Wolfsthal, an expert from the earlier administration under president Obama, says the risk of escalation becomes very high because a miscalculation could take place. Rex Tillerson, the U.S. Secretary of State, tried to tamp down the stressful situation by saying that no action is planned. The U.S. insists it is open to negotiating, but the condition is North Korea putting the ending of its nuclear weapons and missile program on the table. The North Koreans have conveyed their opennesss to negotiate at a meeting in Manila, objecting to the U.S. "hostile" policy as an obstacle.    ...

Kenyan politics is conducted along tribal lines since the country's independence in 1963. The Mau Mau rebellion under Jomo Kenyatta involved the Kikuyu tribe. Kikuyus at over 6 million are the largest tribe followed by the Kalenjins at about 5 million and the Luo tibe at about 4 million population. The Kenya African National Union Party of Jomo Kenyatta has run thecountry since independence. Kenyatta till 1978, followed by his vice president Daniel Arap Moi till 2002. Multi party politics since 1992 led to elections conducted purely on tribal lines, with the KANU appealing to Kikuyus, and Kenya Arican Democratic Union under Odinga appealing to Kalenjins. In this election Uhuru Kenyatta the son of the former president is running against Odinga of the KADU, son of the former Opposition leader. The government is also run on patronage with positions handed out to loyalists and tribe supporters. Former U.S. president Obama's Kenyan father could not find a position in Jomo Kenyatta's government because of tribal differences. After the clashes in 2007 with disputed elections the situation has led to further ethnic tensions.   ...

The move to invest in nuclear plants by the Zuma administration was opposed by the finance minister leading to his resignation. The connections have affected the credibility of the Zuma administration, leading to the decision by the president not to run again for election. Prof. Neera Chandhoke of Delhi University points out that Jawaharlal Nehru and other leaders of the Congress made great contributions for India. First in the freedom movement and then in helping India take the first steps to modernization. During the early years India needed the leadership of Nehru and Gandhi to establish a functioning democracy. Even though the focus has shifted to the economy and the next steps in modernizing the economy, the contribution of the early years should not be forgotten, as it laid the basis for what happened later.

South Africa's president Jacob Zuma faces another no-confidence motion in parliament. This time the Speaker of parliament has ruled that the members will vote in a secret ballot, so that members of the ANC do not face reprisals for voting against the government. Corruption scandals in the government and Zuma's association with the Gupta family has led to a loss of confidence in the Zuma government. The economy has suffered since the resignation of the finance minister, and the country's credit rating was changed to junk status.

The new set of sanctions imposed by the United Nations on North Korea would mean the loss of about $1 billion from exports. China's support was won by delaying sanctions on Chinese banks that do business with North Korea. The sanctions prohibit all exports of iron ore, coal, and seafood. Exports of coal to China have come down from earlier efforts, the new restrictions will tighten the sanctions. Two areas that remain are the remittances of Korean workers overseas, for which a limit is set, and the Chinese crude oil exports to North Korea. Experts say this leaves some areas untouched. Chinese banks are critical to North Korea's access to foreign exchange, and oil imports from China are also critical.

This NYT report by Eric Schmitt describes the efforts of U.S. troops in Europe under Lt. Gen. Frederick Hodges to build  a fast movement capability to counter the threat from Russian forces on the borders of countries in Eastern Europe. Hodges says speed of movement is crucial. American forces are deployed in smaller numbers than the Russian forces. A 10 day exercize under Hodges involved 25,000 American and allied forces across Hungary, Romania and Bulgaria. Russian forces exercizes involve more than 100,000 troops. The war in Ukraine involved a breakaway region in the east supported by Russian forces.

Commanders and younger officers were trained to address the Cold War threat with the soviets. Then for over a decade the focus shifted to Afghanistan, then Iraq and Syria. Now the focus shifts back to the Eastern European area with a new Russian threat.

Khair says in the Hindu newspaper, that the problem in India is not that the BJP is gaining ground, but that the Opposition is divided and is shrinking. The shift of Bihar chief minister Nitish Kumar to the BJP leaves the Opposition in disarray. The Congress leader Rahul Gandhi is seen as weak and lacking the charisma of Nehru. The dynastic control by the family and Rahul Gandhi's leadership are serious problems for the opposition. After the victory in Uttar Pradesh state, and the erosion of support for Congress, India lacks a strong Opposition in parliament, which is not good for the country, says Khair.

Zweig of the WSJ points out that the Dow Jones average reached 22,000 but this happens as small investors move away from stocks to bonds. As a result the market is more stable than it used to be, with less speculative investment in stocks. He says investors are actually increasing investment in bond funds and moving away from stock funds as they reallocate to bonds using allocation strategies with fixed investment in stocks at a certain percentage. As the market moves up the portfolio becomes unbalanced requiring move from stocks to bonds. Since 2000 he says half a trillion dollars have moved from stocks to bonds and $17 billion in July 2017. Target date funds hold $998 billion and the $5.5 trillion in funds managed by financial advisers automatically reallocate to bonds as the market moves up. Experts say the question frequently asked now from investors is not which stock to buy but what is the right allocation between stocks, bonds and cash. This is a result of investors learning from the financial crisis of 2008-2009 and the decade that followed. The Dow at 22000 is three times what it was when it fell in the crisis. ...

The July 2017 unemployment rate drops to 4.3% from 4.4% the prior month. The Labor Department reported nonfarm payrolls up by 209,000. One in four of these jobs were in the restaurant business, resulting in more lower paying jobs. Economic growth remains low at 2%.

A better gauge of the jobless situation is the U-6 which includes underemployment and people on parttime jobs looking to work full time, and people who have stopped looking-it is at 8.6% in July, same as the prior month. It was 7.9% in late 2007 before the financial crisis.
