It comes at a difficult time and requires considerable courage as yellow vest protests against inequality had led to Macron holding townhall meetings in France to hear public opinion, after what appeared as a presidency that had lost touch with ordinary people. Macron has revised his plan to allow a retirement age of 62, yet the plan calls for combining many disparate plans with different rules into a streamlined national plan. Most affected are transport workers, lawyers and other professions that have generous benefits, with early retirement, leading to more strikes. Not taking action means the pension plans would become insolvent in the near future.

In the light of this why would India or Malaysia or any other Asian or Latin American or African country want any other country's plastic waste, particularly when it is a health hazard. In fact China for so long allowing importing of plastic waste till recently so it could be processed with low cost labour and reused for plastics production is incomprehensible, considering the health risks involved. ...

Saudis are now prepared to increase oil production after weeks of US diplomacy in exchange for security guarantees against attacks by Yemeni rebels and Iran. Russian oil output has declined by about 1 million barrels a day since the start of the war says WSJ. Drops in production lead to a rise in oil prices more than making up for the decline in revenues for Russia. This makes oil sanctions a weak deterrent for Russia in its invasion of Ukraine unless Saudis and UAE step in with increased oil production to make the EU embargo on Russian oil work effectively to cut Russian oil revenues financing the Ukraine invasion. Europe has stepped up with its embargo on about 90% of Russian oil- all except pipeline supplies to Hungary and Czech Republic, Slovakia as an exception. This will reduce oil production in Russia as EU is the biggest importer of Russian oil, bigger after previous German chancellor Merkel's failure to see the risks in such dependence and increased imports. For the oil embargo to lead to sharp reduction in Russian oil revenues that reduces financing of the Ukraine invasion, and for the EU oil embargo to bring results the missing piece is Saudi action to increase production. This may now be in place as Mr. Biden visits Riyadh next month. Crown Prince Salman of Saudi Arabia has pushed Saudi Arabia to make changes to modernize the country's culture providing the US with a partner that is now different than the Saudi Arabia steeped in tradition and inward looking under previous rulers. Under president Obama Democrats favored Iran and reduced security guarantees that were set up since president Franklin Delano Roosevelt met the Saudi King in 1944 aboard an American ship during the war. The turn of events with Russian invasion of Ukraine with Chinese support have created risks of a China invasion of Taiwan with aggressive action of China. President Biden has made this clear and stated straightforwardly the American position on Ukraine- Russia winning by invading a neighboring country sets the precedent for a Chinese invasion of Taiwan. This is why the US remains resolute with its European partners in seeing to it that Ukraine remains as Biden said in the NYT  "independent, sovereign and able to deter invasion and defend itself." For Europe it is about defending its neighborhood from the Baltic Sea to Bulgaria in the Balkans with American support. For the US it is about keeping its leadership presence in Asia in an alliance with Japan, India, Australia and most of South East Asia including Indonesia, Bangladesh with a population of close to 3 billion people. China which was supported by the US throughout the period of colonial dominance since the 18th century preventing its breakup and foreign rule as happened in India, and a major recipient of American aid and investment in the 20th century is now where Japan stood in the two decade period 1925 -1945 with its aggressive expansion under Japanese imperialist rule. In this sense the world is moving back to the days of the Free World's struggle in the days after the Iron Curtain fell over Europe with Soviet expansion in Eastern Europe. Saudis, UAE, and Turkey as part of NATO, are also moving back to the positions they had over a long period for centuries from 1800. Saudi Arabia and UAE came into prominence after discovery of oil and were backwaters to Egypt and Turkey which were supported by Britain to keep Russia from advancing in Asia and Europe during that period. India under the British Empire is now in the Indo-Pacific Framework with Japan which was inward looking and under European influence for most of the last 200 years.  ...

