A number of issues came up at the Women20 Summit in Berlin. Annette Niederfranke, Director of the International Labor Organization, brought up the issue of family reconciliation as "one of the toughest challenges for working women worldwide," that in order to meet obligations women tended to work in "non standard forms of employment and in part time work linked to lower wages, lower social security, lower benefits, and fewer training possibilities." Childcare was also an issue that was prominent considering the lack of adequate childcare in many countries including in the European Union. With responsibilities for the elderly, babies, and small children women tend to be in the workforce for shorter periods leading to men taking up many of the higher positions. Angela Merkel pointed out that Gemany tended to take a narrow view of professions available to girls, saying- "So it is very very important that we take a broader view of things while girls are still at school." Merkel also supports a Africa compact that would help women set up small and middle size businesses in poor countries. The "Digital" aspects of this and other efforts for women were a major topic being discussed. One idea that came up was that more cooperation from men was needed to make things happen. This is the third Women20 Summit after ones in Turkey and China, and a sense of momentum was felt by women. ...

Poland's collapsing birth rate at 1.0 compared 1.62 in France another Catholic country, and Spain's 1.1, Germany's 1.3- 2.1 is the replacement rate per woman. This has profound consequences for Poland. The future workforce will be 20% smaller compared to 4% smaller in France in 2 decades. Many schools will close in rural areas which are hit hard. There are more deaths than births in many small towns. At this rate 1.7 million homes will become vacant in 2 decades.This report looks at Warsaw as well as rural areas near Belarus where the war has created much anxiety. The population of Poland will shrink from 36 million to 31 million over three decades if these trends continue. By 2000 the birhtrate dropped from 2.1 to 1.3 and the government introduced payments of 190 euros per child per month and expanded the childcare system. But this has not helped as the rate dropped to 1.03 in 2025. Under the Communist system industries were located in small towns and men stayed there while women moved to cities leading to a mismathch for men and women. The economic boom that doubled per capita income led to less interest in having children. The economy was supported by long hours of work which led to less interest in bearing children for women. Other reasons are a lack of interest in sharing and making the effort, the cost of raising children in a hyper competitive society like South Korea where births are at 0.7. ...

Maroes Oldenburg of Netherlands stays calm in the final micro seconds taking a cue from the British rowers on the previous day as the Netherlands quad women rowing team win gold Paris Olympics 2024 by a fraction of a second- 0.18 seconds to be exact. Jonathan Liew of The Guardian shows the spirited Dutch effort in the final seconds. Maroes Oldenburg is recovering from a bicycling accident while traveling in Austria breaking her back, when she had to have a 6 hour surgery and was told she may not make it. It took 1 month for her to walk. “For anyone who needs some inspiration, break your neck and you can win Olympic gold,” says Maroes.  Glover who came in second has three children. Liew laments the lack of investment in childcare for woman athletes with small children, 124 years after women were admitted into the Olympics. Paris Olympics has a small investment in childcare, a nursery for the first time. Liew is right in saying throwing flowers from a distance at athletes is the easy part, giving working parents the tools to do well and childcare comes down to choices that we make. ...

About 2.5 million women in the US have experienced burnout as a result of unequal demands of home and work life. Women have borne the brunt of childcare and work inside the home during the pandemic. Working women have two jobs, one at home and one at work, resulting in them being more prone to burnout as demands increase.

With the closure of schools childcare became a constant and many women quit work so that husbands could continue working. This affected the mental health of women with loss of work and professional life, and increased stress of work at home during the pandemic. Women also put on extra weight as a result. Experts say that the way societal structures and gender norms intersect plays a significant role in women experiencing burnout more than men.

The $1.8 trillion Biden Families Plan for workers, students and families takes on the unfinished work for the New Deal, says Binyamin Applebaum in the NYT. Women were not out in the workforce in the way they are today under Franklin Delano Roosevelt in the 1930's and US president Biden is making them and childcare a big part of his Families Plan. Women have been hit harder than men during the pandemic shouldering a greater burden of the home and childcare. Healthcare and education are essential for quality of living- never has there been a greater realization of this than today after years of underinvestment in infrastructure and the foundations of democratic society.

