This report in The Guardian is about fears the world's leading soft power agency, which is more than that a transmitter of ideas that shape the Modern World and all our democracies in Europe and America, Asia, other parts of the world, will disappear in a decade. The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. This comes at the wrong time when Britain needs to make its voice heard in the world, when a mediocre level of British parliamentarians and leaders since Blair and David Cameron have allowed this to happen. English language classes in Italy at the British Council are also being shut down. Paris building may also be sold, and shrinking operations in the Baltic Republics, Croatia and Austria. This will be a major blow to helping spread knowledge of British parliamentary traditions, its history and participation in shaping the Modern World we know today.  It is now hoped and this is a message to Labour's Andy Burnham who studied English at Cambridge, to restore Britain's image and the value of its parliamentary and other lasting contributions to the Modern World, to the benefit of all nations, to cancel this debt and give the British Council new leadership for the next 2 decades. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said. The British Council had “camped out” in the Foreign Office for last three or four years and put up a “hell of a fight”. Kinnock said: “What the government should do is either find a way of cancelling the debt, or even rescheduling the debt. Because it’s to absolutely nobody’s advantage to lose the British Council.” A desperate effort to pay an outstanding £197m debt from a Covid-era Conservative government emergency loan on commercial terms, with interest to be repaid by September, is what is causing this massive destruction of a century old institution that belongs to Europeans, to Asians, and to the world at large for better societies through knowledge. Who runs Treasury in Britain? Rachel Reeves, who has no concept of the role constructive Britons have played for two hundred years from the time the British agent at Rajkot encouraged Mohandas Gandhi (Gandhiji) to study in London in 1888, a role that the British Council has played since its founding. Billie Jean King whose effort and persistence created the game of Women's Tennis, is alive and well with some words of encouragement, advice. Billie Jean King Commencement address at California State University Los Angeles, where she graduates in history in 2026, sixty two years after letting go college to play tennis. She grew up in Long Beach, with her brother, her parents a fireman who played basketball and a mother who was a teacher. For those who remember she comes from the period of Arthur Ashe, Stan Smith and in Australia Rod Laver, in the seventies. Stadiums are named after her at the US Open Tennis championships, and it was Billie Jean who helped create women's tennis. Some of her advice- "We can never understand inclusion unless we have been excluded." (the first African American player Althea Gibsen is celebrated in a postage stamp yet African Americans barely made it into the sport during her time. Billie Jean asked why it was all white dress, white people, white clubs.) "I like completing things. Finish what I started." (Sixty two years after postponing college in 1962 Bille Jean completes her history degree at Cal State LA in 1986). Billie Jean in another interview says history is so important and the only way to effect change that is good is to know what happened before and why. The Library was set up for loaning books predating the printing era in the Middle Ages. Books were kept in a chest before this. Crowley home to Gatwick airport- situation of migrants in UK in one English town, shown in The Guardian. Migrants has become a divisive issue in Britain with Labour shifting to new policy on migrants, many Conservative party leaders joining Reform UK party. The situation is similar across the continent in Italy, Germany and France, Netherlands and Nordic countries. It is also a divisive issue in the US in January 2026, and has been since the Operation Wetback under President Eisenhower in 1954 as the US Border at the time was not secure following large migrant flows similar to the last decade. The issues of citizenship are still what they were in 1904 when US president Teddy Roosevelt in his Annual Message to Congress said- "The citizenship of our country should not be debased. It is vital that we keep high the standard of living of our wage workers, and therefore we should not admit masses of men whose standards of living, customs and habits, are such that they tend to lower the level of the American wage worker, and above all we should not admit any man of an unworthy type, any man of whom we can say that he will himself be a bad citizen, or his children and grandchildren will detract from instead of adding to the sum of the good citizenship of the country."    ...

BKA German Federal Investigative Police data showing about 2 million crime suspects in 2024- of which 172,000 temporary migrants asylum seekers which 8.8%. There are about 3.06 temporary migrants in Germany out of a population of 83.6 million people, which is about 3.7% of the population, according to BKA figures cited by DW.com. The population of migrants living in Germany including Syria, Ukraine and other countries is about 3.5 million which is about 4.2% of the population. In terms of crime it is more about the anxiety and sense of disquiet this has created in the population, the money invested in benefits when much of German infrastructure has dire needs for investment with the rail and transport systems breaking down, and the wide disparities in living standards eroded in the last two decades in society. All this has to be considered in grasping why it has been so unsettling in some areas of Germany, Europe and the US. There are other factors such as women's safety, a sense of disquiet that was created in English towns where asylum seekers were put up in hotels as in Bedford. Many crimes get wide publicity and this further intensifies the sense of anxiety in the neighborhoods where young migrants from Africa and the Middle East, Asia are staying. The differences in culture and behaviours increases the sense of discomfort in neighborhoods. It is unlikely that this will go away because of incidents of attack by migrants in the towns and cities of Europe and the US every month, increasing homeless situations and deterioration in local neighborhoods.   ...

