He included the denial by China of human to human transmission very early before Feb-March, and its allowing Chinese flights to go overseas when it had completely banned flights domestically. He said flights were allowed to leave China after the virus spread from Wuhan even after Mr. Trump banned flights from China to the U.S. This spread the virus from China to Europe and to America.  Mr. Trump says the WHO is controlled by China. And this happened after foundations such as the Bill and Melinda Gates foundation and other foundations partly replaced the strong role played by the U.S. government at the world health agency during the post war period maintaining strong U.S. and European oversight in the earlier period. The lack of cooperation by China to let American experts into Wuhan immediately in January played a role in delaying the U.S. getting a first hand look at the coronavirus at the epicentre. Instead a 2-3 week delay left the U.S. Europe and India unprepared for the speed and havoc caused.  The only way to tackle the coronavirus was with speed and that speedy response was doubly needed because Europe and the U.S. had no recent experience with epidemics. Even India and rest of Asia, Latin America, Africa have no experience with this type of transmission and spread making time absolutely critical.  This speed was affected because China and the WHO acted as stumbling blocks in this view of what happened. The result was that in past pandemics were fought together, this pandemic was fought on a country by country basis, a bad precedent. ...

The lessons from Italy, the epicenter now of the coronavirus pandemic, are clear- act early and decisively, impose quarantines and lockdown quickly to prevent intermingling. These steps need to be put early, with absolute clarity, and strictly enforced. This report in the NYT shows how decisive action early is the only way to prevent the crisis from becoming a large one that threatens the health system and millions. German states such as Bavaria and others now have a $25,000 euro and some have jail time. Singapore has jail time and fines for violating the stay home quarantine orders which it imposes after contact tracing. Taiwan has similar measures. Enforcement and strict control are part of the tools that have worked in these places and in China, South Korea.  Britain has still to close flights from Iran, Italy, which The Times reports on March 20 are still landing at Heathrow. Massachusetts governor Charlie Baker gets an order in with a number of Chinese manufacturers for supply of over a million N95 masks. The hard hit east coast states of the U.S. face a critical shortage of N95 masks for health care workers in hospitals. The problem is getting them shipped from Shenzen, China to to Boston's Logan airport. Someone suggested using the Patriots football team's Boeing 767 jet. Robert Kraft, Patriot's owner agreed and the passenger plane was converted to carry cargo. The Chinese consulate in New York stays open over the weekend to process the flight crew's visas. Approval for landing without the crew being asked to quarantine for 14 days was another hurdle. Chinese authorites agreed to permit the landing for about 3 hours to pick up cargo only, with the flight crew staying on the plane. Chinese internet company Tencent sent some of its employees to help prepare the shipment and send it to Shenzen airport. The Boeing 767 makes a stop in Alaska before flying to Shenzen and completes the flight back to Logan airport in Boston. Governor Baker and the Patriot's Mr. Kraft send 300,000 of the masks to New York. ...

The Centres for Disease Control agency in the U.S. was unprepared for this pandemic in the early period from January to March. This report in the NYT shows how the agency failed to respond effectively in the early days leading to the loss of lives now past 100,000. When travelers arrived at U.S. airports in February from China carrying the virus with them these flights were diverted to selected airports with CDC conducted screening but the screening proved to be defective. Health officils desperate to set up isolation and quarantine could not act because the information provided was not accurate and missed many details resulting in the inability to quarantine early and isolate clusters as other countries Germany and South Korea have done.

China lets the yuan drop to below 7 to the dollar as it responds to president Trump threat of additional tariffs of 10% on $300 billion of Chinese goods. Previously the People's Bank of China, China's central bank, defended seven to to the dollar. The weaker Chinese currency would be an offset to the tariffs on Chinese goods.

This has risks for China as in the capital flight from China in 2015-2016. Debt denominated in foreign currencies has built up under an illusion of currency stability, especially for property developers in China with about $55 billion of such debt, according to Moody's.

China's other response was to suspend agricultural purchases from the U.S.

The French under Macron commit to build a new aircraft carrier to come into service in 2038. This will be nuclear powered like the Charles De Gaulle, France's current aircraft carrier. U.S. carriers are also nuclear powered to reduce port stops for fuel. 

French and U.S. ships use American suppliers for some of the flight systems on carriers so that French aircraft and American aircraft can operate off of each others ships. For France it preserves "strategic autonomy" a policy France has pursued since Mr. De Gaulle. It also means tighter U.S. French cooperation with France being America's key ally in Europe. France has plans to increase defense spending by 4.5% and spends over 2% of GDP on defense like the U.S. 

India, Britain, China and Russia are the only other countries with aircraft carriers.

