After UAE leaves OPEC and US increases oil production (Venezuela+), China reducing imports keeps oil prices low and keeps Hormuz closure from affecting oil prices. This has major impact on all countries that are affected by the shortage of oil as this puts more oil into the market (about 4 million barrels a day that China imported through Hormuz), and by lowering oil prices helps China as it pays less for oil it imports from other sources outside Hormuz. It also helps poor countries such as India and China, Pakistan, Philippines, Indonesia, rest of Asia, Africa and Latin America. By keeping oil prices low China also help climate change action by accelerating its renewable energy production. India and EU, US, also increase renewable energy production as a consequence of Hormuz, leading to strong climate change action. These are some of the positive side of Hormuz as the world with China leading the way learns that it is best to do without Hormuz. Though China does not say this publicly China does not want to see more nuclear weapons capable countries in volatile regions. This is true also of India, Indonesia, and EU. China  (And India) also consider it a high priority for its economy to maintain trade relations with the US. This is rarely stated in the Media today. What this means is that oil prices can be kept low as the largest nations together EU, US, China, India, Japan join together to keep oil prices low not repeating the situation during an earlier naval blockade April 13 to June 18 2026 of prices going to $125 a barrel. China has some of the largest coal reserves and oil strategic reserves in the world which make it possible for China to do this. ...

China's export dependent economy with 4% decline in fixed investment Jan-May 2026 and 27% jump in exports.1 million car exports per month in June. Exports make up 20% of China's GDP. China is challenging German companies in their home markets in Europe. Domestic sales of cars are down 16% in June. What this means is that China's growth now depends on exports alone, with construction slowdown, and weak consumer spending. How does this tie into China's posture in trade with the US? It negotiated from a position of strength on rare earths not to give in to DJT tariffs yet knows the importance of trade for the Chinese economic model, importance of US and EU markets, markets worldwide. China's strategy is to shift some of the lost US sales due to tariffs to other countries in Latin America and Asia. A top priority is to keep trade with the US and European Union on a good footing, so that its exports can be absorbed. How does it affect Hormuz? For China Hormuz as an oil source is much lower in importance and China can do without Iran, it absolutely cannot do without the US and European Union to take a big part of its exports. It also does not openly say this but it also shares concerns similar to the US, on nuclear weapons in Iran. India, Japan and the EU have similar concerns. As shown in the articles on this page China has large unused oil in reserves and coal supplies, has lower oil demand at 4% growth, and is accelerating renewable energy, so that it is now importing 8.5 million barrels a day down from 12.5 million barrels a day. By doing this China puts this oil back into the world supply leading to lower oil prices. This means the world can do without the supplies from Hormuz, keep lower oil prices, and go on as before if Hormuz remains closed. The US can focus on domestic issues and its involvement in the Middle East can be limited to naval blockade which the US Navy is capable of doing. This is good for China, good for the US, and good for the World. Local governments in China, provincial authorites, pushed growth in building road, bridges, factories during the 30 year growth phase 1990-2020. In 2026 local governments with debt loads and lack of good projects for investment are a bottleneck to growth. This is the first time fixed investment is in decline, except for the years in 1961 and in 1967. The year 1961 is a result of many mistakes made by chairman of CCP, Mao, by shifting 2 million in farm labour to work in iron foundries, and the shift from private farm plots to soviet style commune farms, coupled with floods leading to 43-46 million famine deaths (1994, Chen Yizi, top advisor to CCP General Secretary Zhao Zhiyang). 1967 is the chaotic situation of the Great Proletarian Cultural Revolution launched by Mao. What it shows is that the China Miracle like the Japan Miracle and the German Miracle of recovery after World War II, is based on certain conditions and will enter a phase of lower growth closer to 3% like other industrialized nations over time. India and Indonesia are larger than China and will be the next growth story, which is also shown on these pages this week, with the address to the Indonesian parliament by Modi, and Indonesian president Prabovo's saying that he has studied Modi's economic changes and is copying them as there is no copyright. ...

Iranian response to Memorandum of Understanding shows reality of 2 factions in Iran, the IRGC military faction, and the elected president Pezeshkian plus Turkey /Pakistan/Egypt and Qatar as the second faction. With IRGC military rejecting the Memorandum on opening Hormuz and discontinuing nuclear weapons programs. This was true at the time Vance conducted negotiations and the Memorandum appears to have been accepted by IRGC only under great pressure from Turkey, Pakistan, Egypt, and Qatar, and the faction under Iranian elected president Pezeshkian. Where IRGC thinking could have been to give  agreement to the Memorandum that they had no intention of keeping, as its policy on nuclear weapons remains unchanged, and its goal is to use Hormuz for leverage and extend its control of Hormuz channel. The cost of sanctions and not being able to export oil, the effect on its economy, on cost of living with rampant inflation, may be of little concern to the people who run the IRGC military who suppressed all dissent and protests in 2026. Protests across different parts of society to the deteriorating economy. How could the US respond? The US used the time of the ceasefire to create a new status quo by using open navigation of the seas as the principle behind opening and protecting the Omani side of the Hormuz for oil shipment. This is a principle accepted by all countries. There is a backup plan of the US, China, India, Japan and other countries and this is to prepare rapidly to do without Hormuz so that the economies of these nations are not affected. The US also supported efforts by Saudis and Kuwait, UAE, to increase oil exports through channels outside of Hormuz, UAE's decision to increase oil supplies and lower prices by leaving OPEC, and US creating alternative supplies for India through Venezuela. Most important is China's decision that it no longer needs the 5 million barrels of oil from Hormuz for its economy to operate using alternative supplies and increasing efficient use of its oil resources. The world is also building up oil supplies and inventories so that Iran cannot threaten a cutoff from Hormuz because all nations have made other arrangements. Attacks by Iran on oil shipping on the Omani side protected by the US breaking the principle of open navigation of the seas, can then be considered Iran disrupting an open seas navigation route which it no longer is allowed to do under international law. This is something the world public opinion would support. The NYT has been critical of the DJT action in Iran, the WSJ and other media had joined in criticism. The situation in July 2026 is that the criticism of the US by NYT and other media, and from Europe and other countries in Asia will now be muted, because the US has tried all the options and is now finding ways to be able to bypass Hormuz altogether, and a backup plan or strategy to minimize the impact on oil prices. So that oil price of $70 may be kept at level around 10-20% higher not much more as Iran's military IRGC continues to disrupt the Hormuz supplies.  ...

