Obama, speaking at Macomb Community College, talks about his plan to help community colleges, Community colleges are used by working adults for job retraining and learning new skills. Obama said that jobs requiring at least an associate degree are projected to grow twice as fast as jobs requiring no college experience. He said it would be difficult to fill those jobs without the training and education offered by community colleges. $12 billion in funds will be given to community colleges for ten years starting with the fiscal year beginning October 2009. The money will go toward programs that get community colleges to lift graduation rates and better train and educate students for jobs. Some of it will also go to modernizing of facilities, and some to the development of an internet curriculum available to students everywhere. Government officials say the plan would increase by 5 million the number of people who graduate from community colleges over the next 12 years. The new federal money will come from savings from the federal plan to end the role of private banks in the federal education lending system. Rep George Miller, the California Democrat who heads the House Education and Labor Committee, said that he would include the community college plan into the student loan bill, which he expects to introduce on July 15, 2009....

Democrats continue to believe they lost in 2024 because they did not attack DJT enough. This fails to cite issues such as cost of living- surge in the third year of the Biden administration with 20% increase in prices and Biden failing to take notice and address this quickly. A wave of illegal immigration- the failure of Mayorkas, himself a Cuban immigrant in 1960, put in charge of Homeland Security and ICE, and Harris who was an attorney helping indigents in inner city San Francisco, to grasp the fears of border states and southern states. The failure to understand that the border was open and inviting waves of illegal immigrants, some with questionable backgrounds. This issue created a sense of unease in the fabric of society and American people. Other issues simply showed how Harris could not relate to the conservative people and average people in the country in the cultural aspect such as transgender, rural America. Biden pulling out suddenly, loss of rural vote- failure of Democrats since Obama to pay attention to rural voters, Harris not appealing to the white male vote in the US, are other factors that hurt Democrats. DJT gained with the shooting incident in Pennsylvania in which he survived, and the perception raised during a garbage truck and DJT photo that the Democrats derided, seen by the public as looking down on working class people. Democrats never really grasped how the political system had gone in reverse- the Republicans had put cultural aspect first and conservative now meant working class voters and white voters in rural areas/small towns, big cities, ( the Archie Bunker type of an earlier era who was now a Democrat, not the college educated and Ivy league Harvard type that had taken over the Democratic party). This continues to this day with some paradox as the business class and the billionaire class sit alongside the working class person in the Republican party DJT created. DJT did this in 2016 by pulling together workers hurt by Bush and Obama's policies favoring the educated classes and affluent, ignoring rural areas and farmers, and committing US to wars in the Middle East that squandered the Nations' resources and human lives. This was aggravated in the Biden/Harris/Mayorkas years by letting in migrants across the border by the millions that created a great deal of unease in the working classes. In this way labor unions or their rank and file left the Democratic party- a problem that plagues Democrats to this day, that Biden tried but failed to fix. The border issues had become complex by the latter part of the Biden administration because of the complete collapse of Venezuelan economy and the drug cartels in Mexico smuggling people and drugs across the border, for which the Biden administration or Harris had no answer.  It was the failure of administrations to continue the Monroe Doctrine in the form given by FDR as "Good Neigbor Policy," and JFK as the Alliance for Progress, allowing drug cartels and foreign European powers to intervene in the western hemisphere, desorying good governance in Mexico, Venezuela, Cuba and other nations in Latin America. By the second year of the DJT administration Venezuela, and the border were brought under control, and the situation in Mexico put in a new direction. ...

So far the Italian government has already recovered $15 billion for 2011 in its fight against tax evasion. The fight includes an advertising campaign depicting tax evasion as anti-social activity and vigorous enforcement by tax officials and the financial police. Italy has already banned cash transactions to reduce possibilities for evading taxes. This problem is severe in Italy because the underground economy is about 17.5% of GDP. An estimated $150 billion is lost to the Italian treasury from tax evasion. As a result Italy has a chronic budget deficit problem and is not able to make necessary investments in improving competitiveness to keep up with other countries. This may be one of the lasting achievements of the new administration of Mario Monti, along with its efforts to change the way the public thinks about other issues including labor laws that place large burdens on small companies in hiring practices. Italians sense the need to change the way they think about taxes because this is one way to reduce the burden of austerity measures- higher tax revenues could enable lowering taxes. It would also enable investing in improving competitiveness that would the economy grow and provide the jobs to reduce the high unemployment rate among young workers. One of the lasting positive aspects of the eurozone crisis is the change in the way the people and society think about many issues....

