The Hindu's Piyush Pandey describes the fire sale of assets that is planned as the Reserve Bank of India pushes forward with the effort to clean up the balance sheets of Indian banks. Indian banks have an estimated 5 lakh crore of bad loans. Separately Crisil ratings agency cited the bad loans in the banking system as a hurdle that must be cleared for India to make the necessary investments in infrastructure in the next five year period 2018-2022. The Hindu's own review shows a startling amount of debt in the ten largest corporate business groups in India-  500,000 crore of debt to the banks. Anil Ambani's group alone owes 121,000 crores to the banks, with some of the businesses not able to service the debt. Canadian pension funds, Nippon Life Insurance and other foreign companies are taking stakes in business as this process takes place. The Mukesh Amani Group alone has increased the debt load as a result of the 150,000 crore rupees spent on Reliance Jio. Other investments that have led to losses is the steel business of Tata Group in Britain, which is down to zero value, says the Hindu. This report gives details of the fire sale for the other leading companies in India. ...

Demographic trends and Muslim populations around the world. some of the fastest growing populations are in Pakistan, India, Nigeria. Slower growth in Indonesia. In Europe faster growth in Spain and France relative to other countries. The Muslim popullation in Europe will be about 10% in places like Sweden and France in 2030. Where multiculturalism has been denounced, in Germany the Muslim population grows from 5% in 2010 to 7% in 2030, and a little over 4% to 8% in Britain. In France it goes up from close to 8% to a little over 10% in 2030. This is from research and forecasts done by the Pew Forum on Religion and Public Life in January 2011. It does not suggest a huge problem especially if the Muslim populations are affected by the trend to democracy in their home countries and improving standards of living, and a move towards integration in the different societies in Europe.

During the years 2002-2008 the growth in doctors per thousand people at about 1.5, and hospital or clinic beds per thousand people at 3, are essentially flat. See graph. Figures from China's Ministry of Health. Now the State Council, China's cabinet is giving details on a $120 billion plus initial phase of a revamp of the country's health care system. Its a big step for China. A construction surge by 2011 is to give every village a medical clinic, and every county at least one hospital. Under this plan state subsidies for insurance premiums will aim at giving at least basic coverage to 90% or more of China's 1.3 billion people. For 30 years since China moved to a more capitalistic type system health care costs have been borne by the people, and these cost made access to health care difficult for a large number of people. These are steps to rebuild the social safety net in China in this crisis.

The influence of regional political parties in India continues as the Congress party depends on the Samajwadi party in Uttar Pradesh led by Mulam Singh Yadav for its majority in parliament in 2013. This follows the withdrawal of support first of the party of Mamta Banerjee in West Bengal in 2012 on retail foreign investment issue, and the withdrawal of support of the DMK party in Tamilnadu state over the Sri Lankan issue in 2013. Not only are the regional political parties based in a particular state, they are also dominated by political personalities, such as that of Yadav in Uttar Pradesh (UP), Banerjee in W. Bengal, and Karunanidhi in Tamilnadu. Tamilnadu is in the south with a language Tamil of Dravidian origin, and W. Bengal is in the northeast near the Burmese and Bangladesh border with its own language Bengali of very different origin and completely different script. The regional parties have little in common. Some like the DMK in Tamilnadu are small parties with 18 member in parliament. Congress coalition government has 230 members and needs 270 for a parliamentary majority....

A proposal for deficit reduction from the "Gang of Six" in the U.S. Senate gains support from Obama, Boehner and Cantor, as other proposals languish for lack of support in both Houses of Congress. The efforts to pass a balanced budget amendment and deficit reduction in the House is now seen as a concession to newly elected conservatives in the House by Boehner even as other options are being pursued to meet an August 2, 2011 deadline. The efforts of credit rating agencies to reconsider the credit ratings of certain states and the U.S. is also putting new pressure on getting some sort of serious deficit reduction now as opposed to putting it off for discussion between now and the end of the year, as proposed by the McConnell plan.

