Saudi Arabian deputy defense minister Prince Khalid says polls show Saudis younger than 30 years old favor improved relations with Israel. As a first step Israeli planes would be allowed to fly over Saudi Arabia and control over two islands in the region would be handed over to the Saudis.  President Biden as a candidate had concerns about human rights in Saudi Arabia. Following the war with Ukraine and improving Saudi Israel relations it now appears likely that this will have an impact in improving US relations with the Saudis. Prince Khalid visited Washington and William Burns has also visited the Middle East for the Biden administration as it seeks to get Saudi Arabia to increase oil production following the EU oil embargo on Russian oil.  Saudis under Prince Salman who heads the administration are pushing to modernize Saudi Arabia and build ties for a broader relationship with the world than the traditional ties in the Middle East of Arab countries.The Saudis are improving relations with India and India was the first country to ship vaccines to Saudi Arabia. UAE and Qatar have also improved relations with the Modi administration in India. With China  engaged in trade and technology friction with the US after US investment and aid to China during the last 2 decades and the long period of aid to China during the Japanese invasion, the US is building new relationships in Asia, the Pacific and the Middle East. The new Saudi US relationship would be different from that of the old Saudi relationship as Saudi remains a monarchy but under the new administration and a younger generation of Saudis sees itself as a modernizing influence in the region. Biden sees these new factors as it looks to rebuild relationships in Asia.   ...

This report in the WSJ says the increase in Saudi production announced on June 2 will do more for Saudi Arabia diplomatically as it improves relations with the Bdien administration, and much less for oil markets. The increase of 648,000 barrels a day for both July and August is seen as a drop in the bucket. Only Saudis and UAE have spare capacity- estimated to be at 3 million barrels a day of spare capacity. The Russian oil production has already dropped by 1 million barrels a day since the start of the war in Ukraine and will drop further after the European Union oil embargo on 90% of oil supplied by Russia to the EU. Russia may even withhold supplies from the market to keep oil prices high as it is selling oil at a large discount. Russia evades western oil sanctions by selling oil using transfers out at sea and in other ways that do not reveal the source of the oil. Saudis and UAE are seeking better relations with the US to gain security guarantees after drone and other attacks by Yemeni rebels and Iran. Earlier president Biden had distanced himself from Saudi Arabia following human rights situations that led to deteriorating relations. The EU oil embargo, high oil prices that are hurting poorer countries all over the world, and the commitments by the US and other European partners to reduce fossil oil fuels production and increase renewable energy production are now added factors that the US is including in its relations with the Middle East as it seeks to balance different factors. WSJ looks at the 75 years of the US Saudi Arabia relationship that started when US president Franklin Delano Roosevelt met Saudi king Ibn Saud at Bitter Creek, Egypt, on a US Navy destroyer ship in 1945. It has gone through many phases over this period and mainly involved the Saudi kingdom maintaining its supply of oil to the US and Western Europe. This relationship went through an oil embargo during tense periods of Israeli Palestine conflict as in 1983 with an oil embargo that pushed up oil prices. What is different this time is the situation in Yemen where Iranian supported Houthi rebels near the border with Saudi Arabia are engaged in a conflict with the Saudis. Democratic administrations under first Obama and Biden today support reaching a deal with Iran on nuclear weapons development and limit US military support for the war in Yemen. The Saudis for their part are not keen on a regional war and turned down efforts by president Trump to respond to attacks from Yemen. Mr. Biden's envoy has arranged for a deal to reduce tensions between the Houthis in Yemen and Saudis. The diplomatic impasse in relations stems from the Kashoggi incident and president Biden's concern for the human rights situation in Saudi Arabia. Other factors making relations difficult are the economic interests of the two countries diverging. The relationship Roosevelt started in 1945 has changed in its fundamental character. Oil supplies for imports into the US is no longer a factor for the US which was the original interest of president Roosevelt in Saudi Arabia. This changed by 2015 as the US fracking industry enabled US to become self sufficient in oil and able to supply LNG to western Europe. Instead of the US Saudi oil now goes to China. Russian oil also goes to China as its industry expanded with American investment. This has led to a new Saudi relationship with China which has changed the dynamic of the American Saudi relationship. Some of the new aspects of this can also be seen in Saudi relationship with South Asia. Saudi ties have increased with India and India in 2021 was the first country to provide vaccine supplies to Saudi Arabia. Saudis, Qatar, United Arab Emirates are building relationships with India as a close neighbor in the region. Relationships are in some ways improving in the Asian region compared to the period when oil was simply exchanged as a commodity for defense supplies from the US without regard to cultural, educational and other changes in Saudi society. In a sense US and Western Europe paid little attention to the huge democracy of over 1 billion people right in the middle of Asia and followed policies that led to major investments in China and little or no investment in India, and without realizing it followed a policy that the British had pursued in the British Empire of treating different communities and religions as separate as opposed to one community of people in South Asia that were engaged in modernizing, building infrastructure and changing centuries old ways of living. The British Empire was sustained by this kind of thinking, and as long as Indians were complacent and lacked the will to make their aspirations for a better life and infrastructure for modernization this kind of thinking prevailed. The economic crises in Asia have reinforced the idea that there is one community entirely focused on development and modernization in South Asia. The people in South Asia care most about the cost of living and the infrastructure and services for the quality of life they live and their children can aspire for- same in European Union that chose the Greens and chancellor Scholz, and same in the US that chose president Biden to invest infrastructure and people, the same in China and the same in India and the rest of Asia. This is the situation that the US and Britain, and the European Union are now beginning to learn and adapt to that is a constructive aspect of these changes to rebuild the connections and supply chains that were sorely neglected before now. ...