US House Speaker Nancy Pelosi will spend Tuesday night August 2 in Taipei, Taiwan. China has threatened severe consequences and Taiwanese forces are on alert. Yet with over $1 trillion in China's exports to US and EU in 2021 the response will have to take this into account as also the US and EU to redesign its supply chains. This is the first trip of a senior US official to Taiwan as Speaker Pelosi comes next to the Vice President to succeed the presidency. The US response to the Russian attack on Ukraine was made in Biden's word as a deterrent to China in its role in the Indo-Pacific region. The Pelosi trip may be a reflection of this policy that seeks to maintain the US position that Indo-Pacific is international waters, that US policy will continue as before undeterred by actions such as the Russian attack on Ukraine with the support of China. And that US will engage fully with allies in the Indo-Pacific- Indonesia, Singapore, Malaysia and Taiwan. And that is doing this with the cooperation of its allies in the region- Australia, Japan and India. US and EU imports from China are $541 and $522 billion over $1 trillion for 2022. Loss of even a significant portion of these exports from major tensions in the region would have a severe impact on Chinese economic growth. The US and EU are already engage in redesigning the supply chain and would also face problems in a transition similar to the gas rationing in Germany after cutoff of Russian supplies. The debt brake put into the German Constitution by Angela Merkel's government in 2009 to limit the structural budget deficit to 0.35% of GDP during the 2009 financial crisis caused by poor banking behaviour, and in the 2015 eurozone debt crisis with overborrowing by Greece and Spain, is no longer relevant in 2024. It can be said that Merkel made some mistakes- not investing in digitization, in infrastructure and making the German economy dependent on low cost oil and gas from Russia. Putting the debt brake in the German Constitution and setting it at 0.35% of GDP except in emergencies adds to these mistakes, because it deprives policymakers and government of the minimum needed flexibility to meet changing situations in the interests of the German people.    It means there is no money to invest in the country's future, no money for infrastructure even when it is old and crumbling for roads, bridges rail stations and airports, no money for digitization of the economy in which Germany has fallen behind, not enough for defense, and no money to fund needs in education, healthcare, childcare. And not enough money to invest in climate change action. Absent this investment the German economy falls behind, jobs become precarious and public dissatisfaction leads to volatile political situation. ...

The US imported $1 billion in enriched uranium from Russia in 2022, about one third of the enriched uranium used in the US. Most of the rest is imported from Europe. Senator Joe Manchin has a bill that would provide subsidies to develop America's nuclear enrichment industry. It was privatized in the nineteen nineties. Under a 1993 agreement seen as a de-escalatory gesture the US turned to depend on Russia for its enriched uranium. Russia had developed technologies for cheaper production. The de-escalatory gesture called Megatons to Megawatts turned over the industry to Russia in a way that the US transferred its manufacturing capacity in chip production to China. Plants in Wyoming and Ohio remain empty as a result, and the Biden administration is being urged to move forward with investments in US enriched uranium production for its non-fossil fuel energy production.

The Spanish government agreed to open the books of Spanish regional governments and the regional savings banks to reduce concern in financial markets about Spain's debt. Spain's government debt is 53.2% of GDP in 2009, which is lower than Greece at 127%, Italy at 116%, Portugal at 76%, Ireland at 65%, and Germany at 73%. Spain's problem is the a large amount of private debt accumulated during15 years, in the low interest rate environment after joining the eurozone. Joining the euro sent interest rates in Spain down because it removed the risk of devaluation. The government was restrained by the Maastricht treaty criteria but private investors and regional banks could borrow freely, and they borrowed extensively, with money going into home building and construction. The fear is that the Spanish government will end up taking on much of this debt. The other problem is that Spain needs to refinance much of that debt in 2011, at a time when investors are nervous about eurozone debt. Spain's central government will need to raise 170 billion euros in 2011, regional governments another 30 billion euros, and Spanish banks another 90 billion euros. The government has set up a special facility for Spanish banks to draw on of 99 billion euros....

The Vikram lander and the Pragyan rover will separate from the main propulsion craft of Chandrayan 3 to go into circular orbit of the moon and begin a separate journey. to land on the moon August 23, 2023. This will put Vikram rover within 30 kilometres of the moon at the shortest distance and 100 kilometres at the longest distance. The final landing will be attempted by manoeuvres from this orbit by deboosting the craft. The trick will be to get the velocity down at 30 kilometres away to a safe speed for a landing below. Changing the orientation of the craft from horizontal to vertical is part of the manoeuvring planned by ISRO, the Indian Space organization.

