Hyundai says it can meet the 35 miles per gallon target for its automobile fleet by 2015 instead of 2020, 5 years ahead of schedule. It can do this without relying too much on hybrids, concentrating efforts in the direction of lighter materials, new engine and powertrain technologies such as direct injection, dual continuously variable valve timing, and eight speed automatic transmissions. And Hyundai can do this, says its head of R&D division, Lee Hyun-Soon, by increasing the price of the automobile by only a small amount. Lee says by increasing the cost of an automobile by a mere $100 or $200 a gain of 10% in fuel efficiency can be achieved. Meanwhile US automakers are arguing that the current requirements in a law signed by President Bush in December 2007 for 35mpg by 2020 is too stringent. Japan's International Cooperation Agency plans to fill some of the gaps in western participation in accelerating African infrastructure building that have opened up in the last  two decades. Unneeded wars in Iraq and Afghanistan led to lack of attention and focus on much needed development in Africa by the US and Europe. Us continues to take strong action against drug trafficking. US Foreign Minister Rubio says this will continue as the US reasserts the Monroe Doctrine in this hemisphere after suffering staggering losses in the fentanyl trafficking to its territory of three times the 100,000 lives lost in the Korean and Vietnam Wars, more than World War I and 75% of the deaths in World War II on the front against the Nazis and the Imperial Japanese Army that invaded China. Today that fentanyl trafficking involves China and Mexico, two trade partners that depend on US trade for job and the economy. Yet politicians have failed the American people by not taking the action on the Monroe doctrine of no colonial powers in this hemisphere, and US ensuring good government in this hemisphere based on it's centuries traditions of the rule of law dating back to 1600 with the founding of these colonies under the British laws and institutions.

BBC's Mark Tullly reflects on the period of coverage from 1962-1994 of South Asia. He says of Indira Gandhi that she took the democratic process out of the Indian National Congress party, and set up her sons as future leaders that was undemocratic. Here he reflects on that period in an intervew with the BBC after he left the BBC.  He has deep connections to the Indian period after 1800 as his great grand father on his mothers side was around 1840 in a part of Uttar Pradesh where British planters had farmers plant opium that would later be bought by planters for export. This coincides with the period when Britain in Hong Kong traded in opium as part of British trading in the emerging colonial culture British Empire. There is mixed legacy for Britain in India and China. The history of the Opium Wars in the 1850's and opening up of colonial ports ended with the 1900's revolution and the emergence of the CCP in China by 1950. In India the legacy was mixed bringing together this part of Asia into a new nation and bringing parliamentary traditions of Britain that provided the basis for good governance.  Tully is a softspoken thoughtful Englishman who revolted against British classical education in his youth and studied history and religion at Cambridge, made friends with the future bishops of Canterbury and Lincoln at Cambridge. He is not the Englishman of the Empire as his fondest memories are of the servants verandahs on the bungalows of Britishers and the smoke from their quarters, and the language. So it is a thoughtful view that he gives of the undemocratic nature of Indira Gandhi and mismanagement of the economy that could have changed if India had gone in a different direction under other leaders in the the 1990's. Why is this significant? China's modernization drive started in the 1990's. India's by the undemocratic nature and mismanagement under Indira Gandhi did not start its modernization till 2010, about 20 years after China, opening up a huge gap that is only now being corrected leading to problems for world security, US security, European security and Indian security. And delaying the aspirations of development of 1.4 billion people for 2 decades. Vikshit Bharat cannot come fast enough for both Merz in Germany and Leyen at the European Union, who last week and this week visit Ahmedabad and India for the Kite festival and for Republic Day 2026. ...

Samuelson shows why the Ryan Plan needs serious consideration because it brings in competition from the private sector to control medical costs. The Obama plan does not reduce Medicare costs he says because it merely transfers the costs to mandated Affordable Care Act spending. And the Independent Advisory Board of 15 experts given the job of reducing Medicare spending if it exceeds a certain amount is ineffective- it cannot increase patient cost-sharing, restrict benefits or modify eligibility or cut spending by more than 1.5% in any particular year according to the Kaiser Family Foundation. Important points to remember about health care are: 1) sustainable Medicare for current and future generations can only be on the basis of sound finances 2) sound finances mean first and foremost controlling health care costs 3) private sector competition is the better way to control health care costs in todays environment where cost reduction needs to be large enough to make Medicare sustainable especially when competition shifts health care delivery away from the cost increasing fee-for-service system 5) Obama Affordable Health Care Act does little to change the costly fee for service system and the basic mechanism of cost escalation in U.S. health care. The Ryan plan's voucher option injects this dose of competition into the system and only for those who choose this option, it was also drafted with the help of Democrat Ron Wyden, and is cautious because it does'nt start this till 2023- giving time for discussion and improvement, and therefore a constructive effort to look at serious ways to control uncontrolled fee-for-service spending....