President Trump's failure to followup on his decision to shut down all flights to China on January 29 with speedy action on preparing for the coronavirus as suggested by some of his advisors is the subject of this article in the NYT.  There were two distractions one was the trade deal with China that was being negotiated, and then the impeachment trial in the U.S. Congress that was set in motion by Democrats. Another problem was the lack of good information about the extent of the virus spread in China and infected case numbers. As it turns out no one really knows the real scale of infections in China. If is was known that there were as many cases in China as there are in the U.S. today this would have resulted in shaking up any complacency in the Trump administration and in the states. Considering the experience of Europe and the U.S. it could be that China had the same number of infected cases as the U.S. does today for a population three times the size. China had a strict quarantine but it also did not realize what it was up against in the first weeks of the crisis in January. It appears now that China, Europe and the U.S. all lost some time from 2-4 weeks before realizing the severe consequences facing each region. This report says one of the vital pieces of information that was learned about infected people in China, was learned as late as the end of February by leaders of a government team looking at the coronavirus threat. It was that seemingly normal healthy people without symptoms but infected by the virus could spread the virus. This meant that this was very, very contagious. The lack of good information played a significant part, adding to the level of complacency in states such as New York and in the Trump administration. Politics such as the impeachment trial and political infighting added an unnecessary distraction. ...

Mr. Trump says he will wear a mask on a visit to soldiers at Army's Walter Reed Hospital. Trump says its "a very appropriate thing. I have no problem with a mask." As cases hit 3 million in the U.S., close to 1 million in India and Russia, Mr. Trump joins the movement for masks worldwide. Early on Mr. Trump  took up the issue of transmission from Wuhan by banning flights from China, failed to get WHO and China to respond quickly to the pandemic requests from U.S. by providing information and allowing a team to visit Wuhan quickly in January. A stumbling block appeared within the health ministry in the U.S. with poor leadership which Trump had to overcome by relying on Vice President Pence to lead the stop coronavirus team at the White House.   Trump's reopening decision came under criticism and he says he had to balance the damage to jobs and economic well being that also affected health. Some of the states and young people responded in ways that led to public gatherings that have led to surges in the south and the western states such as Calfornia. The WSJ reported that in Los Angeles County on June 20 half a million people went to bars after they reopened, showing that culturally even counties in states like California lacked what is accepted good sense. For instance Tokyo bars were paid by the Japanese government not to reopen, according to one report. By wearing a mask Trump is simply acknowledging facts about transmission - a German study shows 40% reduction in cases with face coverings. ...

The balloons detected over US airspace at 40,000 feet that stirred up tension are now seen as intended for surveillance over Guam and Hawaii and blown off course by winds into Alaska and then Montana. This report in the NYT says US State department officials told Chinese diplomats on Feb. 1 about the balloon - 24 hours later China's Foreign ministry officials told US diplomats at the US embassy privately that the balloon a harmless civilian machine had gone off course. On Friday Feb. 3 China issued a public statement expressing regret. What happened after wards showed a series of poor decisions by Chinese officials and the balloon's civilian run balloon company under contract with the PLA says the NYT.  At that point the balloon's operators tried to accelerate it out of American airspace before it was shot down over South Carolina. On Saturday NYT says China told the US this acceleration was intended to get it out of American airspace.This story may not be widely read or covered so that most of the people in the US may already believe that China had intentionally flown surveillance equipment over Montana and the continental US. The US flies hundreds of reconnaissance flights near the coast of China says one defense expert.  This NYT correction of the original story on the spy balloons did not get any front page coverage in the WSJ, BBC, The Guardian, DW.com, FR24, and the NYT story itself got only 5 comments, showing how important it is for governments and information communicators to get each story right. A similar situation of a lack of communication with poor decisions may have delayed a unified response to the covid pandemic in its earliest stages. It shows how gaps in perception and information can gradually affect a relationship which the US had once nurtured into a critical part of its supply chain manufacturing following wartime cooperation against the Japanese invasion, the civil war in China, and later the Korean,  Vietnam Wars during the Cold War.    ...

Delta Airlines has one of the oldest fleet of planes in the U.S. Delta is turning this into a strategic move by having to invest less in new planes and with the ability to get good flight performance from older planes with proper maintenance. Delta says it is saving about $1 billion by acquiring 49 MD-90 planes with age of about 13 years from China Southern and other global airlines, compared to the cost of buying new planes. The estimate is that it is about 10% cheaper per seat to run these planes than new 737's, when the cost of buying planes is figured in. It also took over the leases for 88 Boeing 717's with average age of 11 years from Southwest. The focus at Delta is on profitability and debt reduction by selecting routes carefully, avoiding unprofitable ones, using tight cost management. Delta is on its third year of making profits and is on plan for reducing its debt from $17 billion in 2009 to $10 billion by 2013. The older Delta fleet is also the most punctual of the large airlines in the U.S., with 86.3% of flights on time in the Jan-Sept. 2012 period. Fitch Ratings raised Delta's credit ratings to B-plus and says Delta is "the strongest player in the much improved airline industry in the U.S."...

