After segregation in housing and schools since the 1867 Lincoln Emancipation, particularly in the US Southern states, protests happened in the South led by Martin Luther King Jr. to change this. situation. Voting Rights Act 1965 signed by LBJ ensures right to vote for Black people in the South- it follows protests in Selma Alabama and LBJ's 1965 "We Shall Overcome" speech that followed Selma. The first Blacks elected to US Congress were from seats redrawn to give Andrew Young a seat in Atlanta, and Barbara Jordan one in Houston. In 1993 2 more seats were added. James Clyburn was given a seat in South Carolina- he was a key supporter for president Joe Biden. Others followed. Today in 2026 there are 62 Black Members of the US Congress. This is about 11.6% of the 435 seats in the House of Representatives and 100 seats in the Senate total of 535. As a percentage of the population Black people are 16.4%- or 56 million out of US population of 342 million. The Supreme Court is essentially saying it is time to pause this as enormous progress has been made 12% out of 16% already achieved in representation for black people in the US considering the other inequities in American society, the changes in culture and in technology, inequities in world trade and for rural America. In a 2013 5-4 decision Shelby vs Holder US Supreme Court  swing to this conclusion with Alito, Scalia and Thomas joined by Kennedy and Roberts. This already struck down the core of the Voting Rights Act as unconstituional. Roberts wirties in that decision- Our country has changed,” Chief Justice John G. Roberts Jr. wrote for the majority. “While any racial discrimination in voting is too much, Congress must ensure that the legislation it passes to remedy that problem speaks to current conditions.” Times have changed - in 2026 the Court reaffirms this. In Louisiana vs. Calais the Court voted 6-3, striking down the last aspects of the Voting Rights Act, because white voters in Louisiana objected to use of race to redraw districts. The equal protection clause of the 14th and 15th Amendment to the US Constitution prohibit using race to redraw political representation maps. ...

Ashley Clinton reminded people of her father's love for the country and family- telling the country how her father took the train from Washington D.C. to Wilmington Delaware just to see Ashley, Jill and the family for her birthday when she was just seven years, stayed for a few minutes at the station and after blowing the candles headed right back to D.C. Dignity, decency, values, personal sacrifice, courage, these are the values that Coach Steve Kerr said America expected from its leaders. Thes are the values of Joe Biden of Delaware as he went through 50 years int he US Senate, 8 years as Vice President and his term as president. And above all Biden used this experience to pass legislation  for the Renewal of America that makes him many speakers say the most consequential president since FDR. ...

Michael Shear says president Biden is listening to his head about the US Border with Mexico- that he would close the US Border if the bipartisan bill is passed in the US Congress, the same day that he signs it to become law. The new bill agreed to in negotiations between Senator Graham and other Republican Senators and the White House ends current parole and asylum policy  that have led to chaos at the border. Shear who has covered presidents for 30 years shows that president Biden held the view that he was elected to provide a human face to the crisis at the border from international migration and close private prisons and poor treatment of children. He listened to both sides of his party during 2021 and 2022 after becoming increasingly aware that something was wrong and by Jan 2023 was convinced that tough action was needed at the border to deport Haitians and other people from central America smuggled northward with 13 flights a day to Haiti to deport illegal migrants.  He made his first major immigration speech at that time. The problem was that there was a major upheaval in Venezuela adding to the tide of illegal migrants as Venezuela sent millions to all countries in Latin America and north to the US, an international crisis playing out in Colombia and other neighbors for the last 10 years. When Lopez Obrador of Mexico closed his own migrant deportations Biden sent Blinken to Mexico with Homeland Security minister Mayorkas, and after discussions Obrador resumed the deportations. Trains going north in Mexico had conductors who were bribed to slow down to take on migrants. This was stopped and all trains going north were stopped at Eagle Pass in December 2023. Republican governors Abbott of Texas and DeSantis of Florida have sent busloads or flights of these migrants to New York and other cities in the US showing that the entire system of migrant handling was breaking down even as president Biden was convinced by his own advisers including Jake Sullivan that the border required tough action. The president increased planned legal migration to lower illegal migration from Nicaragua and rest of Latin America. By January 2024 Biden was convinced the only solution was closing the US Border immediately after the bipartisan solution. Lindsay Graham senior Republican Senator agreed with Biden with one problem- the Republicans in US House of Representatives did not think it right to work with president Biden to settle the problem.  ...

