The party congress of the Communist party does not look like its going to lead to any changes in the system, only to make sure it runs better by getting public input through pollsters on public officials, and on web sites on new legislation. The pollster, including a firm, Horizon Group, describes his role as working out a mechanism for people to express themselves as there is very real frustration in society. Websites airing public opinion helped introduce nondiscriminatory clauses in the new employment legislation. But otherwise there is actually a tightening of the control of dissent, as the party is worried that once it starts it will get out of control and jeopardize the economic progress However this leaves the future quite uncertain as there is still not enough room for airing the very real frustrations and concerns such as for the environment, health and services, the prevailing corruption, and the problems in the countryside of the poorer regions in the interior of the country. These concerns are being pushed into the future. For instance without a free press its hard to air corruption cases, as in India. Only two of the several thousand petitions under the system of letters and complaints xinfang are resolved. About 12 million are received each year by the government. Because of the obsession with tight control many activists end up in prison even though the causes such as the environment are popular. Like the activist who called attention to the Lake Tai pollution, and the rural blind activist mentioned who argued on behalf of women that were forced into late term abortions. Here the government actually stepped in to announce plans to cleanup Lake Tai, but the system continues its inexorable push to drive out any dissent even if it does not relate to political issues. This may be one of the severe distortions of the present system. ...

Why China India Brazil see the old liberal order discussed at Davos Switzerland, based on the world in 1947 not reflecting growth of Asia in 2026, and not serving the working class or middle class. UK's Farage says it is about people at Swiss Ski resorts deciding what the world should look like. Today the Swiss cannot even take their trade arrangements with the US for granted after US tariffs on entrenched unfair dealings in trade with the US. There is a growing perception in the UK and US and many parts of Europe that this so called liberal order is not working for the people of these countries. China and India, Brazil, see that arrangements set in 1947 as part that order that is cherished by the folks at Davos, and not reflecting the growth of these countries in 2026. The attitudes at Davos may be the most at issue, with Swiss and French attitudes not reflecting the situation in France which is deeply divided between the rural parts of the country and the urban areas about the direction of the country and the need to make life better for the working class and the middle class. In many ways the people of the US and of Europe share this huge rural vs urban divide made worse by the deindustrialization and shipping of manufacturing overseas to Asia.  Looking back at US history provides better clues- many of the same improvements made by Lincoln as Republican, Theodore Roosevelt as Republican, Franklin Roosevelt as Democrat, JFK as Democrat have created the society Americans cherished for so long and was the beacon to the world, which is not about this so called liberal order but rational step by step corrections of course and improvement after improvement, and offer a pathway to the future better than the whole host of politics and politicians that failed America and Europe. ...

Local government elections in the Mumbai region show a strong win for the BJP party running the Federal Government  under PM Modi in City of Mumbai and cities of Nagpur, Pune and Pimpri, with about half of the seats contested won by the BJP Party. Key to winning the election is the voter trust in the Vikshit Bharat goal for a Modernized India by 2036 and 2047 in two phases. This is likely to influence the elections in West Bengal State that are coming up in April 2026 with the city of Kolkata. PM Modi opened several Rail projects for West Bengal and conducted rallies in the state which is governed by a party that has not worked to industrialize the state for two decades using a local linguistic and regional identity to win elections. Vikshit Bharat is likely to come to West Bengal as it has to the Mumbai region, giving the Federal Government run by the BJP Party an opportunity to form local governments and state governments that cooperate with the Federal Government of PM Modi. These 2 regions the Mumbai and Kolkata regions are the last regions that have fought central modernization efforts and promoted politics that are conducive to mismanagement and corruption, clanish arrangements for the 2 states Maharashtra and West Bengal. For India to compete with China, to catch up with China, and fulfill the hopes and aspirations of 1.4 billion people this is one more of the missing pieces that is being put in place for Vikshit Bharat. Seen from Europe and the US it shows how big the visit of Merz and the Modi Merz Kite Flying effort in Ahmedabad recently means for India as well as US and Europe. Merz has chose India as its leading partner, Germany has chosen this road, with lasting confidence in Modi's Vikshit Bharat effort for 2036 and 2047. ...

U.S. consumer brands from iPhones to Nike sneakers are popular in China. They are also products Made in China by Chinese workers. This makes a subtle threat in Chinese media of boycotting American products less likely and not in China's interest. In earlier disputes with South Korea and Japan China resorted to tactics that included boycotting products from these countries. American products are considered as prestigious and of higher quality in China in the popular perceptions. About one third of the 800 companies that are members of the U.S. Chamber of Commerce in China have more than 1000 employees.  The U.S. has also provided much of the foreign investment that led to China's rapid growth. With it came critical technology. According to the Rhodium Group the investment by the U.S. in China between 1990 and 2017 is about $250 billion. Some projects between IBM, Walmart and Tsinghua University are high priority projects in food safety. Subtle threats in Chinese media could turn into boycott of some American products from Procter and Gamble or Nike. But as this report shows the relative affluence of employees in the Shanghai region who work at American companies depends on avoiding such a situation. ...

