Weeks of negotiating between the ECB and the Irish government followed, leading to the bailout of Ireland. The contagion effects on Portugal and Spain created more tensions for the euro. Merkel softened the German position and the EU leaders meeting in December 2010 moved in the direction of a closer union. Bondholders would still take losses but only if one of the EU member states were to become insolvent. And after months of discussion and debate the EU leaders realized that the only way forward for the European experiment was to build a closer financial union. Spain's Finance Minister Luis de Guindos talks with reporters House and Perez from the Journal in March 2012. He says the situation Spain faces is very serious and the risks of declining growth are high. He points out that either way Spain loses, if the spending cuts and higher taxes lead to further decline in growth, markets are likely to penalize Spain with higher interest rates on its debt; and if Spain is seen as not doing enough to reduce its deficit, markets will penalize Spain. The yield on Spain's 10 year bond increased to 5.3% on April 2, 2012. The 2012 budget presented by Luis de Guindos calls for 27 billion euros ($36 billion) in cuts to reduce the deficit to 5.3% from 8.5% in 2011. Spain's situation is precarious because the cuts come when unemployment is at 20%, and youth unemployment exceeds 50%. A general strike in March 2012 over labor reforms brought protests drawing over 800,000 people. The government's forecast is for the Spanish economy to contract 1.7% in 2012. Luis de Guindos says half of the 2012 budget provisions have been implemented, with 15 billion euros of cuts implemented in December 2011, and new taxes presented in the 2012 budget implemented immediately. To help local governments with poor finances and owing suppliers 30 billion euros, the Spanish government has set up credit lines as a stimulus move. The net impact of the budget actions, stimulus move, and declining economic growth will be to increase Spain's debt to GDP ratio from 68.5% in 2011 to 78.5% in 2012, according to Luis de Guindos. Spain's plan is for gross issuance of government bonds of $86 billion in 2012....

On the negotiations of the P5+1 countries with Iran in Baghdad, Istanbul and Moscow, Barak says the Iranians are simply buying time, hoping that by being a little forthcoming they can delay giving up nuclear weapons programs capabilities and see if the situation changes with a new President in office in the U.S.. The Iranians are trying to reach a "zone of immunity," the way Pakistan and N. Korea did, and it will take a resolute determination on the part of the U.S. the Europeans, the Russians and the Chinese to prevent a nuclear Iran and nuclear proliferation. By the third meeting in Moscow it should be clear whether the Iranians are willing to give up capabilities that lead to nuclear weapons. Ayatollah Khamanei is the person in charge in Iran, but decisions are made collectively with the moderate Ayatollahs still ayatollahs, says Barak. The addition of the Khadima party to the coalition government of prime minister Netanyahu increases Israel's desire for dialogue and seeking progress on a peace with the Palestinian Authority- if not a peace arrangement then even unilateral steps towards peace by both sides. The way forward in Syria is for the U.S. to talk with the Russians about a new government. The important thing is for the removal of the Assad family, the entire Syrian state does not need to be dismantled as happened with the Baath party in Iraq. Israel continues to build a fence in the Sinai facing Egypt, as it fears infiltration during the period of civil strife in Egypt. Israel views Egypt from the standpoint of any future Egyptian government honoring its treaty committments with Israel, otherwise says Barak it is upto Egypt to decide its future government....

