The U.S. Commerce Department announced in March 2012 that it would impose tariffs ranging from 2.9% to 4.73% on solar panels imported from China. China has about 47% of the U.S. market for solar panels- with Suntech at 17%, Yingli at 11%, and Trina at 10%. U.S. based companies have 29%, and other including EU countries 24%. The imports of solar panels from China were $2.65 billion in 2011. In the last 4 years Chinese lower priced products have reduced the cost of panels by two thirds. What this does is send a signal to encourage companies to manufacture in the U.S., and show that the U.S. government was taking action against illegal subsidies by China without disrupting the availability of lower cost imports.

Beijing residents say they began to relax in wearing masks or not wearing them, not wearing masks properly, after 8 weeks with no cases. A vegetable and fruits wholesale market in Beijing, in southwestern district of Fengtai,  which supplies 80% of the fruits and vegetables to Beijing's 21 million people is now seen by health authorites in Beijing as the source of a new outbreak. 79 new cases are traced back to this market on June 15.  In Beijing restaurants and shops had reopened. Primary schools and other schools had reopened. Public health experts are looking at the possibility that the source is a cutting board for frozen salmon imported from overseas possibly Europe-. because of the DNA sequencing of the virus experts say. Contaminated seafood or meat is suspected as a source. China's CDC says the virus can survive on frozen meat or seafood for 3 months. Just when this new cluster was detected in Beijing, the city of Wuhan the origin city of the virus is permitting indoor sports and entertainment facilities reopen, and this WSJ report says Wuhan is making masks no longer mandatory outdoors. Beijing authorites have responded with mass testing, and contact tracing through neighborhood committees. About 100,000 people are organized by neighborhood committees to visit the city's 7000 residential compounds for contact tracing to identify people who visited the market and get them to test for coronavirus. This is the typical response in China to get large numbers of low level officials, workers and volunteers mobilized for contact tracing and testing. By June 14 about 76,000 people were tested - of this 13,000 are from the 29,000 who visited the market since May 30, according to Beijing government statistics. ...

