Compared to the beginning of 2008 Fannie Mae's shares have fallen 61% and Freddie Mac's shares have fallen 65%. Congress has failed to overhaul regulatory supervision of the 2 companies that are now supposed to with the Federal Housing Administration support the mortgage markets. They are government chartered companies that provide the bulk of the finding for USA home mortgages. They own or guarantee about $5.2 trillion of home mortgages, or roughly half of all loans outstanding. The two have suffered combined losses of $11 billion in the 9 months ending march 31, 2008. There is no effective regulation of the 2 companies. The House has passed legislation creating a new regulator for the 2 companies and the Senate will vote probably this week on similiar legislation. The new regulator would have powers to increase the capital requirements of the 2 companies.

Tata will start making the Nano small car in the 4th quarter of 2008 at a plant it is constructing in the eastern state of West Bengal. Tata faces the same difficulties other car makers are facing around the world as fuel prices adversely affect car sales, and the unprecedented and enormous increases in the prices of raw material costs like steel, tires, and so on with the impact of tighter money supply with higher interest rates creates a different environment for Indian automakers. Tata's margins will be under pressure from these changes in the operating environment. Tata will look for ways to reduce costs and introduce several new models in 2008 in the commercial and passenger car markets. Tata completed acquisition of Land Rover and Jaguar for $2.3 billion in June. To fund the acquisition Tat Motors is raising 72 billion rupees ($1.7 billion) through three separate rights issues, and an additional $500 million to $600 million through an international offering of securities. This acquisition says Ratan Tata CEO of Tata Motors , will add global scale, profits and visibility to Tata Motors, enabling Tata Motors to take its place in the global auto industry as a credible international automobile company....

India stands true to the principles of Mohandas Gandhi and joins Pope Francis in strongly condemning the killing of innocent civilians in the Russian invasion of Ukraine, as Gandhi would have done in his own way when he even paused the nonviolent struggle against the British after the burning of police stations in British India. Of no less significance is the danger of food insecurity caused by the war in Asia, Africa and Latin America which India is meeting. India is America's true partner in the free world in a way that even Germany, France, even Britain fail to be now that we know Merkel's policy "errors" and Macron's lofty ambitions for Europe, emboldened Russia in its invasion of Ukraine. American and German business integration of the American and German economies with China may also have emboldened Russia and China in their perceptions of world affairs that directly conflict with China's Buddhist history, Gandhi's view of the world, and India as the land of the Buddha.  Mr. Biden will talk with Modi about the invasion of Ukraine , the Indo-Pacific, and the building of strong India-US partnership. A major issue that has not been discussed at this level is the challenge India is facing and meeting of food security after the war in Ukraine. Pakistan, Sri Lanka and many developing countries are feeling the effects of the war with soaring food prices denying access to basic necessities in these countries. This extends to countries from Asia to Africa and Latin America affecting hundreds of millions of people.  India is providing food assistance following its effort to share vaccines in a remarkable effort that has not received the world's attention. Vaccination for over a billion people in India has taken place in one of the significant achievements during the pandemic. This was combined with food security assistance to hundreds of millions of people in India in India's population of 1.2 billion people. India is now in a position to meet some of the world's food needs with its own efforts in agricultural production. In this way the role played by the US since World War II for peace and security is being met by India as a significant partner in the free world, and in a way this is returning the kind of help the US offered India during the period of famine in the sixties. US president Biden understands this as he will discuss "mitigating the destabilising impact on global food supply and commodity markets" of the war in Ukraine. These are the hidden costs of the war that are not less painful than the gory war scenes unfolding today in the Russian invasion of Ukraine, and because they are about food they are of no less importance. ...