China is well positioned to cope with the cutoff of supplies of oil from the Middle East after decades of focus on building up its stocks of oil. China has made self sufficiency in energy a key goal for the economy. China uses 16 million barrels a day of oil, of which 12 million is imported, and production inside China is a little over 4 million barrels a day. It normally adds 1 million barrels a day to its stockpile inventory. This inventory stockpile is 1.2 billion barrels and is good for 100 days. China is able to make up for oil supplies by importing more from Russia. The Power of Siberia 2 pipeline for natural gas is being pushed forward for natural gas supplies from Russia to China. China has large supplies of coal for electricity. It also is increasing its capacity to make renewable energy, solar panels and wind turbines.

Difficulties facing China from an overheating economy, a property bubble in many cities,, and a 22.5% jump in March in the broadest measure of money supply being the latest signs of trouble. The government announcement will show the economy growth at 12% rate in the 1st quarter of 2010 vs. 8.7% in 2009. The problem is that China may have acted too aggressively when the central bank increased money supply and state-owned banks in China's centralized banking system were ordered to jack up the lending. The $586 billion stimulus sent even more money to construction and energy companies. Without effective steps and fast the Chinese economy could run into serious problems.

By taking action in Venezuela in a way that benefits the Venezuelan people (and similar action in the long run interests of the Iranian people to dedicate most of the resources for development and increase share of oil revenues without discounting and removing sanctions ill effects on economy and quality of life) major new changes can improve quality of life in the world.  Venezuelan production which was 3 million barrels a day has declined to 900,000 without US investment and technological upgrades. With US investment this can be increased to put additional oil supplies on the market lost in the war with Iran and smaller traffic through the Straits of Hormuz. Venezuelan crude is best suited to US refineries which frees up shale oil for export to meet needs of India and Europe. China which had hyper growth through massive oil consumption would reduce its growth rate and its impact on climate change as it adjusts to the loss of 3 million barrels a day it no longer gets from Iran. Slower growth rate in China is good for the climate as it is the hyper growth of China that put the most pressure on climate even as Europe and the US had cut  fossil fuels consumption over the last decade. China made 2 coal plants a week and 95% of all new global coal construction in 2023. India needs additional oil supplies as it increases its growth rate from a much lower point of development (and electricity poverty) than China. By simply settling for normal development compared to hyper development targets( China has reached a point of Oil Fairness Percentage where each country gets to use the same percentage of oil as its population is as a percentage of world population- the number being about 17% for China for both, with the number being 18% for India and it having a shortfall of 12% based on its oil consumption being only 6% of the world total). China can reduce oil and coal consumption reducing pressure on oil prices and absorbing most of the impact from the loss of Iranian oil. China and Russia + (old Soviet territory) Canada, Australia, Brazil, Argentina, make up about 40% of the world's territorial landmass, would be large beneficiaries with improved climatic conditions from burning less coal. They are now highly developed countries and do not need hyper growth which requires China to build 2 coal plants a week and consume excessive amounts of crude oil and coal based on artificially set targets that make no sense by destroying the climate when no child in China lacks electricity to read. Marathon Philipps Valero with over half a million barrels of refining capacity for heavy Venezuelan crude can now put this to use using the imports by US of lower priced (by $9 to Brent crude) Venezuelan crude oil. In a few months of 2025 US has imported 280,000 barrels a day of Venezuelan crude in February 2026 alone some of it going to the large Valero refinery in Port Arthur, Texas. American oil refiners make larger margins using the Venezuelan crude than they make on light crude from shale oil producers in the US. What this does is to increase the supply of crude and refined oil products on the market as the light crude get shipped overseas to India and Europe- including countries like Spain which took in 100,000 barrels a day of shale crude from US in February 2026. ...

