The efforts to fix things as far away as the mountains of the Hindu Kush have frittered away the important resources of the US military to maintain the Monroe Doctrine. It can be said that the basic error was not to see president Monroe's policy for what it was - an effort to prevent the French, the Spanish or some other European power to bring back colonial rule or in some ways unsettle the affairs on this continent. Jens Stoltenberg, NATO Secretary General says he welcomes the conditions only approach outlined by president Trump for the allied role in Afghanistan. This means taking the appropriate action depending on conditions. NATO will move forward with expected commitments of its members as the U.S. counteracts the deteriorating situation there to prevent a vacuum from developing. This happens following the disastrous results of the Obama administration's withdrawal from Iraq in 2011 against the military's opinion, leading to a reversal of all the hard won gains and increase in terrorism, adding millions of refugees. Gen. McMaster and Gen. Mattis who developed the new plans in 2017 were in Afghanistan during that period.

The split between U.S. and other members of NATO in the current effort by the U.S.to increase others contributions is- 7000 U.S. troops and 5000 troops from other NATO members.

Gen. Matttis, the U.S. Defense Secretary has completed a strategy review on U.S. presence in Afghanistan. The U.S. policy is now set to put in more troops to support the additional 3900 American troops to advise the Afghan Army authorized in June 2017, as it fights both the Taliban and the Islamic State affiliate in Khorasan, Afghanistan. Two differences from the policy of the Obama administration are the increased focus on Pakistan's border with Afghanistan, the Haqqani network, and other related matters which are coming under increased review so that sanctuaries are shut down. Lt. Gen. McMaster, the national security advisor, headed the governance, anti corruption review in Afghanistan during the Obama administration. This is now the focus of the Trump administration- to ask the Afghan government for improvement in these areas in return for aid. Other changes are to secure the support levels of NATO countries in the effort, so that the U.S. is not shouldering the burden alone. Gordon, Schmitt and Haberman cite the report of Gen. Nicholson, head of the American forces in Afghanistan to the U.S. Congress. This report shows deterioration in the fight against the Taliban and Islamic State. As of Nov. 2016 the areas under Afghan government control dropped 15% to 57% since 2015. About 8,400 American troops are part of the 13,000 troop international force in Aghanistan, supporting the Afghan military. An addition 2,000 troops are in counterterrorism missions.   ...

The cracks in social cohesion following four decades of foreign wars 1980-2021, irresponsible behavior of financial institutions leading to financial crises and impoverishment of America, incompetent elites, neglect of rural America, ceding of technology and competitive position to China, failure to fund education, healthcare and infrastructure, under presidents Reagan, elder Bush, Clinton,  Bush, Obama, led to a situation of revolt against the status quo by a maverick politician using a new and proven dangerous form of communication social media. Ultimately this put democracy at risk. Lessons from this are only now being learned as people in the Biden administration and outside of it reflect on what happened. In this WSJ report Mr. Trump is seen pressuring officials of the Justice Department to agree to appointment of a new Attorney General shortly after the election. This was seen as an effort to question the results of the 2020 presidential election. A leading senator on the Judiciary Committee says this would lead to "shredding the US Constitution to stay in power." Of this and also of four decades of neglect in America Washington has this to say in his first Inaugural Address on April 30, 1789- "The blessed religion revealed in the word of God will remain an eternal and awful monument to prove that the best institutions may be abused by human depravity; and that they may even in some instances be made subservient to the vilest of purposes. This editorial in the WSJ after the New Hampshire primary, points out that the attacks by Republican candidates on each other instead of educating voters on Donald Trump, will only lead to them falling behind. During the Republican television debate the sharp exchange between Christie and Rubio hurt both candidates in New Hampshire. It says that one of Trump's important weakness is that one third of the voters who voted for Trump have reservations about him. Trump was also lagging behind in voter confidence in his ability to handle an international crisis. Ted Cruz was not able to win big with non evangelical voters in a state on the East coast, which would affect him as a Republican nominee in November 2016. It also points out that voter perceptions about Sanders are changing- voters may now see a "socialist" as electable, if Republicans can nominate a person with no serious credentials and a volatile temperament. The Democratic Party has shifted in the Obama years- with exit polls showing 7 of 10 Democrats in the New Hampshire primary saying they are liberals, and one fourth "very liberal." ...