Angela Merkel said that contact tracing was "above all else" in importance in tracking down infection chains. Apps would not work in Germany because tracking movements and recording information is a sensitive subject in Germany with its history of communism and fascism. Germany still did it but very early on adopted a low tech way that so far is working. Staff from provincial administrations have shifted to do contact tracing work as other work is slow or suspended. Volunteers also have taken up the work. Germany's goal is 5 contact tracers for every 25,000 people- or about 16,000 for a population of 83 million. All the contact tracers have is the phone and a central database of information on the desktop computer as shown here in this report in the Washington Post. There is no advanced technology or software.  Most important say experts is social skills - to talk to people in a way that makes them feel comfortable to share information about how they are and their contacts in a very informal friendly setting, that even includes some humor. Here a contact tracer in Reinikendorf describes the work she is doing and a typical day. There are about 75 contact tracers for 260,0000 people in her area. When she calls someone she notes down what contacts they have had and puts them in Category 1,  2 , or 3 depending on the need for quarantine. The calling is mainly about asking the contact about his or her movements. A contact for more than 15 minutes is Category 1, less than 15 minutes Category 2. The whole conversation is for 10 minutes. Then someone from the health department will call the person contacted everyday. Reickendorf began building up contact tracing in March after an outbreak in a kindergarten was too much for the usual number of health officials to handle. The German trace and quarantine approach, home grown, low tech,  and based on what resources are available, the most important thing being start immediately, has its flaws. Yet it has worked to limit infections and deaths.  In about 65% of cases health authorites have no idea how a person was infected. Asymptomatic carriers are not detected. In some area the resources are limited.  This effort has helped control the virus first cluster in Bavaria at a car part manufacturer. Sixteen people had tested positive and hundreds were quarantined. The German approach is that testing is fine but if you are in quarantine testing is not going to make a difference in spreading. Testing with a negative result is also not helping as it could be that its too early for the infection to register because of the incubation period. ...

A few events in the last 50 years are rewriting the rules for business, finance and economics, says the WSJ in this analysis. The admitting of China to the World Trade Organization under president Clinton in 2001 was one, another was the global financial crisis in 2009 with the selling of bad mortgages by the financial industry, the euro currency financial crisis with the bad accounting, real estate industry speculation, and lack of financial oversight in countries such as Greece, Ireland, Spain. The coronavirus pandemic is one more addition to this string of crises and events that have made the working class and middle class in US and Europe poorer and in worse shape after the recovery following World War II.  The changes indicated here are some of the surface changes- such as the shift to the suburbs for cleaner air and better living, the work at home as a serious option, the new focus on health care, wellness, exercise, nutrition and mental health, remote learning and community college as a realistic option to high tuition costs by the education industry, and a pharmaceutical industry refocused on public health and vaccines as it was in its early years before its shift into a simply profit driven industry. The underlying thread for all these changes on the surface is a deeper change in the public mind- a change that redefines what the people believe in just as happened after World War II. Rebuilding the devastated economies of Europe, America and Asia required a new vision at the time after World War II. And reconstruction could only happen with all the people involved and working for the public interest.  This also created a new hope for the future. President Biden's vision is for a new set of priorities that make child care, women's position in the economy, community college education as a right for all as a first step to opening the access to education that existed after the war in 1945. Investment in infrastructure, in building new roads, bridges and rail, water, internet connections, public services in transport, better layout of urban areas, better lives for retirees, are all part of an effort to improve quality and ease of living for all parts of society, not just those who can afford it.  This is uppermost on people's minds and administrations or governments that fail to deliver or simply talk with no action, will not have the support of ordinary working men and women in all countries. This is true for countries and regions as varied in their level of development as the US, Northern Europe, Southern Europe, Japan, India, Brazil and Mexico, and African nations. Democracy, government adminstration, technology and business structures exist for the people, to improve the ease of living, quality of life, through better health, education and public services.  ...

Anne Lukits brings this exceptional bit of evidence about improved parenting and family life. Only about 15% of families in a University of British Columbia research study had fathers who shared equally in household work with mothers. About 65% of fathers and 14% of mothers reported inconsistent behaviour about their beliefs in gender roles and how they acted at home. Girls were seen as more likely to pursue careers in science and nontraditional fields if fathers played out their beliefs in real life by taking active part in household work, from doing the laundry, washing dishes, vacuuming and cooking meals. The study is discussed in the August 2014 issue of Psychological Science. This means that only one in four fathers who believe women should not have to do all the household work and work outside in paid jobs, actually play their beliefs out in real life roles in the home by sharing in the household work. Other aspects of this that are still to be researched are how much an active role by fathers in the home can improve the number of meals that are home cooked with fresh ingredients, with fathers taking daughters or sons out to fresh food markets, which have a significant bearing on how families can eat healthy and pass this onto the next generation. An unnoticed aspect of this is that it improves the overall quality of life for families through healthy eating and healthy living. When companies recognize this and encourage their employees with some extra time for family acitivity and work the overall benefits would include- healthier employees able to do more productive work in shorter time, less paid for employee medical coverage, and healthier members of society....