Biden goes to Brownsville, Texas, on the same day that Trump goes to the Texas border with Governor Abbott. Biden talks to Border Patrol and Trump visits a barbed wire section of the border with Abbott. The two visits show different approaches to the fight to control border crossings of migrants that reached 250,000 in December, an all time high that requires action and has the support of the president. Biden offered a compromise legislation with Republicans in the Senate which passed 70 to 30 with 22 Republican senators supporting Biden to toughen the asylum policies, add Border Patrol resources, and make it harder for fentanyl to enter the country. Biden has worked out and agreement with China and Xi Jinping as part of an overall economic agreement and cooperation to eliminate the source of fentanyl production in China. Republicans led by Trump hoped to use immigration as an issue in the election in Nov. 2024 and refused to even let the House vote on it, as there is likely a majority in the House that would pass it over Mr. Trump's objections. This WSJ report shows how the debt ceiling negotiation were conducted and the process that made it possible to reach an agreement since the State of the Union address by president Biden on February 7, 2023. It started with Biden getting unanimity right on the floor of Congress during his speech about protecting Medicare and Social Security. The Republican strategy was to pass the legislation on spending that did not specify where cuts were to be made yet used 2022 spending levels with a 1% increase. The deal was to be for three years and passed the spending bill with an increase inthe debt ceiling. Till that time the Democrats decided to not enter negotiations.  Biden and McCarthy then had to choose who would represent their side in the long negotiation process that lay ahead till June 5. Progressive Democrats called for invoking the 14th Amendment that allows the government to continue functioning and pay its bills. Biden chose not to take that route. Respect for the other side, a prepared script are an important point in negotiations. To get results something even more important is essential flexibility and a plan, Plan B. Trust began to develop between McCarthy and Biden. Biden and McCarthy did not any time engage in acrimonious description of the other side. At one point when Biden was in Hiroshima for the G7 meetings Ricchetti on the Biden side and Graves on the Republican side began to feel the frustration. Biden decided to fly home early from Hiroshima. He was constantly in touch with his negotiators Steve Ricchetti, a trusted aide, and a cabinet official the Budget Director Shalanda Young. Graves a long time trusted adviser of McCarthy headed the negotiations for McCarthy.  Shalanda Young and Garrett Graves are both from Louisiana and Graves says he used to work out with Young's dad in the same area. This had a positive effect. It also reduced the tensions in the negotiations so that it could be said this was the calmest negotiation from either side that has been seen in the US  for a long time and bodes well for America's future and for its people, far beyond any concessions made by either party.  Biden made clear at the outset what he could accept without leaving it hidden- he would agree to some work requirements, he would not agree to work requirements for Medicaid. Others in the Democratic party conveyed how distraught they were with efforts to impose stringent requirements for federal food aid during a cost of living crisis when the Republican positions ruled out any new taxes on the wealthiest Americans. In the end Republicans agreed to keep spending limits for 2023 for two more years into 2025 when they would be increased by 1%. Democrats offered to cut (Income Tax) Internal Revenue Service (IRS) spending to increase IRS staffing from $80 billion to $70 billion. Biden said "nobody got everything they wanted." It would have to be passed in Congress with the support of moderate Democrats and moderate Republicans, with members holding extreme positions among Republicans and Democrats opposing. The two parties coming together after a long time to meet the real challenges ahead for the American people. ...

It is because of this effort that candidates who support this effort prevailed in Pennsylvania, Nevada, and Arizona for Democrats to retain the Senate and be competitive in the House of Representatives. Only complacency led to unexpected losses in New York state for the House of Representatives leading to loss of the House by a small margin. This report in the WSJ points to president Biden's speech to a joint session of the US Congress that providing two years of free community college would "change the dynamic" for education in America taking the first step to correct a dangerous drop in college enrollment for young men in America and ensuring working class families have access to college education. The last thirty years of skewed wealth distribution, loss of manufacturing in America, have created alarming distortions in  the access to college education for working class families. Mrs. Biden is a fervent advocate for community college access in today's America, as a community college teacher for 30 years. Biden's $45.5 billion 5 year plan would waive tution for 2 years of public community college. States would have to opt-in to participate, and federal government would provide 100% funding in the first year, decreasing contribution by 5% each subsequent year, with states picking up rest of the cost. It is quite shocking that this is being dropped from the Biden $3.6 trillion Families and Workers Plan that is now being whittled down to $2 trillion. Not because it is not badly needed for American economic competitiveness, and helping workers and families. But because following narrow parochial interests the National Association of Independent Colleges and Universities opposes it. And because the US Congress is evenly split between Democrats and Republicans 50-50 in the Senate. The Association of Independent Colleges sees a shift to community colleges and a sharp drop in its enrollment. Community colleges saw a dangerous drop in enrollment of 12% to 4.5 million students in 2020 from the spring of 2019, according to National Student Research Center. Never was a program more badly needed, as American men are alarmingly falling behind in enrollment. Here are some responses to the failure to take even the first steps to broaden college access so that America can return to economic competitiveness. "What kind of world do we want to live in?" Martha Kanter, College Promise. "That's kind of a devil's choice, isn't it? The whole system has to work from infant care all the way through." Senator Tina Smith, Democrat of Minnesota. This is because child care and children's education will be funded yet a struggling generation of college students will be left out. US Chamber of Commerce opposes a $45 billion program that is critical to American competitiveness with China and other countries. US Congress drops a program that at $45 billion is only about 2% of the $2 trillion package and which is critical to economic competitiveness. Former Republican Governor Bill Haslam of Tennessee supports community college access as a pillar of economic development and it passed the supermajority in 2014. Mike Krause, Republican former director of the state higher education commission says- "I have been surprised by the lack of enthusiasm for what is really a massive workforce development concept that also provides a path to the middle class. You'd think that would hold some appeal for Republicans and Democrats." The lack of clarity and concentration, lack of unity of purpose to get all vaccinated,  is visible in America's vaccination drive. That same lack of clarity and concentration, lack of unity of purpose, is visible in America's faltering efforts at correcting serious and alarming problems for access to college and American competitiveness in the world. That legislation did not have provisions to bring illegal fentanyl flows into the US to an end with strong action including tariffs on CMC countries Canada, Mexico and China responsible for the fentanyl flows into the US. Transgender was another issue addressed in the speech with DJT clearly stating that their only two genders and against mutilation of bodies, with trust in God about the gender God placed us in as best for us. Other issues were about tariffs action going into effect on reciprocal tariffs on April 2 with all nations including India, Europe, China, Japan, South Korea. DJT cited India for high tariffs, South Korea with 4 times American tariffs, and European nations. The goal was to ensure a level playing field for the US to compete- "what they charge us, we charge them." As explained in an earlier article in the WSJ reciprocal tariffs in the world context mean commodities products would not have price increases for the US consumer, smartphones autos would increase but this would be temporary as these nations play fairly and create a level playing field, and these products manufacturing is shifted to the US. This would mean growth for US auto industry and smartphones coming from inside the US and from India offsetting concentration of production in China. Apple has told the president it will start making inside America investing hundreds of billions in the US from now on. ...