Climate policy changes lead to $1.3 trillion savings according to analysis from DJT administration and EPA's Zeldin, with $1.1 trillion in savings from lower vehicle prices which addresses unaffordability of cars. Using the average price of a new basic Toyota Corolla the price in 2020 was $19,000 which has gone up to $23,000 a price increase of 21% by 2025 over a 5 year period. The cost in 2026 of operating a Gas powered vehicle is on average about $2500, for EV car about $1000 with $1500 in savings per year for EV's that need to be figured into the equation at gas prices that prevailed in 2024 of $4-$5 per gallon . At prices of $3 per gallon the gas costs come down to $1200 when driven 12,000 miles at 30 mpg for 400 gallons of gasoline consumed. This makes the difference between gas and EV yearly savings on gasoline costs down to about $200 from $1500. This makes gasoline powered cars attractive as car companies can reduce EV investments and pass on some of these savings in lower car prices in 2027 in exchange for favorable rules on emissions and EV transition dates.  Are there losses through the emissions and climate change? The DJT/Zeldin EPA analysis points to global climate emissions from China and India (the coal powered plants) continuing at a pace that would determine the overall change in climate for 2026-2027. In this kind of approach the goal is to make cars affordable over a 2-3 year period for US and European carmakers who would be expected to cut prices. It is about flexibility in fighting the Cost of Cars a big component in the Cost of living with housing as the next large component. It is not a long term strategy, simply one that offers a flexible approach. Will the US, Europe and Japan fall behind in EV's technology? Hybrids a focus of Japanese cars will continue to advance that technology which is becoming a preference where it is affordable for customers. Toyota for instance will have a wide lead in hybrids technology by 2030. Much of the Chinese market will have EV's and the EV's technology will advance in China in 2026-2027, and tariffs will be needed to protect European and American carmakers for 2026-2028. It is a strategy tradeoff to deal with the cost of living crisis in US, Europe and Japan answering call for a flexible approach that was also heeded by the Biden administration in relaxing carbon emissions rule changes. It will require automakers to step up and cut prices for gasoline models for buyers at the entry and lower range for affordability by 2026-2027. What about climate action? The strategy is based on the idea that climate action requires India and China (coal powered plants) on board to make a real difference so that over 2-3 years to 2027 the US, Europe and Japan need to address affordability for the lower end entry cars. There is an element of denial of climate change in parts of the DJT administration in the US but not in Europe and Japan. It is also true that leading DJT administration officials Secretary Bessent see the problem of climate as real and one that needs to be addressed yet leaving room for flexibility to tackle affordability crisis for ordinary workers with low incomes struggling to make a living. Bessent and others in the DJT administration are calling for using all of the resources to address needs of people struggling to make a living, and for a strategy for the US to get back its manufacturing capacity from China and for rebuilding the US economy after deindustrialization (caused by Clinton's huge US economy shattering failure to provide safeguards for abuse of the trading system by China in signing a poorly drafted agreement for China's entry into WTO at the end of his term in 1999-2000 just when he had fought impeachment.  ...

At this point in May (May 22, 2026) a glimmer of hope appears for settling both the crisis in Hormuz and the Ukraine war. Pakistan, Turkey and China following DJT visit to China may be pushing Iran to lower the scale of the conflict. China's first priority was to be accepted by the US at the Beijing meeting as an equal power with the US, and keen to show its willingness to bear responsibility for peaceful resolution in conflict zones as a sign of its maturity as a world power. Much of this is not shown in the media as it is mostly done behind the scenes in communications that the media knows nothing about. Note that even in the depths of the Cold War during the Hungarian revolution of 1956 and Soviet action in Budapest, the US and the Soviets when their economies were not intertwined as the US and China are today, were still talking to each other to limit the conflicts to low level conflict. Hong Kong takeover, China's actions near Taiwan, China's presence in Latin America, Chinese cooperation with Iran, and Russia on Ukraine, China's economic competition in rare earths, are relatively smaller levels of friction considering 1950's Soviet's and the US. At the same time China and the Us are aware of a new bloc emerging in Oslo in May, where India is merging its economy with the Nordic economies of Sweden, Denmark and Norway, and of the European Union and Germany, creating a new bloc of 2 billion people that can only grow rapidly with India's potential to exceed growth rates of 20% in the 600 million Eastern region for a decade. EU would make the shift to strategic partnership with India displacing the vital role the European Union has played in China's growth and economy. This would create new pressures for Russian president Putin to decide it is time to listen to a friend India and de-escalate lower the level of conflict with an initial peace deal that would lead to more talks on a final settlement. Because Russia would have a harder time tackling both India and Germany at the same time. NYT shows on the same day May 22 a report on Russia and a report by the Swedish Foreign Minister Maria Sonegard that say the elites in Russia and Putin were by January 2026 having very serious discussion to change the administration, bring Igor Sechin as negotiaor to end the Ukraine conflict before serious, possibly irreversible damage, to the Russian economy. Sweden's Sonegard says that between 2020 and 2024 Russian economy declined by 8%, not grew by 13% as official figures show, inflation is much higher than 5% as official figures show, and credit is tightening, bankruptcies expected, growth even with oil prices up down to 0.4% for 2026. During 20 years running Russia Putin's No. 1 priority, his life's mission was to restore, then exceed by a large margin the living standards of the Russian people. Having at such great cost accomplished the goal of gaining recognition as a Northern Power in Europe, having gained much of Russian speaking eastern Ukraine, Putin could wisely with self respect wind down Ukraine conflict for good. The US gains something similar to Northern Power status for Russia in its recommitment to the Monroe Doctrine, with Russia withdrawing from any involvement- and China tacitly doing the same-  in the western hemisphere. With that the US can tackle its own losses that match Russian losses in lives- loss of more American lives than in the Korean and Vietnam and WWI combined to drug smuggling from Mexico, Venezuela, Colombia, and restoring rule of law in Cuba, Venezuela, and through drug cartel free Mexico good governance in Mexico.  ...