This report in WSJ looks at the impact of the 2018 Trump tariffs retained by president Biden as the US seeks to reduce its overdependence on Chinese imports and bring back American manufacturing. This followed misguided policies of previous administrations since Clinton that weakened American manufacturing strengths. Have the US tariffs on Chinese goods worked? The WSJ graph with information from US Census Bureau shows that imports from China in 2022 going down to the levels in 2007 of about 16-17% as a share of US imports, down from a high of 21% before the Trump tariffs halted a rapidly rising curve. Imports from Germany, South Korea and Japan in 2022 were down slightly hovering around 4.5%. Imports increased from Canada and Mexico, the US's traditional partners in North America, around 13.5% as a share of US imports for each country. Also increasing were imports from Vietnam. Some of the imports from Vietnam are Chinese products shipped through Vietnam to evade tariffs, and it is not clear whether the figures from Vietnam have been adjusted for this. President Biden is looking at different scenarios in an effort to tackle inflation. One supported by Janet Yellen, an economist at US Treasury is for the US to relax some of the China tariffs. Most economists in previous administrations including Yellen failed to understand what surrendering American manufacturing to China on the scale and speed that happened would do to communities across America that depended on factory jobs. The devastation of these communities has led to increased divisions in America, weakened American manufacturing, and led to outflow of technologies vital for national security and national well being.  Republican senators, US Trade Representative Katherine Tai and National Security Advisor Jake Sullivan are opposed to any relaxation of tariffs. Studies show the removal of the tariffs would have only a small impact on the consumer price inflation index reducing inflation by 0.26%. Lifting some tariffs on school supplies and summer bicycles as proposed by the US Chamber of Commerce would have little or no impact on the consumer price index for inflation. This is because the inflation is triggered by oil and gas price increases stemming from the Russian policies and invasion of Ukraine. This has also aggravated food and grocery costs  through blocking of agricultural imports from Ukraine. An additional factor was the increased demand after the pandemic easing in 2022, but that demand is already easing in July with glut in inventories at Walmart and Target, and excess warehouse capacity at Amazon. It would also send the wrong signal to China that the tariffs imposed by president Trump after a Section 301 trade investigation and based on improper loss of technologies to China are not being taken seriously by the US, says Republican Senator Hagerty of Tennessee. The Labor advisory committee to the US Trade Representative Katherine Tai also opposes any such move after the serious damage done to US workers and to US national well being and security. This happened under the Clinton, Bush and Obama administrations with failed trade policies that ceded manufacturing to China. ...

The Blinken Wang Yi meeting at the G-2- in Indonesia is the first high level meeting between US and China since March when the Ukraine war started. In the press briefing after the meeting Blinken said "more than four months into this brutal invasion the PRC stands by Russia." He pointed to Beijing support of Russia at the United Nations, dissemination of Russian talking points through Chinese state media and joint military exercizes with Moscow. One aspect of the relations that is beyond the control or good intentions of the two countries top diplomats is the tit for tat response that began with the presidency of Donald Trump. Trump may have seen this as a way to talk to the voter base fed up with two decades of one sided trade with China with manufacturing shipped out to China and local communities of families and workers in regions across the US losing jobs and in decline. Much of this shift was done by US companies during the Clinton, Bush and Obama administrations over two decades. The strident tone adopted by Trump was met by tit for tat responses in Chinese media till the pandemic when it assumed a new aspect of Chinese origins of the coronavirus. The result is that Sinophobia in the US is met by a response in Chinese media and in the thinking of the Chinese leadership under Jinping that now sees the relationship as having already shifted during the pandemic. The paradox in this is that the US in its effort to get other countries on its side is only beginning to make an effort of get America's own companies and large business investors on its side. Most American companies are still continuing trade and business with China as before.  The same situation exists with the shift of manufacturing from Japan and the European Union to China, with the loss of jobs and decline of local communities that depended on manufacturing. Japanese and European companies are acting in ways that are similar to American companies. Having managed the shift of manufacturing from European Union and Japan to China these companies have done little to change this business situation in 2022 carrying on as before. This is the paradox of the current situation that business both in the US and EU, and Japan is not on the side of their governments, even as their governments attitude to China, particularly now after the pandemic and the Ukraine war has shifted drastically. Alongside this is the popular opinion that has shifted gradually over the last 10 years in the US and EU, first in these very local communities that lost manufacturing to China, and then across broader sections of the public, and now across whole regions of America, Britain, the EU and Japan. This shift in popular opinion has little interest in the way business conducts business overseas or governments conduct diplomacy in nuanced statements. As a result neither the governments of the US, EU and Japan or the business of the US, EU and Japan are in control of this shifting situation that has its momentum and pace operating quite independently of governments and business. And public opinion across America, Europe, Japan, and also in India is moving in an entirely new direction.     ...

