr. Trump, Mr. Pence, Mr. McCarthy minority leader in the House and Mr. McConnell majority leader in the Senate stayed engaged with individual members keeping together a tight knit community of legislators. As a result unprecedented action was seen in 2019-2020 with every single Democrat voting for impeachment and every single Republican voting against, and prominent members of each side showing outrage at events or how the proceedings were conducted. Each side even seeing the impeachment inquiry as a strategic step towards the presidential election in 2020. Democrats looking for some slight advantage in the midwestern states that moved the election to Trump the last time. Republicans seeing this as a way to rally the base, play to Mr. Trump's strengths in persuasion, and to vigorously defend the economic achievements in international trade agreements and the economy. ...

Neil Irwin of NYT provides some counter intuitive ideas on U.S. Fed interest rate policy. He says it can't be take as a given that the Fed will raise rates in 2017-2018. This depends on how much punch there is in the Trump economic policies for stimulus, and for infrastructure spending, tax cuts. He cites Senate Majority Leader McConnell who said he would like to keep "tax reform revenue neutral." Getting large spending and pushing up the deficit is likely to run up against Republicans in Congress who have for 8 years opposed large spending increases and large deficits. Trump has given few details about his stimulus or infrastructure spending plans. He says the scale of the spending might not match the talk. Irwin cites JP Morgan Chase economists who have kept their forecasts for GDP growth just under 2% for 2017 and 2018. And he points out that even Trump appointees at the Fed might act independently. The Fed might look at being cautious considering that increased trade tensions with China, and the unpredictability of a Trump administration could hurt growth. Irwin does not mention the uncertainty in other areas such as policy towards Russia on which the Republican party and Congress have very different views than Trump, tensions over Taiwan, that can also affect growth. ...