About 30% of women who changed jobs during the pandemic got new jobs that paid 30% higher with salary and bonus, according to the Conference Board. In 2022 women are coming back to the workplace with better wage gains to makeup for the momentum lost during the worst part of the pandemic period.

Problems for women and for childcare in Germany after the Merkel administration's failure to invest in child care. This DW.com report looks at this problem. Mothers have to send their children to grandparents or pay for expensive private day cares and nannies if they are able to do this. If they are not able to do this the mother usually reduces her work hours or delays returning to her job entirely. A German Youth Institute DJI study is cited which shows that in 2020 49% of parents with children under age three said they require child care. Of these only 24% were able to secure a place at a child care center for the necessary hours. For children over age three 97% needed childcare and only 71% said the necessary hours were covered. This problem was bad before the pandemic, during the pandemic it has only become much worse for women. A similar problem is happening in the US, so that this problem has consequences for women in both the EU - in Germany, France, Italy- as well as the US. The return of women to the workforce is tapping into the US economy's underlying strength, its services sector, even as rising inflation and higher interest rates pose recession risks, says the WSJ. In the competition for a limited pool of workers women are also getting pay raises, which in turn supports increased consumer spending and economic growth. More women in the workforce will ease worker shortages and help cool inflation. Still barriers remain. About 5 million people were not working because of children who are not in childcare or school, according to the US Census Bureau.

The area around Balzano in the South Tyrol region of Italy that borders Austria has none of the problems of the rest of Italy in maintaining higher birthrates. With provincial support and a thick network of family support it is much easier to get childcare so that women can work and there are other benefits. Strictly one off payments by the federal government are never enough. The Baldo family in Balzano gets an additional $200 euros per month for each child from the provincial government in addition to $2000 euros a month from the federal government. The provincial government also subsidizes apartments and groceries at the supermarket offer subsidized groceries. In Italy apart from this Alpine region birthrate per women is stuck at 1.38 children per woman. NYT shows the Baldo family and their six children up close. Ms. Baldo at this time has decided to stay home, but her sister has four children and works as a nurse with public nursery support from the provincial government. ...

Who will take up the difficult work in American childcare centers at $10-$15 per hour when retailers such as Amazon and Target are paying $20-$25 an hour during labor shortages in the US in 2021. As a result thousands of childcare centers in the US are closing and others are operating at a fourth or fifth part of their capacity. The result- less childcare and fewer women able to return to the workforce. Fewer men who can go back to work if caring for a child. This leads to further labor shortages. For a long time retailers like Amazon and Target were faulted for paying wages that made it difficult for workers to support their families. With the increase in inflation of about 5% in 2020-2021 it is even more difficult to pay for essential food and clothing. Another problem that America and Europe have lived through under different administrations in the last 2 decades is now getting even worse. Left to markets alone the whole system breaks down when one by one essential services such as healthcare, sanitation, childcare, transportation, cannot be provided. The US is facing an existential crisis not just in climate change but also in childcare, healthcare services. Both are caused by same source, a lack of emphasis on the right and essential national priorities. The causes go back to faulty capital allocation in America and Europe. $390 billion is allocated for childcare in Biden's plan in October, yet the Biden Families and Workers plan faces resistance. Gradually many of president Biden's programs for women including paid leave, child care and others are being shriveled into smaller and smaller amounts and the $3.9 trillion in spending for the workers and families plan is down now to $2 trillion.  The US and Europe face splits in society with one more urban and from the professional classes and the other more rural and in smaller urban communities and from the less educated classes each having different priorities. Only a clear resolution in the proper direction can bring relief for women, children and all segments of society, needed for a good society. ...