How to get attention in the media is the next step Trump tackled by using social media to the fullest - using Twitter often, making statements that attract attention such as the ones on China, Mexico, Senator McCain and Muslims that tap into failure of political correctness to address voter frustration on trade and jobs, immigration and terrorism. The Trump campaign has 14 million followers on Twitter, and 50 million "engagement" accounts on Facebook- that cost very little. Social media is to Trump in 2016 what community networking on the PC dashboard was to Obama in 2008. As the WSJ pointed out in an editorial, the splitting of the Republican vote among many candidates, and the failure of candidates to grasp the nature of the unconventional campaign waged by Trump- descending into attacks based on target groups of voters on every candidate except Trump- created the opportunity Trump has grasped with his knack for improvising along the way. Commonsense campaigning without sophisticated strategies, improvising often along the way, using the available medium of social media at little cost to get the message and slogan across, helped Trump make the deal with voters to upset the political establishment. The Sanders campaign is also based on careful repetition of the same slogan and facts about inequality and lobbyists, over and over again, offering strong action on health care and college tution just as Trump offers strong action on China trade, immigration with the idea of the wall, and barring entry of Muslims for terrorism till "we figure out what's happening." The difference being that Trump thinks big and targets the entire electorate of his party's voters in the primaries from the beginning, and a broad based campaign on many issues. Underestimating your opponent carries many risks in politics, never more so than when you are out of touch or not listening to voter frustration, and fail to speak up to it....

This is not just offering something to every group, it is rebuilding the middle class when seen in the larger context of rebuilding America's industrial base and taking  it to new heights after losing it to China under Bush-Obama 2000-2016. Under MAGA Trump inequality is tackled just differently from the way Democrats tackled it under Biden. The tax break for auto loans, interest on auto loans is deductible for taxes, is part of the new Tax Bill to appeal to auto workers. It is only applicable to US made cars and this promotes US made cars over foreign factory made cars such as the Germans and Koreans and some Japanese auto makers did before 2025. Reagan scrapped this tax break, it is back under Trump as the Republican base now includes auto workers and the now back to growth mode middle class. The deduction in local and state taxes increases to 30,000 to benefit small business owners. There is also the tax on tips which is removed. Retired people get an added $4000 deduction and not elimination of taxes on social security benefits entirely because of the Bryd rule that prevents changes to retirement with a simple majority vote not the 60 votes in the Senate.  ...

The new faces in the Biden administration on economic policy are Janet Yellen, as head of the central bank, the Federal Reserve, and Cecilia Rouse, a Princeton labor economist, as head of the Council of Economic Advisors. In this report WSJ looks at the economic policies of the new administration after Mr. Trump rejected globalization and international trade agreements that were not in America's interest or that hurt American workers.  Informal conversations with experts suggest WSJ says, that globalization is now suspect as a way that benefitted China and other countries including Germany, and hurt the U.S. France, Britain and other countries in Europe that were not strong exporters. This hurt their industries which were eroded by imports resulting in the three decades long destruction of communities across these countries that depended on manufacturing. It has also hurt countries like India that let their markets be dominated by Chinese imports, with a reversal of policy in 2020 with self reliant economy under "Atman Nirbhar" policy as the new goal. Mr. Trump's tactic in this trade war was to fight back to regain America's position in manufacturing with tariffs on imports. The trade deficit had to come down with China just as it had done with Japan decades earlier. This was starting to happen. One problem in bringing down the imports was the increase in the value of the dollar, as Janet Yellen has noted. The new policies will look at what the effective policy will be while keeping this goal in mind.  Both Yellen and Ms. Rouse have spent years studying labor markets and Ms. Rouse is quoted here as saying: " With open trade there are winners and losers. The losers are really losing, and we need to take care of them and take on more nuanced models of international trade as a result." Other experts from the earlier Democratic administrations such as Prof. Frankel at Harvard say that there needs to be increased focus on American workers left behind by trade, technology and unequal education, with more spending on preschool, infrastructure and health. All this suggests that there will be a continuation of U.S. policy in challenging Chinese use of globalization to advance its interests, chastening Americans on the use of the very word globalization which can mean different things to different people based on how they can gain advantage. The word may even be entirely dropped in favor of what the policies are and what they do for the American worker, American communities including small towns, and the American people, spelling each of these out every time supply chains and the global economy is mentioned. The new administration will get an opportunity to show that it too can come up with new ideas and action plan to strengthen American manufacturing and jobs. It will also have to show substantial results as people have lost patience with Democrats and Republicans on the lack of progress in rebuilding America's leadership role in the world economy, and in defending American workers and factories. Clinton, Obama and Bush all offered false promises on trade with China ignoring the damage this had done to American leadership in the world economy. Clinton with support for China's entry into the World Trade Organization, Bush with foreign wars and costly diversions and regulatory failures with banks that led to the 2009 deep recession hurting Americans, and Obama with the lack of will and interest in America's leadership role in the world as the dominant nation in manufacturing,   ...

