It was so controversial that WinRed the main Republican donation processing platform banned the practice. It appeared to be working earlier but with the cost of living crisis in 2022 donors are holding back. NYT says the digital ads to get these donations cost more than the donations in some situations. It cost $23.3 million for digital ads and expenses and raised only $6.1 million leading to a $17 million deficit, according to NYT. Senate Minority Leader Mitch McConnell now thinks it could affect chances for the Senate. The NSRC Republican group has $23 million about half what the Democrats have. ...

Stephen Bannon the controversial adviser to president Trump is removed from the National Security Council cabinet level principals committee at the insistence of the National Security Adviser to president Trump, Lt. Gen. H.R. McMaster. In addition the chairman of the Joint CHiefs of Staff and the director of national intelligence, were added back to the principals committee of NSC, and the earlier decision to have them as occasional participants was seen as a serious mistake, with Mr. Trump having wanting to change this much earlier. Karl Rove was a senior adviser to president Bush, but like other advisers was not put on the National Security Council. The reversal of the Bannon appointment brings the NSC to its normal membership.This report in the NYT refers to the large role played by Mr. Bannon in the early days with Bannon pushing for the first travel ban that was struck down in the courts, and for the ultimatum in negotiations with the Freedom Caucus that worsened relations with Republicans in Congress. Air pollution concerns are leading China's National Development Reform Commission to set a higher goal for cleaner energy. The NDRC plans a 52 gigawatt increase in installed capacity for green energy in 2013, an increase from 36 gigawatts in 2012. This includes 10 gigawatts for solar energy. Clean energy will take up 57% of additions to installed capacity in 2013, compared to 35% in 2010, according to Tian Miao, an energy anayst at NSBO.

AP/NORC poll March 2023 shows 7 out of 10 adults in the US feel that the US is spending too much on development assistance when the budget for USAID is $40 billion. In general Republican administrations prefer foreign aid to be adminstered by the State Department not a separate agency. USAID was setup during the Cold War with the Soviet Union by president John F. Kennedy in 1961. Today it adminsters programs for HIV/Aids and for pandemics, health programs that can be done through the State Department. Attitudes have shifted following the pandemic with 9 out of 10 Republicans opposed to foreign aid through USAID. Some of the criticism is that it funds bureaucrats favorite programs. The actual impact is now uncertain in the developing of an economy. For example Sri Lanka benefits more from aid and development assistance from neighbor India than from programs of USAID as it tackles the current economic crisis following the pandemic. India pulling together the aid through IMF for Sri Lanka, and the investment in energy from India is way more important than the small USAID programs.  ...

This followed a similiar circuit breaker trigerring on Jan. 4, 2016. This time investor anxiety was over a devaluation of the renminbi by the government. This triggered a drop of 3.5% in Germany's DAX index and 2.2% in the S&P 500 index. Faulty communication and confusing signals to markets by the central bank PBOC, and securities regulator CSRC, also played a part in increasing investor anxiety. The Nuclear Regulatory Commission's inspector general points to significant flaws in reporting of equipment problems at U.S. nuclear plants. There is ambiguity in the reporting requirements, with one section Part 21 of the reporting law requiring reporting defects that can cause a loss of safety functions, and another section requiring reporting only the actual loss of safety functions. As a result 28% of the nuclear plants are not reporting safety defects in equipmment unless this leads to an actual breakdown. This represents an unacceptable level of risk for nuclear plant operations, and the inspector general calls for increasing the margin of safety. In fact the NRC is aware of these lapses in reporting since 2009. NRC has identified 24 such instances between Dec 2009 and Sept 2010, and yet no penalties have been assessed or corrective action taken to make the law clear about the reporting requirements. The lack of a good reporting system complicates things further, because early indentification of defects and defect resolution for equipment problems is critical to effective quality assurance for nuclear operators. Safety defect spotted at one plant could come up in other plants. For this reason the Inspector General's report calls this "a substantial safety hazard."...