An ad for a state sponsored campaign to promote women having babies on "Fertility Day," September 22, in Italy, shows a man holding a cigarette that is half burned, with the line: "Don't let your sperm go up in smoke."  The ads were deemed offensive and were withdrawn. Women say the problem is not that women don't want to have babies. It is because women depend on grandparents to provide childcare in a country that lacks enough child care facilities. Companies are still backward when it comes to offering flexible hours for women with small children. Birthrate in Italy is about 1.37 per woman compared to France at about 2.0, because France does better at flexible hours, and social safety net that includes day care and subsidies for families with children. In fact women say in cities it is prudent for women to think about having a second child because of work related issues. Italy spends less on social protection benefits- about 1% of GDP. Has a low female employment rate with some young women having to sign a pre-sign a resignation letter. Only recently did premier Renzi introduce a baby bonus of 80 to 160 euros. But the culture at work and the social support net is not encouraging. ...

Hard as it is to believe average leisure time in developed nations declined by 10-15% in the 2010's. After achieving the 8 hour day the burdens of childcare and blurring of the boundaris between work and leisure have led to this situation. This has led to the idea of "time poverty." 

For women who bear the greater share and burden of child care in normal times, and heavy burden during the pandemic, this is a situation that brings with it mental health issues.

Christina Zander provides an exceptionally good report on what holds women back in work and managing positions in Sweden, Norway and Denmark. Even in Norway, Sweden and Denmark, with a more enlightened outlook in gender relations, the number of women who are CEO's for 145 Nordic companies is only 3%. For the U.S. Fortune 500 this is about 5%. Good child care benefits and parental leave laws that promote a fair distribution of child raising responsibilities between men and women are part of the enlightened outlook in Nordic countries. Yet the number of women being promoted to senior positions is limited. Interestingly rules requiring quota for women on Boards of Directors have led to a different situation on Boards- in 2013 41% of the boards at Norway's public companies were women compared to 18% at private limited companies. About 5.8% of general managers at publicly listed companies were women in 2013, 15.1% in private companies. Sandvik's Ms. Einarsson was promoted to a senior position recently. She says the opposite is true, one needs to start not at the top but at the entry level to ensure women are fairly represented. Culture is part of the problem as even in companies with equal male and female employees, the managers are mostly men. Men are seen as more eager to take responsibilities and risks, and are more integrated into networks. Even childcare and paid parental leave can be deceptive. One researcher shows that Swedish women still take the major part of responsibility for children, with 75% of the 480 available days. Women managers and researchers point to the difficulties women face with a full time career or working over 60 hours a week in a management position, and combining this with picking up children from daycare. Sofia Falk is the founder of Wiminvest, which helps companies invest in geting talented women. Her suggestions are that companies offer other incentives instead of more money- an assistant, private child care, grocery shopping, shared management positions, technical solutions to be able to work at home. The CEO of Sandvik, Olof Faxander, is persistent in changing company attitudes- he has raised the proportion of women in management positions to 21% from 9% in 3 years, eventually hoping to reach 33%....

Melissa Eddy of the NYT provides this exceptional account of the debate in Germany on national priorities, as the child care educators represented by the Verdi service workers union go on strike for a 10% increase in wages. Workers at entry level jobs in manufacturing represented by strong unions earn the same pay as teachers in child care centers and early childhood education who have many years of experience. The child care education workers are supported by the federal family minister, SDP minister Manuela Schwesig, who says that the additional experience and education upto university level of the child care educators in early childhood education should be recognized. Schwesig said: "We need a debate in Germany on how much we value the work of those who take care of the early education of our children and with young adults." One aspect of the 240,000 child care educators strike has drawn less attention. This is the gender pay gap as a large percentage of educators in childcare centers are women. Equal Pay Day in Berlin was organized for June 5, to call for equal pay for women who have fallen behind in pay. Data from the European Commission in 2014 shows Germany ranks third to last in gender pay equality, with only Estonia and Austria trailing behind, as cited by Deutsche Welle. Schwesig who attended the rally pointed out: "When women, despite equal work and education, earn less than their male colleagues, it is not only unfair. It is wrong." While Germany has moved ahead in quotas for female employees, women in boardrooms, parental leave, this does not help women in critical areas such as early childhood education and elderly care, which suffer from a large pay gap with men working in manufacturing jobs. ...