Google's head of operations in India, Rajan Anandan, cites estimates of 200 million new internet users in India by 2014. An estimated 100 millon Indians were online in 2010. The surge in internet use is expected with the roll out of high speed internet technology and expected sales of low cost smartphones using Android software. Most of the Indian advertising dollars go to print and television advertising. As a result online advertising spending is only about 200 million dollars. One aspect of Indian user behaviour is the preference for the internet as the first source for research when it comes to buying cars or other products. Google has 63 million Indian users for its search service, according to ViziSense, an Indian web metrics firm. Anandan says Indian advertisers could benefit from an Internet first strategy to reach affluent urban consumers.

Prodigous investments in AI data centers is crowding out investment in essential infrastructure that would cut the cost of living in the US. Such as investment in pharmaceuticals in the US, investment in automobiles and rare earth processing, in housing and schools would reduce cost of living by bringing down prices and provide huge human returns for every dollar spent in addition to larger profits over a long period. Microsoft has invested $34 billion the first fiscal quarter of 2025 alone, with similar investments by Amazon, Tesla, Google, and others for $400 billion capital allocation in 2026. Investments are also being crowded out in the replacing of the aging infrastructure of the US  of roads, rail, subways systems, transport systems, bridges, airports and ports. Some of these investments such as in ports and logistics are needed to make America a manufacturing and exporting nation. Economists loved to talk about crowding out of investment by the private sector when the government spending was significantly higher as during and after World War II. Today there is little talk about the massive misallocation of capital in the US economy. Where public infrastructure is ravaged by time and mismanagement as in New York political trends are calling for free public transport  and supported grocery stores in NYC, when the root cause the overall picture of the Nation's spending in rebuilding America is ignored or unaddressed, which would get to the root cause of the cost of living and quality of life issues that concern all the people of this Nation. ...

New Sony CEO, Kazuo Hirai, plans to cut 10,000 jobs, about 6% of its total employees, over the next 2 fiscal years ending March 2014. Sony's television business has faced 8 years of losses, and the entire electronics business has faced 4 consecutive years of losses. The price competition and the high price of the yen has hurt Sony's sales and margins. This has affected the entire Japanese electronics industry, which has suffered consecutive years of losses, including Toshiba and Panasonic. Hirai is changing Sony's strategy in the television business. Instead of targeting a goal of 40 million in sales for television sets, he is cutting this in half to 20 million and reducing the size of its television sales operations. Sony's plan appears to be to focus on its strengths in new technologies and maufacturing, including the new 4 K technology, which would have to be adapted to mass market from its current specialized application. By doing this Sony would not have to compete on price in the manner it does today with Samsung and other Asian brands which have closed the gap in conventional technologies. Hirai's employee cuts follow the 16,000 job cuts made by Howard Stringer in 2008, during the global financial crisis. During March 2011 Sony had 168,200 employees....