The inflation index for Brazil went up by 5.99% in January 2011, compared to the prior year. Prices went up by 0.83% in January, compared to December 2010. Brazil's central bank surveys show rising expectations for inflation in the country. This creates pressures for the central bank to raise interest rates above the existing 11.25% overnight interest rate, which is already one of the highest worldwide. Higer rates would worsen the impact on the currency as it accelerates volatile money flows into Brazil. The soaring Braziling curency is widely considered to be highly overvalued and a volatile currency hurts Brazil's growth prospects. Brazil's government spending under the Luis Da Silva presidency was increasing rapidly and cuts in spending are expected, though there is skepticism that the incoming President Rousseff will control spending.

Lally Weymouth of the Washington Post interviews Israeli defense minister Ehud Barak on June 20, 2012. On the negotiations of the P5+1 countries with Iran in Baghdad, Istanbul and Moscow, Barak says the Iranians are simply buying time, hoping that by being a little forthcoming they can delay giving up nuclear weapons programs capabilities and see if the situation changes with a new President in office in the U.S.. The Iranians are trying to reach a "zone of immunity," the way Pakistan and N. Korea did, and it will take a resolute determination on the part of the U.S. the Europeans, the Russians and the Chinese to prevent a nuclear Iran and nuclear proliferation. By the third meeting in Moscow it should be clear whether the Iranians are willing to give up capabilities that lead to nuclear weapons. Ayatollah Khamanei is the person in charge in Iran, but decisions are made collectively with the moderate Ayatollahs still ayatollahs, says Barak. The addition of the Khadima party to the coalition government of prime minister Netanyahu increases Israel's desire for dialogue and seeking progress on a peace with the Palestinian Authority- if not a peace arrangement then even unilateral steps towards peace by both sides. The way forward in Syria is for the U.S. to talk with the Russians about a new government. The important thing is for the removal of the Assad family, the entire Syrian state does not need to be dismantled as happened with the Baath party in Iraq. Israel continues to build a fence in the Sinai facing Egypt, as it fears infiltration during the period of civil strife in Egypt. Israel views Egypt from the standpoint of any future Egyptian government honoring its treaty committments with Israel, otherwise says Barak it is upto Egypt to decide its future government....

The Goethe Institut is for Germany what the British Council was for Britain and the USIS for the US in the countries of Africa, Asia and Latin America as well as Europe. A way to interface the world with ideas that contribute to world culture from Germany, and both influence and grow from the interaction. This is how Carola Lentz its new head in 2020 sees the Geothe-Institut on its 70th anniversary. There are 158 Goethe Instituts in 98 countries. The picture that goes with this article in DW.com shows language students from Ghana on the streets of Burnau, Bavaria, with their host family. It started in 1951 in Munich to spread German language and cultural studies in the world. Pope Francis studied German in his early years at the Goethe Institut while staying with a host family in Boppard, Rhineland-Palatinate, when he came to Germany from Argentina. Carola Letz brings an interesting background to this work as a researcher on societies in Africa, and her study of sociology, politics and languages. She believes the true work is to build conversations with other countries and to engage people inside Germany into this conversation for the first time, a task never undertaken before by the USIS or the British Council. As has happened accidentally and also with the sense of "'arrogance" in the US and Europe towards other less industrially developed countries, people inside European and North American countries were far less equipped with knowledge and understanding of world societies than their representatives overseas in post war period.  Lentz, born 1954. who lives in Mainz near Cologne, the home of Goethe, is an ethnologist and African Studies expert. Lentz sees a new approach of conversations with people in other societies, about an approach that is considerate, not arrogant, for developing joint answers to global questions.  A new exhibit opens on the 70th anniversary at the Berlin museum Hamburger Barnhof- "Take Me to the River," on global environmental changes on November 29, alongside another exhibit "Nation, Narration, Narcosis," on the role of museums in the culture of remembrance. This brings Germans inside the country into this conversation for the first time along with  the thousands of visitors from other countries.     ...