Caterpillar Inc. CEO and Chairman, Doug Oberhelman, discussed the acquisition of ERA Mining Machinery Ltd., a maker of roof supports for coal mines, acquired in June 2012 for $700 million. The acquisition was "botched" said Oberhelman, leading to the $580 million writedown for the 4th quarter of 2012 and the 55% drop in profits. Former managers of ERA misled Caterpillar about the condition of the business, and in Obherhelman's words "fabricated documentation to cover their tracks." Caterpillar later found inaccurate inventory data and improper revenue recognition. The move to acquire ERA Machinery was an effort to increase sales of mining equipment in China, the world's largest coal producer. As in the Autonomy acquisition by H-P the diligence in checking accounting and other data failed. Caterpillar lowered its forecast for 2013 based on slower growth in mining and decline in investment by mining companies. Mining companies are seeing management turnover over overextended mining projects that went sour. Revenue for 2013 is forecast at between $60 billion and $68 billion, compared to $65.88 billion in 2012. Analysts see risks in the forecast because mining equipment orders may not accelerate till 2015. Mining equipment forms a bigger part of Caterpillar sales and sales growth than construction machinery- sales of mining equipment increased by 14% to $5.78 billion in the 4th quarter 2012, even as sales of construction machinery declined 25% to $4.03 billion. Typical of so much of what is written about the World Health Organization and its role in the pandemic, this podcast in the WSJ fails to quickly convey the critical function of the WHO as an early warning system the world has depended on, including China. The H1N1 epidemic originated in Mexico. Asian countries including China and India depended on very quick response from the country where the epidemic originated  in allowing entry into the affected area for experts from advanced countries such as the U.S. The global response was then coordinated across countries quickly with complete transparency. The head of China's CDC himself faced a problem with transparency with the provincial authorites in Wuhan. 1.    Fundamentally this quick entry was denied the U.S. Request by U.S. to China was made on Jan. 6 for U.S. team to go to Wuhan, quick permission was denied and given only about 6 weeks later on Feb 16. This delay is the crux of the problem for the U.S.. Taiwan confirmed human to human transmission on Jan. 1, the WHO was saying this was not clear as late as Jan. 14. These costly delays are what the U.S.  letter is about.  The head of the CDC China Gao Fu called Dr. Redfield head of CDC in the U.S. on the next day after he suspected Wuhan provincial authorites were vague about what was happening. Gao Fu was alarmed when scanning the internet on December 30, 2019, about rumors of a vaguely worded lung disease in internal memos of Wuhan. He called Wuhan authorites and was not getting clear answers on that day, then deciding on December 31 to send his own team to Wuhan, as reported in German magazine Der Spiegel- Hackenbroch, Zand, 05/20/2020.  Der Spiegel says in its special report on the early period in Wuhan that Gao Fu was so alarmed about what was happening enough to be in tears in his series of calls with Dr. Redfield in the immediate days that followed. The date was shortly after the GAO Fu sent the team to Wuhan, December 31 and New Years Day 2020, as reported in Der Spiegel. She acted quickly and decisively and no time was lost. It is this failure of the early warning system under the new president of the WHO after 2017 Dr. Tedros that alarms the U.S.  with about 100,000 deaths.  3.  This failure it can now be said was partly a result of a election in 2017 for the position of WHO president which was flawed. This was the first time a WHO head, an important position was put up for an election. The Executive Board was responsible for this appointment since the founding of the WHO as part of the UN, based in Geneva, Switzerland, after World War II. This system worked. The election was clearly a bad process for appointing the president of the WHO which should be done entirely on the capabilities of the person holding this position not on a flawed voting process. It is flawed because India and Bangladesh hit by a cyclone during the coronavirus have suffered greatly, as have other countries, but had only 2 votes for 1.5 billion people, when Barbados (385,000 population) and Laos (7 million) which had less than one  hundredth the population had the same number of votes. The U.S. had one vote. The election resulted in lobbying and a process in which many candidates stayed away because they simply would not go through such a process. The position was too important to the world- most of the advanced countries had forgotten about the danger of epidemics to let this happen by 2017, as shown in the way the austerity years led to cancellation of the preparations for pandemic in France and Britain. The austerity years and neglect of public health during these tech boom years in the western world made it possible for this to happen. 3.   Along with the 1 month ultimatum action is already being taken to restore the effectiveness of the importance of the Executive Board. The head of the health ministry in India, Dr. Harsh Vardhan, has been appointed the new chairman of the Executive Board on May 22. This restores the voice of billions of people in Asia in the process, and brings the major countries with the greatest risk in a pandemic into the decision process for tackling the pandemic, this includes the rest of the world.     ...

German economy contracts in second quarter 2024 by 0.1%. Growth is forecast at 0.3% for 2024 and 1.1% for 2025, according to country statistics office Destatis. The contrast could not be greater in Biden's management of the economy as US economic growth was much higher at about 2.8% in 2024. It shows the positive effects of Biden's effort to revive American manufacturing, and to support chips and science and American industry, and the investment of a trillion dollars from the Inflation Reduction Act in American infrastructure. Without these investments American recovery strong at this time would have hobbled along with much worse effects on jobs and inflation, and looming recession, under a Trump administration. Unusual factors such as the concentration of the supply chain in China have influenced US inflation, which Biden is correcting, and also bringing jobs at home. The economic management is excellent it  is the effects of the pandemic and broken supply chains, high mortgage rates and 20% price increases in apartment rentals that are making cost of living a problem for average Americans. Biden has taken cost of living action including canceling student debt and calling for limiting rent increases for apartment rentals to 5%. Harris has a program to support renters when housing takes up more than 30% of their income. ...

Drier weather is affecting wheat production in Europe, India, Brazil and other countries. This is happening as the war in Ukraine and blockade of Black sea ports such as Odessa is affecting supplies from Ukraine. A more than 5% fall in French wheat production is expected. France is the fifth largest producer of wheat after China, India, Russia, and the US. It is the 4th biggest wheat exporter. EU forecasts for wheat are for about 279 million metric tons in 2022-2023 growing season, down 4% because of dry weather. The UN Food and Agriculture Organization FAO says in its twice a year Global Food Report that global grain production including corn, wheat and other grains is expected at 2.78 billion metric tons in 2022 down almost 16 million metric tons from 2021. It is the first decline in 4 years and much of this is from the problems in Ukraine. India has banned wheat exports for food security reasons after the drier weather.  And Russian production of grains faces problems because paying for Russian grains is more complicated. ...

