This NYT report covers the period around 2019 and since when Tesla established its first factory in China.  It is the remarkable story of how the intuition and rapid decisionmaking  of Huang Li, a top Shanghai official and now premier since 2022, helped China create its own EV industry from scratch. He did this by giving Tesla a start with a new factory in Shanghai with $1.5 billion in incentivized loans and building it in 1 year 2019-2020.  A top Shanghai official Huang Li hoped to attract Tesla to China in 2019 after contacts were opened through California officials. Tesla had its only factory at Fremont, California, and had worked with the state government on a program of emissions credits as a form of financing that it could use. California officials  advocated for a similar policy in China in 2019. With Mr. Li's backing the Tesla factory in Shanghai was built in 1 year, California style emissions credit were put in place in China. What Mr. Huang Li's intuition told him was that China was at a turning point it had to take strong steps for a emissions free auto industry to tackle climate change. A company like Tesla offered an opportunity to do this. The factory was built faster than Chinese time in 1 year and loans of $1.5 billion helped finance this. Li correctly sensed that local supplier chain had to be built giving China a way to build its own EV industry. CATL was a lead supplier to Tesla. By providing assistance to CATL and other suppliers and using China's rapid development model Li was able to build an entire EV vehicle industry from scratch. BYD became through work in the pandemic years the largest EV maker in the world, and CATL the largest battery maker. Tesla provided the impetus which Li took on with the idea of building its own versions to soon overtake Tesla in 4 years between 2020 and 2024. BYD went even further and developed its own in house battery technology to cut costs and bring prices down. ...

Aikins points out the change from Mexicans crossing the border to the people from Central America fleeing Guatemala, San Salvador and Nicaragua. More recently people from Venezuela as entire states become dysfunctional, either from gang violence and lack of law and order in central America or in Venezuela from crippling inflation and economic collapse. It is a problem that America as a whole not just this or that party can resolve, by changing the entire system of immigration the way the European Union has already done and by keeping migrants in their own countries by bringing these countries into a state of stable economic growth, and making them resilient to economic and political shocks.

Decades of investment in car manufacturing and EV's is paying off for China. It now exports 5.7 million cars of which 1.7 million are EV's. EV exports are twice that of Germany. Car production capacity in China surged as the Chinese market expanded to be larger than Europe and the US combined. The production capacity is twice the size of the domestic market- 40 million gasoline cars from 100 factories.  As domestic sales have slowed down there is a push for exporting this excess capacity. The US and the EU are imposing tariffs on Chinese cars to protect their domestic manufacturing. The push to become a leader dates back to premier Wen Jiabao 20003-2013. Wen chose Audi engineer Wan Gang as minister of science and technology, and gave him the task of making China the leader in electric vehicles. Manufacturers were given subsidies, tax breaks, cheap land and electricity. By one estimate the EV manufacturers and battery makers in China received $230 billion in subsidies since 2009.  This is one reason the EU and the US are imposing tariffs to protect their domestic manufacturers. As the shift to EV's continues in China- half of the cars in 2024 EV's- the gasoline models are shipped overseas. China has now replaced the western brands in Russia with it's gasoline models.  China makes great savings in batteries as it controls the supply chain in batteries. It makes EV's at 30% lower cost with these efficiencies. ...

Industrial profits are down, but lending by banks is up dramatically for the stimulus. China's banks made $757 billion in new loans in just 4 months of 2009, more than in all of 2008. With corporate profits decliningthere will be more bad loans in the future. After the recapitalization of banks with about $475 billion at the time between 1998-2006, according to the Bank of International Settlements, Chinese banks are in better shape. Nonperforming loans account for about 2% of the loans. ANd China's deputy central bank governor Yi Gang says- " in a situation of financial crisis, rapid growth in leding does more good than harm. We should also consider the sustainability of the rapid growth of credit and the possible adverse impact." Banks for their part say they are not loosening their standards for lending.

