Report from Smart Ageing Summit at Oxford 2026. It rejects the notion common in society that physical decline is inevitable with age. It puts the responsibility of good health on healthy living which means about 80% of the responsibility is on each one of us to maintain good health. Things that are important says this report are completely abstain from alcohol, avoid processed foods (what RFK Jr is telling us as Health Secretary), prioritize sleep, cultivating a "not-meat" mindset, not eating after 6.30 pm. Other studies such as the Oxford Population Health with half a million UK participants show environmental exposures and healthy living habits have far greater importance than biological ageing and inherited genetics. Which also supports this conclusion that it is upto each one of us to build a better quality of life as we age. We assume here that the society we live in is healthy and there are no natural disasters such as climate change or human made disasters such as wars and conflicts, human exacerbation disasters such as not investing in healthcare, education and infrastructure for good public services such as transportation, parks and recreation. Yet that cannot be taken for granted and it is also important for our own healthy living and our spiritual health to invest some of our time and put our money into making sure that this investment takes place in building a healthy society and environment to live in. We do this in our civic life, as parents at parent teacher meetings, as custodians of the environment, being active in our neighborhoods, in business practices, and in supporting and monitoring investments in education and healthcare for our communities. ...

NYT's Simon Romero looks at Cumano in Venezuela, and the breakdown of water, electricity,  industry, and education systems in this city. How efforts to solve inequality without a grasp of how a modern economy works can lead to something worse. And how good intentions are not enough, lack of understanding and knowledge of of a government (Chavez and successors), on how industry, infrastructure for water and electricity, education and healthcare works is dangerous. Immersion in the rhetoric (Chavismo) makes things worse. Appeals to Simon Bolivar (history), mass communication (Alo Presidente), religious symbolism (socialist motherland and victory) and us vs them, (the marginalized poor and the established elites), mean little and take an entire nation backwards for making industrial progress and infrastructure building,  creating a strong modern economy. It in fact turns out to be dangerous and counterproductive, breaking up the very productive forces that are needed to build a modern economy. The Japanese visited and carefully studied the US transformation into an industrial advanced economy in the 1890's Meiji era, the Chinese visited and studied the Japanese plus the US transformation into industrial advanced economies in the 1990's, and Indians visited and studied the Japanese, Chinese, and American transformation into industrial advanced economies by 2014 in Gujarat State, to spread that model to all states to achieve the goal of building infrastructure, manufacturing, and modernization. America made some careful choices under Lincoln, TR, FDR, Truman and Eisenhower to achieve this transformation. Bringing factory labor, farmers, professional classes, and factory owners together under FDR with his first experiment in New York state building modern institutions with Secretary of Labor Frances Perkins, and industrial interests, then repeating this across 51 states in the Union as president of the US. Frances Perkins documents this in her book "The Roosevelt I Know." ...