India's lunar probe released from the orbiter circling the moon is diverted from its expected path in the last 20 minutes before a landing on the lunar surface. As it reached 2.1 kilometers from the moon's surface communication with the ISRO satellite center in Bengaluru was lost. Landing on the moon is a difficult task because it lacks atmosphere, the distance preventing landing control in real time, and landers depending on thrusters to set down at the lowest speed in the right place away from craters and rocks. As a result a lander module is programmed to scan the surface and make the landing on its own. A similar Israeli mission recently failed for the same reasons. China landed a rover on the far side of the moon in January, and plans a Mars mission in 2020. The plans to build a space station orbiting the moon in 2023, and make a moon landing that year, land a person on Mars in 2033. The higher US tariffs ranging from 41% to 345% on Vietnam, Malaysia, Thailand, and Cambodia will make it difficult for China to use these countries for factories that then dump highly subsidized product  (solar panels, other product) in US markets, at prices that are below production cost. India and the US are nearing a trade deal that gives India a chance to become a major manufacturing center for fair trade supplying the US. India will plan a partnership with US in which US goals and manufacturing are supported while at the same time making some parts at cost competitive with China.

Problems with China's health care system stem form years of underspending. About 1% of GDP went to healthcare in 2006,according to the WHO, ranking China at No. 156 of 196 nations. This underinvestment has caused great hardship to the rural poor who have postponed or been denied access to healthcare because of exorbitant expenses. It shows up in the number of trained medical workers- only 17% of China's medical workers are university graduates. In village and township clinics the number falls to 2%. The government has dedicated $121 billion for health care through 2011. But this may not be enough. Aobut 300 million in the rural areas have no coverage at all. The government's plan is to get farmers insured through county level rural- cooperative insurance plans. These programs begun in 2003, offer only scanty coverage. Outpatient services and medications are not covered and coverage varies from county to county for hospitalization bills. The goal of th health ministry is to get the coverage for hospitalization bills up to 50%....

Other candidates were from Japan and France. The process of voting and the people voting is not representative of the world's people. As countries such as Germany and Spain are dominant. Britain and France, China and India have never elected a representative from their country as IOC president in the 20th century or the 21st. IOC presidents are there for long periods, as long as 20 years. Avery Brundage of the US was IOC president from 1952-1972  for 20 years followed by Morris of Ireland for 7 years. Following this in 1980 another 20 year term for a Spanish businessman Antonio Samaranch, whose son tried to run in 2025. In 2001 12 years for a Belgian Jacques Rogge, followed by another 12 years for German Thomas Bach.  In 20th century no one from France or Greece, no one from India or China has been elected IOC president and the election process is an insider's affair, even thought the games are watched in China, India and other parts of the world by hundreds of millions of people. ...

DJT tariffs are selective and reciprocality makes them fair. This also cushions the impact on consumers and countries. Countries who have blatantly unfair tariffs for decades can then decide as in EU, China, India, Japan, S. Korea, Mexico and Canada, can decide how they will respond by looking at what they need to do for fair trade. Some tariffs are intended also as domestic policy for failure to control of fentanyl into the US as with CMC countries Canada, Mexico and China. US producers will make goods sourced from these countries at home and as DJT says about autos from Mexico this will lead to American producers in Detroit picking up production and bringing manufacturing back home to USA. Most goods Americans use were made in the US in the postwar period from 1950-1980, American manufacturing will get the boost it so badly needs after unfair trade practices from other countries in the EU, Japan, Taiwan and China. By April this policy will be in place, by June in 6 months the policies will be fully operational at entry ports in the US including Los Angeles and Long Beach. All tariffs are selective, carefully evaluated for individual countries and products and regions based on reciprocality a principle that is fair to all countries and the principle on which the world trading system is founded. Individual companies and industries that gain this or that benefit may present it differently saying is good or bad based on their interest and profits- for the US and American people the principle of reciprocality provides a yardstick that is both fair and in the long term interest of bringing jobs and higher wages to the US. ...