Portugal's economy is shrinking. Austerity measures taken in exchange for 78 billion euros from the IMF and the EU under a May, 2011 agreement have reduced the prospects of growth. The ratio of debt to GDP was 107% in May 2011. It is expected to reach 118% in 2013 because the economy is shrinking- even though Portugal will have achieved its targets for reducing the budget deficit. Portugal's finance minister, Vitor Gaspar, a former ECB research director, has reduced the budget deficit by one third by cutting spending, pensions, wages and increasing taxes. GDP fell by 1.5% in 2011 and is expected to decline by 3% in 2012. Even the IMF says in its recent economic review that if growth is lacking the debt of Portugal "would not be sustainable." David Bencek, analyst at the Kiel Institute for the World Economy, says that the Portuguese economy lacks the structure needed to grow, and therefore has debt that is unsustainable. Portugal lacks a manufacturing base and exports, and was just emerging from decades of neglect by military rulers of education and other essential parts of a modern economy when it joined the EU....

The WSJ provides a fact check of Trump statements on crime, debt, and taxes. Trump says he is looking at a new plan for taxes not the $10 trillion in tax cuts over 10 years reducing tax collection by 22%, but something about a third of the size. No details are available on the plan. WSJ disputes Trump's statement that the U.S. is "one of the highest taxed nations in the world." WSJ points out that the U.S. in 2014 for federal, state and local government taxes collected 26% of gross domestic product in taxes, compared to average of 34% for about 30 countries, according to OECD. Debt to GDP ratio is about 75% that is high, but because of low interest rates the budget deficit is less than 3% of GDP, which is close to the long run average. For this reason economists say the government should invest in infrastructure and R&D that supports long run economic growth. On crime the record is mixed with increase in Chicago, Los Angeles, and New York City, but decreases in Washington D.C. and Baltimore. Police shootings were 67 in 2016 compared to 62 in July 2015, and the high being 280 officers in 1974 when Nixon was President. Crime was an issue in the 1968 Republican National Convention during the Vietnam era protests, police shootings and terror incidents attracted attention in July 2016, yet the situation today is very different from the war protests of the Vietnam era. On terrorism fact checks by the NYT and in Lyrarc shows Clinton at State Department and Panetta at Defense Department taking hawkish stands only to hit a barrier from President Obama for taking action needed in Syria, Iraq and Libya. Panetta's new book calls for robust action where needed. A Clinton administration would take action with allies in the Middle East. Even Hollande and Obama who pulled the U.S. and France out of following up in the French-British Sarkozy-Cameron led intervention in Libya, have changed policy, with Obama calling it his biggest mistake. France under Hollande with the U.S. is now actively engaged in the Middle East, having changed policy. It is highly unlikely that a Trump led policy which alienates most allies in the Middle East- Iran, Iraq and Saudis- is likely to work better than a determined Clinton-Panetta led effort which has support of the local countries on the ground actually currently on both sides because of complexities of Middle Eastern politics.  On trade a new administration will still have to work with China, India, the European Union, and other countries, as global trade supply chains are not likely to evolve overnight. Lessons will have been learned by Clinton about the need to bring back jobs and ensure the strength of U.S. manufacturing. Economic and jobs growth will require prudence in strengthening U.S. manufacturing coupled with global cooperation, which a Trump administration that alienates trading partners without the possibility of making any serious immediate gains in jobs, is highly unlikely to do better.      ...