Results at Midland Memorial Hospital in Texas, show that a low cost conversion to electronic medical records by using the VA system's open software and having computer software companies adapt it to Midland's needs. This cost Midland $7 million and has resulted in many benefits. Senator Rockefeller is introducing legislation to promote the use of this open software for conversion to electronic medical records. Medsphere chairman Kenneth Kizer, former undersecretary ohealth care at the VA oversaw the development of VIstA software. He says its enhanced version called Open Vist A, "can be installed in one third the timeand for about one thrid the cost of the big-name proprietary systems." There is alot to be said for open software as this would enable hospitals and clinics acoross the country talk to each other and pull up records and sen them electronically, wich is hard to do when different systems of differnt commerical vendors interact. If Midland Memorial is any guide there are huge savings in the conversion. By enabling access instantly of patient records, lab results and Xray images, there are a huge array of benefits. It helped Midland catch up with a$16.7 million coding and billing backlog for 4,500 patient records in 4 weeks instead of 5-6 months. In the 18 months since the system was made hospital wideinfection rates dropped 88%, because of guidelines in the record system that prompted nurses to follow infection control procedures, such as changing dressing or following procedures when inserting a new IV. That is huge. Bed sores were reduced from electronic prompting to nurses to turn patients.And Midland increased by 77%in staff compliancewith guidelinesfor care for patientson ventilators, which if not followed could lead to pheumonia....

The Harz labor reforms in Germany in 2003 changed the way unemployment was treated. The idea was to get the government to work more closely with private employers through several initiatives to fund jobs that did constructive work within these companies. This helped reduce structural unemployment because of the almost indefinite unemployment benefits that existed earlier, reducing it from 12.7% in 2005 to 7.1% in November 2008. In November 2009 even after a year of recesion it stands at 8.6%. Are there lessons for other countries in the German experience? THe Harz reforms directed the German Labor Agency to work closely with private employers to fund newly created jobs. One such program paid a Dutch staffing agency Randstad to teach 15,000 Germans information technology, business English an other skills. THe Labor agency funds jobs at a Daimler truck facility in Worth, near Stuttgart, where short term employees instead of being laid off work as mechanic trainees. Another initiative pays parts of the wages of workers hired from those who are jobless, so that the costs of retraining are shared by the government and the employer, making it more attractive to take a chance and go out and hire. And if you lose your job the Harz reforms made it possible to get unemployment benefits for an additional 6 months, if you went out and started a small business. Like the case of an employee who worked at a Kawasaki motorbicycle dealership, who started his own bike repair shop. There are political pressures to extend unemployment benefits as the recesssion becomes more severe. And the structural mismatch in jobs going unfilled, and the number turned out by universities is still a problem. One study by Adecco Institute, shows 29% of large German companies having trouble filling technical jobs, which is why these companies try to keep all their experienced employees....

And for GM there are about 1 million of them, (96,000 active workers, 497,000 retired workers and also the dependents of retired workers) costing GM $4.8 billion on health care. At $1500 per car for GM costs on health care vs. $200 per car for health care costs at Toyota. The difference is $1300. If this is factored in to the profitability of small cars then the field is skewed one way. On a $23,000 car that is a 5% margin right there for adiffernce of $1100 in health care costs. If this is the way profit is calculated on small cars with this health care differential factored in then there is always a muddleheaded tendency to product he bigger cars and trucks because they can absorb this differential better. But it doesn't make sense that this should dictate how the business is run. And it could lead to serious mistakes which appears to be the situation at the Detroit companies, the way they went into the downturn right into 2008 with a product mix that was going to be hit hardest by a change in customer preferences. ...

After repeated efforts to open up Mexico's oil industry in the last decade by the PAN party and stalling by the PRI opposition, Mexico finally makes the sorely needed changes to its constitution which will allow foreign oil companies to compete with Pemex. In Dec. 2013 the PRI Nieto government and the PAN join together for the two thirds majority in Congress to change 3 key articles in Mexico's constitution- 25, 27, 28. These articles are vestiges from an earlier era of nationalistic oil laws following the nationalization of the oil industry by President Cardenas in 1938. Brazil under president Cardoso opened up its oil industry by passing consitutional amendments in 1997, allowing foreign oil comapnies to compete with Petrobras. Argentina is in the process of attracting western oil companies to develop its shale oil reserves. Mexico faces the prospect of becoming a oil importer by 2020 if oil production remains stagnant at current levels of 2.5 million barrels a day, creating a new urgency for action. Pemex officials say Pemex can only come up with $25 billion a year of the $60 billion needed to develop Mexico's deep water reserves and shale oil and gas reserves. Under new legislation Mexico will allow profit-sharing contracts, production-sharing contracts, and licenses where foreign oil companies would pay royalties and taxes to the government. A major change supported by the PAN party is setting up a sovereign oil fund modeled on the Norwegian Oil Fund to send part of the oil income into long-term savings and pensions. A trust run by Mexico's autonomous central bank will manage the fund, according to a final draft. The changes are important for the Mexcian economy to increase the growth rate, and coupled with other changes for competitiveness and anti-monopoly legislation in the domestic economy. Additional changes coming from the Pacto de Mexico to the education system and other areas, form a major bipartisan effort for the first time in Mexico's recent history to improve Mexico's competitiveness in the global economy....