As the media in the US and world cover this issue the focus is on the war and Hormuz. In the background a different situation is playing out. US Iran peace talks with Pakistan/ Qatar mediation June 13 2026- different factions in Iran RGC and Foreign Ministry+mediators with different positions  put out conflicting reports throughout May and June. The mediators Pakistan, Turkey and also Qatar/Saudis which also have a keen interest in limiting the damage to their economies, are taking one position working with the Foreign Ministry and elected Iranian president Pezeshkian who won 16 million votes 55% in the 2024 election. Inside Iran the RGC under new leaders is pursuing its own interests that does not put the economy first in conflict with Pezeshkian and public opinion in Iran for putting the economy first.  Pakistan faces grave risks with its large population, the risks to the economy from oil prices at $125 a barrel to its balance of payments crisis. Turkey also faces risks to its economy with high inflation. Saudis and Qatar see their economic prospects as limited and need to cut economic projects as oil revenues decline. In this situation the US goal of getting nuclear material out of the country is now put into a phased process based on conditions for every step of the way by the US negotiators, yet with memorandum of understanding to accomodate a changing situation. This policy may also be now agreed on between China and the US, and to some extent Russia. This can be seen as playing out and media does not talk about it. China openly greets DJT in Beijing and US and China agree to work things out in May 2026. China cuts its oil use by 3 million barrels a day as shown in a WSJ report this week. This is a major step. UAE leaves OPEC and calls for cuts in oil prices. Next Delsy Rodriguez of Venezuela visits New Delhi, India, and meets to set up economic relationships that include large purchases of Iranian oil to replace supplies lost in Hormuz and what India can offer in exchange for these purchases to Venezuela, including infrastructure building support. This points to a Win-Win for the US, China, India, as oil needs are met from places other than Hormuz for major users of energy. China may have realized that its prolific use of oil for 25 years of rapid development may have led to wasteful use of oil- some of that wasteful use can now be cut- 3 million barrels of oil use cut accepting some slower growth for quality growth. Germany and Japan are using less energy per unit of GDP and China will be looking at their model of energy use as an example to follow. This has huge potential for limiting climate change, as without China and India becoming more efficient in energy use, nothing the US could do was going to make a big difference for climate change. This may be one of the unintended benefits of the Hormuz situation in 2026 - ways to cut energy use for climate change action. And ways to move away from Hormuz and Persian Gulf for supplies so that poorer countries and advanced economies have to pay less for oil helping the poorer countries (Pakistan, Turkey) survive and grow, helping middle economic status rapidly modernizing economies  continue rapid growth (China and India), and helping advanced economies with cost of living hurting the majority of their people (US and EU).  With less money Russia, Iran and other countries will face serious constraints for more military expenditures as for the first time alternative supplies (other than Hormuz) and lower oil prices are being brought about in a newly unfolding plan of the US, China, India and other nations, that is not discussed in today's world media headlines. This means when seen objectively there is room for optimism based on the one thing going for the US, China, India, EU, a host of poorer nations in Asia /Africa/ LatinAmerica, the  5 largest development blocs and population blocs today, which is that the US and China can agree on being custodians for peaceful development accepting their responsibilities for guaranteeing this world order- as DJT and Xi Jinping stated in Beijing in May 2026- with the US aim of nuclear free Iran also accepted by China, Russia, India, and large sections of the Iranian population that put the economy first. ...

Instead of a jinx much to the contrary the US economy outlook for 2030 in Feb 2026- a surge in investment spending in 2026-2030, new manufacturing investments and lower energy costs, moderating inflation, are likely to propel the US economy ahead to 2030.The effect of tariffs as a policy making tool has been muted because of exemptions, reversal of tariff rates once key objectives were secure for tariffs as a way to get action on foreign policy as with Indian purchases of Russian oil, deals with Japan, South Korea and China, India, UK and the EU. Some sources such as the Philadelphia Fed see price rises reaching 3% in some inflation guages more than the moderate 2.5% in the consumer price index for January 2026. These sources see the hiring slowing down just as layoffs begin to happen in the latter part of the year which is a possibility but less likely. At this point in Feb 2026 there is a tendency not to layoff and to hang onto employees, and hiring has been slow in 2025. January's report of 130,000 jobs added is the first sign of strengthening of the jobs market. Overall a cautious view would be to call it a soft landing after the inflation surge of the covid period. Another way of looking at is is more in line with the strategic direction of the US economy- freeing up the economy with investments in energy,  reducing the key costs of production, tax policy of Bessent's complete one shot depreciation of equipment increasing business investment, tariff policy making the world trading system fairer and now more attuned to US interests, all creating an investment and jobs surge in 2026-2027. There is an added benefit from US efforts to free up the world trading system from the stranglehold placed on it by China with its control over world manufacturing. A dominance and unwise concentration gained from the serious mistakes of the Bush-Clinton period of not putting in safeguards for US factories and jobs (that form the backbone for families in neighborhoods towns and regions across the US), and US business interests growing indifference to the very communities they were based in by outshoring to China destroying whole regions in America. Even where it is criticized or seen as negative there are huge benefits when the US acted. Tariff increase on India is a clear example- it built Indian resilient attitude in June-Feb 2026, and during this period it cut funding Russia's war in Ukraine by sourcing energy from other sources, the US policy led to India and EU+ Germany signing trade agreements to double their effort and double trade and scientific cooperation ( a goal secured for the US as it reduces concentration in China), was followed by US signing its own trade agreement with India within days, and increases world trade of US and EU and Germany in ways that will bring 2.5 billion people into a strong partnership that overshadows anything that happened in China in the Clinton-Bush-Obama years of failure. ...

