This 4 years after lead contamination in Flint water was shown to be over 800 times more than the approved levels. In parts per billion 13,000 compared to 15 ppb upper allowable level. 

About 12,000 children in Flint from the poorest families were exposed to lead contaminated water when this was discovered in 2014.

You didn't have to be poor to be frugal. American frugality was a way of life on the prairies and farms of America for most of the eighteenth, nineteenth and first half of the twentieth century. It was only after 1950's that piles of consumer products were discarded to pile up in rubbish mountains somewhere in the Atacama desert in Chile by 2020. The over use of plastic contaminated the land and the oceans. The consumer debt led to money sent overseas that could be invested in America so that workers could have good jobs and American manufacturing could hold its place in the world as second to none.

As old habits are revived some areas in America from upstate New York to upstate Michigan still cling to the old values as shown in this report by Claire Ansberry in the WSJ.

A fellow Christian of Pope Francis who distributed food and blankets to remote villages in the Andean mountains of Peru driving his white pickup truck is the man chosen to lead the Catholic Church in the third decade of the 21st century. He is Robert Francis of Chicago, an American who first came to an Augustinian mission in Peru near the Ecuador border in 1985. In 1988 he returned to Peru, this time to the Augustinian seminary in Trujillo, Peru, where he taught canon law and was a judge in the regional ecclesiastical court. He spent 13 years in Peru before returning to the US in 1998. He was appointed by Pope Francis of Buenos Aires, Argentina, as apostolic administrator of Chiclayo in 1998, then Bishop in 2023 and Cardinal in 2024. In his speech from the Vatican Pope Leo XIV- Robert Francis- switched to Spanish in the middle of his speech. We now have not one but two popes from different parts of Latin America from the Atlantic coast Buenos Aires to the Andes mountains of Peru, knowing that Mexico, Chile, Argentina and Brazil ar Catholic countries, so is Central America and part of the US that is Irish and Italian, Spanish and French. Professor Zoubida Charrouf of Mohamed V University in Rabat, Morocco, with the support of Morocco's Ministry of Agriculture is pushing cooperatives in Morocco that produce Argan oil to increase wages for women. Wages are sometimes as low as $50 a month for the women who work with piles of fruit in the countryside along the Atlantic coast. Many work for below the minimum wage in Morocco. Women do most of this work. Argan trees are native to this part of Morocco and Berber women have the skills for this work.  Argan oil is used in Morocco for dipping bread and a food. In Europe and America. Argan oil is used by the cosmetic industry. A similar situation is faced by people in agriculture in other regions. In Ghana cocoa farmers are faced with precarious prices for cocoa and struggle to make a decent living. In Morocco there is the threat also of industrial production of argan- harvesting and production of argan oil using modern machinery, cutting costs but also depriving these Berber women of a chance to earn a living. How can these different factors be processed in a way that leads to a win-win, fair-fair situation for consumers and producers? ...

Comments in the report on the settlement with BP of the U.S Justice Department for pipe line leaks and a refinery fire as well as a violations by BP energy traders to manipulate the propane market. Interesting comments about the background of Tom Hayward and Sir Browne his predecessor, and about how one started out as a geologist on a oil rig in 1982, was exploration manager in Colombia and headed up th BP Venezuela, before becoming head of BP Exploration and Production. That Tony Hayward was known as the turtle, a term for managers being prepared for leadership, and Sir Browne as the sun king inside BP, is revealing, as it says much about the 2 leaders. Hayward having started out on an oil rig is more hands on and mixes easily with workers. Hayward has given himself 18 months to clear the redundant layers of management to bring him closer to operations at BP, and to fix the maintenance and other problems that led to the pipeline leaks and the refinery fire.

A Kazakh oil project that is $30 billion over budget, with no oil produced years after the project was started in 2005, is an example of what western oil companies can run into when tackling complex projects with many partners. It also shows why oil is becoming more costly to produce, keeping upward pressure on oil prices. The project is already costing western oil companies over $50 billion. This includes Italy's Eni, Shell, Total SA, ConocoPhillips, and Exxon. The project started in 2005 with collaboration between the state oil company LMG and the western companies led first by Exxon, and then as a compromise by Eni. Part of the problem is the requiredment of the Kazakh government to hire local employees who lack the necessary experience. The gas from wells has 17% hydrogen sulfide and it took 2 years to adapt infrastructure to this type of well. Housing for staff delayed the project for a year. In 2008 a target date of 2013 was set. In 2013 the project was stopped because of pipeline leaks which have still not been fixed. Causes relate to defects in pipe and in the way the pipe deteriorates in contact with the hydrogen sulfide. Kazakh government officials have responded to the delays by adding fines for the western oil companies, including a $735 million fine related to the pipe failure and gas burning. This may have reduced the motivation of the oil companies to give priority to tackling the issues. On the Kazakh side the problem is seen as being on the outside and lacking participation in the management of the complex project....