Portugal leads the world in developing soccer players, no country has hundreds of soccer professional players all over the world. A country of just 10.3 million, the defending European champion, it has 292 professional players in 45 countries. Even Italy, another soccer crazy nation has only 105 pros abroad. Much of the development of soccer players from a very young age happens at sporting clubs Benefica, Porto, and Sporting. They act as scouts, finishing schools after rigorous practice, and places that transfer players to other clubs, all put together in one place with large soccer academies. The uniformity of coaching, and the primacy of soccer as a sport helps Portugal dominate soccer in a way that is not reflected in its size. Soccer fields in all directions is what you see at Benefica's training facilities in Portugal. 10 soccer pitches are not enough for the director of Benefica's youth academy. 10 different teams of exciting preteens to Portuguese pros need to practice every day.  Christiano Ronaldo was found at Sporting, Ricardo Carvalho at Porto. One boarding school at Benefica has 89 students who do their academic studies at the club and play soccer, attend classes in the morning and play in the afternoon. There are 3 different teams under 14. A pathway puts some of them into the senior squads or for them to become attractive enough to draw a large transfer fee outside Portugal. Five different talent centers and 200 people search for talent by watching under 10's or 12's play soccer games. Once they are chosen they move to Seixal, outside of Lisbon for training. The clubs essentially create value through selection and training for years in soccer academies within the clubs. The clubs support their activities by having a lower cost way to access talent at home, and by generating the hefty transfer fees. Since 2014-2015 season the surplus for Benefica is about 540 million euros. Costs are in the eight figures making it possible to generate a profit by having a sale of a few good players to lower profile teams such as Israel, even if they are not at the level of the top players in the Champions League.  ...

Indonesia is a country with a long history of Hindu and Buddhist culture before conversion to Islam through traders from Malaysia and Sufi saints in the sixteenth and seventeenth century. Hanuman and other deities from India are also part of the existing culture and traditions. Communist influence has been alien to this culture and tradition as in India. It was part of the Dutch empire in the east and a source of European trade in spices from the seventeenth century. It is also a extensive island chain of Java, Sumatra and other islands with a population of 280 million very closely linked to India culturally and with links to America since independence. Indonesia was given a great deal of importance during the Cold War with Robert Kennedy and other leaders visiting Indonesia during the period after Sukarno in the sixties. By 2000 the US engagement with China had evolved to the point that neglected India, Indonesia and the entire south east Asian region in a preference for links with China.  The British division of India led to the US links with India and Indonesia being shaped by that division and the Cold War with Russia. The confusion of the struggle against colonial rule of the British and Dutch led to leaders such as Nehru and Sukarno who compounded the difficulties of the Cold War and perpetuated with it the old British idea of a divided South Asia on a religious basis that had supported British rule and set the conditions that made it possible for a small group of English civil servants to run the country. This led to the Indian and Indonesian relationship with the US being stifled as the US struggled to rid itself of the British obsession with a divided India. Culturally India and Indonesia are part of an extended region in Asia with development aspirations and a youthful population that aspires to better infrastructure, better education, healthcare and ease of living, and the better opportunities in life. This is what migration did for Europeans who left for America for a new life on the east coast and on the prairies of America. It has little to do with the obsessions of the British and the Dutch that divided the region between the Indus and the Ganges and divided the Indonesian islands. That phase is now coming to an end as China reverts to its Communist period leadership under a new generation led by Mr. Jinping, a son of one of the veterans of the Communist Revolution of 1949. The US has to evolve its relations with India, Indonesia, Vietnam and other countries into new ties of trade, culture and technological exchange. This is needed as it winds down its close trade relations with China in its supply chain to rebuild a new supply chain after the trade wars and the pandemic revealed the deep flaws of that supply chain. What is needed is not the efforts of one changing adminstration after another, but an effort started by president Biden that will last through different administrations as the US engages with Asia in the way that it engaged with Europe after FDR and Truman for most of the twentieth century. And one that rids itself of the obsessions of divided regions from the colonial period of the Dutch and the British. The1.6 billion people in India and Indonesia share a  common aspiration of being a major part of the Free World with America. ...

