Wide gaps in learning persist for the British population. This analysis of GCSE, General Certificate of Secondary Education results in The Guardian shows 28% of grades awarded to students in London were at Grade 7 or above, in the northeast of England this drops to 18%, with gaps widening in 2023. GCSE is the part of the National Curriculum taught to students ages 14 to 16 years in years 10 and 11. The Grading system gives more attention to A's with three Grade 9,8 and 7 for A's and only Grade 6 for B's, and in this way puts more emphasis on one extreme top section of students than the middle to upper, which may be a mistake.

As inflation eases and job growth continues in the US, and to a lesser extent also in the European Union, there are different opinions on why this is happening. One camp says that the surge in inflation was from temporary supply shocks. Once these shocks abated and supplies came back into the market the situation has eased. Central bank increase in rates played a smaller part in easing inflation say these experts. With interest rates up on loans there is less demand for cars in the US that leads to sellers having less pricing power. The other camp says the increase in interest rates at consecutive meetings had a strong impact on expectations of inflation. Higher interest rates played apart in cooling demand for cars and home purchases.

Law firms indirectly adding to the cost of doing business with outrageous per hour rates ($2500 per hour?), costs sure to be transferred to consumers and buyers in today's Cost of Living crisis. Another instance of price gouging in a different context that pushes up costs and prices, something Harris talked about in the debate.

There is a 30% jump in lawyer fees from $190,000 to $250,000, for junior associates since 2018. It is just not sustainable. Part of the problem is  hourly rates and companies such as Shell are looking for alternative arrangements- ones that make the final costs predictable and transparent.

China's prime minister Li Keqiang leads the task force tackling the coronavirus outbreak. He visits the city of Wuhan to calm anxiety and frustration about the outbreak. The lunar new year holiday in China which starts now is being extended to Feb 2.  Shanghai and Beijing city officials are advising returning workers not to return till February 9. The rural areas are a weak part of the link in the effort to stop the outbreak. Millions of workers return to cities after visiting homes in rural areas during this holiday period.

Kurzabeit is a big part of the social safety net in Germany. It means short time work. When companies face a loss of orders or production or some crisis workers still get paid 60 to 67% of their wages. This avoids layoffs and benefits both employees and the company, as the company can quickly ramp up its production to full capacity with employees working full time. Workers make up for the work lost once the crisis has passed. 

This has enabled Germany to keep the unemployment rate low as in the 2008-2009 financial crisis.

This report in The Guardian is about fears the world's leading soft power agency, which is more than that a transmitter of ideas that shape the Modern World and all our democracies in Europe and America, Asia, other parts of the world, will disappear in a decade. The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. This comes at the wrong time when Britain needs to make its voice heard in the world, when a mediocre level of British parliamentarians and leaders since Blair and David Cameron have allowed this to happen. English language classes in Italy at the British Council are also being shut down. Paris building may also be sold, and shrinking operations in the Baltic Republics, Croatia and Austria. This will be a major blow to helping spread knowledge of British parliamentary traditions, its history and participation in shaping the Modern World we know today.  It is now hoped and this is a message to Labour's Andy Burnham who studied English at Cambridge, to restore Britain's image and the value of its parliamentary and other lasting contributions to the Modern World, to the benefit of all nations, to cancel this debt and give the British Council new leadership for the next 2 decades. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said. The British Council had “camped out” in the Foreign Office for last three or four years and put up a “hell of a fight”. Kinnock said: “What the government should do is either find a way of cancelling the debt, or even rescheduling the debt. Because it’s to absolutely nobody’s advantage to lose the British Council.” A desperate effort to pay an outstanding £197m debt from a Covid-era Conservative government emergency loan on commercial terms, with interest to be repaid by September, is what is causing this massive destruction of a century old institution that belongs to Europeans, to Asians, and to the world at large for better societies through knowledge. This report in the Times says there are divisions in 10 Downing Street, between Mark Sedwill, the top civil servant, and the prime minister, Boris Johnson on implementation of a coronavirus plan, Mr. Sunak the finance minister and Mr. Johnson on reopening of the economy and the spending plans. There are also frustrations among Tory MP's, women, and ministers, who are left out of the centralized decision making where only a few people around Mr. Johnson- Gove, Hancock, Sedwill, Sunak, Cummings - know what is going on.  Mr. Johnson has not rested well says the Times and Mr. Sedwill also had the virus it is reported. Mr. Hancock is not trusted by Tory MP's to execute the plan correctly for testing, tracing and isolation of clusters, crucial to controlling the pandemic and restoring confidence in the economy. Mr. Johnson also face the prospect of an inquiry into nursing homes- he responded to Keir Starmer of the Labor party in parliament that he"bitterly regrets" what happened there. More money is being poured to control this. There is a sentiment of acceptance that Brexit talks are going nowhere and Britain simply walks out with no deal.   ...

