Ravitch reminisces about events in 1975 when he tried to get a loan for New York City from the head of the New York Federal Reserve, who at the time was Paul Volcker. Today both men are working on another municipal crisis- the financial crisis facing U.S. states. They have raised $2 million from foundations and other sources, and hired a staff. They plan to publish a report on the crisis in 2012. The idea is to throw light on the issues so that the public can understand this better. Volcker says work is more relaxing than fishing, even though both men have spent much time fishing. The conversation drifts to the Occupy Wall Street protests and Ravitch says people forget what Teddy Roosevelt said about the malefactors of great wealth. Volcker insists it was Franklin Rosevelt, Ravitch says its Teddy.

Holbrooke had used his experience for another President, with the same force of his larger than life personality, when he helped bring about the Dayton Accords in a similiar area of stubborn ethnic strife. Could Obama have tapped Holbrooke's skills and set aside the distractions of his personality as coming from an American with unique gifts, talent and achievement, is the question Getler asks. And is this a comment on the nature of the Obama Presidency and America's poorly invested hopes.

The new minimum wage of $15 effective Nov. 1, 2018, applies to 250,000 current employees at Amazon, 40% of its global  workforce. An additional 100,000 seasonal workers also get the $15 wage. California's minimum wage is set to go to $15 an hour in 2022. The Amazon move helps it attract and retain workers in competition with other retailers such as Target, UPS and Fedex. In doing this Amazon is removing certain incentive pay and stock compensation for these hourly employees. Target has set 2020 as the date for $15 per hour wage, currently it is $12 at Target. Walmart with 1.5 million employees set $11 per hour as the starting hourly pay for workers in 2018. Overall median salary annually for Amazon workers worldwide was $28,446 in 2017, which works out to about $13.68 an hour, but this includes software engineers and lower wage workers overseas. That figure is lower than the poverty level set by the U.S. government for a family of four. Much of the criticism has focused on wages at companies such as Amazon, as lack of upward mobility is a major issue in the U.S. - growing worse over two decades of tech advances, also carrying with it literacy levels for children which have also deteriorated. ...

The minimum wage was raised in Arizona, Colorado, Florida, Montana, Ohio, Oregon, Vermont, and Washington. Wage increases are for 28 to 37 cents an hour, and raises the minimum wage in these states to $7.64 to $9.04 an hour, with Washington as the only state with a minimum wage above $9.00. The federal wage level for most workers is $7.25 a hour. Labor Department data show most of the minimum wage workers in these states are women, over 20 and white. The added income is not expected to put these workers above the povety line because of higher inflation.

The Obama administration has not taken any steps to support the Syrian people's struggle against the Assad regime and allowed the refugee crisis to develop to huge proportions with over 2.5 million people mostly Sunnis becoming refugees in border camps. The Volcker Rule that prohibits federally insured banks from trading on their own account is likely to become law. It is part of the financial reform bill now making its way through Congress. Banks are now lobbying against a provision put forward by Blanche Lincoln of Arkansas to prohibit banks from trading derivatives. She has offered changes which would give banks two years to spin off their derivatives operations, and this would still have to be separate from the commercial bank's operations with separate capital.
