This is the accepted approach in 2025. It is increasingly accepted on different sides of the poltiical and economic spectrum. Technological advances in addressing climate change will accelerate and provide room for rapid action in the future, while at the same time the problems for health and supplies of electricity are tackled for working class, marginalized and struggling populations in both US, EU and the rest of the developing world.

Warnings to governments and leaders in industry and pharmaceutical research about epidemic preparedness by Bill Gates were ignored. He spent hundreds of millions of dollars to develop new vaccines and create disease tracking systems. But only governments could tackle this problem. He tells the WSJ in an interview that he feels terrible and that he wishes he had done more. His fear that a once in a century pandemic has come true. Governments did respond to the public health preparation needs as reported in France 24 to both SARS and the H1N1, both in Britain and France. It was the disbanding of this effort in the period of the global financial crisis and the eurozone financial crisis that led to the level of unpreparedness that Western Europe finds itself in today. This was caused by irresponsible banking practices. The response was austerity measures in Britain, France, Germany and Spain that led to leaving public health system investment being neglected, without fixing the original source of the problem. Misallocation of capital and lopsided priorities continued through most of the period leading up to the pandemic. There is a lot that Gates and other public spirited leaders could do now do in the new reordering of priorities and shifting the allocation of capital to public services and investments in infrastructure, and supply chain renewal to safeguard national interests. Today he is working with pharmaceutical executives and governments to produce billions of doses of vaccines while they are being tested. His foundation has reserved space in a manufacturing plant so that production can begin quickly once an effective vaccine is found. He says nobody has made 7 billion vaccines so that it will need all the help that it can get and international cooperation.  In an earlier interview with WSJ he told the interviewer in November 2014 that the world as a whole did not have preparedness. France and Britain prepared and then abandoned the effort for epidemic response by 2012 following the global financial and eurozone financial crises. Gates repeated the warning to 2016 presidential candidates in the U.S.  In 2017 at the Munich Security Conference he reminded people- "getting ready for a global pandemic is every bit as important as nuclear deterrence and avoiding a climate catastrophe." One focus of Gates was to come up with faster ways to a vaccine by using ready made components and then customizing it. Bill Gates resigned his seat on Microsoft Board on March 13, 2020. This report in the WSJ looks at the situation at Microsoft in late 2019 when members of the Microsoft Board hired a law firm to conduct an investigation in late 2019 after a Microsoft female engineer's letter. This was a company that Gates founded and which expanded through acquisitions of other smaller companies.  The same day he resigned his seat on Berkshire's Board led by Warren Buffett. Mr. Gates started Microsoft in 1975, was CEO till 2000, and chairman till 2014. He then turned to work with his Bill and Melinda Gates Foundation.   Microsoft has market value of $1.8 trillion, Apple a value of $2.1 trillion.  The Bill and Melinda Gates Foundation has assets of $37 billion income of $53 billion, and the personal assets of Bill and Melinda Gates have an estimated value of $130 billion. One of the mistaken assumptions is that any one foundation such as the Bill Gates foundation has the resources, knowledge, technologies, expertise and leadership to tackle problems that confront large countries such as the US, India, or a bloc such as European Union. Imagine some billionaire taking on the role of a Franklin Delano Roosevelt in tackling the Depression or a billionaire tackling the problem India faces today in public health. It is only governments of the US, India and large nations such as the UK that can pull together the resources needed and the cooperation needed between its industrial base companies to achieve goals for public health. This type of effort can pull together resources of trillions of dollars that no one company or billionaire or group of billionaires can put together, and pull together massive resources of engineers, scientists, and other people across hundreds of companies that cannot even be measured. This is one of the lessons of this pandemic because the WHO was left with the job of handling the pandemic and governments of US, France, UK, Germany, India, Russia and leading nations had retreated from their essential role as guardians of the public interest in people's health and left much of the task to others. As they reassume this role this needs to be given a firm and solid footing and lessons learned. ...

Interview with Bill Gates on the Gates foundation's educational activities and his thoughts on the budget cuts in education. The Gates Foundation launches an effort to improve education in selected school districts- Memphis, Tennessee, Hillsborough, Florida, Pittsburgh, and a charter consortium in California. The foundation has awarded $290 million for this effort to improve teacher effectiveness and set up new personnel systems. The idea is to raise the average level of quality in these schools through teacher effectiveness using a system designed by the foundation. Gates sees the need for more targeted investment in schools and close cooperation with teachers, principals, superintendents and administrative people. For this reason he sees the current budget atmosphere as counterproductive, as it will cut spending on education and act as a distraction from the hard work that needs to get done. On education spending Gates points out that one has to be careful as a society not to neglect the young as one uses resources to support the elderly. He points out that the only way to get this whole thing to work is for some increases in taxes and putting a lid on increases in medical costs, so that education in America does not get shortchanged. Not just Washington DC and many places in the US, but also the Brandenburg Gate in Berlin and across Europe and Asia, Latin America the Declaration has created the Modern World and the Democracies that we know today. The list is long from Germany and Japan that adopted these ideas to India and many nations of Asia, many nations in Africa and Latin America, all inspired by Thomas Jefferson's words. As Jefferson himself borrowed from the European writers of the Enlightenment this means it is a European experiment also, and in Asia an Indian, Japanese experiment also- futuristic in every way, daring and bold, and with the People in mind all the way. Every generation bearing a special responsibility to its children the next generation so that these values can continue to serve as a blessing to mankind. People tend to criticize the founders for aspirational views yet it should be remembered that in all of Asia, billions of people saw a lot to learn and a lot to gain from these aspirational views as they built the Modern World in the 1950's across Asia on these principles and ideas. This is also true of Latin America and Africa. The men on Mount Rushmore were truly unique, Washington, Jefferson, Lincoln and Roosevelt, and it is our task to continue the work they gave most of their life for. ...