President Xi Jinping to introduce regulation into what was once an essentially unregulated economy, including a housing sector with financial risks built on ever increasing leverage, are expected to slow the economy to 6-7% growth rate. This is seen as acceptable to address the other goals president Xi sees as essential for the long term future of China. China urban is what most people in the US and Europe see. This is only 60% of China. The other 40% is stuck with lower incomes at about a third of urban areas and with few opportunities. Within urban areas there are the people with moderate incomes who are spooked at housing prices and living in small flats, and now with the pandemic there are many more who are unemployed as China lacks an unemployment insurance system like the US. This and Xi's close connections to farmers in Hebei, and other provinces where he has spent time as party secretary, mean he will now give all of China's people an even chance for a better life. Just as in the US with president Biden, president Xi is tackling social and economic problems left after decades of tech driven expansion aggravated income inequality and poverty. ...

A women's rights advocate, and mayor of Seoul, South Korea, and one who as a lawyer was active in defending women's rights against harassment, is found dead. This happened 2 days after a former secretary who joined his office in 2017 filed a complaint at a police precinct about sexual harassment. Park Won-Soon was mayor of Seoul since 2011 and led the fight against the coronavirus. He had also fought for civil rights with the ruling party leaders in the struggle against the dictatorship in the 1980's.  The city of Seoul was in shock after it became apparent that Park had killed himself. South Korean president Roh Moo-hyun took his life in 2009 after the state prosecutors began investigating corruption allegations against his family. Culture in South Korea and Japan is changing from a long history and tradition of male dominant society as women assert rights to equality under the law and fair treatment at work. This is an unusual twist to the story as Park was actually one of the people initiating and supporting constructive change, and is the reason it has led to mourning in South Korea for the loss of Park Won-Soon.  ...

Vance says he is skeptical and inherently mistrustful about the constructive influence of Silicon Valley on America, on the broader economy in all parts of America, and on education expanding opportunity for all. Vance says of his stint in Silicon Valley starting in 2013 when he moved to the Bay Area after graduating in law from Yale to 2022 when he ran for the US Senate from Ohio, that it taught him something about the influence of venture capital on America. He is skeptical about its constructive influence when seen from the American heartland, from the Kansas prairies of Eisenhower to his own rust belt state of Ohio and the hinterland of Appalachia across the eastern US from New York through Tennessee to Mississippi. Vance says: "I've certainly personally been very close to the technology sector. Because of that experience, I inherently mistrust it or worry about its influence in the broader economy." WSJ's Angel Au Yeung calls it short lived but it stretched for 10 years and Vance returned to Ohio for Narya Ventures, worked with AOL founder Steve Chase on Revolution to look at what could be done in places such as Chattanooga, Tennessee, in the south and midwest with these venture concepts. This is enough experience just to understand its effects on all parts of America. Realizing in the end that it failed to support education or expanding opportunity for all. Even Apple's much touted iPad succeeds as a potentially useful tech device but fails when one sees what little interest or effort Apple put into developing its educational potential to expand opportunity for all. The reasons are that that was never the intended goal to subordinate public interest to profit, when education is inherently public interest. And because tech tools alone cannot do the work of educating minds. Only human beings and knowledge, ideas in books can do this, as they have done in all of America's and Europe's past. ...