China Central Television (CCTV) in August 2013 cited the high prices charged for luxury car models in China. One report on CCTV gives the price of a luxury sport utility vehicle such as a Land Rover as 1.89 million yuan or $305,000 in China, while the same model could be purchased for $87,000 in the U.S. Land Rover agreed to a price reduction after investigation by the pricing and antimonopoly division of NDRC. Range Rover 5.0 V8 with a price tag of 2.89 million yuan will now sell for 2.65 million yuan. Considering the prices currently charged the price reductions of upto $32,000 still means prices are extremely high. Consultancy Automotive Foresight analysts say market forces have a bigger impact and the models chosen for the price reduction are not high volume models. A bigger impact it says would come on car models where the demand is high.

China takes a different approach to the stock market declines on August 24-25, 2015, after the earlier failed interventions in July and early August called into question the transparency and integrity of the financial markets. The main Shanghai index opened 6% lower on August 25, and ended down 7.6%. This time the government let the market find its own level. Li Jiange, vice chairman of state owned investment company Central Huijin, wrote in his blog post that "The trade volume of the market can reach 2 trillion yuan ($300 billion) a day, which means if it collapsed no one could save it...The issues of the market should be handled by the market itself." In July and the early part of August Central Huijin was reported to have intervened to support the market. On Aug. 14, the China Securities Regulatory Commission (CSRC) stated achange in policy to intervene "only when the market changes dramatically and introduces systemic risk." It is important to note that even with the 40% decline in the market index since June 2015 peak, it is still up 35% compared to the prior year....

Russian and China sign a contract for Russian natural gas from undeveloped fields in Siberia during Putin's visit to Beijing in May 2014. The 30 year contract is for about $400 billion. China gets natural gas at prices about 25-40% below the current cost of importing liquefied natural gas from Australia, Qatar, Malaysia and other countries, according to RBC Capital Markets. For the last decade China and Russia have failed to agree on a price. In these negotiations a price was reached but is being kept a commercial secret. China imports large amounts of natural gas by pipeline from Turkmenistan at about $10 per million British Thermal Units (BTU's). Gazprom needs about $12 per million BTU's to break even. The two Siberian fields are the Kovykta field and Chayanda field which would remain undeveloped without the deal to supply China. Russia will spend about $55 billion for pipelines and infrastructure on its side, and China $20 billion. China's needs for natural gas were 170 billion cubic metres in 2013, growing to about six times consumption of about 30 billion cubic metres in 2000, according to China's NDRC. This is expected to reach 420 billion cubic metres by 2020. Currently 17.7 million metric tons come by pipeline mostly from Turkmenistan and 15.5 million metric tons of LNG mostly from Qatar and Australia, according to China General Customs Administration. The deal will put on hold higher cost LNG projects for Asian countries and make mores gas available at reduced prices in Asia, according to analysts....

The head of the gas, coal and power markets division of the International Energy Agency, Mr. Peter Fraser, says that even though homes use only 6% of total coal used in China, the effects are disproportionately high because homes do not have any emission reduction mechanisms. Natural gas demand has increased by 16% in 2017 as provincial officials eager to meet the demands issued in Beijing to cut coal emissions even let some homes and schools go without heat in an early winter spell. This extraordinary report shows how in cities in northeastern China the people welcome the change to natural gas and cleaner air. Even in coal country, in cities like Linfen population 4.4 million, the change is seen as people welcome the clean air and officials build natural gas connections to execute the plans issued in Beijing. In Beijing itself Greenpeace estimates show 54% reduction in PM 2.5, harmful particulate matter for breathing by 54%, a startling fact showing Beijing's determination and effectiveness of its actions. Natural gas is more expensive and citizens do not complain in neighboring provinces near Beijing because the state provides adequate subsidies to compensate people. Decrees are being enforced to avoid coal stove use with people knowing they could see action by authorites if reported. Compare this to the problems of crop burning around New Delhi, in Haryana and Punjab provinces, and one can see that centralized control and direction has advantages when used in the right way for a good purpose and supported by people who want to breathe clean air. ...