The Labour party's support for not withdrawing from the European Medicines Agency is the subject of an argument after Prime Minister's Questions in the British parliament. Labour leader Keir Starmer confronts prime minister Boris Johnson in parliament after Johnson reminds Labour that it had on repeated occasions called for the UK not to withdraw from the European Medicines Agency.  The UK vaccination drive is far ahead of the vaccination drive in European Union countries including France and Germany, because of British initiative in boldly betting money on vaccine supplies with pharmaceutical companies, and earlier approval by the UK health regulatory authority. Here is the comment in the House of Commons by Boris Johnson- "If we had listened to (Starmer), we would still be at the starting blocks because he wanted to stay in the European Medicines Agency and said so four times from that dispatch box." Starmer disputes the statement. The Times cites Hansard, the official record of the House of Commons. It records that Starmer questioned why Britain would want to withdraw from the Medicines Agency in Jan. 2017. In 2018 Labour party supported an Amendment to the Trade Bill that called for the UK to seek participation in the European Medicines Agency. Germany, Spain and France are hit hard by the second wave of the coronavirus and the lack of adequate vaccine supplies is causing grief in European Union. SDP candidate Olaf Scholz is seen as the most convincing of the candidates, and ahead of the Green's Baerbock and CDU's Laschet in a poll following the 90 minute television debate on German television. Scholz maintained an unperturbed demeanor as he responded to an attack from Laschet on a money laundering investigation being conducted on the finance ministry. He said Scholz was presenting a misleading picture because it was centered on the possibly illegal activities of a single employee in Cologne. He added that he had increased the financial oversight at the ministry since he took over in 2018. Looking at the problems facing German industry, and the challenges from climate change facing Germany,  Scholz had this to say on the scale of the effort needed in renewable energy- "We have 250 years of economic and industrial history behind us, based on coal, gas, and oil. And if we are to change that now that means we have to do an awful lot, for it to really work." The SPD goes into the election at this point with a six point lead over CDU. SPD at 26% vs CDU at 20%, Greens at 15%, in the INSA poll. The election debate on television continues to give SPD and Scholz the confidence needed to stay ahead. Unlike the period facing Merkel Germany after the pandemic faces challenges in social, safety net, child care, climate change, and foreign policy that require new thinking and ability to tackle new frontiers. ...

A Conservative MP crosses over to the Opposition in parliament causing Mr. Johnson's government to lose its one vote majority in Britain's parliament. As a minority government its future is uncertain. Johnson called for a snap election which will require a two thirds majority in parliament and is unlikely if called by the minority  government. With 31 Conservative rebel MP's led by Mr. Hammond former finance minister, and Labour MP's, Scottish National Party MP's, the Opposition is planning legislation to delay Brexit till January 2020. This is likely to happen now that it has a majority. The next step- the Opposition unites behind Mr. Corbyn to form a government or in the event of that not happening a general election is called.  Even though there is support for Brexit in the country it is not known whether the mood of the country has changed in the years since the referendum with the debacle in the Conservative Party. The Conservatives are badly divided, and the entry of  Mr. Cummings running Mr. Boris Johnson's government  election campaign has distanced the party from Mr. Farage's UK Independence Party, Conservative moderates. All these factors could lead to a change in government. The general election is also likely to be fought on terms other than just Brexit- with the future of the country, and a change of direction, becoming the challenge facing Britain, as the damage done by divisive politics and the precarious economy, living standards, begins to be better understood. ...