Axel Friedrich, a top German Environmental Agency regulator who advocates using modifications of existing vehicles as a more effective solution to the auto emissions problem. He recently reconfigured the VW Golf to show that by making changes- such as lighter seating and weight saving hood other steps to reduce the car's weight, low resistance tires, and engines that turn off when stopped and start when accelerator is pressed, more efficient gear ratios, removing the mirrors and substituting tiny cameras, and improving the aerodynamics- emissions can be cut 25% even with horsepower intact. Working with the Institute of Automotive Engineering at RWTH University in Aachen, Germany, Axel redesigned the Golf in this way to achieve a CO2 emissions reduction from 172 grams per kilometer to 131 grams and is working to bring it to 120 grams. 120 grams per kilometer is the EU's tentative target for emissions for cars sold in the region by 2012. Automakers have for years complained that this would be difficult to do in this manner because customers were concerned about safety and comfort. Its not clear that this would affect safety. However with global warming a big issue in Europe, most automakers are making changes now to prepare for a shift to 120 grams per kilometer in emissions. VW has announced a diesel version of the gasoline version that incorporates some of the redesign changes that Axel Friedrich made on his Golf, such as low resistance tires, and more efficient gear ratios, lower chassis for improved aerodynamics etc. This diesel version costs a base price of euros 20,615, and is only euros 315 mor than a standard diesel Golf. BMW has a new diesel version of its 1-Series with low resistance tiresand a gearshift indicator, which emits 16% less CO2 and costs nearly same as its predecessor. At Frankfurt Auto Show Mercedes Mercedes is expected to announce more cars with stop start systems. All this will help automakers in Germany achieve the EU 2008 target of 140 grams of CO2 emissions by 2008 on the way to the 2012 EU target of 120 grams. ...

The youth wing of the Social Democratic Party of Switzerland, the Young Socialists, have collected 100,000 signatures for getting a referendum to limit executive salaries to 12 times the pay of the lowest paid company employee. The initiative is based on the idea that the highest paid person should not earn more in one month than an employee at the lowest level earns in 12 months. The initiative is called the "1:12 Initiative for Fair Pay." At the large Swiss companies top salaries are at 93 times that of the lowest paid workers for 2011, according to the Swiss Federation of Trade Unions. This ratio has gone up from 14 times in 1998, showing the sharp increase in the last 15 years leading to greater inequality in society. By comparison the situation has been stable in smaller and midsize companies, where the ratio of the median wages of highest earning employees to lowest paid increased slightly from 7.6 times to 8.5 times between 1996 and 2010. A poll in early March 2013 showed 49.5% of those polled in favor of the 1:12 iniitiative, 40.5% opposed, and 10% undecided....

Mexican billionaire Carlos Slim will provide $250 million to New York Times in return for warrants that can be converted into 15.9 million common shares at a strike price of $6.36, close to where the price was last week. The notes carry a interest rate of 14% and are due in 2015. The Sulzbergers control 19% of the company's equity and control the company through super-voting shares. If Slim exercizes the warrants he would control 18% of the company's equity. Times faces a liquidity crisis and the $250 million may not be enough for it to survive as an independent company. The New York Times borrowed heavily in the boom years and it had $1.1 billion of debt at the end of September 2008, and only $46 million in cash. Much of that debt is coming due in the next couple of years. It has a $400 million credit facility that expires in May 2009, $250 million in notes due in 2010, and a $400 million credit facility expiring in 2011. Its stock has fallen 50% already and its debt is rated "junk" by S&P....

Italian prime minister Mario Monti, tells the Italian Senate: "the Italian government insisted heavily on euro bonds, which are not a back-door way to allow fiscal laxity but will boost growth." Monti says the euro bond proposals will be on the agenda for the EU summit in March. The decline is from the 3.7% growth in 2011. About a third of Swedish exports go to the eurozone countries. Sweden's steel company SSAB has put workers on a 4 day work week and a 20% wage reduction as demand declines. Finance minister Anders Borg says "Our assessment is that Sweden is facing a couple of lean years. Greg Ip points out that Saudi Arabia's effort to get back market share is not working so far as shale oil producers continue to increase production. OPEC now confronts a very different competitor in the U.S. shale oil industry- 77 different producers produce 75% of American oil production, each acting like a tech startup, with access to capital markets which are continuing to provide capital. These producers can increase or reduce production with agility, and act differently from state owned oil producers or the major western oil companies. He cites Goldman Sachs figures showing average rig in Texas Eagle Ford shale yielding 5000 barrels a day in the first year compared to 2000 barrels in 2011. This analysis also shows shale oil production cost on a declining curve- $80 in 2014 and $60 in 2015, which could upset Saudi calculations with the advances in technology. Majors such as ExxonMobil are also moving forward with the technological advances.

