For Chinese or Indian students Germany and France offer education for bachelor and masters degress that is attractively priced even at the higher prices being now set by the government. In the past Chinese students in France were able to get Masters degrees at very little cost. Germany is looking at the higher prices as a way to increase the salaries of teaching staff and professors whose salaries lag far behind the salaries in the US and other countries. For China and India no aid program is as vital for their economies and industrial development as the access the EU provides to its universities and educational system at a fraction of the real cost. Today German universities are attracting large numbers of Indian students from middle class families where the parents life goals are to get their children into European universities. American universities cost significantly more today as American bachelors and masters degree can cost upwards of 50,000 euros a year. Even local students in the US pay between $30,000 and $100,000 a year making bachelors and masters degrees no longer affordable for much of the American middle class and leaves working class parents children totally out of the universities system. One immigrant is from Cuba- Marco Rubio of Florida, now Foreign Minister of the US. He describes in his book - "Decades of Decadence How America's Spoiled Elites Blew Up Inheritance of Liberty, Security and Prosperity"- an average factory job in Florida in the seventies enabled his parents to send him to college, which he says is no longer possible for immigrants to the US today, and no longer possible for working class parents in general. For this reason Germany and France have to be commended for their generous policies towards Chinese and Indian students. Increases in the university prices in Germany and France to 4000 euros a year for international students makes a lot of sense when British universities charge about 44000 euros a year. ...

Cost of living, of housing and healthcare, with the option of working remotely, is leading to more Americans leaving America for the first time since the 1930's than coming in. It is not just immigration policy discouraging immigration to the US. Middle class and younger Americans are seeing advantages in moving overseas if it costs much less for a better life and you can work remotely. In 2008 Gallup found 1 in 10 Americans wanted to leave, in 2026 1 in 5 want to leave for overseas locations.In 2025 more Americans left the US than came into the US. Estimates vary but one estimate is that in 2025 180,000 natural born Americans chose to leave the US. It is younger families, young people, from the southern US , from the midwest, all over the US, who are choosing to go to Europe or some other country to live and work. The State Department has no idea and does not keep track- it could be between 4 millon and 7 million Americans live overseas. Architects, engineers, professional people, are working out of small towns in teh French Pyrenees, or other parts of Europe.. Portugal - 365 increase inAmeicans in 2025. In a decade Americans living in Czech Republic, Nethelands, Spain, Germany has doubled. One couple profiled here moved to Portugal after preparing for 4 years. Portugal offers visas to stay if one can support himself, herself and family, which is the minimum wage or $27,000., which this couple could show as investment income. They could not find places to stay near good schools in LA because of the cost. Now in central Lisbon they can with $100,000 budget live a richer, fuller life, reduce hours of work, send kids to private school, no need for 2 cars as subways are nearby, and no need to put a ton of money aside every year for college. They have more time to themselves, more relaxed, and kids private school is close by. Today in the US setting aside a ton of money for college makes it difficult on $200,000 a year  in the managerial ranks as shown in reports in the WSJ. College can cost $100,000 a year for 4 years, 2 children $800,000, thats too much.  ...