Takeovers have hurt companies as they have to write down assets in the new slower economy, as for stockpiled goods or acquired businesses. Declining revenues and higher costs, plus the slowdown from trade tensions are hitting these companies.

Was it all worth it?  A revolution happened in 1956 against Cuban dictator Fulgencio Batista that lost its way over 4 decades to 2000, on life support for another 2 decades to 2026. The Cuban experiment caused Venezuela to enter the same realm of disillusionment and many insurgencies in the rest of Latin America that failed with too much rhetoric and little to back it up with in investment and growth through patient effort and inputs of capital, labor and technology, and cooperation with US and EU, the very stuff that changed lives in China and India for 2.5 billion people.

US president's sweeping powers to use tariffs as a tool for policy when American people's jobs, communities, health, is threatened by fentanyl and concentration of manufacturing jobs in China, unfair trade by EU and Japan, is the issue presented to the US Supreme Court. The US president presented it in this way- tariffs as a foreign policy tool, not a way to impose economic policy in the form of a tax on American importers or buyers which is the power allocated to Congress by the US Constitution. Justices who mentioned these powers called them sweeping powers but would not say the word fentanyl or look back at the recalcitrant behaviour of Asian nations Japan and China when it comes to unfari trading practices, where the US could literally negotiate forever and get no result, or to the enormous concentration of manufacturing power and supply channels in China that not only ships out American jobs but leaves Americans at the mercy of foreign powers for cost of living. Nowhere was this more evident as during covid years and now in rare earths export restrictions from China. The Justices assumed it was just alright to ignore this or leave it unsaid.  The cost to American buyers is small because most of the tariffs are borne by foreign suppliers in China, Japan and Germany, who as in the case of automobiles unfairly benefitted for decades and are now bearing most of the cost of tariffs. The large business in the US have increased their margins so much in the 2020-2024 period that they are now bearing some of the cost of the tariffs, as reported in WSJ. So that inflation in the US is at 3.0 % in the US less than anticipated, when average tariffs are at about 10% overall, not what the headlines say of 15-20% because of the product exceptions made in the tariffs for each nation. Justice Roberts may be right when he says more care should be exercized in the placing of a tariff, but even Roberts and Justices Barrett, Gorsuch, Kavanaugh and others know that the US has used this as a last resort, as a policy tool to protect the American people. Sweeping powers need care and caution as Justice Roberts stated- “power to impose tariffs on any product from any country in any amount for any length of time. It does seem like that’s a major authority."   ...

David Malpass is the choice of the Trump administration to head the World Bank. He has worked with Latin American countries at the State Department, was the Treasury official responsible for the World Bank in the Reagan administration, and worked on Argentine currency, China trade matters in the Trump administration.

Malpass negotiated a $13 billion replenishment for the World Bank in 2017, with U.S. share of $1.2 billion. This capped the bank's lending at $25 billion.

Last year the World Bank provided China with $60.5 billion in loans for 400 projects, which this WSJ editorial says is loans China does not need with its $3.07 trillion in foreign reserves. This editorial is critical of the current World Bank head Dr. Kim for taking a job with a World Bank partner the private equity fund GIP.

The World Bank has played a significant role in development for South Asia and China in the early years after World War II.

President Hu Jintao at the opening of the 17th National Congress of the Communist Party of China. China's goal is to quadruple per capita GNP by 2020 compared to 2000. Population is expected to increase by 200 million people by 2020. While he described rampant corruption, the degradation ogf the environment and disparities between the urban and rural areas andbetween the coastal and interior areas as the major challlenges facing China he gave few details on how he planned to meet these challenges suggesting that not much that is new is being planned to address these challenges. He also pointed to the need for consumption driven growth moving away from the present export driven growth, but offered few details on how this would be addressed. This suggests that while Chinese leaders recognize some of the challenges facing them they may not understand the severity of these challenges as time passes or they have not the will to address them with major changes in the current model of economic growth or that the momentum of th currrent model is so great and the power is so spread out in China between different provinces and local regions in meeting economic goals of GNP growth that the central government cannot make major changes withouth the whole system losing some of its momentum and they fear that that would lead to problems that they would be even less effective in dealing with and the system could then come apart with the Communist Party being unable to direct things as the "core" leadership of the country....

The influence of business executives who helped shape president Trump's views on Mexico, China, Export Import Bank, and other issues is covered by Stokols and Bender of WSJ. On Mexico the departure of Mike Flynn helped moderate views, Wilbur Ross, the Commerce Secretary also provided a moderating influence. The plans are now to change NAFTA but not entirely redo the agreement. On the Export Import Bank the views of Boeing CEO Muilenburg, who explained to Trump why the Bank supported U.S. exports and how other countries had similar banks, led to the president filling the bank vacancies. On China the influence of NEC head, Gary Cohn, former president of Goldman Sachs, and other business executives, led to a less confrontational position. The president once called NATO obsolete during the campaign but he met this week with NATO secretary general Stoltenberg this week and expressed strong support for NATO after rising tensions with Russia.