Health authorites in Italy, France, Britain India and the U.S, have hesitated in reopening schools. Germany and Denmark have reopened schools with no increase in infections with schools following specific policy including mandatory masks, air circulation rules, and careful preparation of schools to ensure social distancing rules are respected. Other countries reopening schools are Austria, Norway, Finland, Australia, New Zealand.

Schools in German states are reopen for about 1 month now, with a positive experience after careful preparation. Italy faces difficulty reopening its economy as people going back to work find it difficult, particularly women,with childcare provided by grandparents no longer an option, and lack of daycare. Opening of schools in Italy would help in reopening the economy, as well as provide relief to parents and children, when done carefully.

The problem is acute for these families in 2024 who have already experienced the covid pandemic, loss of jobs, loss of family members. Japanese Dads are taking on a bigger role and changing parenting. BBC Future shows this story about Japanese dads from a new generations that are taking on the joys, difficulties and responsibilities of parenting.  A new kind of superhero in Japanese manga comics is Ikumen, a Japanese term (from ikuji for childcare) for young dads actively spending time with their children compared to an earlier generation of fathers who spent most of their time at work, and rarely took on family responsibilities. During the sixties and seventies as Japan emerged from the wartime recovery and modernized Japanese culture defined men's role to spend most of the time at work, even getting allowance for spending from their wives who controlled the family budget.  In 2010 the Japanese Ministry of Health, Labor and Welfare started the Ikumen project to increase paternal involvement in child caring. This was a major cultural change and was part of the change in culture needed for the Third Arrow of Japan's Abenomics project to get women's participation up to western country levels. Today the women's participation rate in workplaces exceeds that of the U.S. Even in the 1980's men spent on average about 40 minutes with their children mostly during the family meal in the evening and even had to have their wives find their clothes. The common saying was - "jishin, kaminari, kaji, oyaji," earthquake, thunder, fire and father, remote and given respect. Women's reaction was not positive as they postponed marraige for later, then even not marrying at all for the next generation, leading to reduced childbirth rates. The Ikumen project projected fathers in a masculine role of heroes for taking on parenting, like the t-shirt logo "Strength for Society" portraying them as saving society, saving the  country. About 45% now support the idea of "men should work, women should stay at home" compared to 60% in 1992- drop of 15%. The statistics do not quite tell the story because during this period women participation in the workplace has jumped to western country levels as part of Abenomics Third Arrow to revive the economy. The problem that is still being tackled is that of bosses in the workplace who lack awareness and discourage taking paternal leave which has risen from 2% to 7% in five years 2012 to 2017. ...

What is the right retirement age for health is an important question. Dana Smith points out that the number 65 that started with the system of social security started in US  by Bismarck in Germany in 1889 and Social Security in the US in 1935 by president Franklin Roosevelt has no basis on the grounds of health of the population and longevity. Since that time people live much longer to about 74 years and for 45% of the people in the US who are in the knowledge based work the ability to work continues past 65 or 67 years.  For the remaining people who are in professions involving physical work such as construction or in the restaurant industry the situation is quite different, requiring a category based retirement age that takes this into account. For these people health outcomes would deteriorate if they continued to work in stressful work for longer. Another factor to be considered is to ask what this means as a national goal. Would a nation aspire to give its citizens an opportunity to travel, broaden their minds and engage in other activities they would like to do which they could not do while working full time. In this situation these years after retirement could give people a chance to live happier lives. It is not to be taken lightly as the current protests in France show. Age discrimination in France also plays a part as there may be fewer years of work opportunity if employers stay away from people over 50 years or discriminate against women. With childcare and care for elderly, part time jobs, women work longer for smaller pensions than men, leading to a sense of unfairness. French protests show that the outcomes need to be weighed carefully from a health and national goal standpoint and the retirement age set accordingly with flexibility for harder work.  Following the pandemic years and the cost of living crisis the protests in France show the need to develop a national consensus on the issue of retirement age, and rules plus culture change in industry that ban age discrimination for workers. An exceptional account by Melissa Eddy of how Germans are reacting to the German government's underinvestment in childcare centers. Germany's cabinet approved a bill that provides $190 monthly child care allowance for mothers who opt not to use day care centers provided by the government. This is supported by the Bavarian party, Christian Social Union, on the grounds that it gives an alternative to mothers to use private day care or nanny care. In practice many of the mothers using the allowance are expected to be lower paid workers who may decide not to work. The government has budgeted $500 million for the allowance for 2013. This is opposed by all opposition parties , and in a rare show of unity by business employer associations and unions, both say it "creates a false incentive to quit work." Axel Plunnecke of the Cologne Institute for Economic Research, says studies show low income families are among those who benefit most from early childhood education. About 100,000 lower qualified and lower paid workers could see this as attractive and quit working. The western part of Germany lacks enough child day care slots, so this is seen as not investing enough where its most needed, and Germany lags behind other countries like France in day care centers. The government is investing $15 million over five years to expand the number of child care centers. The goal is to have 750,000 child care slots by 2013, according to Ms. Kristina Schroeder, the family minister, herself a mother giving birth while in office. The measure was vigorously debated and controversial from the beginning because most many Germans see the $15 million years over 5 years as underinvestment in vital educational infrastructure. The $500 million is better invested in building modern day care facilities, they believe, especially because the children from lower income mothers not benefitting from daycare facilities will still need educational help, and German industry needs more women in the labor force to be competitive. Five years ago under reforms of parental support the 3 years of help to mothers was reduced to 1 year, resulting in an increase in the numbers of women working from 32% in 2002 to 40% by 2011, according to the Ministry of Family Affairs, Senior Citizens, Women and Youth....