It has happened before- the issues and the tactics. This article is from the Washington Post March 10, 1985. The 2016, 2020, and 2024 US campaign for president most resembles the 1952 campaign between Dwight Eisenhower and Adlai Stevenson. In that campaign Senators Joseph McCarthy of Wisconsin and Senator Jenner of Indiana made unfounded statements and criticism of of candidate Adlai Stevenson, of Gen. George Marshall, of NATO and aid to war ravaged Europe under the Marshall plan, and by 1958 of Eisenhower for "ruining the party," according to the Washington Post. Edward Jenner, Senator from Indiana 1952-1958, conducted Senate hearings in which he made spectacular criticism of public figures and US policy from 1953 to 1955. Eisenhower was elected as president in 1952 and after considering running as an Independent reluctantly accepted when New York Governor Dewey asked him to do on the Republican party ticket. What is similar is that the issues and tactics used now are reminiscent of issues and tactics in those days in the 1950's, that this is not happening for the first time- it is not new. Both Senator Taft who headed the Republican party at the time and president Eisenhower felt uneasy about this type of criticism. Then as today it was about aid to Europe and NATO. Jenner said America could not afford it and it "would bankrupt America." Jenner also called the US Supreme Court "the most powerful instrument of the communist global conquest by paralysis," and introduced a bill to limit the SC jurisdiction. Jenner said in 1951 on the Senate floor, according to the Washington Post-  "the only choice is to impeach Truman," as "this country is in the hands of a secret inner coterie directed by agents of the Soviet Union." Today's differences are not new, the rhetoric familiar, about NATO, Europe funding, about the SC, about this and the former president, and about isolationism and about extended costly foreign wars, all after a pandemic and climate change in an uneasy atmosphere about the threats to American leadership then from the Soviets now from China. ...

He sees the borrowing surge in China as certain to cause trouble, and describes a scenario where the real estate market runs into trouble. Democrats are holding up the passing of the new budget till Obama's Affordable Care Act healthcare subsidies for low income Americans are restored. Editorials in the Washington Post in November see Obama's Affordable Care Act as a bandaid approach for a broken healthcare system in the US. Public opinion in the US supports this assessment. Trade unions and labor have called for an end to the government shutdown. Democrats are acting as though the party is for low income Americans and labor yet this is not the party of FDR who fought hard for labor over vested interests, Democrats today are the vested interests whether from Tech which is taking a disproportionate share of the Nation's wealth and resources and pouring it into projects that do not reduce the cost of living or rebuild crumbling obsolete infrastructure, or from Banks which were not sanctioned for their part in the 2009 financial crisis, or from healthcare interests that oppose restructuring the entire healthcare system for fairness in insurance, pharmaceutical pricing and wellness. Republicans are making an effort to displace Democrats in the role of FDR and Lincoln under newcomer DJT who rejects both the incompetent Bush (Republican) and Obama (Democrat) administrations that wasted money and resources in foreign wars while overlooking America's many challenges and strengthening foreign powers including China, while weakening the US. The US government is cutting airport traffic to relieve unpaid traffic controllers. Also at risk are SNAP benefits which are for the loew income Americans. The US president is asking the Senate to drop the filibuster rule which requires 60 votes in the Senate for the biudget to pass it and pass it by majority vote. The Senate Majority Leader Republican Thune wants to keep the filibuster because it acts as a brake for hasty legislation passed by whichever party is in government. ...

Lee Jae-myung of the Democratic Party wins election for president in South Korea 2025- 49% to 41% for Kim Moon-soo for the conservative candidate. South Korea's election was the result of the ouster of conservative president Yoon, who was a former prosecutor who split South Korean politics with a hardline stance and was ousted recently. Lee is a factory woker who seeks to keep South Korea firmly with the US in Asia, yet also seeks to balance this with good realtions with key trading partner China.

Biden invited Yoon to the White House as he sought to bring South Korea and Japan as firm partners in the Asia Pacific only to see Yoon ousted over losing support within his own conservative party for conspiracy theories and declaring martial law, lack of flexibility. The election of Lee offers an opportunity to bring South Korea back to moderation and unity in its internal affairs.

