Did U.S. Treaury Secretary, Timothy Geithner, ignore a key request by President Obama to present plans for the restructuring of Citigroup after the government bailout of Citigroup? Ron Suskind says this is what happened in his book on the Obama administration and how the White House operated to make key decisions. Ron Suskind, intervewed key members of the Obama White House economic policy team, Lawrence Summers, Christina Romer, Peter Orszag. In all Suskind conducted 700 hours of interviews for his new book in Sept 2011: "Confidence Men: Wall Street, Washington and the Education of a President." According to the book, in early 2009 after Obama authorized a series of stress tests for banks he told Geithner to develop a plan for restructuring Citigroup. A month later at a meeting not attended by Geithner Obama raised a question about the status of the plan. He was told by Romer that no restructuring plan had been developed for Citi. Suskind says Geithner disagreed about a plan to restructure Citi and decided to ignore the request. Geithner and the Treasury Department say Obama asked Geithner to develop a backup plan to overhaul banks if the government was forced to keep a big ownership stake in the companies, and "there was fortunately never a need to put them in place." Geithner told Suskind that he doesn't slow-walk the President on any matter. Other aspects of the operation of the economic policy team that Suskind covers are a series of memos from top aide Pete Rouse raising questions that ongoing communication between some members of the economic team and Summers was giving Summers power to shape policy. Summers, Director of the National Economic Council, is shown as trying to keep out the views of Romer and budget director Orszag from reaching the President without going through him. When Orszag gives a private report to the president on the deficit, Summers objects saying that this was immoral. Obama lacked the fresh ideas needed to tackle the problems created by the mortgage and banking crisis of 2008, when he used the Clinton administration economic policy team of the 1990's- Rubin, Bernanke, Summers and Geithner. Fresh approaches were needed two decades after Clinton's election in 1992, and the Bush administration that followed, as many of the problems developed during this period. The similiar embedded thinking was shared during the Clinton and Bush administrations and the economic advisors about dealings with the banking sector, but the situation for deficits, unemployment, housing, and the economy had completely changed requiring fresh approaches. ...

The change means sensitive technologies could no longer be accessed through Hong Kong says the WSJ. From China's perspective the $1.14 trillion held in Chinese banks in Hong Kong dollars is only about 3% of China's total $40 trillion in bank assets, and the effect on Chinese banks would take some time.

In fact the unequal trading relationship which left the American manufacturing base so widely exposed and sent outside the country has taken place for decades till this pandemic  showed its basic weakness, so much so that both sides may have a sense that this was about to end at some time anyway.

August 15 Cheyne Capital Management's arm Cheyne Finance's short term notes received the highest investment grade rating, two weeks late these notes ratings are dropped 6 notches by Standard and Poors in one day! Result the $2.2 trillion commercial paper market considered a really safe place to keep money including for money market funds, is now becoming jittery as demand for commercial paper has dried up.

Connors and Magalhaes provide an exceptional account of the work of nine young prosecutors in Brazil, including Deltan Dallagnol, a Harvard trained law graduate, Carlos Santos Lima, a Cornell law graduate, and Paulo de Carvalho, in looking into the corruption and money laundering at Petrobras. Contracts for work given out by Petrobras to construction firms were inflated in value, and 3% of the inflated value was given to executives at Petrobras, or to the fund of the ruling Workers Party of Brazil. Dallagnol is a prosecutor in Curitiba, a small provincial city. He detected unusual movement of money, where a local car wash showed a new Land Rover being gifted to a Petrobras executive, in an apparent money laundering effort. Appointments at high levels are made by the government, and the current president who has not been implicated, was at one time chairman of Petrobras. In Brazil, as in India, Nigeria, and other developing countries, politicians were known to have misused public funds, but were able to act with impunity because the legal system made it difficult to impose strict penalties. The effort by the young prosecutors in Brazil is an effort to bring changes to the legal system so that this type of near impunity no longer exists. It is the first step to bringing serious changes and increasing public awareness for change. The result in Nigeria is a huge loss in Africa, with the electricity system for the entire country the size of what it would take to light up one medium sized American city. In India with the lack of roads and electricity in rural areas of many states, the misuse of public funds is a similiar burden on the people. Brazil is coming out of a borrowing binge in the last ten years which is leading to a credit crunch in the country and near junk bond status for Petrobras, Brazil's largest company, which experts predict will lead to a contraction in the economy in 2015-2016. ...

