She is the second woman and the first person from a tribal community to be elected president. She worked as a school teacher and was elected to the state assembly in Odisha (Orissa) in eastern India twice. She served as the governor of Jharkhand a state with a large tribal community in eastern India from 2015. About 27% of Jharkhand population is tribal and much higher in rural areas because over 90% of tribal people live in the rural villages. Murmu is from the Santhal tribe that is spread over several northeastern states. Most of the tribal population of 106 million people in India is in the northeast, east, some in the west, in border states with China and Pakistan, and in these parts of India it makes up as much as a quarter of the population or higher. The Ukraine war with increases in prices of oil and natural gas, and food imports has hit Bangladesh hard.  The currency has declined by 20% which also adds to the cost of imports. The government of Sheikh Hasina is seeking $1 billion each from the Asian Development Bank and the World Bank.  It is also seeking $4.5 billion for budgetary and balance of payments support through the new Resilience and Sustainability Facility set up by the IMF. The government is doing this in advance to avoid a situation in which most of the tax revenues go to paying for imports at high prices with little left for spending on development needs. Bangladesh imports cooking oil, wheat and other food, as well as fossil energy. The current account deficit is $17 billion and the foreign exchange reserves are about $39 billion in July, down from $45.5 billion in 2021, enough for 5 months of imports for a nation of 160 million people.  Action is being taken to curtail use of air conditioning at mosques.  Edward Jenner invented the small pox vaccine in 1796. Before this a method called variolation was used. Pieces of fabric or threads moistened with a sick person's small pox postules were pulled through incisions in a person's arm. This was effective until Edward Jenner invented the vaccine itself for mass vaccination efforts. Tom Parfitt of The Times writes about how Catherine Empress of Russia invited Dr Dimsdale from Britain to give her the inoculation against smallpox. She became the first person to be inoculated in Russia and had the courage to do so after this method had been tried and successfully tested in Britain. Catherine writes in this letter to Count Rumyantsev that she had only mild discomfort. She then championed smallpox inoculation for the Russian people and says "it does not call for huge expenditure." Today the Russian government is making its best efforts to vaccinate the Russian people, yet only 38% are fully vaccinated. The example of a medical revolution 200 years ago and how it was handled in Europe is new inspiration for renewed efforts. ...

The Oxford vaccine developed in partnership with Astra Zeneca aims to be the vaccine for the world. The partnership has said it will make 2 billion doses and will provide this without making a profit at about $3 for one dose. Serum Institute of India was the leading supplier of vaccines to the world before the pandemic. Now it is preparing to make 1 billion doses of the Oxford vaccine. Already Astra Zenca has setup agreements for manufacturing  in other countries, with about 24 manufacturing facilities in countries such as Brazil, Japan, and Australia. Arrangements are also made with Russia and Mexico. The Russian partner has capacity to make 1 billion doses of the vaccine. In May the U.S. agreed to buy 300 million doses for $1.6 billion and manufacturing facilities are already being setup in the U.S.  The U.S. and other governments are sharing the risks as Astra Zeneca is hiring other companies to build the manufacturing capacity and working with them to install the new machines and supply the vaccine ingredients. For this the U.S. has Operation Warp Speed a $10 billion vaccine initiative and its organization, including the military. ...

Decriminalizing hard drugs led to all sorts of problems in Portland Oregon and citizens feeling unsafe with and increase in homelessness and increase in drug activity. Mike Baker talks to Portland Mayor Ted Wheeler about how a Proposition Measure 110 in 2020 decriminalized drugs with three fourths of Portland supporting it. Not anymore as most people still feel unsafe. Governor Gina Kotek has reimposed criminal penalties for possession of drugs. And Wheeler now supports expanding the police force. It is a three year experiment that went wrong also creating a sense that there a personal safety problem for ordinary residents of the city. The lack of behavioural facilities to help people affected added to the problem. This has lessons for all parts of the country, Wheeler also says the politics also went awry. Safe streets, safe neighborhoods is part of the infrastructure that America is building across the country under the Biden administration, safety and ease of living are what infrastructure and rebuilding America is about. And the perception of the need for good law enforcement and safe neighborhoods, safe transportation is now embraced across America. ...

This WSJ editorial sees president Biden's speech at Independence Hall in Philadelphia as intended to give the Democrats the advantage in the midterm elections for Congress. It says Vice President Pence and other Republicans opposed Mr. Trump when he claimed he had won the election. Seen from outside the US in Europe, and Asia, other parts of the world there was a real sense that democracy was facing a critical time in the US. Mr. Biden's speech about the struggle for the soul of America is very real considering that the Republican party is today for the most part pro-Trump and lessons learned from the traumatic experience of 2020 are sometimes set aside. There were real issues with the future of democracy during the transfer of power to Mr. Biden in 2020, and the future of America's leadership in the world as the place where the Declaration of Independence inspires the whole world for 200 years, which cannot be ignored and will always be remembered, as much in America as in the world to which offers hope and acts as a beacon. ...