What this Editorial board opinion in the Indian Express is saying is that India should concentrate its efforts on modernizing its economy on a scale that is similar or surpasses that of China because of its access to the latest technologies. Just as China capitalized on the opportunity presented by its entry in the World Trade Organization in 2001, through an economy wide effort to build a manufacturing and export logistics base. India is presented with the opportunity of building its own manufacturing and export logistics base as supply chains are being redesigned in 2023. This requires a longer term plan with clear thinking and concentrated effort with the entire resources of the nation. What looks like a small or gradual shift in supply chain with the US and EU adding India and Vietnam to their Chinese manufacturing base is going to change with every change in world events, as the US concentration of manufacturing in China becomes a situation that is impossible to to maintain. The only logical way for the US and following the US the EU to create a proper balance in its political relationship with China is to change fully its lopsided concentration of manufacturing in China. Biden is only making the initial moves, the EU is only waking up to the need to make its own changes to reduce this concentration. How much distance does the US need to cover to reduce its concentration in China? By a large amount because the shift of manufacturing was excessive and ill advised done as companies in the US raced in a competition to shift outside over 2 decades and simply outdid themselves and performed a disservice to the workers and families of America whom they served. Just for the US to get workers and families to benefit from return of good manufacturing jobs to the US and restore its manufacturing base that has shriveled, it will have to be a massive enterprise, where day by day it becomes more evident that more and more needs to be and accomplished in an accelerated way. What this also means where appropriate to leave a progressively year after a year larger base in India, and also Vietnam, much larger than is envisaged today. This situation is even more acutely felt in Japan which to bring a proper balance in its political relationship with China needs to even more urgently reduce its concentration of manufacturing in China. It must be the task of the Modi government to have a clear view of the road ahead- build the needed logistical base for exports using the latest technologies and set higher and higher targets for manufacturing.  If you look at the map of Asia this is the Global South- India is 60-70% of the Global South with its population of 1.4 billion people mostly young with aspirations for a modern economy like that of the US and Germany. Add to that Indonesia and Vietnam, and other nations already in the redesigned supply chain in 2023 and you have 2 billion people in Asia. Concentrate on this for the next 2 decades for a complete transformation of India, that is what the younger generation demands of its government. ...

After denying clearances for development projects for three decades, the Indian Supreme Court green bench of Justices Gavai and Vikram Nath clears 118 development projects already delayed for 5 years for pending litigation. 118 projects were cleared, including 15 held up for 10 years, based on the "sustainable development" idea that takes a look at the bigger picture, the aspirations of youth, and the bigger possibilities for renewables and environment with a bigger economy. It shows how India which at one time in 1990 had about the same GDP as China, has today one fifth the GDP of China, and with it lacks the same scale of investment for renewable energy and climate change action that China has because of China's larger economy. In this sense the whole country of 1.2 billion Indians, including hundreds of millions of farmers and urban residents, the Supreme Court and India's institutions, have suffered more than the one lost decade the prime minister referred to in the Budget session of parliament. It is more like three decades since China pushed ahead after 1990. China having suffered from the Japanese invasion and civil war for three decades in the 1920-49 period and three decades of drift in economic direction following 1949. India faced its own period of failed governance that matches the failures in China by 1990. The SC bench stated- "The Supreme Court is flooded with applications after applications, seeking permissions to construct primary schools, public health centers, anganwadi centers, an other public utility buildings in remote areas. Himachal Pradesh is constrained to approach the Supreme Court even for seeking permission to connect villages in remote areas by roads. Needless to state, the citizens residing in the remote areas cannot be deprived of the developmental activities that are being done in other parts of the country."  The Supreme Court called it ridiculous that the states were required to rush to the Supreme Court to do the minimal developmental activities.  That the Supreme Court and other institutions have taken so long to say and do this is itself one of the reasons India has fallen behind China. It will need to accelerate its efforts, in the way that the rest of the country and the world is doing to create an environment in which development can meet the aspirations of the Indian people. Efforts for climate change action can take place at the same time with bigger investment capabilities from the larger economy and advanced technological capabilities. The two can and do go together, a point missed for far too long.  An approach even the US has grasped and is doing under president Biden. The US has gone through its own period of failed governance for four decades of neglect of manufacturing and infrastructure that president Biden talked about in his State of the Union address to the US Congress last week.  Biden now sees the problem itself as an opportunity to get it right. Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...