Metro Detroit has 90% of the 17,000 cases in Michigan as the pandemic reaches its peak there this week.  The large Detroit airport renovated and enlarged is seen as a source of the coronavirus as Detroit is where all 3 auto U.S. auto companies are located. GM, and Ford have large manufacturing operations in China, and  Chrysler has plants in northern Italy, the locations where coronavirus has hit hard, and in the case of China where it originated. Health experts say the busy Detroit international airport connecting the Detroit hub to other auto hubs in northern Italy and China- both virus hotspots- may have contributed to the virus hitting Detroit early. This country to country transmission along some route is how the virus has traveled to over 150 countries. For instance German reports show Bavaria as the source of the early cases in Italy's Lombardy region. It could be that German auto companies located in Bavaria with large operations in China resulted in inadvertent transmission of the virus from China through airport in Munich from flights between Germany and China. A Shenyang municipal bureau report provides information on German  investment in Shenyang, Liaoning province. Munich based BMW makes 1.3 million cars here. There is also the newly built Chinese German Tiexi industrial park in Shenyang with 50 German companies BASF, Siemens, located there.  Once the virus arrives in one location its spread depends on the environment with densely packed areas and the health conditions prevailing in a particular area playing their part. Both in New York and Detroit metro area this helped its faster spread in lower income densely packed areas.   ...

By drawing a comparison of China's aggressive flights close to Taiwan to the invasion of Ukraine, president Biden brings clarity to the US position on Taiwan. He says in Tokyo during his Asian trip that China "was flirting with danger" through its aggressive posture on Taiwan. President Biden made his remarks during a press conference with prime minister Fumio Kishida of Japan in Tokyo. This is what the BBC says about his remarks-  The US president began the press conference by directly linking the China-Taiwan situation to the Russian invasion of Ukraine, saying that the Russian president was "attempting to eliminate the identity of Ukraine." If there was rapprochement eventually between Ukraine and Russia and sanctions were not sustained, "then what does this signal to China about the costs of attempting to take Taiwan by force?" "They are flirting with danger already by flying so close and all the manoeuvres they are undertaking," Biden said, referring to increasing reports of Chinese warplane incursions into Taiwanese airspace. This suggests that the Asian trip of president Biden is bringing with it America's new Asia policy of building strong economic and defense partnerships in Asia. The US president also looks beyond today's conflict in Ukraine to an eventual rapprochement and end of sanctions as a possible scenario in Europe, and sees Asia as the region for America to build new supply chains that strengthen America and its partners, with a new partnership being formed with India, Indonesia and Vietnam, and with other ASEAN nations. In a way Biden and Republicans see the challenge from emerging powers in Asia as similar to the one from Japan in the thirties and the eighties, to be met with the combined economic strength of the US and Europe.  ...

There are differences between the governors of 10 worst hit states and the president of the U.S. on when to reopen the economy. The seven on the East Coast including New York, New Jersey, Connecticut, Massachusetts, and three on the West Coast including California and Washington, all but one have Democrat governors and want to wait beyond May 1, till it is believed to be safe to reopen.190,000 of the 592,000 infected cases and over 10,000 of 25,000 cases of deaths are from New York alone. This is as though a third of the problem is in one state. The feeling in New York is that it should be the last to reopen, other states can go first in the middle of the country. The position in the U.S. Constitution is for states to maintain public order and safety. This was the basis of the president's position to work with the governors and continues to be the case, though there is pressure from economic advisers to the president to reopen earlier balanced by the opinion of health experts around the president.  Some states are taking action to reopen because the virus has not severely affected these states. President Trump says it is for governors to decide what is best for each state in consultation with the federal government. The U.S. government would step in if a state is taking risky action with the coronavirus. On the issue of whether the president could have acted quickly in February following his decision to stop flights from China and set up quarantines in January, the BBC has this to say. Dr. Fauci, the president's respected health expert was one of many public officials who did not see the magnitude of the crisis evolving with lack of good information from China. BBC North America Editor Jon Sopel cites Dr. Fauci's comments on February 13- that the coronavirus danger is "just miniscule" compared with the "real and present danger" of flu. As it happened the president acted alone in his sense of the danger from the outbreak in China through incoming flights and not relying on others. Here is what the situation of each country on reopening is- India -  has extended the lockdown to May 3. France - has extended the lockdown till May 11. U.S. - has extended the lockdown to May 1. States are taking the responsibility. UK - continues lockdown restrictions till May. The French president Macron had a simple answer to the question " when will we be able to get back to a normal, prior life?" Macron said "Quite frankly, humbly, I have no definitive answer to that." Some nurseries and schools will reopen May 11. Not restaurants, hotels, museums and theaters. By May 11 France will be able to test and quarantine anyone with symptoms and general public masks will be available to all. This is what Dr. Fauci in the U.S. also wants to see before being able to reopen, that testing and tracing, isolating, procedures be efficient and reliable. ...