UK Business Secretary Kwarteng orders a National Security Review of the acquisition by Chinese semiconductor maker Wingtech through a Dutch subsidiary of a semiconductor factory in Wales. The factories in Wales are becoming a hub of the UK semiconductor industry with research and manufacture of compound semiconductors, which enable electric batteries for cars to get more mileage. Nine Congressmen in the US wrote to the Biden administration about the acquisition and its dangers for the UK and US semiconductor industry's technology being shifted to China. The head of the UK Foreign Affairs committee in parliament also alerted the UK government of the risks involved. The UK government has passed a law that allows it to retroactively cancel deals that are considered a risk for national security. Under the Bush and Obama administrations there was a transfer of western technology through acquisitions of this type and not much was done by the governments in Europe and the US. This enabled China to acquire western technology using its state subsidized firms which had better access to financing for acquiring key western technologies. It was only under the Trump administration that 2 decades after it started in 2000 this process was given attention. It was ignored in the same manner that the Germans under chancellors Schroeder and Merkel allowed Russian energy companies to dominate the energy sector in Germany even to the point of acquiring ownership of the storage of energy on German soil. That dependence allowed by German elites according to the Manchester Guardian in a recent article is now unwinding with the brave and unceasing efforts of Economy Minister Habeck,  who is now the most popular person in Germany for making this  correction in the midst of the Russian invasion of Ukraine with China's support. ...

For years economists and finance people left this hidden and obscured, the common sense understanding that higher interest rates in an economy based on better education with investments in infrastructure and manufacturing as Biden has put in place today would actually stimulate the economy. Why? David Uberti rightly points out this is household wealth growing larger with investment in CD's and savings accounts, dividend paying stocks at higher interest rates. Consider this important fact -Americans have earned $3.7 trillion in the first quarter alone in interest and dividends. This is $770 billion larger than in 2019, according to Commerce Department. In the last quarter of 2023 Americans had the largest wealth ever held in stocks, real estate, and other assets such as pensions, according to the Federal Reserve. Charles Schwab of the brokerage company he founded in 1971 stated this as a major loss for the American people and the economy when zero interest rates were used to tackle the problems created by greed and poor behaviors of banks in the 2009 crisis, Schwab was talking about something real. Hit the country with war burdens for Middle East wars of Reagan, Bush, Obama and Trump by taking away funds from infrastructure and education, healthcare and you have two burdens -2009 financial crisis created by banks and wars that reduce the household wealth and the capacity of the American economy to grow and create needed jobs to reduce standard of life/quality of life in the US. A third burden fell heavily on pensioners and elderly depriving them of interest and dividends with zero interest rates that no economist wanted to talk about for 30 years including  the previous administrations since 1990.  ...

Michael Gerson offers his assessment of president Obama's 7 years in office, saying that after this period the public has lost faith in American liberalism, that Obama held it all together through a self-centredness that is now replaced by public rage that has brought out other self-centred politicians in the Republican party, such as Donald Trump. Deutsche Welle summed up its view from Europe of the Obama presidency as a period that was little more than a transitional presidency. Gero Schliess writing in DW.com, says one of the tragedies of this presidency is that the much talked about change would come about only under a successor, in a best case scenario under a Democratic successor. Yet if Gerson is right Americans are losing faith in American liberalism after the Obama years, with the setbacks suffered by the white working class and the middle class in these years, and the political deadlock that has prevented action to help them. Speaker Paul Ryan recently convened a conference on this subject. In October 2014 Fed chairwoman Janet Yellen described the problem at the Federal Reserve Bank of Boston conference on economic opportunity and inequality, questioning whether the trends were "compatible with the values rooted in our nation's history, and the high value Americans tend to place on equality of opportunity."...