Prime minister Johnson of Britain is calling for a general election on December 12. This will be debated in parliament on October 28, and is expected to be rejected a third time. Mr. Johnson faces opposition from the Labour Party which wants to delay the election till it is certain that there is no Brexit without an acceptable deal with the European Union. Mr. Johnson heads a minority government that depends on the support of the Democratic Unionist party, the DUP, of Ireland. He also dismissed 23 Conservative rebel MP's from the Conservative Party headed by Mr. Hammond, a former finance minister under Theresa May who are leery of Mr. Johnson's willingness to go with a no-deal Brexit, if parliament does not back him. This puts Mr. Johnson 45 votes short of a majority in parliament. The new deal Mr. Johnson negotiated with the EU was done with concessions on Ireland and an open border, which was rejected by the Unionist party of Ireland. This deal passed in parliament but was rejected on its short timetable of less than a week giving MP's little time to look at the details.  The Labour party is also divided on going into an election before it is ready because it is behind by 10 points in the polls.  The reason the Johnson deal was initially passed in parliament was because 18 Labour MP's decided to support it pursuing a strategy of getting it rejected by passing amendments during final passage.    ...

In this excellent piece Brooks of the NYT says anti-Trump people are doing a great disservice to the task of restoring civility, dialogue and a dedication to telling the truth by engaging in lowbrowism. He says lowbrowism is imitating the other side in its lack of respect for truth and facts.  This follows the release of the book by Michael Wolff which is critical of president Trump, but is more concerned about engagement than facts and lacks a journalist's ethical adherence to the truth.  Brooks says there is a Invisible White House that is functioning normally with the new Pakistan policy, the changes in immigration policy, nominations to the judiciary, actions on North Korea and trade. That is if one takes out the incessant noise coming in on television and online in the form of Twitter comments by president Trump. In a separate piece the same day Krugman of the NYT says cabinet positions are filled by inferior subordinates, which is not an opinion held by Brooks who believes many members of the administration including Commerce Secretary Wilbur Ross, Tillerson at State, and Kelly as White House Chief of Staff are no less qualified than Weinberger, Shultz and other leading Cabinet members or White House staff in the Reagan administration. By taking on the same tone and tendency to be light on the facts and truth, enabling people to think less and less, switching to an incoherent social media, people seeing this presidency taking the country in the wrong direction are weakening the essential message, says Brooks. ...

Ashwani Lohani, head of the Railway Board for Indian Railways says the bullet train is creating a paradigm shift in how people travel in India. That the distance from the city where Mahatma Gandhi had his Ashram to Mumbai is covered in less time than it takes to travel by air is a huge shift for India. Some media reports have incorrectly stated that the money used for the bullet train could have been used for improvements to the railway system. Lohani says it is important that people understand that the money for the bullet train is coming from Japan and would not be available if the bullet train was not built. It is also at interest rates of 0.1% and a moratorium period of 15 years making the loans almost free. The advantage of the project is also that it has a demonstrative effect showing that a lot can be done in bringing Indian Railways into the pattern of rapid rail travel prevalent in Europe and now in China. China has shown the way by developing its rail system and also developing the technology for bullet trains using Kawasaki technology from Japan and building on this. It is imperative that India do this and modernize its own system. This is an aspect of infrastructure also that has a massive impact on people's lives. When trains can travel at bullet speed between city centres in India it also creates a new energy for bringing the rest of the system to higher technology standards.     ...