Sweden's king Gustaf says the coronavirus policy of voluntary action has failed. Sweden now has 350,000 cases and deaths at 7800. This is more than all other Nordic countries combined and one of the highest rates per 100,000 of the population. Most are elderly who never had time to say goodbye. The makes Sweden a target of worldwide criticism for neglecting older people who never got a chance to say goodbye and died in chaotic conditions. The king said 2020 "was a terrible year" for Sweden. Now that the second wave has hit Germany hard, Sweden has acted to close schools, limit gatherings for Christmas and is following the restrictions practiced in the rest of Europe. Labor collective bargaining is strengthened in Mexico through new provisions, a provision supported by new Mexican socialist president Obrador. Free trade in agricultural products is maintained. $4.7 billion was added in help to U.S. farmers as aid for the effects of China's tariff retaliation. New rules are set for textiles, chemicals, and steel intensive products that set requirements to qualify for tariff free import into the U.S. This is intended to help bring more jobs and investment in these industries in the U.S.     ...

People in Japan are living longer healthier lives. So much so that people are working well into their 70's. In Nagano, Japan, people say that those in their 40's and 50's are like a child with a runny nose, and people in their 60's and 70's are in the prime of their careers. In this WSJ report, 38 years old Norohiro Aizawa is a part time farmer, who says he plans to work into his 70's like many farmers in Japan. Today his father in his early 70's is active and in charge. Sachiko Kobayashi runs a crafts business, has a job making box lunches, and a garden full of pumpkins and radishes. She is 65 and gets up at 3 am. In Nagano she is called by the term pre-elderly, not elderly. For elderly she has a long way to go. Japan has 29% of the population in under over 65 years group, Europe 21% and US 17%. Yet something else is happening. People are just taking better care of themselves and their health, and living, working longer. A 70 year old today in Nagano is in health status like a 60 year old one or two generations ago. Perceptions of what is elderly have changed.    Japan's White Paper on the Elderly in 2021 shows studies suggesting that many in the 65-74 year group do not share traits associated with the term elderly.  Only 6% require care by others. Half of 65-69 year olds hold jobs, and a third of those in their early 70's also hold jobs. Life expectancy in Japan stretches into the late 80's for women, and early 80's for men. This is almost 5-8 years more than countries like the UK with a strong national health service. In April 2021 a revised Employment Law took effect, telling big employers to offer work to workers until age 70, up from previously government sanctioned retirement age of 65 years. Government says it is meant to protect the right of people to work longer. There is even a term called late-elderly.  Oshima 82 of Nagano, leads a volunteer group that shoots video of community festivals and works late into the night, and is cited in this WSJ story as saying that even if people called him late elderly, his response is oh yeah? I don't care. It is all about living a full life, terms don't matter at all when one stays healthy.   ...

Sharply lower consumer spending is hurting Apple sales in China. Apple cut sales and issued a sales warning in January 2019. This follows Apple's sharp slowdown in India with its uncompetitive pricing.

Retail sales growth in China- which bounced back in previous downturns- dropped to the lowest level in 15 years in November 2018. Auto sales are down with the sharpest drop in 7 years- the first annual drop in sales since 1990. Fears of a housing bubble have led to restrictions on home purchases for speculation which have not been lifted. Income tax reduction has not increased spending. GDP growth for the fourth quarter dropped to 6.4%.

Further signs of a sharp pullback are seen in the drop in consumption tax revenue falling by 61% in October and 71% in November 2018. The consumption tax is placed on cars, gasoline and luxury goods, and is paid by the companies making the products.

The meeting planned between Xi and Biden is important for stable US China relations after the Trump administration angry rhetoric, the Covid pandemic, and when imbalances in the poorly managed trade relationship with the entire supply chain shifted to China with millions of its American jobs has shaken working class communities in the US. China's and Xi's views on Hong Kong and Taiwan have also affected the relations. After the Ukraine war this will be the first meeting between the two leaders, and follows a visit by German chancellor Scholz to Beijing. Under Bush America appeared to be distracted by middle east wars, under Obama and Trump America appeared weak or angry but not resolute. Under Biden America appears resolute and sure of itself. This makes a difference for US China relations. Following the Ukraine war both the US and Germany, and China, appear to have grasped the dangers of nuclear threats such as were made in recent weeks. India has also shown its serious concerns about wars for territorial gains, and the world community of nations has expressed this through the words and actions of UN Secretary General Antonio Guterres speaking for Europe, and the rest of the world.  Under Biden America seeks decent Competition with China and not conflict, and this is in the interest of both countries and of all the countries in the world. Neither China or America represent the largest share of the world's peoples, and in a world of advanced technologies other regions such as India, Europe, South East Asia and Japan, have just as great a determination and influence to seek a mutually beneficial peaceful coexistence in the interests of all the peoples of the world including the continents of Africa and Latin America. ...