Krugman points out that the federal tax rate for the top 1% is 34% in 2013, according to the Congressional Budget Office, because president Obama let the high end Bush tax cuts to expire. It is the number to remember says Krugman- 34. In 2008 the figure was 28.2. Under Hillary Clinton the average tax rate for the top 1% would go up by 3.4 percentage points, according to the Tax Policy Center. Some of this would help pay for the tution plan to provide access to the middle class to public universities. Krugman points out the gains on three fronts evident from the Census Bureau report of 5.2% gain in median income of households in the U.S. He says the first is the growth in incomes of ordinary working class and middle class families, second the large decline in the poverty rate, and third the further rise in insurance coverage in 2015 for people without health insurance. He points to the steady efforts of the Obama administration to improve lives of ordinary families as working based on the Census report though results have taken time, and could have been better. Mike Gallagher of Wisconsin on Harvard, Columbia and other US universities dependent on full tution of foreign students to where they make up 30-40% of students, highly disproportionate to the American student population, which the author says funds the universities expanding buildings and bureaucracy. It means fewer opportunities for the American student population at the Nation's universities. An hidden aspect of this is that at the upper tier and upper middle tier of universities in the US this helps support rapid increase in the tution fees to levels not seen in two generations, making even upper middle class families with incomes over $200,000 a year find it hard to save for several children at such schools. It imposes an unnecessary and stiff burden on parents in the upper middle class. At the middle level of middle class incomes of $100,000-$150,000 the general inflationary trend for college tution puts these universities also in the range where the middle class can barely access them- cost of $30,000 a year over 4 years adding upto $120,000 and total of $360,000 for 3 children households. In 2025 about $75,000 is considered income yearly for 2 adults and 2 children as the bottom rung of the middle class in America. About half the 70 million children in America, 35 million children are in conditions that involve need for food assistance and other aid, where the sense of income security, healthy food security, that was seen in the 1950's to 1990's the post war industrialization period is now missing in the closing days of the deindustrialization period of America in 2020-2025. WSJ's Dan Frosch provides this report from Binghamton, Broom county in upstate New York. At one time this area was part of the industrialization age in post war America. IBM offices were located here in Endicott. These office buildings of IBM are now being demolished. Instead of industry the economy depends on the University of Binghamton and the university attracts out of state students who bring in new investments in housing. Lower income yet middle class families face higher divorce rates with more single mothers struggling on incomes where they are on the border line for food assistance, and as wages creep up lose food and other aid. At income levels of $39,000 these families struggle to feed children. The poverty rate which declined during covid assistance period was already up in 2023 as government aid phased out under Biden and is now up further. A quarter of children in a once proud industrial region of America in upstate New York near Syracuse, now face poverty conditions. Life is a constant struggle to pay the rent, falling behind on utility or other bills and not having enough for food and other basic needs even at $39,000 year because of the inflation and cost of living having jumped in the last 5 years.   ...

Mr. Trump saying wage negotiations not important as he visits Drake Enterprises, automobile parts supplier, in Clinton Township, Macomb County, Michigan. The Guardian reports most were small business owners, with  few autoworkers. Enthusiasm of small business owners high for Trump in this swing county in Michigan. In stark contrast to the 2016 campaign president Biden was seen the previous day with a bull horn at a UAW auto workers strike picket line, becoming the first US president in history to do this. Biden said "workers built the middle class." Trump said China was the enemy not low wages or incompetent bosses, saying "the current wage negotiations are not as important as you think," when workers had tiered wages from previous concessions on wages, with entry level wages starting at about $17 an hour. That is only slightly above the $16 minimum wage in California. America in the Clinton-Trump world had truly forgotten that workers in its factories built America, and workers families made America what it was for most of the century since Lincoln and the Industrial Revolution. ...

The growing middle class in Mexico is to be seen in cities like Queretaro, far from the drug violence seen in cities on the Texas border. Even though growth has averaged only 2-3%, the number of Mexicans who see themselves as middle class in a country of over 100 million is 65%, according to a survey by pollster Jorge Buendia. The definition of middle class is a new refrigerator, a car and a couple of cellphones. Sometimes this is also aspiring to be or thinking you are middle class. A big change is the shift to small families. Astonishing as this may sound, Mexico's fertility rate has declined from 7.3 children per woman in 1960 to 2.3 today, according to the World Bank. The U.S. fertility rate is 2.1 children per woman.

Yet they oppose actions to reduce child poverty, paid maternity leave and women's rights that help protect women in marraiges, oppose action that would increase incomes for poor and middle class families in favor of the highest income groups. Senate Majority Leader McConnell says the proposals to raise income taxes for high income Americans with $320 billion in new revenues over 10 years, reduced prospects for changes in the tax system. He said the Obama proposals were designed " to excite the base but not designed to pass." Obama says "the shadow of crisis has passed," and calls for "middle class economics," and improving incomes for anyone making the effort. The call comes as inequality widened during the long recession and some of the Obama administration's policies such as on homeowner foreclosure, and lack of focus on unemployment during the first term, may have actually worsened inequality. The call also comes late in the second term in Jan 2015- with presidential elections in 2016- after the Republicans gain control of both Houses of Congress, which is why Republicans dismiss this as mere political talking points for the base....

Galston cites a Federal Reserve Board of Chicago 2014 study showing setbacks for black people in achieving improvement in income status. Even for children born into middle income black families about 55% are expected to fall below middle income status compared to 36% for children of white middle income families. The problem is not just the gap as Galston points out but what it says for the declining income mobility for the white middle class when 36% are likely to see declining status and prospect for the future, and 23% will see no improvement. Overall it shows a lack of income and social mobility for whites and minorities alike compared to the past improvements since the 1960's, not a bright prospect and less hope for the future the way things are, and why so many of the establishment candidates and existing policies are being questioned by voters.