Rex Tillerson, U.S. Secretary of State takes a strong stand on North Korean missile testing and nuclear program in a visit to Seoul and Beijing. He said the U.S. would be forced to take pre-emptive action "if they elevate their threat of their weapons program"  to an unacceptable level. Continuing a policy of the Obama administration following missile tests by North Korea, the Trump administration has rejected any talks with North Korea. Tillerson said that "the policy of strategic patience has ended." It was also meant to signal U.S. intentions before Tillerson goes to Beijing from Seoul. President Trump commented on Twitter; "North Korea is behaving very badly. They have been "playing" the United States for years. China has done little to help." Because China sees North Korea as a bargaining chip with the U.S., Japan and South Korea, the situation has ended repeatedly in a impasse with the North Korean nuclear and missile program continuing during the Bush and Obama administrations. This has also meant that North Korea was unlikely to collapse on its own, with China pursuing a policy of using North Korea as part of its defense policies in the region, as pointed out by Sanger in this report. As the North's missile program continues the U.S., and with the North seeing the missile program as the only way to ensure the survival of the regime, the U.S. needed to come up with a new way to tackle the situation.   ...

In her first speech May emphasized that she was a "Unionist." Her first important meeting was with Nicola Sturgeon of Scotland and made Scotland's agreement necessary before invoking Article 50. Her talk of "burning injustices" for the poor and the underprivileged also goes to address the root of the problems behind the Leave vote. By having Johnson on board she can focus on the issues that really matter and which were on the minds of people in England, Wales, Scotland and Northern Ireland- to ensure that the economic system works for all.   ...

China's push in renewable energy with large 10,000 MW wind farms and solar energy panel manufacturing. China has built the world's larges solar panel manufacturing industry by exporting 95% of the product to Europe and the USA. WHen CHina built its first solar power plant in 2009 it required 80% of the parts to come from domestic manufacturers. And when the Chinese government took bids for 25 large contracts to build wind turbines, all contracts were won by domestic companies. One energy NGO expert in CHina says that this is because Chinese government investment in wind and solar energy even though it is much costlier than coal, cahn happen only if it helps build up the domestic industry in renewable energy.

Hugo Dixon says the deal made by eurozone leaders for Greece in July 2011 favors private creditors. The bondholder haircut was much smaller, eurozone governments and taxpayers will make up the difference. This he says is like a cat in the bag presented to the receiver as a pig as long as he does not look inside, called a "poke." Dixon says that if Greece cannot implement austerity measures under a new government and the deal has to be renegotiated bondholders may face a larger haircut than the 20% under the current arrangement. It would have been better he says to do this now but the ECB's threats may have led to the German and French governments treating private creditors with kids gloves.

A mid-July 2011 CBS poll on where Tea party supporters stand on raising the debt ceiling and on a balanced deficit reduction approach combining tax increases and spending cuts. This poll shows 66% of Tea Party supporters saying Republicans in Congress should compromise on their positions to reach an agreement to raise the debt ceiling. Only 31% said they should stick to their positions even if this meant not reaching an agreement. On a balanced approach 53% said it should be the path taken including tax increases and spending cuts for a solution to deficits, and 45% said only spending cuts was the right way. This shows a more flexible Tea Party than is presented in the media reports and strident statements of politicians.

Speaking to the Council of Foreign Relations in New York on Sept 26, 2012, Italy's prime minister Mario Monti showed his willingness to stay on as prime minister if the April 2013 elections lead to no clear winner, though he said he hoped there was a clear winner. Polls in Italy show established parties are being overtaken by newer parties with austerity measures and cases of corruption in Berlusconi's People of Freedom party. The result of voter dissatisfaction could be a fragmented vote between a number of parties across the political spectrum. The pact of competitiveness is designed to bring a closer integration of the eurozone. It includes proposals for increasing the retirement age to 67, ending indexation of wages to inflation, and involvement of other eurozone countries in controlling out of control deficits in some countries. Germany sees this as necessary to convince the German public that financial responsibility is being exercized by countries in budget crises that get help from Germany. This may buy time but it does not come to terms with the reality of Greece being insolvent already, which may be true also for Ireland and Portugal. Some experts see the need for debt restructuring, and the need to start early, especially if Germany is unwilling to make large transfers to these countries.