She aims to encourage apprenticeship training modeled on countries like Switzerland. Where do you place a winner of the Democratic primary in Maine, Graham Plattner, an oyster farmer who dropped out of college at George Washington University, served briefly in the Middle East wars of Bush and Obama, and had PTSD. Is he working class, middle working class or is he from a downwardly mobile professional class considering he has parents who are well educated and father a prominent lawyer in Maine? Plattner easily defeated a 3 term governor of Maine with his average working class demeanor and language. He is for universal health care, (Medicare for All) universal child care, affordable housing, affordable college. Politics in the US has been moving away from the simple divisions before 1950 created by the Industrial Revolution- the workers in factories and the owners of capital allied with the professional middle class. The few owners of capital mostly college educated allied with people from the non college educated workers in factories who are conservative in their values and beliefs and on the other side the college educated professional middle class now downwardly mobile because of the many recessions and high unemployment from frequent financial crises, with college costing $80,000 a year putting them in deep debt. There is today in the WSJ a story of a professional worker who at $194,000 a year salary is not able to payoff $15000 debt which owners of capital have set at 26% interest and is in downward spiral. Some of this comes from large college and other debt. There is says WSJ Analysis $1.25 trillion in credit card debt alone with highest delinquency rates in decades in 2026. Cost of living has only made things worse and some of this happened as Biden poured money into the economy to help people hurt by the pandemic, yet with some short run consequences with demand strong businesses including hotels, restaurants and grocery stores, auto dealers, jacking up their prices by over 20% in 1 year and Biden failing to respond, getting overwhelmed by open borders migrants under Mayorkas and Harris (also hit by a sudden Venezuelan migrant influx). This is the America one has today- a confusing mix. This in reality means Democrats may take issue with Democrats, Republicans take issue with Republicans, and Democrats join with Republicans on issue by issue basis. It might actually be rational than irrational. On cultural issues if the country has gone over its head and moved too fast on some issues that are not for the general public good, people of different backgrounds can come together to get the best path. On economic issues things are never so straightforward, there are unpredictable consequences and the rules of economics are really not so straightforward either.  Providing relief can mean the government shouldering the burden as during the pandemic which it should, yet with caution as businesses can use the excess demand to raise prices and one is back to square one with everybody worse off as happened with Biden. Migrant flows and fears of insecurity in public spaces can lead to a severe public "discomfort that can waylay the best intentions of a Harris or Biden, leading to public "backlash." In fact the title of a recent book is "Whiplash." Current books include Floridan Marco Rubio's "Decade's of Decadence- How our Spoiled Elites Blew America's Inheritance of Liberty, Security and Prosperity." Rubio means it. Its authentic because as Rubio says repeatedly, his parents could make a living in the 1960's working in a factory with decent wages, low cost of living and low cost of college, the arithmetic between salaries and what you needed for decent home in suburbs and sending children to good public schools, then to college, all adding up. The result is that Rubio could go to college and serve in the Florida legislature. Rubio says in 2026, after the elites under Bush and Obama and faulty economic theory shipped all of our factories to China, that the story of his parents and his education would simply be impossible. This is what he told people in India on his first visit last week. His parents were Cuban immigrants, yet he identifies with Spain and with western civilization, a devout Roman Catholic. Rubio is a Republican, and is in large contrast with Alejandro Mayorkas, also from Cuba, and Biden's Head of Homeland Security. This is the mix of people and representatives in Congress,  business people, small business owners, professionals, that we have today in 2026 in the US. Plattner and Rubio, one a Democrat and one a Republican- both have something in common. Plattner also has general disdain for "the corporate interests, the billionaires, the Washington DC elites, and the establishment politicians."  The winds are blowing in the direction of getting things right- remembering that Eisenhower continued the work of the Kennedy and LBJ administrations (Eisenhower built the Interstate Highway System for instance, and LBJ gave America Social Security and Medicare). Before that Franklin Roosevelt a Democrat built on the work of his uncle Republican Theodore Roosevelt (TR gave America the idea of good governance and built the US Navy, FDR fought the Depression and stabilized a faltering economy after mistakes made by Republican Herbert Hoover could have happened even if Hoover was a Democrat. FDR was himself from a wealthy New York family and when he first met fellow New Yorker Frances Perkins before his struggle with polio, a haughty New York gentleman. That was before Frances Perkins as FDR's Labor Secretary joined forces with Roosevelt to give New York a modernized administration governance structure by 1940 that was applied to all 51 states after 1950. It allied labor with capital with fairness for all, and was the first such modern structure of this size the world had ever seen, which was the fundamental strength of the United States of America. It was imitated in Asia, first in the Shanghai region then China, and first in the Ahmedabad region and now India. The US is faced with the challenge of recreating and rebuilding this today, as first China, then India remind America of its roots which they have followed in their own style and culture.  First good governance, then good institutional structures, alligning labor and capital with fairness for all, strong affordable + accessible educational and healthcare systems, and investments of capital and labor for infrastructure + industrial development. ...

Paul Peterson, a professor who heads the Program on Education Policy at Harvard, says that public school education has not done as well as private or charter school education. In two areas character or values, and school discipline, public schools lag far behind private schools or charter schools. Private schools score 59% and 46% in these two areas, public schools lag far behind at 21% and 17%, in the 2016 Education Next Survey, says Peterson. He says by appointing Betsy DeVos as Education Secretary, the Trump administration sees the need to think how public schools can benefit from improvement in these areas.

Bridget Phillipson and Keir Starmer are politicians who would like to get things done and take ideas from all sides in the effort to improve life for British parents and children. See the article alongside on the changes proposed by Phillipson and Starmer to bring better education to all schools, and keeping the best of the Academy system- just spreading the best to all parts of the country.  Zoe Wiliiams had this interview with Bridget Philipson in The Guardian, March 21, 2023, when she was UK Shadow Education Secretary with big plans to revive childcare and children's education in UK schools. Phillipson is now Education Secretary and is getting a bill passed in Parliament to improve some aspects of the British education system keeping the infrastructure and foundations that are delivering well. Phillipson grew up in a dilapidated northeast England neighborhood in Tyne and Wear. She describes this as a place with an air of decline with a railroad track and idled chemical plant in the area, high youth unemployment. He mother and her grandparents provided a caring home and signed her up for drama lessons on Saturdays. She attended Catholic school and went on to study at Oxford University in Modern Languages and Modern History, returning to work for Sunderland City Council for 2 years instead of going to London. She is seen as self-effacing but vigorous in putting forward ideas on better childcare and children's education for British children.   ...

