Tampa Bay area is one of the ten most high risk areas in the world, according to the World Bank. Estimates of damage from a severe hurricane are as high as $175 billion in a 2015 study. The Washington Post's Anna Phillips looks at this region which has grown by about 200 percent in the last two decades. Pinellas County home to St Petersburg and Clearwater, Tampa Bay area, now has 3.2 million people. Developers are lulled into a sense of complacency, says this report with the lack of severe hurricanes in recent decades. The last time a severe hurricane hit was 1921.  This area has 700 miles of shoreline. The problem is that sea levels are rising from climate change, Tampa Bay area has 5 inches of sea level rising, plus the Bay area water is shallower. Water pushed into the narrow area of Tampa Bay would likely rise further. This causes the most damage from waves and floods. Sea levels are higher in 2023 compared to 2009 by 7 inches in Charleston SC, Wilmington NC, Galveston Texas, and in Tybee Island Georgia.   ...

Nagourney Igielnik and Baker, give this report in the NYT that shows on questions of temperament and character and who you could trust, there is a shift towards Harris. In addition 75% of the people see the country headed not in the right direction, and on this issue of change Harris does better. Then there are he states such as Pennsylvania, Wisconsin, Michigan, North Carolina and Georgia, where things are being sorted out with the hurricanes adding to the picture. In the west there is also Arizona and Nevada. Also of interest is that in states like Texas there is only a 6% lead for Republicans. Lyndon Johnson was Democrat from Texas JFK's running mate and set up Social Security and Medicare as we know it today. It suggests a realignment from the old rural urban divide and college educated vs not college educated ideas separating the two parties. A new state university educated, small college educated, or community college educated is also emerging that like Harris's running mate from the State University of Minnesota in Mankato, sees things differently, and is spread across all parts rural, urban, white, minority, and from lower income families. These people are looking for who they can trust personally to improve their lives and make up 60-70% of American households.  ...

Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. The process and hard work paid off.   ...

In Houston, 17,000 people are settled in shelters after the devastating flood waters hit the city. Dallas Convention Center houses 5000 people evacuated from homes. The Bayou areas of Houston were hit hardest. The Texas National Guard of 12,000 was fully deployed with 18,000 National Guard personnel from other states. Experts say the Houston floods are unprecedented in the U.S. for the number of inches of rain that hit the city.

Tony Hayward, current CEO of BP, was head of production during the fire and explosion incident at its Texas City, Texas, refinery. BP failed to contain the damage to its reputation during that incident, when it was disclosed that there was neglect of plant maintenance and quality at the refinery by government safety agencies, and by former engineers and directors of Amoco who had operated the plant before BP. The CEO at the time Mr Browne bought Amoco in 1998. To cut costs he did not replace hundreds of engineers who had left, and BP became more dependent on subcontractors. In July 2005 after Hurricane Dennis, Thunder Horse, BP's $1 billon development in the Gulf of Mexico had design and engineering problems and listed 20 degrees. In March 2006, 267,000 gallons of crude oil leaked out of a 34 inch pipe connected to the TranAlaska pipeline, maintained by BP. On August 8, 2006, the U.S. government ordered closure of the entire oil production of Alaska because of what it cited as "severe corrosion," because BP had not done the proper maintenance for the pipeline and its quality systems had failed. By this time Mr Browne's reputation had suffered and he was forced to retire. Tony Hayward is now being criticized for not moving quickly enough in establishing good quality, maintenance and safety systems at BP. The problem of BP not taking responsibility to properly oversee contractors down to the details and make sure all safety steps are taken is evident from the comment by Robert Wine a BP spokesman in London. He said that the responsibility was Transocean's (the company operating the drilling rig Deepwater Horizon), saying something that would not be accepted in the public mind or in oil circles in Houston, that "it's not BP's role to second guess Transocean or to oversee the safety of the rig." Exxon for example imposes detailed requirements on its subcontractors and second guesses its subcontractors on the details. BP did not require Transocean to install acoustic back-ups used in the North Sea to trigger the blow-out preventer in the Gulf drilling area....

George W. Bush, talks about his book on his father's presidency "41: A Portrait of My Father," at the Bush presidental library in College Station, Texas. This follows his book "Decision Points," on his own presidency. George W. says his father's accomplishments are overshadowed by the work of a transformative president (Reagan) who preceded him. The short period of four years in office also affects the assessment of the elder Bush. There is now greater appreciation of the work done in this period, especially the period when the Berlin Wall collapsed and the Soviet Union dissolved and the role played by the elder Bush in the transition. Bush describes the relationship with his father when he was president as one in which it was the comfort and help that counted for more than looking for any particular advice, especially as he admired his father. The elder Bush, 90, was in the audience. Remarkable for the longevity of the father-son pair compared to Adams and John Quincy, as Adams passed away 16 months after his son became U.S. president. And more so because his brother, Jeb Bush, is likely to run for president in 2016....

The racial polarization in the U.S. before the presidential elections of 2012 between Romney and Obama. During the 2008 elections Obama did as well as Clinton by getting 43% of the white vote, it now appears headed into the 30's. This situation is reminiscent of the one facing Mondale in the 1980 election with Reagan, when Mondale received only 35% of the white vote. Fully 91% of the support for Romney comes from white voters as he passes 50% among overall voters in a late Oct. 2012 ABC/Washington Post poll. One irony in this situation is that Obama contested the 2008 election as a person who could bridge the racial divide.