Most of the Address followed a familiar pathabout the economy, about the reasons for the Iran war being the nuclear threat most of all, and the way the president has sought to tackle the threat of ballistic missiles that could soon reach US and Europe. It was an update one month into the war with Iran. One part of it showed a focus on keeping the war short compared to other conflicts and limiting US losses by being very careful on that point. DJT cited the wars of the past 1 year 7 months for WW1, 3 years and 8 months for WWII, Korean War 3 years and 1 month, that soon stretched on for decades in the conflicts that followed. Vietnam 18 years, Iraq 8 years- wars that dragged on and led to US losing its economic position as the strongest nation economically. This one with limited goals nuclear threat removal and ballistic missile removal as the key goals on for 32 days, and right from the start clearly setting what US would not do and do- not take on role of opening Straits of Hormuz and asking China, Britain, countries that get the oil from Hormuz to take this on as China and Japan get 90% of their oil imports from Hormuz Straits. US is self sufficient and does not need that oil from Hormuz. It was the message to the MAGA base that does not want this war to become like the ones carried on for 8 years by Bush and Obama in Iraq which they clearly reject- the bigger goal is the US economy and reindustrialization not the deindustrialization that happened under  Bush and Obama destroying the US industrial base while fighting wars in remote places.  It was also meant to counter the idea of a president not conscious of responsibilities for limiting the duration of the conflict by removing goals such as opening Hormuz Straits which would involve the US in something it does not need and is the job of other nations who need that oil like China, Japan, Britain and India. ...

China has banned coal imports from Australia in response to Australian request for an investigation into the origins of the coronavirus and criticism of China's handling of Hong Kong protests. 

China imports about a quarter of its coal imports from Australia. Yet this has impacted China because of a rebound in the economy and a very cold winter in 2020. This means there is a shortage of electricity in some parts of China. 

China imports 80% of its iron ore, with 60% coming from Australia and prices of iron ore have almost doubled in the past year. Last year China imported over 1 billion tons of iron ore.

Africa, Pakistan and Bangladesh, Indonesia, among the poorest in the world, poorer by far than Iran. The economic impact on this part of the world is not part of Iranian perceptions. The economic impact on Gulf kingdoms an adversary of Iran is by comparison only a small fraction of the impact on the poorest countries. In this situation US is working to support the poorest segments of the Chinese people ( the part of China in the hinterland that is the one third not urbanized) and the Indian people through its cooperation and direct or indirect support. In this perspective the US economy stands as a steadfast support for US policy of fairness and respect for all nations since 1900- US is not one of the colonial powers such as Britain and France who created some of the artificial states Syria, Iraq, out of the remains of the collapsed Ottoman Empire in the interest of their Empires by 1921, and setup regimes in Iran for its oil, that are the source of today's problems and wars. No Empire of Britain and France promised Iran $28 billion as this Nation does today if Iran ships nuclear material out of Iran for a 100 percent shift to a peaceful Middle East that works for the modernization and industrial development of its economies in the interests of the people. ...

Canada, Australia, India, Brazil have some of the largest reserves of rare earth and critical minerals. Brazil has second largest reserves. This means the US can still change the current situation of a near monopoly on critical minerals by China in coming years by making the necessary investments early in these countries and in the US itself. Here is the situation in Brazil for rare earths. Brazil has said it will be open to investments that place a priority on rare earths processing within Brazil, not just rare earths commodity exports for processing in the EU or the US. China does most of the processing of rare earths in China, it imports heavily from Burma, Indonesia, Australia and Africa and does nearly 100% of the processing in China using research labs and production facilities funded by PRC government. Yet the search for and development of supplies of rare earths and critical minerals is still at an early stage so that with the necessary investments including in India, Indonesia, Australia, Brazil, in Africa, and in the US, the US and Germany, EU, India can change this situation by 2030. Brazil hold 21 million tons of reserves of rare earths, about a quarter of world rare earths reserves. Just in the last 3 years since 2023 3000 permits have been filed with Brazil's National Mining Agency compared to 500 in years before this. Australia and India are also catching up in rare earths minerals investment. Australian producers Viridis and Meteoric are doing advanced work in Pocos de Caldas mining area in Brazil. Canada is doing a project in Golas state. US company Rare Earth is putting $2.8 billion in Serra Verde. All this is being pushed forward by fast track investing supported by the DJT US government. Serra Verde historically sent rare earths in commodity form to China. Now DJT administration has setup private and public financing for a 15 year supply agreement to the US. Australia's Viridis can also get funding from IDFC operated by the US with discussions underway. Viridis's $360 million  Colossus project in Brazil sends rare earth in commodity form to a French-Belgian processing company in the EU. Brazil cannot afford to be too restrictive when it comes to processing- though that remains its goal -as Brazil wants to use its advantages in rare earths to increase investments and export earnings to support its slowing economy. Over time Brazil as part of this western hemisphere and as shown in "Brazil no Espelhos" or "Brazil in the Mirror" by Felipe Nunes, discussed in the adjoining piece on Brazil, is a part of the same social fabric of the Americas and its economic structure, its supply chains, its business, its democratic framework and processes. ...