PM Modi asks India's youth to help bring about an end to the leakage of public funds that end up illegally in private hands when these funds are desperately needed to build roads, bridges, housing, logistics centers for exports, airports and ports on a scale similar to the United States and EU nations. Only by doing this and focussing every penny for building infrastructure and international trade under Made in India can India meet the aspirations of 1.2 billion people and set the pace for the 0.5 billion people in other parts of south and south east Asia including neighboring Indonesia- 1.7 billion people. The US and European Union would be grateful that this happens as it secures the future also of the US and the EU nations through a new manufacturing supply chain. With this effort India would integrate efforts for renewable energy and combating climate change with the US, European Union, and the nations of Latin America and Africa on a new scale that is needed. Jobs come with infrastructure and Made in India manufacturing, it is the foundations that have to be put in just as for a house being built. Wealth and people migration in the US in 2020 is shown in this WSJ report. Latest IRS data released for 2020 shows migration of taxpayers and adjusted gross income from states in the midwest, on the eastern and western seaboard to states in the southern US and to mountain states in the west. Some of this is a result of the pandemic lockdowns and the shift to remote work which means that the trend for migration will continue for 2021 and 2022. The shift in income was as follows-Florida  23.7 billion, Texas $6.3 billion, Arizona $4.8 billion, North Carolina $3.8 billion, South Carolina $3.6 billion, Tennessee $2.6 billion, Nevada $2.6 billion, Colorado $2.3 billion, Idaho $2.1 billion, Utah $1.3 billion.  The biggest losses came from New York -$19.5 billion, California -$17.8 billion, Illinois -$8.5 billion, Masachusetts -$2.6 billion, New Jersey -$2.3 billion, Maryland -$1.9 billion, Ohio -$1.4 billion, Minnesota -$1.2 billion, Pennsylvania -$1.2 billion, Virginia -$1.1 billion. WSJ says the tax burdens in the southern and mountain states in the west are low. In four states there is no state tax- Florida, Texas, Tennessee and Nevada. By comparison says WSJ states losing wealth and population have high state taxes for property and income. Schools, quality of life and cost of living are also major considerations, with remote work opening up the opportunities to seek a better life in other states which offer more space for working at home.   ...

This editorial in the Economist says the new unity government setup through the United Nations sponsored talks in Tunisia is the best hope for bringing peace and recovery for Libya. With the attacks and presence of ISIS in Libya the oil production has declined by 75% since 2011, and the UN sponsored 6000 troop stabilization force is the next step to bring a measure of peace and stability to Libya so that it can recover. It is not enough for the west to just watch as happened following the fall of Gaddafi, a grave mistake, it is important that the west and the UN take steps to give Libya the stability it needs to recover, says the Economist. Egypt, the UAE, Saudi Arabia, and other powers in the Middle East that turned the region into a proxy war also need to work together and see that it in the best interests of the region to bring peace and development to Arab North Africa.

The 2010 census reveals significant changes in the population mix in the U.S. The number of Hispanic people increased significantly, especially so in the under 18 age group. The Hispanic population went up by 43%, increasing to 50.5 million in 2010, compared to 35.3 million in 2000. Overall Hispanics make up 16% of the U.S. population of 308.7 million. One of the striking facts in the change is that children under age of 18 make up one third of the Hispanic population compared to one fifth for the white population. Texas by itself added 979,000 people under age 18, with 931,000 being Hispanic. 92% of the population growth since 2000-of 25.1 million- came from minorities of all kinds. And mixed race is another major category with nine million people. Asian American population also increased, especially in major cities such as San Francisco, San Jose and New York. Overall 63.7% of people identified as white, 16.3% as Hispanic, 12.2% as black, 4.7% as Asian, 0.7% as American Indian or Alaska natives. New York and Washington saw black populations decline. Detroit dropped out of the top ten cities replaced by San Jose. Chicago's population declined, New York's went up by 2% to 8.2 million people. ...

Oil prices in the U.S. drop to $55 a barrel on the New York Mercantile Exchange, and $65 a barrel for Brent crude price. Earlier expectation of the impact of reimposed sanctions on Iranian oil shrinking global oil supplies have been reversed with increased production from Saudi Arabia, Russia and the U.S.

Another new development that caused this reversal in sentiment is that the Trump administration granted waivers to some buyers of Iranian crude oil. The U.S. trade dispute with China has also added to this with lower growth forecasts. Unlike in previous years OPEC or Saudi Arabia cannot by itself shrink global supplies with production cuts. The U.S. and Russian output also plays a significant part.