The US Saudi Strategic Alliance is modeled on the US Japan Treaty and commits US to defend the Saudi kingdom. A draft of the treaty is being negotiated. It requires a two thirds majority in US Congress. A parallel US Saudi Cooperation Agreement is also put in place by Biden and can be done by Executive Order. What motivates this at this time and why after 9/11 when most of the attackers were Saudi, and after relations with Saudi deteriorated under Obama and president Biden's questioning some Saudi actions? The two main reasons are the change Salman of Saudi is bringing to the country modernizing its internal society and and freeing it up from the religion based restrictions of an earlier period, and his focus on investment in the economic development working with India and partners in the region, a relief from the incessant wars from the period of Reagan/Bush as the US makes domestic policy benefits determine foreign policy under Biden. Unknown in most of the world and media a change of demeanor happened at the G-20 meetings in India when prime minister Modi brought Biden and Salman together on economic development plans of a development corridor linking India through Saudi andest Asia to Europe. Biden supported the effort and it showed the Saudis under Salman as leading a development plan along with Modi and other partners for development in the Middle East after frequent wars dissipating the resources of the region and of the US. since Reagan/Bush policy failures and escalation. It is this intervening period of three decades of war that led to China's gains in relation to the US, with twin strikes to the US of China's domination of supply chains, deindustrialization, and loss of manufacturing jobs for working classes in US and Europe. Coupled with this is the opportunity for Biden and Blinken to give Israel an opportunity it never enjoyed for most of its life as a free nation since 1948 to have peace with its Arab neighbors. It is even possible that the prospect of this happening without a settlement for Palestinian statehood that would leave things in Gaza and Palestine at status quo that propelled the sudden attack on Israel. Biden and Blinken want to do the Saudi deal with a new element of getting Palestinian statehood on a basis of respect for dignity of people and of economic independent country which would put to rest decades of Arab neighbor disapproval of Israel. This is both a new vision of West Asia, what we call the Middle East, and an opportunity to focus and also cope with on Asia with the rise of China, India, as the two largest economies with EU and US in the world. ...