New Yok has a mandatory foreclosure mediation program, with a 3rd party mediator working with the homeowner and the bank to achieve a loan modification. Of the 42,256 mortgages in New York approaching foreclosure since Jan 1, 2010, 75% went into the mediation process. Of this 80% achieved permanent modifications. In Connecticut 70% of 29,000 mortgages went into mediation with over 60% achieving permanent modifications for the same period. Where the mediation was optional as in New Jersey, only 20% of 50,713 mortgages went into mediation. In Nevada, another optional state, only 11% of 62,593 mortgages went into mediation. Mediation rates rocket when it is mandatory. One expert says that this is because mandatory mediation brings accountability and humanizes the process. By reducing the interest rate and making for lower payments the borrower stays in the home, and the bank continues to get its lower but consistent income stream compared to a default in payments. Today 20 states offer some form of mediation but only 2 states and 2 cities make it mandatory. This is happening in the disturbing context of a decline in troubled homeowners receiving assistance or modifications. About 470,000 homeowners received loan assistance in the 3rd quarter, down 17% from the second quarter, and down 32% from the same quarter a year earlier. The paradox is that one way to stimulate the economy that is not being tried is to mitigate losses in the housing market for homeowners and lenders. India's Foreign Minister told a conference that China's forward deployments at Galwan in violation of 1993 and 1996 agreements was an attempt to change the Line of Actual Control. China after years of peaceful development under previous administrations, during which China had gained from the trade relationship with the US and foreign investment from the US business community, sought  to put India at a disadvantage using its larger economy and technological assets obtained through American business assistance. This was done by making forward deployments right at the Indian border to change the Line of Actual Control in progressive steps. Jaishankar made it very clear. "It is hard work, very patient work, but we are very clear on one point, which is we will not allow any unilateral attempt by China to change the status quo or alter the LAC. I do not care how long it takes, how many rounds we do, how hard we have to negotiate- this is something we are very clear of." Going back to the period of independence with Nehru in 1947- China's occupation of Tibet was an occupation of a peaceful country that led to the situation that India faces today of a border stretching from east to west on the Himalayas that faces China. Faced with the partition and refugees from that partition India under Nehru was not in a position to respond effectively to that occupation. Does China gain anything from being at that border through the occupation of Tibet is a serious question? Why? Because it faces a Vedanta and Buddha driven culture and people with population of 1.8 billion stretching to the Indonesian islands that were and still are the fundamental source of  China's own Buddhist culture and tradition.  US business has allied with one country after another Japan, China and now India. The US has faced wars with Japan, and sometimes in a failed attempt to understand the aspirations of  Southern Asia allied with British ideas of the region which were based on the policies of British Empire to divide the region on religious and language, caste based barriers. US business also lacked a true perception of the importance of working class and families in the US as it sent factories and surrendered its own manufacturing to China. The world is now changing following the pandemic and new supply chains and manufacturing policies of the US are being structured. It is in this context where India's pace of economic growth and technological advancement will change its capabilities and its capacity to meet the aspirations of 1.8 billion people in Asia with a common tradition and culture. It is in this context that one can ask the question does China have anything to gain from the occupation of Tibet and being on the border with a country and cultural tradition of 1.8 billion people stretching across South and South east Asia?  ...

"Feierabend" is the German word for when you stop working for the rest of the day. It is also the period after stopping work and beginning a period of leisure and rest. Germans working from home for government, in software industry and in other business places, are using this time when work stops at say 4 or 5 pm to shift to exercize. Here Nils Backhaus, of Germany's Federal Institute for Health, marks the end of a day's work by taking his racing bike and cruising along the the tranquil landscapes of the Ruhr river, just outside Dortmund. Stress and recovery go hand in hand, it is the bodily rhythm for Nils Backhaus and many Germans. You cannot do double time the next day. You have to first regenerate and get renewed after a day's work. This improves both health and the productiveness of work. It also creates enthusiasm the next day to begin work. A clean disconnection is needed says this report and "Feierabend" helps one do it. Workers working from home can end up working too much with no demarcation that ends the day. During the coronavirus with many workers working from home this demarcation has been lost for many people resulting in overwork and fatigue of body and mind. Microsoft 365 team has seen this surge to the point where managers have the software do this demarcation to stop work, and ask people using the software to say how they feel. What better way than something like Feierabend where one makes a clean break from work and goes out and does something completely different. It gives the mind and body a chance to rest and to regenerate. Prof. Rothauge of the Catholic University of Eichstatt who has studied the history of the evolution of work says this comes from an historical context. The industrial revolution introduced new work habits and days structured around work routines. This also provided a period of breaking away from work to rest. It was important to see the rest period as a way to regenerate not simply engage in some other equally taxing work. It was all part of the same coin, resting and renewal of mind and spirit after a day's work ended enabled one to make a fresh start the next day. It was what made productive work possible and an integral part of it.  During the coronavirus it is very important to do this regeneration and renewal, and to start this by having a clear disconnection from work after several hours of intensive work or a day of normal pace work. Intensive work of 3-4 hours or 4-5 hours can make up a days work at home because of the uninterrupted nature of working remotely from home, say workers with extensive experience of working from home. At that point break away and make the clean break or disconnection to regenerate and renew for the next day. ...

He observes the opening of a campaign office of the Islamist party, the Jamiat Ulema -e-Islam or J.I.I., from a crowded rooftop in Quetta, Baluchistan, where this party runs the provincial government. The rhetoric against the U.S. is mild compared to earlier years, as a new election approaches. In the last election the Islamist parties under the alliance Mutahida Majlis-e-Amal, won 10% of the vote with pro-Taliban sentiment running high. The MMA alliance ran two provincial governments. Now there is asplit in the Islamist parties, between the factions working within the democratic process and other factions including younger militants who are against Musharraf and elections. This comes after the shooting of Benazir Bhutto by militant Islamists.