Note this comment by the head of the U.S. National Highway and Traffic Safety Administration in the Bush Administration. NHTSA Administrator Jackie Glassman says the average mileage for the fleet today is 30 miles per gallon and raising the current standard of 27.5 mpg for an automakers passenger fleet by 2.5 mpg won't put much pressure on automakers. The Bush administration- and the prior Clinton administration- has not committed to making major improvements to the national mileage standards, with the current standards of 27.5 mpg not having changed since 1990! Glassman says the NHTSA starts with the manufacturers product plans and then sees whether it can get additional fuel savings with these plans. This suggests an NHTSA that is more follower to the auto industry rather than a leader in setting the standards that the auto industry then tries to achieve to reduce the U.S. dependence on foreign oil. Also note that it takes 2 years for things to change, as it will take months for rule changes, and 18 months have to be given to automakers to implement the new rules. By 2008 the fuel efficiency based on market competition and Toyota focussing on hybrids and higher fuel efficiency across the whole car lines, might well exceed any new standards that are watered down, especially if crude prices hold up. Lawsuits by attorney generals of different states and the Lugar-Obama bipartisan bill pushing the adminsitration to mandate higher standards are intended to put pressure on the Bush administration to come up with new higher standards. The failure of Democrats and Republicans in the Clinton and Bush years to raise standards and require the auto companies to use new technology to meet these standards with government assistance is one of the significant failures. This will affect the prospects for the U.S. economy in the years ahead....

As auto sales decline in Spain, France, Italy and other parts of Europe auto companies are looking at improving efficiency and closing inefficient plants. Italy is tackling labor laws that prevented a revamping of the auto industry to improve productivity. New laws make it possible for companies like Fiat to hire or fire workers rather than having to place them on a state backed temporary layoff program that pays workers two thirds of their salaries while not working. Chrysler-Fiat CEO Marchionne sees sales dropping below 10 million units from the 13.1 million in 2011 if the euro were to disintegrate. With the higher efficiency of Fiat's plants in Poland and other parts of Eastern Europe, Marchionne is not willing to make any exceptions for the Italian system any longer. In 2009 Fiat's plant in Tychy, Poland, making the Fiat 500, made 600,000 cars with 6,100 workers, whereas the five largest Italian plants made 650,000 cars with 22,000 workers. Marchionne put forward his 5 year revamp of Italian operations in April 2010 with an investment of 16 billion euros. Unions were asked to agree to new work rules in exchange- shorter breaks, reduced absenteeism, doubling of overtime hours if needed, and pay tied to performance in addition to seniority. In the fall of 2010 Fiat shifted the production of the Fiat 500L to Serbia. Following this unions agreed to the new rules. One of the plants revamped was the Pomigliano plant which would turn out lower cost Pandas instead of the Alfa Romeos at a cost of 800 million euros to redesign the plant for efficient manufacturing. The new plant requires fewer workers and only 3000 of the 5000 workers at the plant have been hired. Priority was given to younger workers. Marchionne sees the revival of the manufacturing plants in Italy closely linked with his plan to import Italian cars to the American market because of the declining sales in Europe. The transformation of the auto industry and Chrysler was achieved by changing work rules and reducing labor costs. A similiar process is now underway in Italy....

Scott Sperling, co-president of THL Partners, one of the oldest private equity firms, says rather than be anticapitalist the Obama administration is capitalism at work, as the restructuring is rebuilding two auto companies through bankruptcy by reducing unsustainable legacy obligations and making the bankruptcy process work right for these two companies. It also helps these firms get a new start. The process of "creative destruction" that helps make capitalism work is put to work in an enlightened way so there is creation as well as destruction, destruction through the tough choices that all stakeholders had to make, and creation through the new structures that are coming up. Preservation also works here through keeping what was good in these firms, which are the employees who had no part in management's mistakes, and workers who may be just as badly trapped in union ways. Scott also explains why the government's offer of 10% ownership shares to debtholders is fair, considering that without the government's money Chrysler would be worth little....