Questions about the every 5 years 20th Party Congress of the CCP or Chinese Communist Party, and the 2300 representatives attending from all parts of China are answered in this report in The Guardian.  Xi Jinping is expected to get a third term. To outsiders in US and Europe it is all about power in China, to insiders in China it is about China making it through the 100 years since the 1901 revolution and the tumult, the chaos of the first 100 years, and now a period of modernization and growing incomes,  the need to create jobs, tackle climate change, ensure a good future for the Chinese people. 2300 party members representing millions of party members in China attend the gathering. New appointments and retirements take place at this Congress. Of this there are 200 elite members of the Central Committee with voting rights. This central committee is responsible for electing a 25 member Politburo, of which the seven most senior persons are appointed to the Politburo Standing Committee. Xi Jinping is the General Secretary, the most senior position in this hierarchy. Age related retirements are at 68 years and a new Politburo standing committee is announced at each Congress. After the Bo Xilai effort to take power and take China in a new and unknown direction, and the gradual loss of the party's respect from corruption and abuses of power by local officials, Xi Jinping sensed problems in the future and conducted a anti-corruption campaign. Most of the system of government set up during the Deng and Jiang Zemin years after 1980 remains in place with Jinping calling for a revival of China, the next stage of modernization, under the banner of the CCP. The result of the anti-corruption campaign and a third term assumed by Xi including lifting of a term limit for heading the CCP, gives Xi Jinping an opportunity to shape the future for China as Deng did after 1980. Jinping in the manner of Deng sees the CCP as the organization that can continue the modernization and growth of China. The model set by Deng and Zemin of local autonomy for economy and centralized overall direction continues under Jinping who is General Secretary since 2012. China has made rapid growth during the period 2000-2022, but faces challenges of reorienting its economy away from dependence on a tight economic export oriented relationship with the US and EU, as supply chains are being shifted after the pandemic. This means more unemployment and need for careful economic planning and investment to create jobs in other sectors, and to meet the challenges of unequal distribution of wealth in China after hypergrowth that hurt China in some ways, and in the climate change effects of use of coal other fossil fuels. As focus of interest is on Jinping externally, within China it is these three challenges that must be uppermost in the minds of the 20th Congress members. Much of this stems from the tumult of the century that began with the 1901 revolution through Japanese invasion and upheavals in the 60's and 70's, leading to the rare period of stability and growth in the last 20 years. Jinping like Deng and Zemin has personal memories of the anguish of this period and the tumult, the chaos of the 20th century for China, and the yearning for stability with modernization.   ...

Robert Kaiser, former managing editor of The Washington Post, reviewed this book on Joe McCathy in The Washington Post on August 7, 2020. It shows the link with today of Senator Joe McCarthy and Roy Cohn, the then 27 year old lawyer chief counsel of the senate subcommittee on investigation when Joe McCarthy became chairman in Jan. 1953. The book is-  Demagogue The Life and Long Shadow of Senator Joe McCarthy by Larry Tye. Roy Cohn passed on some of the methods used at that time to Mr. Trump. Kaiser points out that the senator Joe McCarthy assembled "a coalition of the aggrieved." Tye shows that it started with the junior senator from Wisconsin making a speech in West Virginia for Lincon Day dinner to the Republican ladies of Wheeling, W. Va. The senator used it to talk about threat of communists working in the State Department. He claimed there were 205 Communists. Today we know that this was just made up by McCarthy, at a time when Winston Churchill made the speech about the Iron Curtain in Eastern Europe and the Soviet Union and a sense of shock in America at the People's Republic of China being formed in 1949 under CCP chairman Mao tse tung. McCarthy saw this as an opportunity to gain prominence and a Senate career. What is seen from this carefully researched book is that for a while it succeeded in putting many of the Nation's best leaders on the defense. This includes Harry Truman, Eisenhower himself who disdained McCarthy's and Cohn's methods, Gen George Marshall who was a mentor to Dwight EIsenhower, Joe Stilwell, and other military leaders who ran the 1940's war effort under Marshall in Europe against the Nazis and in China against the Japanese imperialists. On the domestic side it included the head of TVA and the new Atomic Agency setup by president Truman. Gallup said at that time of McCarthy's 38% support in the US following his censure in US Senate by 67-22  -even if it was known that McCarthy killed five innocent children they would still go along with him. Tye writes that in that atmosphere similar to the sense of shock at China's rise and America's loss of manufacturing and falling behind in infrastructure by 2016, in that atmosphere if one told a small lie or big lie it made not much difference in public's penalty or censure, then why not tell a whopper of a lie. This became the ethic for a while in 2016-2024 similar to the period till the collapse of McCarthyism in America by 1957 with McCarthy's death in 1957 and in 1960 the election of John F. Kennedy. What is forgotten is that Richard Nixon a young senator from California was part of the group in Congress, so that in some shape or form it existed and remained part of the Reagan efforts to push back against the Soviets that led to wars in Afghanistan and then Iraq sapping the Nation's energies and resources and with faulty economic theory allowed China to dominate key industries and outspend America in infrastructure investment, creating the kind of shock that led to the second McCarthyist decade under Mr. Trump. ...