It is that the company is run by executives trained in finance and accounting and have too little of a background in the workplace where the manufacturing and assembly components is taking place or grasp of what it takes to turn out quality products by workers on the line. The basic approach is flawed because it is not quality checks that build in quality into a product but the workers on the assembly line who have to be trained and the investment made in quality processes to turn out a quality product. This has long been a focus in the earlier days of America's industrial revolution till the focus shifted to finance in the US and the focus on manufacturing shifted to Asia, to Japan, China and now India. It will take a complete shift in America's company leadership to hands on CEO's who are with and understand the workers on America's assembly lines, who can live some days and nights with workers on the production line to see and feel the problems first hand. This will take a decade, and for America as Jake Sullivan said at Brookings for president Biden and his team- this is a fight we must, and we will achieve. ...

Robert Lighthizer, was deputy trade representative for the Reagan administration. He says, trade is one area in which the establishment has simply got it wrong. In this area there is little difference between George Bush, Bill Clinton, Obama and Republican politicians. It is one area, he says, where the feeling that elites are thwarting the will of the voters resonates most. He says the talk about America's decline, and the idea that the 21st century belongs to China, leaves voters unconvinced that our trade policy is working for America. For voters who are unconvinced, it makes sense to have a nationalist trade policy that takes on foreign abuses and fights for American interests. He cites 2 statistics that worry these voters. One is the huge trade imbalances that require the USA to sell hundreds of billions of dollars in assets each year. The value of foreign investments in the USA exceeds the value of American investments abroad by $2.74 trillion, and China by itself has $2.5 trillion in foreign currency reserves, mostly in dollars. The other fact is that while the trade deficit for the last decade was about $4.3 trillion for the last decade, America also lost 5.6 millon jobs. And its becoming increasingly clear that as with managed currencies such as the Chinese yuan, and other trade practices, the rest of the world is stacking the free-trade deck against us. ...

About 60% of Americans think the testing for coronavirus and getting medical supplies to health care workers is too slow, in a poll by Wall Street Journal/NBC News. About 6 in 10 Americans in a new survey say they are concerned that the U.S. would move too fast to loosen coronavirus restrictions to slow the spread, and only 3 in 10 say they are concerned that it is not moving fast enough. About twice as many Americans thinking the risks were higher that public authorites and governors would reopen states too soon. About 75% of respondents in the survey say they are very or somewhat worried about themselves or a family member getting the virus. Mr. Trump's approval rating  remains unchanged from March with 46% approving. Most people place their faith in the governor of their state- 66%, and Mr. Fauci, Director National Institute of Infectious Diseases- 60%, than anyone else. On the economy president Trump is seen as being better at handling the economy 47% to 36% than Democratic nominee Biden, even though Biden has a nine point lead. This confirms the widespread dissatisfaction at the way medical supplies shortages are felt at hospitals, and the way testing for coronavirus is happening with not enough testing. President Trump perceived by business and the public as better at handling the economy is also confirmed in this survey. The dissatisfaction with the president for supplies shortages and testing lagging behind may also be tempered by a sense that the public has not taken aggressive action in supporting an early lockdown with many governors and people not supporting or following strict distancing rules till late March. By contrast the president acted quickly to stop all flights from China. ...