Leyen goes as far as citing Romain Rolland, a western philosopher of Indian civilization in the concluding point in her speech. In fact the first translation of the Bhagavad Gita was done by Charles Wilkins in 1765 taking it out of the hands of the Brahmins in Varanasi similar to how William Tyndale translated the New testament into English from Greek in 1534.  The Bhagavad Gita was then translated by German philosopher Frederick Schlegel into German from Sanskrit, spreading learning of Asian languages throughout Europe. India owes a lot to Europe and Europe to India, for two civilizations that speak the same human language of spiritual aspirations. ...

Finland faces a severe shortage of workers with about 60% of positions unfilled in the larger Helsinki area. About 100,000 new tech positions will have to be filled. In other lower wage sectors there is the problem of low wages as there is no minimum wage in Finland with sector by sector negotiation for wages. Far right parties are opposed to immigration. Ukrainian workers have to learn Finnish or English to integrate into the Finnish workplace. Elections will be decided on this issue in 2023.

Mike Atherton on India vs England Test cricket series in June-July 2025. It is seen as a Test series for the ages, India vs England 2025. Looking back at the series Australia vs West Indies in 1960 when the Test ended in a tie when Gary Sobers and Richie Benaud were players for their teams, one finds this one drawing the same level of excitement and suspense. The whole series of 5 tests was filled with suspense, Pant's theatrics, Gill's brilliant batting matching world records set by Don Bradman and Jadeja's all rounder performance with bat and ball matching that of Gary Sobers. Bowling was not far behind with Bumrah, Siraj and Stokes.  The England team and the Indian team were evenly matched with Ben Stokes,Root and Woakes, Atkinson, English players giving it their all. Woakes was injured dislocating his shoulder in an effort to save a boundary, such was the fielding effort on the Oval grounds in the final test. Woakes turned up to bat in much pain, but did not face any balls thanks to Atkinson. Stokes bowled overs almost to exhaustion to miss the last Test.  ...

In the US 30 states have designated English as their official language. The new Executive Order rescinds a Clinton era order that required federal agencies to use other languages.  “Establishing English as the official language will not only streamline communication but also reinforce shared national values, and create a more cohesive and efficient society,” the order says. This is essential as literacy levels have dropped and there is a proliferation of many languages in the simplest of communication from agencies. As the importance of learning even mastering the use of the English language diminishes it has pernicioius effects where the lack of English skills means people fall further behind in getting jobs that require both a minimum and a desirable higher level of language and math skills. It creates an underclass in society as one effect, and also prevents people from different immigrant backgrounds from being able to move ahead in careers and in work. ...

Like Jill Biden Gwen Walz is a teacher. Jill teaching community college and Gwen high school students. Minnesota governor Tim Walz is also a high school teacher. They met in Nebraska where Gwen taught English, and Tim taught social studies. It shows that Brexit promised cutting migrant flow but its action did just the opposite by removing cooperation with France on fighting migrant trafficking. Could doing away with EU bureaucracy and getting a special degree of autonomy have been accomplished in other ways than Brexit. The failures to accomplish Brexit goal to cut migrants of Conservatives and now continued failure in 2025 under a Labour government shows the need for European nations to work together. This is what president Macron and prime minister Starmer agreed to on Macron's visit to England on the invitation of King Charles, a pilot program that aims at breaking the migrant boats trafficking model. It will return boat migrants crossing the English Channel from France back to France.  Starmer says- "This is groundbreaking, because this is a scheme intended to break the model, and to make it clear that if you cross in a small boat, then you'll end up where you started. In exchange for every return, a different individual will be allowed to come here safely." The scheme will start in coming weeks.    ...