The former UK Home Secretary for Tories under Sunak and Truss, Suella Braverman, joins the Reform UK party and appears at Reform UK event with Nigel Farage. She says the Conservatives saying they would have UK withdraw from ECHR (European Convention for Human Rights), which makes it difficult to conduct a rational commonsense policy on migrants because it was poorly designed or ECHR writers lost their way on common sense, is a lie. For example there is no ECHR type rules for migrants entering China or India or any major country in the world, one that says nations have to take in migrants from anywhere in the world, and provide benefits costing billions of dollars that cannot go into services for the local population. And where migrants can pose a risk for women hesitant to go out in their own neighborhoods- something chancellor Merz of Germany has spoken about recently after incidents in Germany. ECHR has somehow got it wrong.  Labour and Conservatives have pondered this but not acted quickly enough in becoming trapped in a cultural guilt for the colonial era, when ordinary Britons simply want to get on with their lives in their neighborhoods as they did before migrants, and as did their parents and grandparents in Britain. For most of British history colonial policy was decided by a small upper class and the India Office, colonies policy by the Colonial Office, and the lives of working people in Manchester's cotton mills went on with no connection with the Empire. A fact even India's Mohandas Gandhiji quickly recognized and grasped, and whose support Gandhi sought against the India Office of the Empire. ...

BP's global oil outlook 2013-2030 shows demand from China is still a big part of the story two decades from now. Factor in demand from Russia, the Middle East and India, yet China still dominates the picture for growth in demand. For 2000-2011 China's share of global demand growth for energy was 55%, under BP's outlook China's share for 2011-2030 drops to 43%. Fossil fuels still dominate. The continuing dependence on fossil fuels is also the perspective of Shell CEO Voser in an interview with the WSJ in Jan 2013, who also sees strong growth in shale gas supplies from China. Coal will account for 61% of global demand growth to 2030, oil 43%, gas 25%, in BP's outlook. If Voser is right and with the need for cleaner burning natural gas gas considering high air pollution in Chinese cities, gas may take a bigger share than 25%. Shell CEO Voser looks out 4 decades from now and sees one third of global demand coming from renewable energy, 10% from nuclear, and the rest from fossil fuels.

Supporters of prime minister Netanyahu's judicial overhaul in Israel say there is an overreach by the Supreme Court and it has struck down laws passed in parliament. Opponents of the judicial overhaul say the changes would give the government control of a nine member committee that appoints Supreme Court judges. A simple majority of 61 would make it possible to override decisions of the Supreme Court. At the heart of this struggle is the vision of a secular and pluralist state from the time of its founding by Europeans opposed to a religious and nationalist Israel represented by Netanyahu.

The protests may have begun a new trend that in which parts of the religious right see that things have gone too far too fast for such changes. And the need for new ideas to get a better life for all Israelis without the constant elections and legal battles, the focus on cultural differences of the Netanyahu period.

See the president respond in this video in the WSJ. He says look what we have done in getting all the legislation passed to rebuild the economy. It took all the wisdom, intelligence and experience to do what no president has been able to accomplish in the decades since the 1960's- to have the courage and wisdom to disengage from wars in remote parts of the world that started from the Reagan-Bush period that were carried on through the Bush-Obama-Trump administrations. And to use the contacts in the Senate developed over decades for bipartisan efforts to rebuild America with trillions of dollars in capital investment, the kind of rebuilding that took place in the Truman-Eisenhower and Kennedy administrations in the 1950's and 1960's following the war. After the pandemic similar to after the War in 1945, the whole world needs the leadership of America to set a new path, to faith in a better future.

Vietnam devalued its currency by 8.5% on Feb 11, 2011. A series of devaluations have reduced the value of Vietnam's currency by 20%. The devaluation will lead to higher cost for imported products, especially refined oil products, thus fueling inflation that is already high in developing countries. The Communist party central committee is not giving inflation fighting a priority, and instead is focussed on keeping high growth rates. The party's inflation target is 7% annually, same as 2010 for 2011, when the inflation is already estimated to be about 11% for 2010. Barclay's now expects inflation to reach 13.5% by March and exceed 15% by June. Part of the hesitation to raise interest rates and slow inflation as is happening in China and other developing countries, is the need to create new jobs for a young and increasing workforce. Vietnam's inefficient state enterprises, poor management at some enterprises, and state subsidized lending, have created problems which are putting downward pressure on the currency. State owned shipbuilder Vinashin approached bankruptcy recently with $4.4 billion in debts and poor management decisions. Another significant reason for the devaluation is the seriously precarious situation of Vietnam's foreign exchange reserves. State media have reported that Vietnam's international reserves have fallen to "more than $10 billion" at the end of 2010, compared to $16 billon for 2009 and $26 billion for 2008. This suggests a deeper crisis from years of loose monetary policy and lending to state enterprises to create China type growth rates. Vietnam still a less developed country and not equipped to handle this kind of growth, say analysts....