The comparison by Goldsmith and Moyn has picked the wrong Roosevelt. Only Washington in the war of independence, Lincoln in the Civil War over slavery, and FDR Franklin Delano Roosevelt in the Great Depression and economic collapse, fall in that category and there is no one and nothing to compare with both the struggles they fought and the challenge to the survival of the US. On the next scale comes TR Teddy Roosevelt, and this is the Roosevelt to compare DJT with. TR was unconventional, TR spoke a different language and could be frank and outspoken. TR actions matched his words, as his days on the Indian frontier and with the Rough Riders. TR also had one term plus completing McKinley's term after his assasination. And TR like DJT did not like his successor and did everything to make the comeback denouncing the policies of his successor William Howard Taft in the 1912 election, which TR lost to Democrat Woodrow Wilson. All this is true for DJT in 2026. TR denounced the shift away from his "progressive policies" and the shift to corporate interests of Republican Taft. In this sense also DJT is similar as he denounced the shift to corporate interests of the Bush/Clinton/Bush/Obama years. TR was no country club Republican and was willing to confront opponents in the politics to fight for the benefit of the working man, splitting the Republican party in the process. This is true of DJT. TR launched the rebuilding of the Navy, and announced he would reassert the Monroe Doctrine. DJT is doing the same and is reasserting the Monroe Doctrine. One could say that DJT feels the hidden TR in him and like Teddy Roosevelt is putting America in the place it once was. For TR the industrial revolution had distorted a country founded on the backs of settlers owning the land independent and rugged, as industry turned the country into corporate interests and workers in factories with few rights, and poor working conditions and wages. This TR even as a Republican fought to reverse. In DJT there is the Republican also of a different mould who fights to reverse the situation created by Bush/Clinton/Bush/ Obama over three decades since the 1990's when America has fallen to new lows when drug trafficking gangs in Mexico and Venezuela are able to run rampant over the western hemisphere, when elites in Canada and the US act impotent in the face of this, or living in their own world away from the streets and neighborhoods of America devastated by drug trafficking, towns and neighborhoods from Janesville to Flint economically deprived as elites shifted manufacturing overseas to China in complete indifference to the American worker and his family, and carried out wars in remote parts of the world such as hills of Afghanistan and deserts of Iraq no worker or farmer in America had even heard of or cared about since the American continent was settled in 1600. If there is a Woodrow Wilson around the corner who won in 1912, for the 2028 election, then it is someone who like Wilson will take policies to benefit the American worker and farmer and his family, and America as a Nation to a better place over the next decade. A passage from Teddy Roosevelt from his Autobiography about who TR was struggling against illustrates this point- "They favored Civil Service Reform; they favored copyright laws, and the removal of tariffs on works of art; they favored all the proper (and even more strongly the improper ) movements for international peace and arbitration; in short, they favored all good and many goody-goody, measures so long as they did not cut deep into social wrong or make demands on National and individual virility. They opposed, or were lukewarm, about efforts to build up the army and the navy, for they were not sensitive regarding National honor, and above all they opposed every non-milk-and-water effort, however sane to change our social and economic system in such a fashion as to substitute the ideal of justice towards all for the ideal of kindly charity from the favored few to the possibly grateful many." At the same thime there are restrictions on direct contacts and investments in the mainland. What Ma's policies will do is open up a new era of economic relations with China to increase growth in Taiwan. Both Taiwan and Japan have depended on China for a large part of their economic growth in the last ten years....

The Chinese 90 seat regional jet called the ARJ21 made by government run AVIC I Commercial Aircraft Company has about half of its equipment supplied by US companies. Its maiden flight is Septemeber 21. Canada's Bombardier is investing $100 million in the larger version of this plane citing parts sharing and cost saving potential for its own jets. The Chinese market is expected to grow at about 9% annually according to Boeing's forecast. China will spend about $600 million on the program for ARJ21 according to Chinese aviation officials. The ARJ21 also called the Flying Phoenix has 206 of the 300 orders it needs to breakeven. The plane is targeting the high altitude airports and the lightly travelled routes of western and central China. China is also looking to sell the plane in emerging markets of Malaysia, Turkey and India. According to General Electric China will need at least 500 regional jets over the next 20 years. GE which makes the engines for the ARJ21 sees the 500 jets equal to engine orders of $15 billion. Other companies that are looking for supplier orders are Parker Hannifin, Goodrich, and Mitsubishi....

The WHO, World Health Organization, comes under criticism for failing to warn about the pandemic. President Trump says the U.S. finances the WHO with $450 million but the WHO has opposed some of the basic common sense approaches to the virus such as early quarantines and suspension of flights from virus hotspots. Including opposing the U.S. action taken by president Trump on January 27, 2020 to close all passenger flights between U.S. and China. A 14 day quarantine was put into effect for Hubei province. About 8.5 million passengers visited the U.S. from China in 2018 according to the U.S.Transportation Department. Reports show Chinese cities deserted on NYT January 30, but infections only 1300 a week earlier going up to 12,000 and only 259 deaths. President Trump says the world was misled by the WHO on the extent of the crisis developing in China, as he sets up a review of the WHO's role in the crisis and on funding by the U.S. President Trump says the crisis in the U.S. would be much larger if some of the 8.5 million passengers from China arrived in U.S. cities.