The UK Education Report from Education Secretary Bridget Phillipson as shown in The Times says “In practice, high standards currently too often means high standards for some — our ambition is high standards for all”. It sees the basic emphasis on knowledge depth and excellence in education, the infrastructure as working well and intends to keep this. The change is to bring all schools up to these higher standards. Childcare infrastructure and services would be made available to all.  Rote education and stress on memorization, taking too many GCSE exams, student stress from the large number of exams more than Ireland and twice that of Canada, not enough apprenticeship training programs, will be points that will receive attention. “The national curriculum should remain relevant and up to date while embedding and recognising the importance of cultural knowledge stemming from the past.” More emphasis on developing this kind of national curriculum. ...

The Indian federal elections started on April 19 and will take place in phases for 960 million voters the largest of any country in the world in mountains in Ladakh to desert around Jaisalmer to the seas around Vizag and Kotchikode. It will take about 6 weeks to complete by June 1 and final results to be announced June 4. The voting is done using portable electronic boxes. It is still one of the great wonders of the world that its crazy no one talks about it and is a demonstration that India has taken the best of its own democratic traditions dating back to the time of the Buddha 563-483 BC. "It may come as a surprise to many to know that in the assemblies of Buddhists in India two thousand and more years ago are to be found the rudiments of our own parliamentary practice of today." This is Rab Butler, who was born in Attock, India and the leading parliamentarian of Britain who set up the post war education system of the United Kingdom, the longest serving minister in Britain from 1941, Home Secretary under Churchill to Foreign Secretary during Suez Crisiz in 1956, under Macmillan as Home Secretary in 1964, the best parliamentarian Britain had to offer in the 20th century. Butler served under Viceroy of India in 1910, and worked hard as India Secretary to pass the India Act of 1935 that gave India its first parliamentary style assemblies and elections. His idea even in the 1920's was for India to gain Dominion dominion status similar to Canada and Australia with a democracy, and was opposed by Churchill. Churchill knew his own weakness and supported Rab Butler as the younger Conservative who would revive the Conservative Party- his 1977 book The Conservatives. Cooperation with Hugh Hugh Gaitskill of Labour Party right into the 1970's made Britain a stronger country, which is how the Education Act 1944 was passed to make free education to all children to age 16.  Much of it broken since 1980 in 50 years of failed Conservative policy leading to the chaos of the Conservatives today, and an effort to spread that chaos to the US. ...

Linda McMahon, the Education Secretary and RFK Jr. the Health Secretary team up to fight the misplaced approaches to children's health and mental health. Typical is separation of health and mental health to treat them separately. The authors say there ia reason as early as the 2nd century the Roman poet Juvenal has commended "a sound mind in a sound body," that in so many languages and cultures has found a precious place since, in Latin "mens sana in corpore sano." We ignore this at our own and the Nation's peril, when in every culture this is so clearly grasped and cultivated. Healthy nutrition including the kinds of natural foods such as fruits, vegetables and ancient grains and getting fast foods and chemicals out of our food, and healthy exercise, participation in sports are a better way to approach mental health, and for the backward looking side of tech a no cell phones in schools rule. Screen and social media addiction, indoor lifestyles, and food with harmful ingredients are the true source of our children's mental health problems and should be treated as the culprits, say McMahon and RFK Jr.  ...

There is over $150 billion of additonal spending on education in the Obama stimulus plan being worked on in January 2009. There are several important aspects of this plan. One action will prevent literally hundreds of thousands of layoffs of teachers, according to Education Secretary Arne Duncan, as revenues of local districts drop. In a response to requests from Democratic party governors Congress has allocated $79 billion to help states facing large fiscal budget gaps to maintain government services, and especially to prevent cuts to education services fro kindergarden to college. Another aspect is the effort to reinforce Title 1, a program of specialized classroom efforts to help educate poor children, by increasing 2009 fiscal year spending from $14.5 billion to $20 billion, and raise spending for disabled children from $11 billion to $17 billion. This helps meet the unmet needs of the No Child Left Behind program. Another effort on the stimulus side which would create jobs for construction activity and do this with spending that will bring benefits in future years for along number of years in the future, is the federal government now taking abig role in the building and renovation of schools. The federal government will now spend $14 billion for the renovation and modernization of elementary and secondary schools, and $6 billion for the same for higher education. The stimulus also has tax provisions under which the federal government will pay the interest on construction bonds issued by school districts. The Education Secretary says that the $20 billion for this will create a huge number of construction jobs because so much of the school system building infrastructure needs repairs. In the area of higher education the allocation for Pell Grants used for student aid is increased to $27 billion from $19 billion. These aspects of the stimulus program are ones that will pay off over a number of years into the future. ...