After a long year of uncertainty this is what it comes down to. The new turnaround plan developed by CEO Fritz Henderson and the government's auto task force will leave the government owning more than half of GM. Under this plan GM will get an additional $11.6 billion in loans from Treasury, on top of the $15.4 billion already received. THer government will get half of the ownership of the company in payment for half of these two loans. And GM will use stock instead of cash to pay off half of the $20.4 billion it owes a United Auto Workers fund to cover retiree health care. That transaction will leave 39% of GM in the hands of the UAW. This happens just as another agreement was reached to leave the UAW with 55% ownership of restructured Chrysler, and FIat SpA getting 35%, with the US government and lenders owning the rest. What happens to bondholders? They were told to swap $27 billion of unsecured debt for a 10% company stake. GM and the government give bondholders little choice, if they do not do so GM's Fritz Henderson says GM will file for bankruptcy. In 2011 hourly workers will be less than 40,000. Market share will shrink to 18% in 2014 from 22% in 2008. The number of dealers will drop to 3605 by 2011, down 42% from 2008, and GM will kill the Pontiac brand. Much of the company will have disappeared, showing how market forces are at work in our system in destroying companies, and leaving them as a fragment of what they once were, if management gets complacent and makes a series of errors. Its a big development and shows the savy shown by the government auto task force's leaders in setting up the arrangements. A smaller GM will emerge. But this is an understatement if ever there was one. Here is a company that had close to 200,000 workers in 2000, with hourly workers close to 150,000. See the graph. ...

Andrew Higgins tells the story of the China Power Investment Corporation's hydro electricity generation project on Burma's Irrawady river. The project is located in the northern part of Burma, in Myitsone, Kachin state. This was to be the first of seven hydroelectric dams on the Irrawady river. Initial opposition to the project by local people turned into a national opposition movement against the projects as it became clear that the huge project which would generate as much electricity as the Three Gorges dam in China, or seven times the Hoover dam in the U.S., would for the most part benefit China. Burma's economy was too small after decades of neglect to need this much electricity. The fears of ecological damage, uprooting the people living in the area, took on a new dimension as national opposition coalesced around the issue of Burmese sovereignty. The former general, President Thein Sein, who assumed the position in March 2011, had second thoughts. One former military officer, leading one of the opposition groups, expressed fears that Burma would become a colony that helped China meet its energy needs under the arrangement with China Power Investment Corporation. China was already working with regimes in Sudan and Angola to meet its energy needs. In September 2011, President Thein Sein halted work on the project. This happens just as the country's military is relaxing its hold on the media and allowing opposition leaders to express their views. The two developments may be connected as the military sees the need for getting public support to counter China's pressure to go along with the project. Years of external pressure failed to create an opening for democracy in Burma. This event appears to create the atmosphere for a genuine expression of Burmese feeling and desire for protecting its sovereignty, which would help it join the world community, with the military finding a common ground with public sentiment....

A new Arizona law tells school districts they would lose 10% of their state education funds if their ethnic studies programs do not comply with state standards. Programs that are not allowed are programs that advocate ethnic solidarity, are primarily for one race, or promote resentment toward a race. Classes in the Tucson Unified School District's Mexican-American program have been declared illegal. Arizona's attorney general Tom Horne, declared the classes illegal, in violation of a state law going into effect Jan 1, 2011. Other programs for black, Asian and American Indian students have not been affected. All this is happening in the midst of fierce protests about the state's immigration laws. Mr. Horne, was superintendent of public instruction for Arizona before becoming attorney general. At that time he wrote a law challenging Tucson's ethnic studies program, which the legislature passed and Governor Jan Brewer signed into law in May 2010. It takes aim at texts used in the classes, such as "Occupied America," and "The Pedagogy of the Oppressed."...