Cheap abundant coal supplies support the Australian lifestyle and standard of living. Australia is a big exporter of coal. Here prime minister Morrison is shown with coal in his hand in parliament lauding its benefits to the Australian economy as a source of its wealth. Only now with floods, drought and fires is the real cost of coal becoming apparent to Australians. In elections in 2021 Mr. Albanese of Labour party replaced Mr. Morrison and promised changes. Mining interests and jobs influence key swing constituencies in elections leading to the impasse on climate change action. As one of the windiest and sunniest places in the planet Australia says the OECD is in a position to play a large role in renewable energy. This suggests that policy so far has been shortsighted. Worse it may have fueled the rise of temperature on the planet by providing cheap coal for China to grow at rates close to 12% for decades.

How this helped build the local economy with coal. It used ten thousand tons of coal and one billion gallons of water from the Taunton river every day. It shows the kind of economic transformation that is happening in China and India with coal even as the switch to renewables is happening. In Massachsetts this was followed by the switch to wind power farms in Somerset started under Biden in 2022. What it says is that to switch to renewable one has to have some coal for economic transition to communities hit by deindustrialization. China's government takes the first steps to create a market where credits can be traded on rights to emit carbon, burn fossil fuel and create emissions harmful to the environment and health. Big emissions come from chemical plants, steel and cement factories, and burning of coal by power plants. China is the world's largest user of coal for energy. The credits are a way for this sector of the economy to participate in cutting emissions. The provincial level program run on a pilot basis with only $400 million in credits will now transition to a larger program covering entire sectors of the Chinese economy that are responsible for carbon emissions. Experts say this program takes time to structure and the Chinese government is moving forward even though this takes time.

One negative effect of the trade war with the U.S. is an increased emphasis on energy security and increased use of coal in China. After China committed to goals for climate change coal use declined in 2014, after reaching a high in 2013. The attack on Saudi oil facilities showed risk in its reliance on Saudi oil. China's import dependency for oil reached an all time high of 72% in 2018, according to BP 2019 Statistical Review. Gradually the commitment to climate change and lower use of coal has changed since 2016 with the withdrawal of the U.S. from the Paris Climate Change Agreement. Initially after the U.S. withdrawal under president Trump China made bold commitment to lead the fight against climate change but has since wavered. In an October 2019 speech Premier Li Kequiang called for the development of the coal industry to ensure energy security.  As China's economy slowed in 2019 in the face of U.S. tariffs and a trade war with the U.S. efforts are being made to increase infrastructure investment which has driven coal use higher. China's steel output reached a record of 750 million metric tons in 2019. The amount of coal fired capacity under construction in China now exceeds the rest of the world combined, much of it from plants permitted before 2017, according to Global Energy Monitor. China is also expected to become the world's largest importer of natural gas by 2020. Even the Russian gas fields from Siberia supply only a fifth of China's energy demands in 2020.  China has made large strides in renewable energy helping it meet its Paris Agreement targets. Renewable energy is about 10% of China's energy mix, but its use showed growth of 29% in 2018, making up half of the world's growth. China's use of coal in the energy mix has dropped to 58% in 2018 from 72% in 2008, according to BP 2019 Statistical Review, as a result of renewable energy investments. At the Madrid Climate Conference China renewed its commitment to the Paris Climate Change Agreement. Let sleeping tariffs lie is the approach of S. Korea, Taiwan, Japan, China, India, European Union, Germany, UK-  expect all trade agreements with the US to remain in place after Supreme Court decision as no country wants to go through the intensely difficult process of renegotiating on tariffs. It is also the case that DJT can replace these same tariffs using other tools and different legislation passed by Congress to stop unfair trading practices by other nations. The president is also appealing to the public, some of the tariffs are about fentanyl flows into the US, the unfair trade practices and subsidies were a problem for the Biden administration and rebuilding manufacturing was the goal of both DJT and Biden, and will be for future administrations.  When the media NYT, Washington Post respond they are following the editorial line taken that opposes the DJT administration on all issues, when WSJ respond it takes the textbook approach of economists and finance people that free markets are best without considering the real life issues. This is why the president said at his press conference after the Supreme Court decision that 22 Nobel Prize economists had said the economy could not be turned around for growth and low inflation in 1 year, and were proved wrong after the experience of 2025 with low inflation at 2.8%, low unemployment 4.3%, and growth of 2.2% in real GDP (with strong growth in quarters 2&3 of 3.8% and 4.4%). A lead researcher at Stanford and UC Berkeley says he hasn't seen anything like it, the opposition intensify so quickly. 70% of Democrats and 50% of Republicans oppose overinvestment in AI  and increasing in sentiment- not about stopping progress but  about stopping hyperlevel investment of trillions of dollars and diverting from reindustrialization/infrastructure for US that creates jobs and a better qualityof life. In today's world neither China or the US can afford hyper investment, most Asian countries would prefer to let the US do it and later get that technology for free one way or the other. Therefore this means the American people are being hoodwinked- they pay the price when their bridges and roads, airports are in disrepair, when even a national network of data charging stations could not get funded under Biden which would have addressed the biggest problem for transition from fossil through EV's to fight climate change.  The investment community is being hoodwinked. Investors are being hoodwinked as the returns are uncertain and cannot be justified on financial grounds- only by hype.  Polls only ask about AI not the hyperinvestment in AI. If the truth is known that these trillions of dollars diverted by using flaws in capital markets in the US, avoiding financial scrutiny and hyping up AI when returns are by a long shot uncertain compared to rebuilding America's infrastructure and industries to compete with China and the EU- that is desperately needed- then these numbers would show the vast majority of Americans oppose this diversion of funds from the infrastructure and reindustrialization that create jobs that support working families. Take for example Texas, a Republican state, where the Agriculture Commissioner is calling for a moratorium on new hyperscale data center development in the state, citing higher costs for farmers, and strains on the power grid. It is not about stopping progress. Fon transition to renewable energy or example the adjustments made by Biden and Democrats allowed some fossil fuels use to make the transition, the same policy being pursued under different political slogans and labels under DJT. It is not about stopping progress as progress continues even under DJT Republican administration - natural gas prices and coal use prices are making natural gas a choice for power plants, the cost of oil at $100 making EV's hybrids cost less than gasoline cars. AI technologies will advance, and the wherewithal, the framework in which AI should operate can be built alongside without throwing everything out of balance. Throwing the whole economy out of balance, destroying the chance to create jobs and bring about the 1st priority of America and EU- reindustrialization and infrastructure renewal alongside India's modernization. That requires these trillions of dollars being pushed into AI by a few self-interested individuals without returns, and trillions of dollars more. If that is accomplished any challenges from China will fade in comparison with the scale of the effort in the EU, the US, and India with the largest industrial bloc in the world far bigger than China. This is not mere words. It is a plan of action that is being put into place right now at Oslo, Norway at the Nordic+EU Summit with India on the next phase of this effort, put into place piece by piece through hard work and a clear vision for the future. ...

