The 1976 Montreal Olympics initial estimate was $120 million Canadian dollars. It ended up costing $1.6 billion Cdn Dollars after huge cost overruns, long strikes and finishing the work at the last minute using overtime. The roof of the stadium has suffered from poor construction and had expensive repair costs since then. The corruption scandals from the cost overruns and mismanagement of funds, led to investigations. A new Parti Quebecois government was elected in November 1976 following the games on a clean government platform. Mayor Drapeau who had claimed there would be no deficit in the games turned out to be completely wrong. The federal government of Canada distanced itself from the games taking no financial responsibility. In the end it took 3 decades to pay off the debt. And the legacy of the games is that while the city of Toronto, Ontario, could invest in new infrastructure for the city, Montreal found itself financially stretched for decades. The corruption also increased support for the separatist Parti Quebecois, with referendums in 1980 and 1995 to create an independent French speaking country of Quebec. For the referendum in 1995 the separatist PQ party came less than 1% short of winning.  ...

After 3 by-elections in Toronto and Montreal Carney likely to have slim majority in Canadian parliament with 173 seats. The Liberals party has a 10-15% lead over the next party the Conservatives. Under Justin Trudeau Liberals had fallen behind the Conservative party in polling, only to be revived by Mark Carney of the Central Bank of England who sidelined some of the more controversial parts of Trudeau policies and gaining a big win in the recent elections. Carney has tried to find a way to keep Canada independent of US policy and able to chart its own path in the face of US tariffs and trade policy.

The 30 by 30 target agreed to by countries at COP15 in Montreal, the Montreal Kunming conference, commits to protecting and restoring 30% of the Earth's surface by 2030. China was an active participant and made the decision to put this target into the final document. Biodiversity is an essential and important part of the plan for climate change action. COP15 Montreal complements the work done at COP26 in Egypt. Countries will report on their progress to 30 by 30 targets every year. Also part of biodiversity targets is the reform of $500 billion in environmentally damaging subsidies.

Coronavirus will add $2.5 billion to the cost of the Tokyo Olympics mostly for rebooking facilities, and paying additional wages for staff, as well as virus testing and cost for preventing spread of the virus. As is typical of these games going back to the disaster in spending at the Montreal Olympics that took the city years to recover, costs can double or more than double earlier estimates. Someone has to bear the extra costs and the national government will take on $1 billion of these extra costs.  The official budget estimate was $12.6 billion. An estimate from Japan Board of Audit in 2019 came up with figure of $20 billion. The pandemic would bring this closer to $22.5 billion or close to double. This cost to the Japanese taxpayer is leading one third of people to sour on the games saying they should be canceled in mid-Nov. TV Ashai poll, with one third saying delay it, only one third for it to go ahead. Except for $5.6 billion from a privately organized committee its all coming from the City of Tokyo with some help from the Japanese government. On Canada's Justin Trudeau- looking back at his 10 years 2015-2025 mostly inherited the work of his father. He tackled Covid, improved childcare, tackled the renegotiation of trade with Republicans in the US, but lacked the major achievement of the 1970's of Pierre Trudeau setting up Canada as an independent state. The Washington Post looks at the political career of Justin Trudeau. He is the son of former prime minister Pierre Trudeau, a politician from Quebec, who was prime minister from 1968 to 1984 except for one year in 1979-1980. During that period Pierre Trudeau a lawyer practicing labour law in Montreal and educated at the University of Montreal had three significant accomplishments. Canada Act of 1982 passed into law by Queen Elizabeth and the British Parliament, set up Canada as a sovereign state. Prior to this only the British Parliament could amend the Canadian Constitution under the Dominion Act of 1867 under Queen Victoria. As a Quebeker Pierre Trudeau succeeded highly respected Lester Pearson as head of the Liberal Party, and held off the Party Quebecois's effort for separatism in the early 1980's. By 1981 the Canadian Supreme Court 9-0 rejected the Party Quebecois bills that conflicted with the Charter of Rights set up under the Canada Act which protected minorities in Quebec having education in English.   ...

Air Canada is planning a campaign to persuade business travellers to try Air Canada hubs in Montreal, Toronto and Vancouver, for flights to Europe, Asia and other long distance destinations. This strategy is aimed at secondary markets in the U.S. that lack direct service to Asian countries. Toronto's Pearson airport has just completed a C$4.4 billion modernization. In Vancouver and Montreal passengers connecting to the U.S. will no longer have to claim their baggage and will go directly to U.S. customs. On May 13, 1954 Republican president Eisenhower signed the Seaway Act and authorized construction of the St Lawrence Seaway with Canada at cost of $C135 million with 22,000 workers.The US Army Corps of engineers began construction of the US section in 1957 and completed it by 1959 for oceangoing ships to navigate the St. Lawrence River from Duluth in Minnesota and Milwaukee to Quebec and on to Montreal and the Atlantic. Canada's Bombardier based in Montreal launched the C series in 2008 to develop aircraft to compete with Airbus 320neo and Boeing 737 MAX, narrow body commercial airplanes. After cost overruns and delays Bombardier has $9 billion of long term debt and its financial condition deteriorated to the point where it needed a $1 billion loan from Quebec government in 2015. About 40,000 workers in Quebec are in the aerospace industry. In 2018 Airbus acquired a 50.01% stake in the Cseries program to provide marketing muscle because sustainablility became a marketing issue in Bombardier's severely weakened financial condition resulting in weak sales. Quebec government holds 16%, Bombardier 34%. Now Bombardier is planning to sell its stake in the A220 jet program to Airbus to cut its debt. Airbus will cover $350 million in losses for 2020. It is also negotiating to sell its core jet division to Textron Inc. The ambitious strategy appears to have failed for Bombardier as Airbus takes control.     ...