The decline in the U.S. television advertising market accelerates in 2015. Viacom Inc. (Nickeodeon and MTV) sees a decline in TV domestic advertising revenue of 9% for the 2nd quarter of 2015, as its TV ratings decline. CBS Corp and Disney (ESPN) see a 3% decline. 21st century Fox with FOX network and shows such as "American Idol" and "The Following," sees a large decline in its television ad revenue of 14%. In the week of August 4-6, 2015, the share prices of these media companies were hit hard. Viacom shares declined by 21%, Fox 13%, Disney 11%. Earlier gains for digital ad revenue were from print, now the gains are at the expense of television budgets. Companies such as Allstate, Mondelez, Wendy's, MasterCard, Honda, P&G, are shifting to digital from television to follow millenials. Experts at ad buying firms say advertisers are tracking young consumers and following them to digital platforms. Viacom's Nickelodeon and MTV are hit particularly hard by the growing shift to kids shows on Netflix and to You Tube, and Amazon Prime Instant Video. Linear TV and interruptions for advertising is also accelerating the move, when other ad free or less advertising options are now easily available. By 2018 the digital ad spending will overtake television ad spending, digital getting $83 billion and television dropping to $78.6 billion....

Exxon to invest $600 million in producing liquird transportation fuels from algae- organisms in water called oilgae. Its a research effort that will take 5-10 years to bring results with large scale commercial production. The project will be conducted in partnership with Synthetic Genomics, abiotechnology companyfounded by genomics pioneer Craig Venter. Algae generated energy is apromising technology which yields 2000 gallons of fuel per acre of production each year compared with 650 gallons for palm trees, and 450 gallons for sugarcanes which Brazil uses for producing energy. Corn which has become controversial in recent years yields 250 gallons per acre with energy, and water supplies required to grow corn, and the impact on food supplies. Exxon is also showing support for the work of Dr. Venter, ascientist who is known for decoding the hman genome in the 1990's. In recent years he has done research in searching for micro-organisms that can be turned into fuel. Algal biofuel called oilgae by environmentalists is made from algae that have molecular structures that are similiar to petroleum products like gasoline, and is compatible with the existing transportation structure....

Sri Lanka stumbled badly into economic mismanagement with debt pileup and no action till it was too late without the checks and balances inherent in a parliamentary democracy. Prime minister Mahinda Rajapaksa resigned and with protests calling for the president Gotabaya Rajapaksa to resign, Mr. Wickremasinghe a four time former prime minister was brought back to lead the country out of the crisis. Mr. Wickremasinghe returned with an agreement with the president to restore the powers of parliament which were established since the independence of the country in 1948. Mr. Wickremasinghe has support of the western lending agencies and governments in US and Europe as he and an independent central bank governor Nandalal Weerasinghe with many years of experience working with the IMF seek a way out of the economic crisis. A level of transparency that was present in the early years after independence is being restored as the public suffers from energy shortages and 40% inflation. The foreign exchange reserves of Ceylon (Sri Lanka) were exhausted to the point that the country lacked the funds to let oil tankers in Colombo harbor unload oil and be paid for oil supplies. As a lack of oversight is being corrected Ceylonese are beginning to realize the costs of a unneeded war, wild swings in sentiment for and against parties, deconstructing parliamentary democracy and its checks and balances, corruption and economic mismanagement. ...

Germany's Economy Minister Robert Habeck says Germany has plans to almost completely end Russian energy imports by the end of the year. For this to happen Germany has to make extensive progress in cutting oil imports in a short time. By the end of summer the Russian energy imports will be cut by half. The effort is significant because before the invasion of Ukraine Germany received 50% of its coal, 55% of its gas, and 35% of its oil from Moscow. Coal deliveries will end by the end of autumn. 

Habeck confirmed that current contracts with Russian companies to import energy will not be renewed. He also confirmed that Russian gas deliveries will take longer to be stopped- not till mid-2024.