Yi says it is more important to focus on what actions are to be taken between now and 2030. Here he says China has outlined concrete steps that it will take that the world media has not covered in its coverage of COP26 Glasgow. Yi says China is making changes to its entire system not only its energy sector, across the whole society and the economy. Yet he says "nobody knows this." The working guidance document for carbon control China has put out says it will peak coal consumption by 2025.  Yi says it is unfair to ask China to close all coal powered plants, saying that if these plants with a life of 10 years were closed now who will pay for stranded assets and who will hire the laid off workers. He called attention to western nations failure to provide climate finance to China, India and developing countries. And he called attention to the the plans that by 2030 Chinese investment is to have 1200 gigawatts of installed solar and wind energy, more than the entire installed electricity capacity of the US. This WSJ report looks at how China is run today with attention to details by president Xi Jinping. Mr. Jinping takes interest in all matters that relate to wellbeing, reducing gaps in wealth and privilege, coronavirus pandemic, corrupt businessmen or officials, climate change, and the economy. Some decisions have to be reversed after they appear not to be working. In some situations goals conflict such as climate change action on coal requiring shutting down intensive coal dependent factories, and economy jobs goals requiring use of coal intensive factories. Leading to a complete reversal of the original decision to cut back on use of coal as happened in 2021 when factory shutdowns affected the economy.  Jinping does not see it as micromanagement. Previous leaders such as Hu Jintao had little interest and did not put in the effort to seek out areas where policies were not working for families and workers, delegating this to lower level officials. Jinping's style is hands-on and energetic to act on issues that affect how China should be run so that the quality of life of ordinary Chinese is improved. Jinping says that if he did not take action there just is'nt the level of initiative on the part of local officials. Many officials are not competent to tackle complicated issues. Jinping says that "some officials only act when the central party leadership has instructed them to do so." And that he acts as a last resort- "I issue instructions as a last line of defense." His willingness to reverse decisions or let them be implemented with local officials using their discretion if he thinks that would be wise also shows a level of flexibility and humility. Basic to his decisions is a general idea that the original vision of China of the founding leaders in 1948 was forgotten in the headlong rush to modernization of the last 20 years. This means a balance was needed to restore some measure of equality and empowering of the disadvantaged. Xi Jinping's father was one of these founding leaders under Mao and under premier Deng during the market economy founding in the 1990's. Xi Zhongxun, Jinping's father was an energetic leader who also took a keen interest on a whole range of issues for China's modernization drive, a trait now found in Mr. Jinping. The first market economy experiment was done under Xi Zhongxun with premier Deng's encouragement. Xi Zhongxun set up the Guangdong and Shenzen special economic zone in 1979, as governor of the province in an effort to liberalize the economy and slow the exodus to Hong Kong. At the time wages in Shenzen were 1/100 of wages in Hong Kong. Some of this style can be seen in India with Mr. Narendra Modi delving into details of policy and taking intitatives that local officials had neglected to do on a whole range of issues related to modernization, development and technological progress. One of the decisions made by Jinping was to tackle Covid aggressively with a zero Covid policy, which means frequent lockdowns and restrictions even with a few cases. Mr. Modi has also acted vigorously on Covid after warning in March 2020 that this could set India 20 years back, with a policy to get over a billion people fully vaccinated. In both situations the only two countries with over 1 billion population needed this kind of strong leadership with an interest in a whole range of issues that relate to lives of ordinary people during the pandemic to inspire some essential level of public confidence and build public wellbeing.     ...