As China shifts away from construction to support the economy no government support is given to real estate company Evergrande to reorganize it operations. Evergrande has $300 billion in debt and its sprawling operations all over China will now be dismantled. The decision is made in an Hong Kong courtroom on the 12th floor of the Hong Kong Court Building as reported by Alexandra Stevenson of the NYT. China is now moving away from the economic support of internet companies such as Tencent and Alibaba and construction firms such as Evergrande. More investment is going into renewable energy and companies that are leading in technologies such as BYD in electric cars worldwide. Investment is also being made in funding improvement in standards of living in the rural interior of the country that was neglected during the boom years and in tackling climate change. This is a very different China as president Jinping looks for other ways for economic development that fulfill the Sustainable Development Goals of the UN and the goals of building a better China for all its people in less developed rural areas and in urban areas.  ...

Hospitals in New York City are coping better in the current wave of coronavirus variant in December 2021 as the symptoms of patients are milder and patients are going home quicker. This report covers NYU Langone, Northwell and Mt Sinai, Presbyterian  health systems. Only about 2% of healthcare workers were lost through dismissals because of the vaccine mandate at Northwell, which is the largest health system in New York City with about two dozen hospitals. About 400 covid patients turned up on Friday Dec. 17, a fraction of the 1350 last January and of the 3500 in early spring 2021. The head of integrated operations,, Dr. John D'Angelo says Northwell has enough staff to meet projected needs. Most covid patients had underlying health problems and a quarter are vaccinated up from 10-15% a month ago. Vaccinations and two years of experience make for a different picture now, though there will be challenges and I think we're going to have to think through a bit carefully, says Dr. D'Angelo. ...

The US Fed under Jerome Powell is going to raise interest rates one more time in 2023 following rate increases in 2022- by a quarter percentage point this week. This is not only a fight against inflation but a way to reverse a situation that has affected the wealth and standard of living of ordinary Americans by reducing interest on savings to a paltry less than one percent. Only stock market investors benefitted under the previous regime widening income and wealth disparities in America. Thomas Frank describes how things went wrong in America by drawing the contrast between Martha's Vineyard and Decatur, Illinois. In 1946 he says a typical executive's salary was only 2 times that of a worker at a Caterpillar plant in Decatur, Illinois. By 2016 this had changed to where the top executive at Caterpillar was making over 400 times the wage of a typical worker at a Caterpillar plant. Democratic politicians he said had moved away from their working class base towards places like Martha's Vineyard. For Republicans the embrace of tax cutting, the deficit, and cuts in education and healthcare, entitlements, to the exclusion of everything else in a recession environment led to the rise of Trump and the rejection of stands on these issues- including amazingly the embrace of a $5.3 trillion increase in the deficit under the Trump plan estimated by economists and a recession after a temporary boost.  Inserted into this were the culture wars, immigration, with the change to mass deportation as a solution to immigration problems. ...

The U.S. Federal Reserve's role as backup lender increased with the pandemic. The U.S. central bank lent half a trillion dollars to counterparts overseas representing most of the emergency lending at the time in 2020. It eased a dollar shortage globally, helped stop a market selloff, and continues to support global markets in 2020. The Fed is now the global source of dollar funding, which builds the role of the U.S. currency a the dominant currency. Countries that benefit from the Fed are Australia, Singapore, South Korea, Britain, Japan and European Union countries. On March 31 the Fed launched a program that let 170 central banks around the world borrow dollars against their holdings of U.S. Treasurys adding confidence.  To understand the dollar's dominant role about 88% of 6.6 trillion dollars in currency trades taking place daily involve dollars according to BIS. By end of 2019 U.S. dollar denominated debt securities and cross border loans reached about $27 trillion up from about $17 trillion in 2010. Much has changed in Britain since the days of Brexit which is highly unpopular today with the British public. The Times Tim Shipman looks at the controversial decisions of Gove and how he added credibility to the Leave campaign when he had previously advised Cameron against holding a referendum. Today 58% of British people support joining the European Union. Gove's actions and that of others including Johnson, Cummings and Sunak show Conservatives in a poor light leaving Britain in a precarious position with low growth and little room in finances for the kind of investment Britain needs for its infrastructure, public services and its economy. It is a lesson that sudden ill thought out moves for political advantage by politicians and poor decisions can create chaos and diminish a nation's prospects. ...