US Treasury Secretary Janet Yellen says that she does not see an inflation problem as a result of Mr. Biden's increased spending in the trillions of dollars for the Families Plan. The Families Plan is to rebuild American infrastructure after decades of underinvestment, in addition to pandemic related spending. Yellen says the additional spending for the Families Plan is small relative to the size of the US economy. The $1.8 trillion Families Plan is for workers, students and American families. It addresses needs in education, health, and wellbeing and rebuilds the roads bridges and other infrastructure at every level in the economy.

Steven Press of the Stanford History Department says "buying Greenland is not a new idea."  Actually Denmark sold hubs in India to the British Empire, offered Greenland for sale to US in 1900's,  and US president Harry Truman offered $100 million in 1946 for Greenland because of it's strategic value in the Cold War. Then why are the EU countries sounding indignation. Denmark was a colonial power in India in the 19th century. Denmark was explored in its widest extent by Robert Peary in the 1880's who proved it was an island by reaching it's northernmost side. Peary advocated for Greenland to be part of the US and the Commanders in Chief all agreed in 1946 the island "was completely worthless to Denmark," yet was vital to the United States, to protect its eastern seaboard. DJT is hardly the first to say this even though the Europeans want to excoriate hime for doing so. In fact it was Secretary of State William Seward in 1867 who looked at acquiring Greenland, when he negotiated the purchase of Alaska from the Russian Empire. Alaska is a lot ,a lot better for natives compared to it being under Russia, and this would be true for Greenland than being under Denmark. Denmark's claim was not even accepted till 1921 with Norway disputing it.  Denmark had not explored the northern part of the country when Robert Peary reached it for the US Navy and claimed it for the US inthe 1880's. It can be said that for these reasons Denmark has little reason to be in Greenland except as a colonial power. Its claims are from 1814 Treaty of Kiel with Prussia. Denmark can hardly protect Greenland's vast shoreline with 6 dogsleds, and security less than the New York Police Department, from Russian and Chinese submarines and ships in the Arctic. The native Inuit population of Greenland has little in common with Denmark as a colonial power. About 60,000 Inuit origin native residents, in the whole island, most of them would fit into one or several American bases, Okinawa alone has 80,000 people. Who would have per capita incomes many times what they are today with better living conditions and standards of health and education, security and air transport under the US.    ...

Sir Keir Starmer is elected leader of the Labour Party in Britain with 56% of the vote. Starmer 57 years old, is a human rights lawyer who was director of public prosecutions from 2008 to 2013, and elected Labour leader just 5 years after being elected to parliament. Angela Rayner, shadow education secretary won the deputy leadership race with 52% of the vote. 

The new shadow chancellor is the MP for Oxford East since 2017 Ms. Anneliese Dodds. She is a former academic and member of the European parliament. Jo Stevens the MP from Cardiff East is the new shadow foreign secretary. He resigned from the Corbyn team in 2017 to oppose Brexit.

Corbyn sceptics swept the elections to the National Executive Committee. Starmer supports EU freedom of movement to continue, public ownership of services such as post, rail and energy, and raising income tax on the top 5% of earners.

The Times takes a good look at Liz Truss, who she is, what are her good points and areas she will need to work on. It says Truss was ignored by Conservatives including Theresa May after  being brought in by Cameron as Environment Secretary in 2014. She comes from a intellectual family with her father a Math professor and her education at Merton College, Oxford University. She also had the opportunity to build on her economics and accounting background at Treasury, and at the Ministry of International Trade where she signed a number of trade deals for Britain.  What has changed her was her decision to learn and develop on her own after being ignored in the Conservative party. She shifted from Remain to becoming an aggressive supporter of Brexit and coming out decisively for Boris Johnson as prime minister.  She is willing to challenge the Treasury and others in the civil service when she feels she needs to. Her challenge says The Times is to develop the skills that are needed to work with others and take the country forward. One advantage she has is that she has confidence in her own experience and education to have strong personalities work in her team. Another quality that helps her is that she is not ideologically a conservative, so that she is willing to try new ideas to get the economy working and move Britain forward. And adding to that she has the depth that Cameron and Johnson lacked with her experience gained in parliament, at Treasury, in the International Trade ministry, and recently as Foreign Secretary. She may well be the underestimated candidate compared to a mostly predictable Sunak. ...