Le Monde publishes the speech JD Vance gave at the Munich Security Conference with it says added context and explanation. It is useful because it is easy to make hasty judgements in one direction or another. The focus here is on immigration to EU and to the US, a sore point. Vance does not mention a bigger sore point - the lack of recognition worldwide to the 490,000 American lives lost in the illegal flow of fentanyl into the US without needed action from CMC Canada, Mexico and China. And business as usual carried on by these countries and the European Union, and a failure to act by the US.  JD Vance said- "And of all the pressings—challenges that the nations represented here face, I believe there is nothing more urgent than mass migration. Today, almost one in five people living in this country moved here from abroad. That is, of course, an all-time high. It’s a similar number, by the way, in the United States—also an all-time high. The number of immigrants who entered the EU from non-EU countries doubled between 2021 and 2022 alone. And, of course, it’s gotten much higher since.And we know the situation, it didn’t materialize in a vacuum. It’s the result of a series of conscious decisions made by politicians all over the continent, and others across the world, over the span of a decade." Fact Check- About 14 million of Germany's 84.5 million people are foreign nationals according to Destatis. This is 16.6% of Germany's population. Vance rounds it off to 20% not 17%. In the US there are 47.8 million people who are foreign born or 14.3% of the population in 2023. It increased by 1.6 million from 2022 to 2023, much of it coming from Venezuela and Central American failed states from left parties mismanaging the economy for hyperinflation and from gang violence. In 2022 EU member states welcomed 1.8 million Ukrainian nationals that was only 100,000 in 2021, which is two thirds of the increase. The reason for Vance's doubling. A similar situation happened in the US with Venezuela as a failed state with hyper inflation into 1000 percent inflation leading to migration to other Latin American countries and into the US during the Biden administration. Some of this happened because sanctions made things worse, mismanagement of the economy. A similar migration happened from Syria into the EU member states as a result of the civil war.     ...

China's government is taking up stakes in private companies with large debt and needing financing. Private enterprises have less access to cheap bank loans and other types of financing than state owned firms, and are squeezed by China's efforts to reduce pollution and overcapacity. The tariffs war with the U.S. has also hurt the economy and taking stakes in private companies is way to ensure business stability for China. Its an effort to keep employment stable in the private sector that has 60% of the jobs. Zhejiang Great Southeast Company is a plastics packaging company with founder Huang selling his entire 29.5% stake in the company to state owned Zhuji Water Group Co for $168 million. He did this to repay holding company loans for which he pledged two thirds of Zhejiang Company shares. Beijing stepped in to ensure there is no sharp rise in unemployment. In the first 6 months of 2019 Beijing took 47 such stakes, according to Fitch Ratings, with 52 stakes taken for all of 2018.  The purchase of stakes includes state run companies and investment vehicles of local governments. Even this does not reflect the whole effort of China to ensure no sharp increase in unemployment. From October 2018 local authorities and state linked entities put together about $100 billion of "relief funds" very quickly, estimates from TF Securities. These funds are for passive investments, state owned enterprises normally take on a hands-on role in running the companies. Oxford Economics estimate is that China's private sector provides about 60% of all urban jobs in 2017, increasing from 36% in 2010. Researchers say China stepped in in this way after failing to get banks to lend more to the private sector. The tight supervision to reduce risk of supervisory agencies has made it harder for private companies to get loans. Shadow banking and trust loans was an early target, and stock market selloff hurt entrepreneurs who used shares as collateral for loans. ...

S. Korea and the U.S. propose limiting trade imbalances to 4% of each country's GDP by 2015. S. Korea is the host of the current G-20 meeting. Germany and Japan oppose this move, arguing that their governments cannot engineer such outcomes, as it was determined by economic activity in the private sector. Japan's representative, Finance Minister Yoshihiko Noda, said that while he was dubious about the idea of setting strict numerical goals, it would be acceptable to use them as reference numbers. Germany has traditionally opposed the idea. Germany wants to be counted as part of the European Union, rather than as a single nation, in any such reference goal. China has not commented on the target. S. Korea has presented the idea as a way to use more than currency exchange rates to achieve a global rebalancing. And People's Bank of China Deputy Gov. Yi Gang said Oct 10, that China is planning policies that could result in its surplus falling below 4% of GDP in 3 to 5 years, from about 5.8% in 2009....

Though this report in WSJ speculates about removal of Foreign Minister Qin Gang after only a year in office and the return of veteran diplomat Wang Yi, it is clear that the 69 year old Yi brought experience badly needed by Xi Jinping. The decisions taken during the pandemic were reversed, the isolation is now seen as an error as China engages with the US and the EU. Like veteran diplomat Jaishankar for Mr. Modi, Xi needs Wang Yi's skills more than ever today to build a stable productive relationship with the US. During Mr Yi's long career US China, EU China relations reflected important decisions that were taken with a shared understanding, more than ever the need today.