The election of Claudia Sheinbaum of the Mexico Regeneration Party Morena with about 60% of the vote, a margin of 30% over the Opposiion parties Galvez, shows the strong support for current  president Lopez Obrador who is limited to one term of 6 years. Sheinbaum, a close associate of Obrador during his time as Mayor of Mexico City, and his successor as Mayor, was chosen to run by Obrador. Morena Party won 6 of 9 governor elections in states and 253 of 300 Congressional seats, practically sweeping the whole country except for Guanajuto. This shows that the Mexican people believe that Obrador had carried Mexico through the pandemic, through the difficulties in relations with the US and the negotiation of a new trade agreement with US and Canada, and set the country for steady growth by support for the economy and good governance. He has also helped build popular support by working to improve the standard of living of the poorer classes in Mexico. Obrador tackled corruption in Mexico to give Mexico good governance following decades of corruption. ...

George Washington is cited for his emphasis on preparedness and preparation for conflict as critical to preserve peace, or to defend America's role in the world as the first Republic based on a simple idea in the Declaration of Independence. Much of the war with Britain in the late1770's depended on the careful and many years of preparation done by Washington. France's former president who preceded Macron was Francois Hollande of the Socialist party. Macron was a socialist party member from Amiens and a member of Hollande's cabinet, choosing to challenge Hollande with his own newly created party EN Marche just months before the election of  2016. This party is relabeled the Renaissance or Ensemble in 2024. Francois Hollande, 69 years, was elected in 2024 Assembly elections with 43% of the vote from Correze, and speaks for the NFP Front Populaire which defeated the Macron Ensemble and the RN National Rally to be the largest party in the National Assembly. Here he talks about the snap elections, the failure of Macron for working families struggling to make a living, and the responsibility to the French Nation of the Front Populaire, the need for cost of living actions to lift the burdens on working families, and the need to stand up for working people across the country. Tampa Bay area is one of the ten most high risk areas in the world, according to the World Bank. Estimates of damage from a severe hurricane are as high as $175 billion in a 2015 study. The Washington Post's Anna Phillips looks at this region which has grown by about 200 percent in the last two decades. Pinellas County home to St Petersburg and Clearwater, Tampa Bay area, now has 3.2 million people. Developers are lulled into a sense of complacency, says this report with the lack of severe hurricanes in recent decades. The last time a severe hurricane hit was 1921.  This area has 700 miles of shoreline. The problem is that sea levels are rising from climate change, Tampa Bay area has 5 inches of sea level rising, plus the Bay area water is shallower. Water pushed into the narrow area of Tampa Bay would likely rise further. This causes the most damage from waves and floods. Sea levels are higher in 2023 compared to 2009 by 7 inches in Charleston SC, Wilmington NC, Galveston Texas, and in Tybee Island Georgia.   ...

The DJT Executive Order removing birthright citizenship on Jan 20, 2024 applies to future undocumented immigrants, and is based on the part of the 14th Amendment to the US Constitution passed in 1866 by the US Congress and ratified by states in 1868.  The 14th Amendment came after the US Civil War and was aimed at giving emancipated black slaves citizenship. The US Supreme Court gave US citizenship to one Chinese immigrant in US vs Wong in 1898 following the Chinese Exclusion Act of 1882. This did not set a precedent as at that time immigration from Asia was extremely restricted and the case was not intended to apply to millions crossing borders as this did not exist. For most of the period 1900-1960 Asian immigration was negligible because of the laws in existence until the Kennedy administration. Immigration from Mexico was mainly for US agricultural farms. When this led to a surge in illegal crossing of the US Mexican border in 1944-1954 a similar situation to today existed when Eisenhower conducted Operation Wetback in 1954 to deport about 1 million undocumented immigrants. ...

Financial markets are pricing in 2 quarter point percentage interest rate cuts from Bank of England. But the weaker economic outlook could lead to 4 such cuts creating more room for Labour's Budget as it struggles to fight austerity spending, meet aspirations for better public services and infrastructure and still be seen as responsible in spending goals.  In September 2023 analysts referred to the mini-Truss British budget and the speed with which borrowing costs increased for England as the "moron premium." As debt servicing costs increase in 2025 and less optimism about growth, there is concern that the 9.9 billion reserve that Rachel Reeves had planned after balancing day to day spending with tax receipts to 2029-30 would disappear. The Labour Budget had planned on about 105 billion pounds as debt servicing cost for 2.6 trillion pounds in UK debt as indicated by Office of Budget Responsibility. The 30 year yield is up to 5.3% in Jan 2025 and this could erase the 9.9 billion reserve with higher interest costs. The situation is different from Truss but will need to be watched carefully. ...