Greg Ip tells India's story, piped water for hundreds of millions of Indians, massive increases in road and rail, rapid development of infrastructure, aviation, ports logistics. WSJ graph shows country growth of economies for Japan, China, India, Germany in 2000 and 2020. By 2000 Japan had grown its economy to become about half the size of the US economy with two decades of rapid growth since 1980. China repeated this process with two decades of hyper growth since 2000 to become about 75% of the US economy by 2020. The graphs also show Japanese growth tailing off so rapidly after 2000 in relation to the US economy that it is now only about 25% of the US economy. China is likely to follow the same path as growth slows and with an aging population to become about 35-40% of the US economy by 2040 from 75%. India following the process that happened in Japan and in China is likely to become close to 35-40% of the US economy by 2040 from about 18% today, with the fastest growth over the next two decades for the most populous country in the world. Greg Ip points out what has been achieved since 2014 with the Modi government. Good governance without leakages of public funds dedicated to infrastructure, ease of living, GST one India one tax so that growing pool of funds from taxes fund rapid development with no leakages to corrupt officials,  Swacch Bharat or Clean India, clean water from taps, electricity and cooking gas for the whole population of India with dates for completion. All this Ip calls removal of the shackles that existed for far too long even past 2000 and 2010 when China had vastly surpassed India from its low point in 1980 after Mao and the Great Proletarian Cultural Revolution. India today is in as much a pace of development as China in the 1990's and Japan in the 1960's, except that it now has the benefit of grasping how development can be done in a way that does not affect climate and health in adverse ways as happened with China's hyper growth -which also led to the tragic loss of manufacturing for workers and communities in the US and Europe due to the economic theories of laissez faire of the Reagan era. Reagan theory for governments not working with industry that were applied indiscriminately during the Clinton, Bush, Obama and Trump presidencies for three decades led to shipping manufacturing overseas with no regard for the risks and dangers. What Greg Ip fails to mention is the uniqueness of India that is united by Vedanta, Hinduism and Buddhism for thousands of years, and which keeps the fabric of society together when it is divided by 13 language groups. These 13 language groups are: Hindi 43% of the population, Bengali 8%, Marathi 7%, Telugu 7%, Tamil 6%, Gujarati 5%, Urdu 4%, Kannada 4%, Odia 3%, Malayalam 3%, Punjabi 3%, Assamese 1%, English 1%. It was the vision of the early leaders Vivekananda, Gokhale, Mohandas Gandhi, Nehru, Sardar Patel, that united a diverse country with many languages and cultural variation. And it is this vision of Vivekananda that is creating the Good Governance under Sab ka Vikas, Sab ka Viswas, Sab ke Saath, Sab ka Prayas of today- development for all, with the confidence of all, with the support of all, the efforts of all. Without a disciplined direction based on hard work India could not make it this far or fulfill the aspirations of its youthful population by 2040. ...

This WSJ story shows how China started its steel industry from small beginnings when Chinese leader Deng visited a Nippon Steel plant in 1978. He made the decision to go big with Baosteel, with an investment of $6 billion, with the words- "if we do it lets do it big." This was 36 times the Chinese foreign exchange reserves at the time. From 4% of steel production, this went up and up, passing the U.S. in 1993, past Japan in 1996, and in 2018 producing three times the steel of U.S., Russia and China combined, producing 923 million metric tons of steel in 2018, or more than half of world production of steel. With steel China was able to build its automobile industry, shipbuilding, bridges, infrastructure, high speed rail network. This was done using global demand, subsidies from the government, cheap loans and tax breaks. Markets worldwide were affected by substantial excess production in China. From Baosteel the spread of the steel industry to all 23 Chinese provinces led to China accounting for 25% of world exports. By 2016 5 million workers mostly from the agrarian countryside were employed in the steel industry, helping China transform itself into an rapidly urbanizing and modern economy. It was a period when the rail network was tripled between 1975-2017, with shipping companies that ensured access to Australian coal and Brazilian iron ore. From 2011 to 2017 Chinese steel dropped global prices by 57% triggering closure of steel mills in EUrope and the U.S. About a third of trade complaints since 2001 by G20 countries against China are about steel. After entry into the WOrld Trade Organization Chinese steel exports rose to 8% of GDP from 2%. Subsidies, cheap energy, and shift of agrarian workers to cities. U.S. investigations around 2006 showed Chinese steelmakers subsidies covered 30% to 45% of the subsidized value of steel pipes exported overseas. China's steel prices were set 20-40% lower than the U.S. China responded to complaints saying it was trade protectionism. The WTO rules call for full disclosing of all subsidies. This was disclosed 5 years after joining WTO in 2001, and only for central subsidies. Local government subsidies were not disclosed till 2016- the U.S. says 15 years late. Still the Bush and Obama administrations failed to take action. In 2018 Mr. Trump seized on this as a campaign issue that resonated with American workers in manufacturing communities across the U.S. In 2018 November president Trump announced a 25% tariff on imports of Chinese steel. A six month probe by U.S. officials had already shown 40% of sales value came from subsidies for corrosion resistant steel from China. The U.S. Trade Commission imposed tariffs of its own from 39% to 241%, with the Trump tariffs of 25% coming as an additional tariff to tackle the trade surplus with China. Meanwhile in China the government is closing uncompetitive smaller steel mills and in 2016 it combined baosteel with Wuhan Steel to create a larger company, and consolidate remaining companies. Baosteel now provides the steel for CIMC to dominate the steel container business, and to make ship to shore cranes, and make the San Francisco-Oakland Bay Bridge.  It also goes to show what can be accomplished from small beginnings for countries in the developing world from Asia to Africa and Latin America, with government and industry focussed on development and growth.   ...