This report in the Economist magazine points out that income per head has gone up only 40% over 30 years of democracy and economic liberalisation. And most of the benefits from NAFTA trade agreement have gone to northern Mexico where most of the factories have been built. Southern Mexican states like Tabasco were badly neglected. Lopez Obrador's party Morena is an allusion to La Virgen Morena of Guadalupe, Mexico's patron saint, and also to a term used to describe darker skinned Mexicans. Obrador was born south of Mexico City and sees his goal as bringing industrialisation and infrastructure to the south. He vows to pave every road in Oaxaca and offer price guarantees to southern farmers. And even northerners are excited about him because of his nationalist instincts, and corruption and violence under president Pena. The disappearance of 43 student teachers in gang violence was a terrible incident in the wave of violence under president Pena which has horrified Mexicans of all classes.  Under Pena Mexico is tied with Russia in the Transparency International Corruption Index at 135th place and it is more blatant in Mexico than ever. ...

Mexican president Nieto's poll numbers are at all time low of 24%, according to Reforma newspaper. He took office in late 2012 and has been hurt by human rights scandal of the murder of 43 students in the state of Guerrero, corruption issues, and failure to improve the economy. The invitation to Trump to visit Mexico left even people close to the president surprised, and was criticized widely inside Mexico. It is not clear what Trump or Nieto gained from the trip. As Trump continued his talk about building a wall on the Mexican border and having Mexico pay for the estimated $23 billion it would cost. He did this in a speech to supporters in Pheonix on the same day he met Nieto, showing the use of teleprompters and prepared script was not his way of campaigning. Just as the message to black people that Democrats take them for granted cannot resonate without the basic message delivered with compassion and understanding- such as done by the presidents Bush and Reagan- so also the message to Hispanic people is suffering from the same lack of empathy. Recent polls show only 3% of blacks support Trump. McCain and Romney gained only 4-6% in the U.S. presidential elections of 2008 and 2012. The message of the wall is also baffling as an election strategy. A Gallup poll in July 2016 shows only 15% of Americans opposing a pathway to citizenship for illegal immigrants, and only 24% of Republicans. There is another problem in the strategy. The rhetoric about walls and mass deportations, and the Trump temperament combined with handling of nuclear weapons is not winning college educated women in the suburbs with polls showing Trump lagging behind Clinton by about 20 points or 4 million voters with this group. It is hard to undo the damage done by this kind of rhetoric used in the primary elections as it gains distrust of voters. It would require a bad economy with illegal immigrants taking local jobs, and handling of immigration seen as weak, for such a message to gain some national traction. Both are absent for the most part with a steadily improving economy since 2012, lower unemployment, a tough enforcement policy on deportatons under Obama that exceeded that under Geoge W. Bush, and the talk of a wall comes with illegal immigration having declined steeply since the 2008 financial crisis. The real culprit appears to be elsewhere, the triple hit taken from hollowing out of the manufacturing economy that hurt the Conservatives in Canada, the insecurity created for older whites from the job losses and hits to net worth from the 2008-2009 financial crisis, and the increasing loss of access to health care and educational opportunities with high  costs. About 62 million households or the bottom half of the distribution in the U.S. have a net worth of about $10,000, a quarter of this group having zero net worth, according to the Federal Reserve's Janet Yellen at an Inequality Conference in Oct 2014. Problems no wall is going to solve, problems that built up over 2 decades, problems that will take a generation to fix.  It shows the tech miracle of the last 2 decades as a mirage for quality of life of the middle and working class. Tech as a tool to a goal, not a goal in itself, is the better way forward. ...

The panel was appointed by the Inter-American Commission for Human Rights, part of the Organization of American States. It raises more questions about the rule of law in Mexico, and the impunity with which drug gangs and local governments collaborate to suppress civil rights.

Montes and Cordoba of the WSJ provide this exceptional account of corruption at the state level in Mexico. Ironically the very effort to reduce the power of centralized administration with PRI winning repeated elections and having a monopoly in power for many years, led to the decentralization and passing on power and money to the state governments in Mexico after the 1990's. But this was done without putting in the checks and balances required. Instead too much power was now concentrated in the hands of the state governments which appointed even the judges and officials at all levels including election bodies. Federal transfers of tax money to states increased 20 fold to $88 billion in 2016, according to this report.  The result 41 state governors faced corruption charges between 2000 and 2013, according to the Mexican Competitiveness Institute. This includes the state of Veracruz where state coffers are almost empty and there is no money to pay municipal bodies. The PRI governor of Veracruz Mr. Duarte supported president Pena Nieto, and was at 43 years age cited as the new face of the young PRI. This report  says he is nowhere to be found now that $2.5 billion in state funds cannot be verified. Other states are Tamaulipas, Quintana Roo, Coahuila, Sonora, where corruption charges remain. The Veracruz scandal is among the worst and is the focus of attention for the public in Mexico. At this point president Pena Nieto of PRI has about 12% popularity rating, lowest of any modern Mexican president.   ...