Two way trade is expanding at 35% for the last 5 years to $15 billion. A new goal is being set for expanding it to $50 billion by 2010. Senior executives of big Chinese infrastructure companies are involved and the exchange is at the highest level, with Bo Xilai, Commerce Minister of China, heading a 200 member delegation to New Delhi. This includes senior executives of Shanghai Electric Power Generation Group, ZTE Corp, and China Corporation Bank. US- India trade growth goals were set by President Bush in a recent visit. With Bo's visit China- India trade growth goals are being set on the same scale. Bo said China and India can learn a lot from each other- "China has a lot to offer in infrastructure development to India and we can learn about developing software, information technology, and how to improve the services sector."

Estimates are for a 9% increase for Apple laptops and iphones Made in China if Apple passes through the price increase following DJT's 54% tariff on Chinese imports. Instead Apple may decide to be patriotic and reduce the huge margins it has charged American customers for three decades now as part of its $500 billion plan to invest in Made in the USA, after waffling and delay for so so long. Even after the first term of DJT in 2016 Apple has waited 8 years to not move some of the production home to avoid an overconcentration in China. This is a sign of its management not having listened to the mood of America preferring huge profit margins to doing the right thing, literally waiting till the last minute.

Adidas plans to open 2500 stores in China by 2015, including 500 in 2010, up from 112 today. Upscale outlets planned for the larger cities in China. The distribution will widen to 1400 cities by 2015, from 500 currently, by moving to smaller towns and cities in China's interior. Adidas also plans to ramp up its presence in basketball, a sport that Nike emphasizes. In China it will offer the NEO brand in smaller cities, targeting teens with prices about 50% of other Adidas brands. The strategy is to introduce Adidas products to people with lower incomes at lower price points, a strategy being used by Nestle, P&G and Unilever in consumer products for emerging markets. Adidas has opened an online retail store with Taobao.com and plans to bring in $500 in internet sales by 2015. Still North America with 14% growth will be Adidas's largest market, and sales in China are not likely to overtake sales in North America by 2015, according to CEO Hainer.

Robert Lighthizer was one of the early voices on unfair and imbalanced trade with other nations subsidizing their industry at the expense of American jobs in manufacturing long before DJT took up the issue in 2015-2016. Lighthizer as US Trade Representative negotiated the new USMCA that replaced NAFTA agreement for North American trade with Mexico and Canada. 

Lighthizer was seeking a larger role than USTR, either Commerce or Treasury, yet he was reluctant to campaign for this or go to Mar-a-Lago to make his case. As a result says WSJ, he was passed over as Luttnick and Bessent tried to get DJT's attention. Another reason he was passed over is that DJT is  sees the continuing flow of fentanyl and the migrant flows from Mexico, the sourcing from China, as serious issues that require using trade as part of the solution by 2024 if Mexico, Canada and China do not cooperate and hurt US interests.

The situation in China with recent rural migrants shown to be different from the migrants from rural areas in the earlier phase of development after the opening in 1990 under Deng. The overnight eviction of recent rural area migrants from Beijing, referred in official documents as "low-end population" leaves this segment of the population (about 90 million) facing uncertain future. The previous generation of rural migrants were seen as more stable as they could farm and had connections to the villages and rural areas. The new migrants lack connection to villages and have little experience working on farms. They were born since 1980, and are seen in party documents as a new generation of migrants. The earlier generation had seen the upheavals of the Cultural Revolution and memories of poverty, and were focused on basic needs.  The new generation of migrants is more dissatisfied, has more education but of lower quality, some were left behind in rural areas by parents who migrated to cities, and men in this group face a lack of women partners because of the one child system and decline in female births. Two thirds of these migrants are unmarried and the men lack the income to pay what is called a reverse dowry of having an apartment and a car to attract women for marraige. The governing party sees this new group of $90 million which has no access to subisidized education and health care under the resident "hukou" system as a source of instability in urban areas of China. ...

The fleet of satellites IRS (Indian Remote Sensing Satllite Systems) will be used for teleducation, telemedicine, and other new uses. The NAViC navigation Constellation System acts as India's own GPS reducing the need to rely on U.S. based GPS. Other aspects of India' space program are the effort to explore new planets with the Mars Orbiter Mission MARS , with a module reaching Martian orbit in 2014. ...