Turkey is reviving its relations with Saudi Arabia and the UAE. Prince Bin Salman will visit Turkey as part of a remake of Turkey Saudi relations. Turkey's economic crisis has revived the relationship as Turkey badly needs aid for its economy. The pressure on emerging markets is increasing with US central bank raising rates reducing inflows of western money into Turkey even further. Prince Salman has already received visits from French and British leaders. He visited Jordan and Egypt this week and will now be in Ankara. In the summer he will visit Greece and Cyprus. Saudis are modernizing their economy changing culture in relationships of men and women, in women's rights and education, and broadening relationships with the world under Salman. There is an astonishing openness to science and technology in a drive to be modern. The old Saudi monarchy and conservative rule with ancient traditions is giving way to what the Saudis in the group under Salman see as the modernization of Europe and America in the 20th century using science and technology as what they would like to see in their own country. There is also a drive to think independently from the dogmatic positions of the past that have turned the Kingdom into an American dependency with no obligation or incentive to modernize its culture and be open to the world outside.  The US fought a war to ostensibly modernize a backward mountainous remote state as Afghanistan, while being perfectly comfortable with the old Saudi monarchies of the past that made little change in the ancient culture and tradition and in women's rights and education. Such were the contradictions in American policy and the failure to think anew. As president Lincoln said "as our case is new we must think anew, and act anew." President Biden will now visit Saudi Arabia to build a new relationship with an independent nation, which along with the UAE is bringing change to the Middle East through infrastructure development and modernization. Salman's modernization comes as the kingdom also faced a need to make a transition out of dependence on fossil fuels. Salman sees trips to Greece and Turkey as opening up to all sides. Saudis have good relations with Israel and Egypt another part of this openness. The US senses this, India has sensed this. India's Modi government  made sending the Oxford vaccines manufactured in India to Saudis a priority during 2021. The Indian example is also changing the way the UAE and Saudis see infrastructure development and modernization in the region. This is also changing the way the region is looking at itself. For decades Egypt lacking the resources to build infrastructure on its own has languished economically. A helping hand from the Saudis is changing Egypt. The entire rail system is being modernized with the latest technology from Siemens. The Saudis have stabilized the Egyptian economy with a $5 billion deposit in the Central Bank of Egypt. On June 21 Egypt and Saudis signed $7.7 billion in investment deals for infrastructure, logistics, port administration, food, industry, medicine, energy and technology. In the investments in Egypt some of the oil money going to Saudis with $100 per barrel oil price is going to an economy in Egypt that can easily absorb and make good use of the investment to modernize.   The influence of Saudi leverage in fossil fuels which drove the US relationship with Saudis since FDR is being replaced with an independent Saudi kingdom making decisions to modernize across the board in all aspects compared to one that favored a few American companies such as Exxon Mobil and ARAMCO or arms makers such as Boeing and Lockheed that helped recycle American money going to pay for Saudi fossil fuels back to America.    ...

DJT says Iran does not want to talk to the Europeans, it wants to talk to the Americans. He says it is hard to stop the war when one side is winning. Russia and the US have better relations than under the Biden administration which is proving to be an important factor in this war. As it is about nuclear proliferation, not regional powers- the Israelis, the Saudis and the Iranians. Both Russia and the US are technologically sophisticated powers with different interests, they are world powers because they have first and foremost important responsibilities in nuclear non proliferation and the health of the planet. By allowing regional conflict in Eastern Europe to cloud this fact and not engage with Russia as a world power the US under Obama and Biden had failed to grasp a key principle of peaceful relations since World War II. We argue that "western powers" is a concept of colonial powers France and Britain, and western civilization is the reliable concept that includes Russia, and includes China and India that have embraced the creation of the modern world by western civilization. ...

The complex relations of Jordan and Saudis with US and Israel, in June 2025.  There is also the perception and actions of the two American parties Republicans and Democrats that have exacerbated the situation. This see saw of relations under the two parties in the US has only served to exacerbate the relations and draw the US into Middle East conflicts that have their origins in British colonial rule and interests of western oil companies from 1900.  During the Reagan period American involvement under Defense Secretary Rumsfeld to support the Iraqi invasion of Iran in a balancing act. And just a year earlier the Democrat Carter's efforts to look at the Islamic revolution as a response to the CIA's intervention in Iran's internal affairs under Eisenhower's Foreign minister Dulles to secure oil supplies, and efforts to find a way to good relations with Iran. This was followed by the Democrat Obama negotiating with Iran, normalizing relations and Democrat Biden handing over Iranian assets  of hundreds of billions of dollars that were used DJT says to build its military that had suffered badly under the earlier western sanctions under Republican Trump.  It has led to some of the migration from Syria after Russian involvement that flooded Germany with millions of migrants and destabilized European countries democratic processes. These earlier interactions between US and Iran have turned into an Iranian effort to develop its nuclear capabilities bringing the situation faced today, and showing the failure to find solutions of everything tried before and not helping the people of the Arab World and the Gulf regions.   ...