The NYT says most Americans and doctors today have forgotten what a scourge these disease were in the last century. Polio one of the most serous killing or paralyzing half a million people worldwide in the 1930's and 40's. A scourge deadly as it happened suddenly in a day one could get paralyzed. US president FDR had polio which changed his whole life in the 1920's. In 1952 vaccines took this down from 22,000 in 1952 to just one in 1993.  Measles - the vaccine licensed in 1963. It is highly contagious. Tens of thousands hospitalized 400-500 died each year. It is 97% effective with 2 doses, its spread require 95% coverage rate. 16 measles outbreaks in 2024- about 300,000 children not protected, parents skipping it. Diptheira respiratory disease- 100,000 cases a year in 1920 to less than one today. One in 10 died from it says CDC. Vaccine TDaP. ...

The Economist points out that China's total debt of government, corporate and households has grown by about 100% of GDP since 2008. The 2009 crisis led to rapid increase in debt. It is now about 250% of GDP, according to the Economist. Slower growth of below 7% risks reducing China's ability to service this debt. About half of this debt is owed by state owned companies and property developers. China can use its sovereign reserves to continue supporting bank and state owned companies. Investor's are pricing bank shares to reflect about 10% of this debt as bad debt even though government estimates are much lower. The reserves provided China time to fix the banking system since 2008, yet the debt keeps growing and China has failed to take strong action in the last 6 years. Complacency is a problem, and the incentives for local governments to continue prior practices that increase debt continue. As Krugman and other experts have pointed out at some point the rules of finance will apply to China as they have for other countries that faced a debt crisis- Japan in the late 1980's, South Korea and other Aisan countries in 1997, and the U.S. in 2008. Even without a crisis through deft managemen and use of reserves China risks zombifying the economy as old loans are backed up by new loans, with the further risk of misallocation of capital or poor use of capital. This lowers productivity of capital and hurts development. With poor statistics such as the figure of 1% of debt being bad debt cited here, the problems of complacency can be magnified, as there is less reason for a strong response....

The Home Affordable Refinance Program's (HARP) gradual success in 2012-2013 in reducing foreclosures, after struggling in 2010-2011. From about cumulative 1 million who refinanced loans under HARP for relief in home payments the numbers went up to close to 3 million by the end of 2013, according to the Federal Housing Finance Agency. Of this a major proportion were people who owed less than 105% of their home's value. The performance of the program improved with a revamp of HARP at the end of 2011.

The World Vaccine Summit raises about $7 billion to immunize about 300 million children for polio, diphtheria and measles, over 5 years. Prime minister Boris Johnson who opened the summit called it "the greatest shared endeavour of our times." Bill Gates donated $1.6 billion and Britain pledged 1.65 billion pounds over 5 years, making Britain the largest donor. Mr. Trump also addressed the summit in virtual manner- "we will work hard, we will work strong... good luck, let's get the answer." Mr. Johnson called for renewing "the collective resolve."  Specifically he stated: " Just as we have great military alliances like NATO.... where countries collaborate on building their collective military defence, so we now need that sam spirit of collaboration and collective defense agains the common enemy of disease." Referring to failure of early warning systems for coronavirus with crucial weeks between Jan 6 to Feb 16 lost for the West with lack of international cooperation- "It will require a new international effort to cooperate on the surveillance and sharing of information- data is king- that can underpin a global alert system, so we can rapidly identify any future outbreak. And that will mean a rapid scale-up of our global capacity to respond."  ...

Much of the bloated student loans are from universities raising tution as a tax on young people. This is a burden on the middle class. Child care credits are doubled to $2000, made permanent. Newborns get $1000 from government to which parents can contribute upto $5000. SNAP benefits changed the law to adults under 65 years from 55 years able bodied asked to work, with caregivers to children under 14 instead of under 18 years exempted. For Medicaid benefits one has to work 80 hours a month for able bodied persons under 65 years, appointments upto $35 for income $32,000 to $44,000. ...

Japan, this report shows was in a weak position and was willing to concede- its auto industry could absorb a 15% tariff but the rest of it's economy must be protected. Any economic weakness would be exposed and conditions mght deteriorate in the Japanese economy by letting things go past August 1 and steep tariffs. Luttnick's idea of investment fund was supported by Japan for investing $400-$550 billion in the US with 50% of profits going to the US. Earlier NYT report by Ana Swanson shows the American side of the deal where Howard Luttnick, with experience as a bond trader and on Wall Street, came up with the unconventional idea of an investment fund knowing that the LDP facing elections and  fearing loss of  its majority was unwilling to give DJT what he wanted on some trade issues. Japanese negotiators decided that giving some way on auto tariffs accepting a 15% flat tariff on auto imports was one way to accomodate the Americans and protect other Japanese industries exports from steep tariffs. One would not know this from reading the WSJ, but DJT with Luttnick, Bessent and Greer as negotiators with Akazawa and Ishiba of Japan have won a historic and significant win for America in creating a level playing field in trade. It also sets a precedent for all other trade deals.  ...