The situation in small towns in East Germany such as Loecknitz on the Polish border. The economy is depressed with unemployment twice the level in West Germany, and young people moving away. The economy on the Polish side is much healthier and Poles are moving to the German side from the Polish city of Szczecin, a 30 minute drive. Poles are also buying depressed German real estate and starting businesses. This is adding to the local economy as young Germans have moved to the larger cities but there is the sense of being left behind among some Germans. It comes from the period of reunification when after investing $2 trillion to integrate the two economies the best that could be done was making cities like Leipzig and Dresden in the east prosper but leaving the coutnryside in East Germany in an abandoned state as young people sought opportunities elsewhere. This may be why Angela Merkel who grew up and studied in the former East Germany told the German parliament in June 2012, "Germany's strength is not infinite. This briefing in the Economist says China now faces a difficult transition to its next phase of development, in which the government is trying to change the model used by Deng Xiaoping of export led development to a consumption based economy. That model produced spectacular results between 2000 and 2015 when the middle class went up from 5% of the population to 25% of the population, as measured by people living on more than $20 a day in 2011 $ purchasing parity, as reported by IMF, EIU. The problem China faces is can this development stall if it fails to tackle problems in the next phase, with an aspiring group behind the new middle class left behind. Recent jump in the stock markets volatility, devaluing of the currency, and confusing signals sent by the government have hurt its credibility. Demographic issues with an aging population, the destruction of the environment with rampant development, and how to manage this next phase of development with respect for the constitution and the rule of law replacing the high corruption levels, are serious challenges. Experts say it will be difficult to manage a transition to the next phase of development without some degree of democratization. The rise of the internet and the social media have created more avenues for expression, which gives the government some guage of public opinion, especially in tackling pollution, mismanagement, and other problems. The government sees the need to manage things carefully, with rising unemployment posing a problem as growth slows and the government closes down inefficient manufacturing facilities. ...

The alliance between the PRD on the left and the PAN party on the right in Mexico on an anti-corruption platform creates a third option in Mexico after the PRI under president Nieto, and the party of Lopez Obrador. Obrador and the candidate of the PAN/PRD Ricardo Anaya, 38 years, now are level in polls with 32 percent support and the PRI candidate Antonio Meade at 25%. The Nieto administration is tainted with several corruption scandals and about 75% of Mexicans want a change in government, in a Reforma poll. Obrador contested for the PRD in 2006 in a close election, and in 2012 formed his own party. If successful this would be the first time three parties form together to form a coalition government in Mexico, with the Citizens Party joining the PRD/PAN coalition. This is similar to the way in which the left and the right are getting together to topple the old politicians with new younger faces in other countries- including in France, and in Italy in upcoming elections with the left and the right represented in the En Marche movement in France, and in the Five Star Movement in Italy. In Germany a left -right coalition is being put together with the CDU and the Social Democrats coming together on social issues. After state elections in 2016 the opposition winning 3 governorships from ruling PRI, and the election in the state of Mexico where a divided field made it possible for the ruling PRI to hold onto power even after losing 1 million votes, both the PRD and the PAN parties realized the need to come together on an anti-corruption platform. The gridlock in Congress and the housing crisis could postpone an overhaul of Fannie Mae and Freddie Mac for another two years. The housing crisis of 2008 has created a situation in which 9 out of 10 housing loans are guaranteed by Fannie and Freddie. The two agencies were created to buy mortgages from the banks, freeing the banks to make more loans. Fannie and Freddie gurantee the loans and then sell them to investors as securities, a process that lowers borrowing costs and makes 30 year mortgages more easily available to homeowners. The Obama administration and the Democrats want to continue some form of government guarantee, and continue government support for the 30 year fixed mortgage.