Higher inflation and interest rates at 2.2% are having a profound effect on the Japanese economy. Japan is starting a new era of positive interest rates with the first interest rate increase in 17 years this week. Pay raises reached an average of 5.28% in 2023, according to the Japan Trade Union Confederation where the highest for the previous decade was 2.4%. PM Kishida has pursued a course that encourages workers to get needed pay raises. It will affect everything from US mortgages to how much money stays at home and is invested in Japan. Japan holds $4.2 trillion in foreign investment holdings of which $1.1 trillion is in US Treasury bonds. As the differential with US interest rates decreases - varying from 1.5% to 3%- it will increase investment in the Japanese economy and in manufacturing at home. Japan has seen low wages and a hollowing out of its manufacturing sector similar to the US creating a sense of less hope for the future. This shift to investing in Japan is a change for reasons of supply chain reliability and increasing confidence of workers and worker's families in Japan. ...

Bill Gates on how to improve education in American schools by focussing on excellence in teaching. Excellence in teaching is the single most important variable in education, says Gates. The task, he says, is to identify the excellent teachers and transfer those skills to other teachers. He makes no mention of enriching the teacher pool, by attracting brighter education oriented people from society into teaching. He make some generalizations about class size and teachers studying for advanced degrees, saying they have no impact on educational achievement. As globalization spread governments in the West surrendered some of the essential role they played in world health organizations to individuals and NGO's, and countries lacking experience needed for such an important task. The mishandling of the pandemic is partly a result of this retreat by western governments from the role that they have played during the nineteenth and twentieth century. In the US letter to the WHO by president Trump the role of Gro Harlem Brundtland of Norway was shown in handling an earlier virus epidemic that originated in Asia so that it would not spread and could be controlled. This is the H1N1 crisis in 2003 cited in Mr. Trump's letter to the World Health Organization. Brundtland took strong action that was missing during this pandemic after the US and western nations surrendered the essential role they have played for centuries based on role in medical science discovery for maintaining public health. Surrendering this role or seeing it erode is one of the biggest mistakes of our time and a mistaken form of globalized behaviour. It is only now being corrected as the realization dawns on major nations such as US, UK, France, Japan, Russia, India and other countries about the essential stability provided by western nations knowledge, experience and resources to this task of maintaining global health. Even a nation like India has to base its role on hundred or more years of work in medical science and commitment to public health that transcends political preferences or national interest to take on and be a worthy participant with the advanced nations that have played so great and beneficial role for the world in public health. What to speak of transient interest of nations in the developing world or countries where national interest or political preferences play a part in public health of the peoples of the world. This responsibility for world's public health can never be delegated to individuals, foundations or any one country, or small countries, or a combination of these, only to the collective experience of the last 300 years in medical science discovery and the role of Europe including Russia, and the US in leading the way.  The Biden administration has the same underlying concerns as the Trump administration about this mishandling of the pandemic and the disasters that followed bringing so much death and suffering This excerpt on Brundtland of Norway is from the letter the US sent to the World Health Organization- "In 2003, in response to the outbreak of the Severe Acute Respiratory Syndrome (SARS) in China, Director-General Harlem Brundtland boldly declared the World Health Organization’s first emergency travel advisory in 55 years, recommending against travel to and from the disease epicenter in southern China. She also did not hesitate to criticize China for endangering global health by attempting to cover up the outbreak through its usual playbook of arresting whistleblowers and censoring media. Many lives could have been saved had you followed Dr. Brundtland’s example." ...

Democrats approach to tax reform is to retain the removal of tax breaks enacted by the Republicans under president Trump. Democrats simply increase the tax rates in their proposals so that $1 trillion net is generated in new tax revenues to finance the nation's infrastructure, to fund the other building blocks of society through social services, and help to struggling middle or lower income classes. Republican 2017 law changed tax rates for corporations from 35% to 21%. This is now seen as too generous leaving little for infrastructure and other essential needs of society such as education, child care and health. Democrats will adjust the tax rates directly.

Neil Irwin of NYT provides some counter intuitive ideas on U.S. Fed interest rate policy. He says it can't be take as a given that the Fed will raise rates in 2017-2018. This depends on how much punch there is in the Trump economic policies for stimulus, and for infrastructure spending, tax cuts. He cites Senate Majority Leader McConnell who said he would like to keep "tax reform revenue neutral." Getting large spending and pushing up the deficit is likely to run up against Republicans in Congress who have for 8 years opposed large spending increases and large deficits. Trump has given few details about his stimulus or infrastructure spending plans. He says the scale of the spending might not match the talk. Irwin cites JP Morgan Chase economists who have kept their forecasts for GDP growth just under 2% for 2017 and 2018. And he points out that even Trump appointees at the Fed might act independently. The Fed might look at being cautious considering that increased trade tensions with China, and the unpredictability of a Trump administration could hurt growth. Irwin does not mention the uncertainty in other areas such as policy towards Russia on which the Republican party and Congress have very different views than Trump, tensions over Taiwan, that can also affect growth. ...