Tom Friedman of the NYT talks with retiring Israeli defense minister, and former prime minister, Ehud Barak, in Tel Aviv. Barak makes the case for seizing opportunities as they arise in a difficult situation, which might be lost if Israel adopts a permanently pessimstic state of mind about the prospect of peace with Arab countries. Barak and Friedman suggest the approach of the Israeli government of prime minister Netanyahu has risks of highlighting the dangers to Israel at its borders, to the point where Israel could lose the ability to make wise and sensible judgements as these opportunities arise, and the Middle East itself changes. Because of the political struggles and conflict in the Middle East this may obscure the newly emerging Middle East, which needs economic advancement to support the aspirations of the overwhelmingly young populations in these countries. This has the potential for a new dynamic that could see the Middle East move beyond Israel to seizing the opportunities presented by economic and technical progress. Similiar to the other nations of Asia, including the Muslim nations of Turkey and Indonesia. ...

The structure of the deal that is coming up for a vote in Congress on August 1st, a day before the August 2 deadline. A deal put together mainly by Senate minority leader Mitch McConnell and Vice President Biden after other deals failed. It gives the government $400 billion immediately and another $500 billion in the fall for raising the debt ceiling. Another 1.2 trillion will be added in 2012. The entire burden for raising it falls on Obama. Obama will be able to get the debt ceiling raised without another long struggle before 2012 elections. On spending cuts- agency spending will be cut by $900 billion over the next 10 years. A new legislative committe will be set up to come up with $1.2 trillion in additional savings by the end of 2012. The mechanism that would force the committe to act or make sure spending cuts were taken if the committee failed, was set up as one in which the trigger is to force automatic across the board cuts. The automatic across the board cuts would be for $1.2 trillion to agency budgets for the next 10 years, and split this half and half between domestic programs and defence. Programs aiding the poor including Medicaid and Social Security would be exempted, but Medicare payments to providers could be touched. No new taxes are part of this deal....

The Goethe Institut is for Germany what the British Council was for Britain and the USIS for the US in the countries of Africa, Asia and Latin America as well as Europe. A way to interface the world with ideas that contribute to world culture from Germany, and both influence and grow from the interaction. This is how Carola Lentz its new head in 2020 sees the Geothe-Institut on its 70th anniversary. There are 158 Goethe Instituts in 98 countries. The picture that goes with this article in DW.com shows language students from Ghana on the streets of Burnau, Bavaria, with their host family. It started in 1951 in Munich to spread German language and cultural studies in the world. Pope Francis studied German in his early years at the Goethe Institut while staying with a host family in Boppard, Rhineland-Palatinate, when he came to Germany from Argentina. Carola Letz brings an interesting background to this work as a researcher on societies in Africa, and her study of sociology, politics and languages. She believes the true work is to build conversations with other countries and to engage people inside Germany into this conversation for the first time, a task never undertaken before by the USIS or the British Council. As has happened accidentally and also with the sense of "'arrogance" in the US and Europe towards other less industrially developed countries, people inside European and North American countries were far less equipped with knowledge and understanding of world societies than their representatives overseas in post war period.  Lentz, born 1954. who lives in Mainz near Cologne, the home of Goethe, is an ethnologist and African Studies expert. Lentz sees a new approach of conversations with people in other societies, about an approach that is considerate, not arrogant, for developing joint answers to global questions.  A new exhibit opens on the 70th anniversary at the Berlin museum Hamburger Barnhof- "Take Me to the River," on global environmental changes on November 29, alongside another exhibit "Nation, Narration, Narcosis," on the role of museums in the culture of remembrance. This brings Germans inside the country into this conversation for the first time along with  the thousands of visitors from other countries.     ...