Asians are highly overrepresented. Hispanic communities are underrepresented in the UC California system colleges but still make up more than whites at 36% of the UC colleges. Whites make up about 17% and are also underepresented. There are imbalances all around and large investment is needed badly at the public school levels to motivate white and minority students who have fallen behind. Strengthening reading comprehension skills by pouring in new resources is a first and fundamental step to give whites and minorities a better chance- it can be done. There are three times as many white families that make less than $50,000 a year as Black and Hispanic families showing huge income gaps in the white segment. Universities by taking into account socioeconomic factors can help bring a more diverse socio economic class than a racially diverse class. This helps the white community after the outsourcing of US manufacturing and shrinking of the white middle class from being highly underrepresented in universities. The black communities have about 2% of the UC colleges with about 5% of the California population. ...

One of the failures of presidents who preceded Mr. Biden, was to let the revolving door policy of letting private sector executives to join government and set rules that favored the companies they had connections with. This made it harder to tackle the problems of the 2009 global financial crisis triggered by corporate overleveraging and shoddy mortgages. It also left workers and families unprotected, failed to invest in rebuilding American infrastructure, and did not do enough for the middle class. The result was a recovery that failed workers and families- a challenge left for Mr. Biden to tackle and requiring vigilance to avoid missteps such as this one of letting banks and  large corporations write the rules they must follow.

As evidence he cites a meeting of the WSJ CEO Council, where few hands went up when asked it they would increase investment if the tax bill passed. By saddling future generations with more debt the bill would hurt investment in infrastructure, health and education that are badly needed. This is not the time for another Reaganomics plan, says Steyer, as the middle class and working class have shrivelled under both presidents Bush and Obama, with the export of jobs overseas and the deep recession years. Since then middle class families face the added problems of not being able to keep up with the rising cost of college education, health care, child care, low interest rates on savings and volatile markets dampening savings growth. For working class Americans in the middle class during Bill Clinton's time in office the problems take the shape of a sharp decline in the manufacturing wages that once supported a middle class life in industrial states of the midwestern U.S., with global competition doing the damage, and few solutions available except improving technology and technical skill of the workforce to compete in higher end products. Consider the points made by Janet Yellen, the Fed chairwoman at a Boston Fed conference in Oct. 2014- Fed information for 2013 showing the average net worth of the lower half of American families representing 62 million households is $11,000. Only this conceals the situation facing one fourth of these families who have zero wealth or negative net worth, and a significant fraction owing more on their homes than they are worth. Hillary Clinton told a audience at the New School in Greenwich Village in New York, this is the defining economic challenge of our time. " We must raise incomes for hard-working Americans so they can afford a middle class life. This will be my mission from the first day I'm president to the last."...

Studies by Mexico's Interior Ministry show that 62% of the $23 billion in remittances to Mexico by Mexicans living in the U.S. go to the lower middle class. As migration to the U.S. diminishes to zero Mexicans who are illegal aliens in the U.S. are returning to Mexico as small entrepreneurs using earnigs made in the U.S.. This offers them a chance for upward mobility and a return to families that they never had in the U.S., and is aiding the growth of a Mexican middle class. About 12 million Mexicans, or 15% of Mexico's labor force lives legally or illegally in the U.S., according to the Pew Hispanic Center. Experts say that in the first 3-5 years remittances go to help their families, after 7 years the money goes into savings and investment fueling growth of small towns such as Santa Maria in Mexico. About half of Mexico's 112 million people have family living in the U.S., which is having an influence on atttitudes and ways of thinking of the lower middle class that emigrated to the U.S.and is now returning to the country. Other factors are reinforcing the trends such as the lower price of consumer goods with the entry of retailers such as Wal-Mart and Costco into Mexico. Nestle, P&G, and Unilever, all sell at low price points in Mexico. The government's effort to setup a basic safety net subsidizing schooling, health care and food has also helped in this direction. Rapid change in demographics in all of Latin America, including Mexico with a shift to smaller families is creating new opportunities to invest in children for better educational opportunities and working lives....

A surge in demand for robotic vacuum cleaners, dishwashers, washing machines and other appliances are taking the place of the many maids and servants employed in Indian middle class homes. India has over 8.5 million coronavirus cases and most high rise apartment building communities restrict the entry of outsiders. The new trend is for more appliances in every middle class household to take over the work of many maids and household help that were once seen as less costly than appliances but now are seen as a blessing. The risks of catching coronavirus from household help that goes back to their villages for breaks are too great for many families.

As jobs shrink in household help many  new jobs could be created for a large new household appliance industry and in the other jobs in retail distribution of appliances and transport.