This briefing in the Economist says China now faces a difficult transition to its next phase of development, in which the government is trying to change the model used by Deng Xiaoping of export led development to a consumption based economy. That model produced spectacular results between 2000 and 2015 when the middle class went up from 5% of the population to 25% of the population, as measured by people living on more than $20 a day in 2011 $ purchasing parity, as reported by IMF, EIU. The problem China faces is can this development stall if it fails to tackle problems in the next phase, with an aspiring group behind the new middle class left behind. Recent jump in the stock markets volatility, devaluing of the currency, and confusing signals sent by the government have hurt its credibility. Demographic issues with an aging population, the destruction of the environment with rampant development, and how to manage this next phase of development with respect for the constitution and the rule of law replacing the high corruption levels, are serious challenges. Experts say it will be difficult to manage a transition to the next phase of development without some degree of democratization. The rise of the internet and the social media have created more avenues for expression, which gives the government some guage of public opinion, especially in tackling pollution, mismanagement, and other problems. The government sees the need to manage things carefully, with rising unemployment posing a problem as growth slows and the government closes down inefficient manufacturing facilities. ...

The importance of not letting small dairy farms close all over the northeastern United States, including dairy farms in New York, Vermont and Maine, is shown here in NYT. Some of these farms go back to 1772  over many generations. Dairy farming is hard work and the family farms with each less than 100 cows are not just dairy farms but a part of New England and North East culture, heritage, and landscape. Ensuring that milk processing facilities exist for organic dairy farms in their regional area is important now that Horizon is shifting to the western states such as Colorado and California for its organic milk pasteurization pickup and processing.  French television TVMonde shows in a documentary how small family owned Swiss dairy farms struggled for years at low milk prices of 75 centimes per liter and were able to get 1 Swiss Franc per liter after many protests. Dairy farms are an important part of the culture, heritage and landscape of Switzerland. By getting a Fair Milk label and direct payments from the government small dairy farms in the Swiss countryside are able to pass on the farm to the next generation. Similar action is needed in the US as farms with 500 cows called factory farms in Colorado and Texas are putting additional stress on family owned farms with less than 100 cows in the northeastern US. The rule for pasture is key to having organic label yet this report in NYT cites Maine agriculture commissioner that this is not rigorously applied for these factory farms in the western states, and other rules for classifying which cows are organic are also not rigorously applied. Following the pandemic there needs to be increased awareness of the importance of keeping small dairy farms operating and being passed on to a new generation of young farmers, men and women, with the encouragement and support of state and federal government in the US. ...

Estimates of the contraction of the Iranian economy in 2012-2013 show GDP declines for 2012 and 2013. The IMF estimate of the economic contraction for fiscal year ending March 2013 was 6%. Former president Ahmadinejad's policies led to hyper inflation, a sharp depreciation of the currency rial, similiar to the situation in Venezuela under Chavez and Maduro. To get a sense of the the scale of the damage to the Iranian economy- a decline of 39% in vehicle production in 2012 with the lack of essental parts and decline in demand, oil production declining to about 700,000 barrels at one point in 2013 from over 2 million barrels in the period before 2012. This was a result of lack of access to needed technology and parts as sanctions began to take a toll, and because of the decline in exports from the enforcing of sanctions by 2013. By June 2014 the newly elected leader Rouhani had made economic recovery the to priority- inflation had been cut in half and the rial currency had recovered from the lows in 2012-2013, and oil production increased to 1.2 million barrels. The IMF forecast is for GDP growth of 2.35% for 2015. The auto maker Khodro Industrial Group is keen on increasing production and partnering again with Renault, which left the country with the sanctions. Iran's oil producing company estimate is that about 700,000 increase in production could be achieved quickly with the lifting of sanctions for oil technology and parts. Rouhani has put together a large group of business leaders inside Iran and overseas to improve Iran's image with investors and attract foreign investment....