This WSJ report shows how a record 4.4 million American workers resigned from their jobs in September 2021 alone. WSJ shows map of US with the states where this is happening marked with "I Quit." States with the largest quit rates have large share of employment  in food, restaurant, hotel and entertainment industries- Hawaii, Montana, Utah, Oregon, Colorado, New Hampshire, Louisiana. In the northeastern states the education sector which accounts for a larger share of employment the quit rate has risen at the fastest pace since January as shown in the Labor Department numbers. For years wages, benefits and working conditions in the food, restaurant, grocery store, hotel and entertainment industries, supply chain logistics, lagged behind, exacerbating inequality and widening the income gaps between working class Americans and the professional and other classes. Increases in minimum wages lagged behind the cost of raising families, rent and grocery bills. Professions such as nursing, children's education, critical to the nation's health were also left behind in wage increases as the tech boom rewarded different sectors in outrageous ways worsening the social divide and creating pools of income scarcity and income abundance in indiscriminate ways. The pandemic is changing all this. Workers in states with higher proportion of workers in these sectors of the economy are saying "I Quit," as they seek better opportunities elsewhere and better working conditions. The checks to working class Americans in 2020-2021 as aid for the pandemic, the child credits, investments in affordable housing, child care, early childhood education, and other aid in the Biden Families and Workers plan are giving workers for the first time in decades the right to choose better working conditions and incomes over worse working conditions and incomes that were set without regard to their role and contribution to the welfare of the whole country and people.  After the lockdowns in the northeastern states, States such as New York, Massachusetts, New Hampshire, Rhode Island,  with higher vaccination rates and rebound in the economy are seeing higher job openings. This is making it possible for workers in the northeastern US to quit jobs in educational services and other sectors  for better paying jobs, better working conditions, remote work options, and improved work-life balance. ...

The Guardian looks at high street, the small downtowns in urban areas across the north of England and the Midlands, coastal towns in decline, where Reform UK is offering an alternative to the decline.  Are Britain's best days in the past, and after the failure of Austerity, Brexit and the disappointment with Starmer, what lies ahead. If Farage wins and falters will this put Britain in a spiral of permanent decline? Boarded up shops, closed department stores and banks, with the rise of online shopping and online services, is creating a new situation on streets in mid and small towns in England. People see the decline all around them and this is creating anew mood in favor of trying something else after Labour and Tories have promised and things are taking a turn for the worse in the physical appearance of neighborhoods. Across the UK 34,000 shops closed in 2024, that is 37 a day, and this is true more for the north of England, the Midlands and deprived coastal towns, where Reform has come close to Labour in the last election. In one focus group in You.gov and other research a participant used strong words- that it was "soul destroying" to see the extent of the decline. Across Europe, in Germany as in UK, in France, the same sense of high street decline is evident. Underinvestment in transport, policing, healthcare, and social services. University of Warwick professor Fetzer  has studied this and the effects of austerity first under Cameron and Brexit under Johnson, the covid period, return of Labour but no lifting up program of large investments that would create a feeling of change, to replace the sense that somehow Britain was "going to the dogs," with half a million shoplifting offences in 2025, up 13% in 2025 over 2024, and the homelessness. ...

Japan's new prime minister told the Japanese Parliament in a policy speech, that a crisis like that in Greece was possible in Japan, if trust in national bonds was lost and the policy of public spending to lift the economy was not reversed. This speech followed the resignation of Shizuka Kamei, as banking minister. Kamei was seen as an advocate of continued public spending. He cautioned that a policy of relying heavily on issuing debt could not be sustained for long. Japan has government debt of $9.7 trillion, which is close to twice its gross national product in 2009. Much of this debt is held by the public in Japan, but analysts have cautioned that with the aging population, it is possible that people who retire will need the cash from bonds, requiring the government to turn to the debt markets for financing. The U.S. Defense Department awards Boeing a $30 billion contract for aerial refueling tankers. The first phase of this deal requires building 18 aircraft by 2017. EADS, the European supplier that lost out on its bid, had planned to build the planes in Mobile, Alabama, EADS had support of some southern states. Boeing sent a design based on its 767 commercial aircraft. This gives new life to Boeing's 767 program which was launched in 1982 and is seeing declining orders- down to 50 orders. Boeing says this supports 50,000 manufacturing jobs at Boeing plants in Washington and Kansas, and at suppliers around the country. EADS said it would have brought jobs to the Gulf region and keep 48,000 Americans employed.