The recent legislative achievements of president Biden can be compared to Franklin Roosevelt's first term that laid the ground for the recovery from the events of 1929. The events of 2009 and the events of pandemic in 2019 together amount to the magnitude of 1929. These are the seeds of a major uplifting of the American people from the lost decades of the post Reagan era- the ravages of wars in the Middle East following star wars preparation, "free to choose" deregulation that creating financial crises,  tech and other monopolies with companies paying less in taxes than teachers and nurses leaving scant revenues to rebuild the aging infrastructure, and the shipping of supply chains overseas leaving factories and communities across America abandoned. FDR said at Madison Square Garden in 1936 - "In 1932 the issue was the restoration of American democracy and the people were in a mood to win. In 1936 the issue is the preservation of their victory. In 1932 I said give me your help not to win votes alone, but to win in this crusade to restore America to its own people. Mr. Trump says he will wear a mask on a visit to soldiers at Army's Walter Reed Hospital. Trump says its "a very appropriate thing. I have no problem with a mask." As cases hit 3 million in the U.S., close to 1 million in India and Russia, Mr. Trump joins the movement for masks worldwide. Early on Mr. Trump  took up the issue of transmission from Wuhan by banning flights from China, failed to get WHO and China to respond quickly to the pandemic requests from U.S. by providing information and allowing a team to visit Wuhan quickly in January. A stumbling block appeared within the health ministry in the U.S. with poor leadership which Trump had to overcome by relying on Vice President Pence to lead the stop coronavirus team at the White House.   Trump's reopening decision came under criticism and he says he had to balance the damage to jobs and economic well being that also affected health. Some of the states and young people responded in ways that led to public gatherings that have led to surges in the south and the western states such as Calfornia. The WSJ reported that in Los Angeles County on June 20 half a million people went to bars after they reopened, showing that culturally even counties in states like California lacked what is accepted good sense. For instance Tokyo bars were paid by the Japanese government not to reopen, according to one report. By wearing a mask Trump is simply acknowledging facts about transmission - a German study shows 40% reduction in cases with face coverings. ...

For years economists and finance people left this hidden and obscured, the common sense understanding that higher interest rates in an economy based on better education with investments in infrastructure and manufacturing as Biden has put in place today would actually stimulate the economy. In the last quarter of 2023 Americans had the largest wealth ever held in stocks, real estate, and other assets such as pensions, according to the Federal Reserve. Charles Schwab of the brokerage company he founded in 1971 stated this as a major loss for the American people and the economy when zero interest rates were used to tackle the problems created by greed and poor behaviors of banks in the 2009 crisis, Schwab was talking about something real. Hit the country with war burdens for Middle East wars of Reagan, Bush, Obama and Trump by taking away funds from infrastructure and education, healthcare and you have two burdens -2009 financial crisis created by banks and wars that reduce the household wealth and the capacity of the American economy to grow and create needed jobs to reduce standard of life/quality of life in the US. A third burden fell heavily on pensioners and elderly depriving them of interest and dividends with zero interest rates that no economist wanted to talk about for 30 years including  the previous administrations since 1990.  ...

The concept is accepted as helping children, Vance the Republican VP nominee has suggested $5000, only opposed by country club Republicans oblivious to the importance of children having free school lunches and parents having the money for child care added costs for the future of the children of this Nation.     ...

This perspectives piece in the DW.com says Germany should now have cleaner air and cleaner cars on the road thanks to a little pressure from the EU and from the courts. This comes after a federal court in Leipzig ruled in favor of cities imposing ban on diesel cars where air pollution is bad. DW.com points out that Chancellor Merkel was known as the "climate chancellor" early in her first term after her push for international climate protection policies, but she forgot to take along the German auto industry.

Concern that the interested party is driving the decision making process. Medicare costs went up by 9% in 2009. Fears that doctors have too much control over the dollars in the $500 billion Medicare program. The tendency to focus on more expensive procedures and short change preventive and less costly care. Medicare spends $60 billion on doctors fees. The older codes remain in place even when costs are reduced, leading to higher costs for the Medicare budget each year. And there is little incentive for doctors in RUC to revise overvalued codes.

WSJ's Dawn Gilbertson on Amtrak's California Zephyr train from Chicago to Emeryville, California through the Rocky mountains in Colorado and Sierra Nevada mountain range. A three day two night 53 hour journey with an observation lounge and dining car, and a small private room called a sleepette at $1200, private bedrooms and shower bathrooms at $2500 per person. The new low cost Abbott test is about the size of a credit card and can be adminstered in a doctor's or school nurse's office. Test results are given in 15 minutes. Abbott says 97% of positive cases are detected. Plans are to increase production to 50 million in October from tens of millions shipped in September. It sees this test as the kind of test that can help schools and offices reopen. It is called the Binax Ag Card. 

It searches for virus proteins and is intended for use within 7 days of coronavirus symptoms. It involves a nasal swab given by a health care worker or nurse.