Carrie Lam, Chief Secretary for Administration of Hong Kong SAR government from 2012-2017, led the negotiations on Beijing's side with the Hong Kong movement for more autonomy. She did not back down in the negotiations and is favored by Beijing over the former Financial Secretary Mr. Tsang. Tsang spent some years in the U.S. compared to Lam who spent some time in the UK for education. Chinese official are skeptical of Mr Tsang because he said in the past that more legitimacy for Beijing could be gained with further autonomy for Hong Kong.  Tsang is supported by the autonomy movement in the election to be decided by the 1200 member election committee, and Ms. Lam by pro-Beijing members. Tsang also has good relations with the Chinese government and has higher popularity with the public, but his early years in the U.S. are paradoxically making Chinese officials skeptical, even though Ms. Lam's husband and two sons are British citizens.

The National Assessment of Educational Progess (NAEP) test scores in the U.S. for K-12 show a lack of progress since 2013. Scores for math and reading dropped for 8th grade students, and scores for reading were stagnant while dropping in math for 4th grade students. The test scores reflect progress in rural, suburban, urban environments, for communities that are affluent, less affluent and poor, different ethnic backgrounds. The test started in 1990 is the only one measuring national progress. The new results of NAEP are on a scale of 0 to 500, and show that in 2015 64 percent of 4th graders and 66 percent of eighth graders were not reading proficient, 60 percent of 4th graders and 67 percent of 8th graders were not math proficient. Massachusetts, Vermont, New Hampshire, do much better in the tests than Mississippi and New Mexico. Experts say a state to state comparison should separate the non native English speaking students from native English speaking, especially in states like Texas. With about two thirds of students failing the math and reading proficiency levels, growing proportions of minority Hispanic students in many states, larger proportion of less affluent students, the tests show the challenges facing America's K-12 education even after the changes introduced by Education Secretary Duncan since 2008....

Parmeswaran Iyer's unique background in water and sanitation at the World Bank led to his work as Secretary of Water and Sanitation in the Government of India. At that point he was chosen to head prime minister Modi's campaign for Clean India called Swachh Bharat Abhiyan. It was an effort to provide clean neighborhoods and tackle a problem that had eluded earlier efforts including Gandhiji- open defecation. Iyer was instrumental in making it work by having 90 million toilets built in India.

From that mission he was selected to head India's overall development plan as CEO, NITI Aayog. In a piece in the Times of India Feb 14, Iyer puts forward the  mulltipronged effort for development in India based on ensuring financial strength, controlling inflation, supporting microenterprises, housing, health and education efforts, and technology advancement through digitalization including 5G.

Its success- increased income by 4% faster than other neighboring counties in retrospect does not look like much. Rural poverty increased since 2000 as the national attention was taken up by the Bush wars and by a general neglect of rural areas under Bush and Obama. Iowa governor, now Agriculture Secretary Tom Vilsack is given the task of addressing rural poverty and a top position in the Biden Administration. Fast internet, housing, income assistance, highway development, child education support, on multiple fronts Biden is fighting the poverty that RFK once saw with his won eyes in 1968 in eastern Kentucky and which stretches across 7 states.  ...

The UK is open to American proposals for a global minimum tax rate given that it includes a fairer split of the taxes from US tech companies. Discussions are taking place under the umbrella of the OECD, the Organization for Economic Cooperation and Development. This is intended to prevent tax escape by large companies which choose the lowest tax jurisdictions that are set up just for that purpose. The result has been that Europe and the US have suffered from decades of underinvestment and neglect of essential infrastructure and weakened the health and education systems leaving essentials of quality of living underfunded in cities and towns across Europe and the US. The pandemic has brought the lesson home in many ways. The UK has already increased the corporate tax rate to 25% in March to help pay for pandemic related help packages. The US Biden administration has proposed a 28% tax rate, and Treasury Secretary Yellen has suggested 21% as the minimum corporate tax rate. ...

It is one of the great twists of history that a dedicated Indian Civil Service Joint Secretary, follower of Mohandas Gandhi,  at a time of transformation through education of India's Madras State in 1954-63 under visionary chief minister K Kamaraj, has shaped the life and thinking of his grand daughter Kamala Harris in profound ways. Gopalan had seen and been part of the huge transformation in India wrought by Gandhi in the 1930's and 1940's. Pictures of Shyamala Gopalan with her parents P. V. and  Rajam Gopalan, and her two daughters Kamala and Maya, shown in the NYT. Kamala Harris was the first child of Shyamala who came to the US from Madras state as a young graduate student in 1954, in one of the first batches of students coming from independent India to the US.  Madras, now Tamilnadu, was being led by one of its most far sighted leaders K. Kamaraj who was chief minister from 1954 to 1963.