A Wall Street Journal report -after interviews with former TEPCO engineers and executives- throws more light on the failure of power and cooling at certain reactors in Fukushima Daiichi that led to the nuclear meltdown. The difference not grasped at the time turned out to be the critical difference between the reactors where electricity to cool the reactors worked and where the the electricity failed. Of the 10 nuclear reactors at Fukushima, only the 4 with the earlier Mark 1 design failed. These reactors were the earliest reactors installed by G.E. beginning in the 1970's. The Mark 1 reactors were serviced by an American engineering firm called Ebasco. Ebasco designed the reactor buildings really small so that they would be compact and economical. Because of the small size of the reactor buildings the generators providing the electricity supplies to the Mark 1 reactors could not be installed inside the reactor buildings made of fortified concrete and were installed in buildings outside lacking similiar protection. These outhoused generator buildings could not withstand the tsunami, resulting in the loss of power and cooling for these reactors, and leading eventually to the meltdown. The reactors with the Mark II and later designs were installed along with the generators in the same fortified concrete buildings, and these survived the tsunami without disruption in power supplies and cooling. This critical difference was noted by older TEPCO executives who were intervewed, but nothing was done about this because of the added cost of making the major modifications that would be needed. The regulatory system also failed to catch the problems with the original blueprints and design for housing the reactors and generators for cooling reactors. In 2001 the original 30 year operating permit for the Fukushima Daiichi nuclear reactor was renewed, and again in 2011 for another ten year period. Japan's Nuclear and Industrial Safety Agency is part of the industry ministry, and not kept separate and independent from the nuclear industry, a structural flaw. The ministry considered its job to be promoting nuclear power, and increasing nuclear power from 30% in 2010 to 50% of Japan's electricity output. One inspection official says fundamental design and construction of the reactors from a 30-40 year old design were never looked at in safety reviews by regulators approving the extensions. He even goes to the point of saying that the reviews focussed on things like pipes and fittings, missing entirely the safety of the outhouse buildings housing the generators. One of the top TEPCO engineers says this difference stood out like a sore thumb when did a walk through during inspections. He failed to get the support from fellow engineers and Tepco executives for changes that would add to the cost....

The Independent Panel Report on the Flint, Michigan, contaminated water crisis says the Department of Environmental Quality in the state "failed in its fundamental responsibility" to enforce drinking water safety regulations. It also says the Governor Mr. Snyder should have acted when the senior staff memebers at the governor's office asked him to do so.The EPA is faulted for prolonging the crisis by delays in enforcing drinking water standards. The problem began with the emergency manager appointed by the governor acting to make cost cutting moves for a city in financial trouble. The Panel Report puts the responsibility for overseeing the emergency manager role on the state government and the Governor.

Tony Hayward, current CEO of BP, was head of production during the fire and explosion incident at its Texas City, Texas, refinery. BP failed to contain the damage to its reputation during that incident, when it was disclosed that there was neglect of plant maintenance and quality at the refinery by government safety agencies, and by former engineers and directors of Amoco who had operated the plant before BP. The CEO at the time Mr Browne bought Amoco in 1998. To cut costs he did not replace hundreds of engineers who had left, and BP became more dependent on subcontractors. In July 2005 after Hurricane Dennis, Thunder Horse, BP's $1 billon development in the Gulf of Mexico had design and engineering problems and listed 20 degrees. In March 2006, 267,000 gallons of crude oil leaked out of a 34 inch pipe connected to the TranAlaska pipeline, maintained by BP. On August 8, 2006, the U.S. government ordered closure of the entire oil production of Alaska because of what it cited as "severe corrosion," because BP had not done the proper maintenance for the pipeline and its quality systems had failed. By this time Mr Browne's reputation had suffered and he was forced to retire. Tony Hayward is now being criticized for not moving quickly enough in establishing good quality, maintenance and safety systems at BP. The problem of BP not taking responsibility to properly oversee contractors down to the details and make sure all safety steps are taken is evident from the comment by Robert Wine a BP spokesman in London. He said that the responsibility was Transocean's (the company operating the drilling rig Deepwater Horizon), saying something that would not be accepted in the public mind or in oil circles in Houston, that "it's not BP's role to second guess Transocean or to oversee the safety of the rig." Exxon for example imposes detailed requirements on its subcontractors and second guesses its subcontractors on the details. BP did not require Transocean to install acoustic back-ups used in the North Sea to trigger the blow-out preventer in the Gulf drilling area....