English fans are notoriously fickle and Gareth Southgate deserves to feel great about what he has accomplished winning the respect of the Spanish team which clearly were desperate to keep the ball out of their goal to the end, winning the applause of hundreds of millions fans all over the world for games well played, and the thanks of England for doing the hard work at the FA level youth clubs at under 16 and under 19 to give English soccer a new generation of players. This really is what soccer is about, not the glitz and glamour of television and record level contracts of players and team owners, or unruly fans and their criticism, that are eclipsing the best aspects of the game that brings so much to people all over the world. Rakuten CEO, Hiroshi Mikitani, lived in Connecticut, completed graduate studies in the U.S. and speaks fluent English. It is now two years since his announcement that all business in the company will be conducted in English. July 1, 2012 was set as a target date after which all employee communication, including internal emails and memos would take place in English. All employees were required to take English language classes and employee tests in the language. Mikitani planned to expand Rakuten's operations overseas, and in these two years it has expanded to 12 countries from two countries, and plans to take this to 27 countries with 70% of sales generated overseas. Mikitani runs an e-commerce competitor to Amazon and he sees opportunities for the company worldwide and the need for employees to come out of their shell. He has long been a critic of Japanese elementary and secondary schooling in English. Most of the 3000 hours studying English after the seventh grade are wasted he says because most Japanese have trouble speaking English. A similiar effort to get employees to learn English has been launched at Uniqlo, a clothing retailer, and there is much discussion about this issue of improving the country's language proficiency as Japan's population ages and companies have to focus on overseas markets....

Russia uses SCO or Shanghai Cooperation Organization to present it's case on Ukraine saying a coup supported by the US and Europe was the root cause of the crisis, in other words an effort to turn a Russian language country against Russia with it's effort to delink from Russia and join the European Union. US seeing China as the main competitor is trying under a Republican administration to bring Russia back into the European and US fold. The Europeans Germany and France, UK under Macron, Starmer and Merz are pushing back and see it primarily from the Northern European perspective of a Russian threat as they have over centuries of rivalry in Europe since 1600. China sees Germany and German led EU as its main source of western technology, trade and capital needed for a state run capitalism to function effectively. Germany seeks to keep it's China relations on a even keel for its economic interests, so does China. In this situation it can be surmised that it is the Europeans that asked DJT to sanction India for buying Russian oil to cut Russian source of oil resource sales by $119 billion leaving China's $136 billion purchase of oil from Russia aside (knowing China would not cancel sales easily), to buy time till Germany can build up arms supply to Ukraine. India is buying time to make a gradual shift to stand with the US and the improved US-Russia relations under the Republicans can only help India gradually shift to where it always stands- with the English speaking people of the world, the US and Britain, a policy Gandhi firmly supported and which India as an ancient civilization of the Buddha and the Bhagavad Gita finds itself at home with.   ...

The trade agreement with Australia starts a process of taking India's exports far beyond the current figure of $400 billion and creating the jobs that come with it. It will double bilateral trade over 5 years to take it to $50 billion. This also shows the wisdom of India not joining the Comprehensive Economic Partnership pushed by president Obama.

This merger is part of a process that happened after 1970 when Penguin Books a national institution in Britain in the war years 1939-1945 was acquired by Pearson Plc, and later sold in 2013  to German publisher Bertelsmann. Penguin became a part of British culture because it sold a million cheap paperbacks at 6 pence in 1939 and continued to provide low cost access to books to all parts of the English speaking world from UK to Asia till the 1960's. The astonishing period of creativity and design of founder Allen Lane ended in 1970 after Pearson Plc focused on profitability and acquisitions. Under this new deal in 2021 a large part of the world publishing industry would come under the control of German publishing house Bertelsmann. Penguin Random House is owned by Bertelsmann and the deal would bring its rival Simon and Schuster under its control. The US Justice Department filed a lawsuit to block it. Attorney General Merrick Garland says- "American authors and consumers will pay the price of this anticompetitive merger- lower advances for authors, and ultimately fewer books and less variety for consumers." Penguin Random House already controls 22% of titles published in the US. The US publishing industry has already seen mergers leading to reduced competition. News Corp. acquired Houghton Mifflin Harcourt in May and merged it into Harper Collins. Largadere Hachette acquired Workman in September. ...

British prime minister Boris Johnson will visit India in January at the invitation of Indian prime minister Modi. It is the first bilateral visit of Mr. Johnson since taking office. Johnson says he really looks forward to the trip and delivering on the quantum leap to create jobs and growth for the two countries. Germany's news and culture broadcasting service Deutsche Welle for listeners overseas was started in 1953. Its charter is to promote "democratic values," and "free exchange between peoples." It broadcasts in 30 languages and reaches 100 million people. The German government has increased its budget by 9.3% to 294 million euros, with new bureau in Kiev and planned expansion of the English news service. A new multimedia English language service DWNews will be launched in April 2015. The German language service faces uncertainty as it is not part of the expanded service, and Deutsche Welle has seen shrinking budgets for the last 15 years.