The Washington Post's veteran Middle East correspondent, Jim Hoagland, says there are some important lessons to take from the experience in Libya. The Arab rulers who entrenched themselves for decades wasted the bulk of their oil wealth. It was right for Palestinians to disassociate themselves from these regimes. The French took the brunt of the fight in helping Libya free itself from the Gaddafi regime. This is an understatement as without Sarkozy's initative and Cameron's unflagging support, without France and Britain's early support, Gaddafi's forces would have overrun Benghazi and ended the struggle for democracy in this part of the Arab world. U.S. President Obama and Defense Secretary Gates did little in the early days when there was dire need. Germany's chancellor Angela Merkel continuously resisted supporting France and Britain in Libya. The U.S. Obama administration and Turkey gave their support only after the perilous period- when the fate of the rebels fighting for freedom hung on a thread- was past. Hoagland calls Gates view of "feckless Europeans" shortsighted. Hoagland sees this as an opportunity for Europe to take a larger more active role. ...

Critics of the Obama administration's so-called "light footprint strategy" for the Middle East say it is more about keeping distance from problems in that region. This is a reaction to the extensive involvement of the U.S. in two wars in that region and intuitively makes sense, as well as being in line with American public opinion to focus on problems at home. The shift or pivot to Asia of president Obama also comes in that context. The problem with this approach is that this ignores the fact that most of the momentum and effort for the freedom struggles throughout the Middle East from Tunisia first, then Libya, Egypt, and now Syria, comes from within. The lead role is now being taken by France and Britain, with German public opinion also lined up in support. The U.S. in forfeiting its role as a facilitator with strategies such as "no-fly-zones" is losing the opportunity to gain the goodwill in the Middle East with cost that is negligible in comparison to the cost of Iraq and Afghanistan, and comes after the huge U.S. effort to remove one dictator in Iraq. A minor followup effort is all that is required from an administration that pushed for the "surge" in Afghanistan. When history is written the investment of the Obama administration in Afghanistan may show little results, if what is considered by the media and experts as an unpopular and undemocratic government of Karzai falls in the aftermath of the U.S. withdrawal. There is little doubt in public opinion in the U.S. and worldwide that the movement for freedom and democracy in the Middle East and democratically elected governments will become a lasting facet of the new Middle East. It also provides huge opportunties for trade and investment as is shown by the gains made by Turkey in just 2 years. This is why the Obama adminstration policies in the Middle East show a lack of grasp of the facts showing the Middle East as opportunity more than threat for the next decade, especially in its overreaction to the Bush era policies. This happens as there is a demographic explosion of young people in the Middle East. An administration that was keen to sense the demographic changes in North America, has failed to grasp this fact and why the struggle in the Middle East flashes daily on television screens young people carrying on the struggle. A pivot to Asia means a pivot to the Far East more than Asia because India is part of the South Asian-Middle Eastern region, which presents another paradox because as China is slowing the entire South Asian-Middle Eastern region of Asia is where future growth is expected to accelerate in the next decade. ...

U.S. Defense Secretary Panetta describes plans to support forces of the Free Syrian Army during the summer of 2012. The efforts had the backing of key members of the National Security team and Secretary of State Clinton. The plans were rebuffed by president Obama and the election campaign team because of the approaching November 2012 election and the president's hesitation to get involved in the Syrian war. Plans were developed by CIA director Petraeus, supported by General Demsey of the Joint Chiefs, and Leon Panetta. Plans were to vet forces in the Syrian resistance, to provide training and arms. After Petraeus resigned because of an extramarital affair and Clinton had a concussion, these plans were not taken up again. This shows that by summer 2011 the consensus was for supporting Syrian democracy forces in the Obama administration, only to be held back by president Obama. This is likely to be a question for future generations of Americans as they assess the record of the U.S. in the Middle East and the missed opportunity. ...