WSJ's reporters Meichtry, L, Pokharel, and Soon look at the extraordinary rise of Gautam Adani through his efforts to develop reclaimed land at Mundra port in the state of Gujarat. Adani who started with a small family owned plastics maker in Ahmedabad developed Mundra port around 2001 with the help of the Modi administration. Modi saw the electricity shortages in Gujarat as an opportunity to tackle India's chronic electricity shortages. Adani's early development of a deep water port at Mundra offered both Modi and Adani the opportunity to tackle the electricity shortages by bringing coal in large ships to Mundra in the way that China was already doing by 2005 in its own efforts at industrialization. So deeply immersed was India under the Congress Raj of licenses and closed economy that India's established business failed to see what China was doing to break into the ranks of industrialized nations. India's first prime minister Nehru had build a command economy where not much happened without government licenses and approval often riddled unwittingly with corruption. Modi needed someone outside the established companies operating under the Congress Raj command economy and with a vision of an India with abundant electricity to take the risks Chinese companies were taking to build an entirely new economy. By 2005 Guangzhou was importing coal with large ships from Indonesia and Australia. State owned companies moved slowly and would take years to develop the port capacity. Using China's example Modi pushed ahead with Adani on a rapid time delivery making Mundra a Special economic Zone and helping to connect Indian Railways to the port of Mundra for coal deliveries. Adani Enterprises built the thermal power plants near Mundra and build electricity transmission lines on a rapid mission mode giving Gujarat abundant electricity supplies and giving Gujarat state in northwestern India a great leap forward in the way China was already doing right in front of everyone's eyes by 2005 with world class ports built at Guangzhou, Shanghai, Shenzen, Hong Kong and logistics connections set with the help of Maersk.  Maersk is now doing the same for modern logistics in India in collaboration with the Modi administration.  Modi and the younger generation of aspirational youth in India see a New India that can break into the ranks of the largest industrialized nations with world class infrastructure in the way China has done, and use new technologies with innovation that will speed up the process in a way that the world has never seen. A quick look at Mundra Port in Wikipedia shows the timeline, It starts in 1998 when Adani Port Ltd was setup and Mundra port work began, 2002 the port integrated with Indian Railways, 2003 when it was made a Special Economic Zone by the Modi government in Gujarat, 2007 when IPO of 40 million shares at price band of around Rs 400 was done.  The Biden administration and the Trump administration support India's efforts to build a new modern economy with a rapid shift to renewable energy. As India is building the ports and logistics with the help of Maersk and other companies in the European Union, president Biden is working with prime minister Modi to build a new supply chain that removes the overconcentration of manufacturing and supply chain logistics in China. This means new ports with the latest technologies in India to handle shipment to the US and the EU. Jake Sullivan set out the goals for president Biden to accomplish this task in meetings with his Indian counterpart Ajit Doval this week on iCERT. President Biden and Republicans, Germany and the EU, see India as a critical part of the Initiative on Critical and Emerging Technologies, and the new supply chain. For the Adani Group the IPO pause offers an opportunity to do what Nirmala Sitharman has done in the Indian Budget this week- build a stable growth path ahead for the long term in line with India's Amrit Kal the next 25 years to centenary of freedom in 2047. Nirmala Sitharaman set a goal of rapid capital spending and investment increasing capital spending in 2023 by 33% in 2023 over 2022, yet maintaining a stable fiscal path by keeping the deficit below 6%. ...

After the U.S. withdrawal from the Paris Climate Change Agreement, China and the European Union sought to fill the leadership on this issue. Yet the reality now looks to be different. China decreased coal consumption between 2014-2016. Now China is ramping up coal generation as it needs to provide stimulus to a slowing economy as trade relations with the U.S. worsening.  In 2017 the trend reversed with state backed loans to help economic growth and surge in provincial permits.  China is now moving forward with plans to add coal fired power equal to almost the total U.S. capacity, according to Coalswarm, which tracks power plants worldwide for coal use. This would push coal fired production to above the cap of 1,100 gigawatts China has set and its current cap. Its current production is already about half of the world's total coal fired generation and quadruple that of the U.S. In 2017 China made up one fourth of total CO2 productions.  Canada is missing its emissions targets and is not likely to meet 2020 targets say experts. In the EU members reliant on coal power energy oppose EU parliament efforts to end subsidies to the most polluting plants by 2025, seeking delay of one decade. At the climate change talks in Katowice, Poland, these changes are facing opposition. As a sign of how the situation is changing since the 2015 Paris Accords, the protests in France by yellow vest protestors started in opposition to a carbon tax intended to meet France's climate change targets. That tax increase is being withdrawn by president Macron. Families struggling financially had a different perception of the increase in the fuel tax and even young people who support meeting emissions reduction joined the protests, as reported in the New York Times and The Times. This tells a lot about how the issue of climate change has changed in the public perception in three years. ...