Japan has accomplished a remarkable transformation of its workforce and its economy even as the working age population is declining. For years Japan was seen as a stagnant economy with a rapidly aging population. In recent years Japan has shown how a change in policy can work. Since 2012 working age population declined by 4.7 million, yet the number of people working increased by 4.4 million. The proportion of the population in the workforce rose sharply since 2012. To do this Japan turned to three underutilized parts of its workforce and population- the elderly, women and new immigrants. Japan has pursued an active policy of reviving the economy by bringing women into the workforce and breaking taboos on new immigrants. In 2004 Japan raised retirement age from 60 to 65, and then made it mandatory for companies to raise or abolish the retirement age, or introduce a system for re-employing workers who retire. This has changed Japan a lot with Japanese men working well into their 60's and 70's. In the west coast city of Kanagawa which now has a bullet train to Tokyo, out migration was a big problem that added to a declining workforce. The head of Ohara, a family owned company that makes desserts tried a novel method of advertising to seniors in apartment blocks and starting attracting seniors to fill worker shortages. It found that seniors came to work on time, performed even tedious tasks, and brought a great deal of experience. Since then the regional government has started programs to get more retirees and women into the workforce. The special programs teach small companies to adapt to the needs of retiree workers who can work in shorter shifts of few hours and do less physical jobs. Women need predictable hours to pickup children from school and shorter work weeks, for which the regional government program helps companies adapt by sending in specialists to guide the companies. As a result female participation in the workforce, for very long a big handicap is no longer so. Female participation has jumped to 63%, higher even than that in the OECD where the average is 62 years.  Japanese women had a M curve that meant they worked most in their 20's. less in the 30's with children, and more in the 50's. First the government tried to correct this with extended parental leave, increased childcare, and rewarding companies with good work-life balance. Then in 2009 the effort accelerated with employers required to offer 6 hour days if a worker asked for this. Under prime minister Abe's "womenomics" effort child care was significantly expanded- by 2015 Tokyo went from 28 to 38 spots open for every 100 two year olds. Alongside these efforts the Abe government tried to get companies to rethink their assumptions about quantity of work and overtime as productive effort. One could work shorter hours and be productive, and the old notions were seen as resulting in lower productivity. As fathers with parental leave took on more responsibility the changes transformed the attitudes for women at work. Most remarkable is the quiet change in immigration policy. The government allowed foreign construction workers to address shortages for work on the 2020 Olympics. It introduced a 3-5 year visas program for nursing care workers. Two new categories of visas will add 340,000 additional blue collar workers over next 5 years. The total foreign born workers in Japan doubled from 2012 to 2017 to 1.3 million. ...