The French view of the DJT administration is that it is a rupture, an "historic rupture with immigration repression, aggressive trade policy, and undermining of federal and state institutions." This is far from the reality. In fact it is not a rupture, and far from that policy that DJT brought in the waning days of a tired cautious Obama administration that extended the war in Afghanistan long after it was clearly a failure from the Bush years. DJT called it common sense during his Inauguration speech waving his hands- so obvious, stay out of wars we have no purpose pursuing. Regain America's manufacturing base shipped out to China in the Clinton-Bush-Obama years 2000-2016 that helped the rise of China in phases of supply chain partner, competitor, adversary. French view Le Monde is that this is "aggressive trade policy," when in fact small towns across the US and France, and other industrialized EU nations, by losing their factory and industrial base to China have gone downhill losing jobs and standard of living. Tariffs and DJT policy was continued by Biden- there is no rupture. What French in Le Monde call "Immigration repression," is a policy of protecting border security including illegal drug and fentanyl flows and gang activity that was accepted by Biden and Biden-Republican Lankford legislation was agreed in 2024 to close the Border. There is no rupture from Biden on closing the Border.  With millions having crossed the Border illegally Republicans now have the support of Democratic Senators Gallego of Arizona and Fetterman of Pennsylvania in passing the Laken Riley Act in Congress to protect Americans and safeguard life in America.   ...

Washington Post editorial on the Obama Georgetown speech of April 13, 2009. It questions whether President Obama has the candour and courage to tackle the tough issues of deficit reduction and entitlement reform. New healthcare spending for coverage itself will add to entitlement, and it says some of the savings mentioned by the President are phony or already needed for new spending for the economic recovery and health care. At the same time the paper gives Obama good marks for his clarity and grasp of the crisis and steps for recovery, and the policy agenda in the areas of health care, energy and education. The questions about courage and candor also raise all the questions about facing upto the facts about insolvent banks that Krugman, Rosenfeld, the Economist and others have raised. Is Obama dodging the hard choices, is he dithering? On the toughest issues like foreclosures, insolvent banks, global regulation pushed by the Europeans, will he end up making inadequate or faulty choices, and when he comes around to making the tough choices, will he have lost so much valuable time as to prolong the crisis and stretch it out to many years....

The Washington Post's veteran Middle East correspondent, Jim Hoagland, says there are some important lessons to take from the experience in Libya. The Arab rulers who entrenched themselves for decades wasted the bulk of their oil wealth. It was right for Palestinians to disassociate themselves from these regimes. The French took the brunt of the fight in helping Libya free itself from the Gaddafi regime. This is an understatement as without Sarkozy's initative and Cameron's unflagging support, without France and Britain's early support, Gaddafi's forces would have overrun Benghazi and ended the struggle for democracy in this part of the Arab world. U.S. President Obama and Defense Secretary Gates did little in the early days when there was dire need. Germany's chancellor Angela Merkel continuously resisted supporting France and Britain in Libya. The U.S. Obama administration and Turkey gave their support only after the perilous period- when the fate of the rebels fighting for freedom hung on a thread- was past. Hoagland calls Gates view of "feckless Europeans" shortsighted. Hoagland sees this as an opportunity for Europe to take a larger more active role. ...