The Obama Center in Jackson Park, Chicago, is a 20 acre complex opening on June 19, 2026, built by Todd Williams Billie Tsien Architects. The Obamas chose land that was once use for the World Columbian Exposition World Fair. Using public space was controversial, made up for by a new branch of the Chicago Public Library, a basketball court and playgrounds. The most controversial part is the Obamalisk (obelisk type) tower which is as dour as one can get. One of Obama's speeches with letters on the tower top the architect says is not legible, but thats just fine he says, as if it is empty rhetoric. Or as Kennicott says just rhetoric, ornament, did all those words 17 years back really matter or were they merely oratorical good vibes. So much has happened since then that Kennicott rightly looks at the new Obama Tower with skepticism of what Obama ever accomplished. In healthcare the Obamacare plan is now not working or being replaced. Obama continued the wars Bush started, were they really that different.  At every turn from the entry there are questions like this. At the entry itself with the Declaration of Independence there is a display of unequal treatment, questioning the very experiment of Jefferson, Washington, by placing their formative ideas for a new society that had already been born in Britain with the abolition of slavery in 1772 with Somerset vs Stewart. Ben Franklin forming the Abolition of Slavery Society in Pennsylvania as early as 1775 and becoming its president in 1787. None of the founders get any credit for envisioning a different society, than they had to live in, and which even Abe Lincoln struggled with from 1850's till the Emancipation as way to win the Civil War. The entry to the Smithsonian has done the same. Yet it is this same document the Declaration which says "All men are created equal and they are endowed by their creator with some inalienable rights, life liberty and the pursuit of happiness,"  that has inspired  and given new hope to hundreds of millions of Chinese and Indians, Africans, and other Asians by 1900 and 1950, the vast majority of people on the planet. Philip Kennicott of the Washington Post asks the questions over and over in this report-  was America sleeping when it should have been alert? Lighthizer and Jamieson says this on this page that 5 million jobs were lost, economic growth was down by 1% to 2% instead of 3% of the period 1960-2000, and $20 trillion in America's wealth transferred overseas by the combination of Bush-Obama in the 2000-2020 period, manufacturing decimated, wages stagnant, America's working class communities destroyed, all the while this high minded rhetoric went on. As Kennicott says the period of rhetoric and oratory is gone, in the past, the presidency merely decades of decadence of America's elites as Marco Rubio says in a new book. ...

Joanna Stern of the WSJ uses the original iPhone that came out in 2007 for one day in June 2017 and sees how it felt to use the introductory version. The original one worked on a 2G cellular network. It took about a minute for the president's Twitter feed to fully load in the old phone's Safari browser, it now takes 5 seconds. A lot has changed with the smartphone revolution in ten years. Lunch spot search results, Stern points out, might take longer than the time to eat lunch in the Maps App with that old phone. No emojis, predictive text, no Siri, and no third party apps, no Apple Music or Spotify, all that came later. The 2 megapixel camera took decent shots but not without good light. What is useful in Joanna Stern's little experiment is that it makes one reflect on how quickly people forget, how so much is now taken for granted as smartphones change the way people live their lives and interact with technology on a daily basis. Not mentioned here is how common smartphones have become with the Android versions made in China offering so much more for the budgets of ordinary people. And how it has changed the lives of billions of people in China, India, other parts of Asia and Latin America, bringing them into contact with the outside world. What is also interesting in this sense is that what took a huge effort over many years and many disappointments- the idea of a touchscreen that works- shows what an idea and the courage to persist in the face of innumerable hurdles can accomplish. Christie had worked on a digital personal assistant at Apple in 1996, one that had tried the first touch screen Apple made. The device failed in the market. In 2004, eight years later the touch screen is the idea Jobs had Christie work on again. Many frustrations and obstacles later the first smartphone was developed by 2007. It took 10 years and undaunted effort which is the Apple story under Jobs. ...

Spain's new monarch, Felipe, brings a background of being carefully trained for the new position say most people in Spain from experts to taxi drivers, and brings educational training to understand the complex economic and constitutional issues facing modern Spain. He studied law at the Autonomous University of Madrid, and did his graduate education at Georgetown University in international relations. One columnist and constitutional scholar, Carreras Serra, says the prince has helped bring focus in meetings with government officials, and can skillfully conduct discussions on difficult topics of economics or constitutional law. His abilities are sorely needed as Spain navigates through a period of economic hardship with high unemployment, especially among the young. Relating to young people will be key test for Felipe and the monarchy. He starts off with considerable goodwill as 61% of Spaniards polled have a favorable opinion of him. Two leftist parties in Spain which view the monarchy as unnecessary for Spain won 18% of the vote in European parliamentary elections in May 2014, with the two main parties of post war Spain, the Partido Popular and the Socialist party, polling below 50% (a similiar situation in UK and France), provided a signal for Juan Carlos's abdication at 76.