Jim Tankersley of the Washington Post looks at the myths and realities of trade following incorrect statements made by Donald Trump about international trade. For example Trump suggests that Japanese automobiles imports are a big problem, though the imports have been cut by over 50% since the 1980's with Japanese companies Toyota and Honda making cars in the U.S. in Kentucky and Ohio. Detroit faces competition from foreign manufacturers based in southern states, including Alabama for Mercedes Benz and Tennessee for Nissan. Mismanagement including lagging in fuel efficiency and quality, and higher health costs for older workers were problems facing Detroit in the past decade. The Obama administration provided support to the auto companies to make the recovery following two bankruptcies in the U.S. auto industry, showing the U.S. has intervened as needed and the auto companies have made transformational changes. A big problem says Trump is the trade agreement with China which he promises to renegotiate. Tankersley points out that no such treaty exists. The U.S. agreed to China's entry into the WTO. This is not something the U.S. can renegotiate as the WTO sets rules for trade for all countries. The likely result of a shift away from Chinese imports would be more imports from countries such as India and Vietnam which are lower cost producers than China. Trump says some of the 2 million jobs lost in the past 2 decades will come back, yet the shift may be towards lower cost countries from China, with fewer jobs coming back to the U.S. High tariffs would not lead to the growth Trump predicts. A study made by Moody's Analytics at the request of the WP shows a Trump move for high tariffs would lead to a recession and lead to mass layoffs as other countries imposed their own tariffs, leading to large loss in U.S. exports. Trump has made claims such as telling the Post that $19 trillion in federal debt could be paid off in 8 years without raising taxes by fixing trade. No grounding on facts is provided by Trump. One of the failures of the media in the 2016 election campaign is the failure of the media to provide scrutiny for candidates claims and wild exaggerations, which have gone uncontested or unquestioned, or without the persistence till satisfactory answers are given by the candidates making them. Chairmen of House standing committees were assigned 6 areas- health care, taxes, national security, regulatory reform, poverty, and Congress reasserting constitutional authority. What is behind Pew Research Report finding showing an unacceptable concentration of wealth that endangers democracy. Higher income groups making $244,000 a year in 2024 gained 19 percentage points of the total US Household Income moving from 29% in 1970 to 48% in 2024. About 50% of the nation's income going to 20% of its people and most of that to 2%-5% of the people of the US. The gains meant loss of 17 of these percentage points for middle income households making $106,000 a year that went from 62% in 1970 to 43% in 2024. Another 2 percentage points was suffered by vulnerable Lower Income groups making $35,000 a year who owned 10% of US wealth in 1970 went down to 8%.  The problems of divisiveness in the Nation come from three distinct areas. First money for state financed education for all being put into wars in the Middle East from Reagan through Obama and Trump and some wasted through capital misallocation to low priority investment by faulty capital market allocation. Second the high cost of pharmaceuticals and healthcare putting a heavy burden on low income and middle income households making $35,000 or 106,000 a year. Third the neglect of manufacturing that cutoff the opportunities for middle and lower income households and their one chance to move up the ladder. And the parallel shift of resources to technology and financial sectors that created opportunities for a smaller group of immigrant and higher middle income households with these skills.  These are the sources of America's distress and each problem is being attacked at its source by president Biden- exit from Afghanistan, canceling student loans that are egregious and prevent the investment in education America needs, large sustained investment in manufacturing and new supply chains, antitrust action on tech monopolistic behaviour, redrawing the shape of America's pharmaceutical sector to provide access to medicine to all parts of the population.    ...

The 2018 U.S. Budget deal that passed the U.S. Senate on February 8 meets nearly all of the priorities set by Democrats in Congress for increases in spending, says Representative John Yarmuth of Kentucky, the senior Democrat in the House Budget Committee. Part of the deal are increases in funding for domestic programs favored by Democrats. As a result Democrats are having difficulty taking a stand on the budget and forcing a shutdown of government on the basis of a single issue, that of children who were brought unlawfully into the country by their parents but offered protection under president Obama's Dreamers legislation called DACA.  Reflecting this ambivalent position Representative Pelosi of San Francisco, made a spirited defense of the Dreamer legislation with a 8 hour nonstop speech, plans to vote against the budget deal, yet says the compromise was fair and helped achieve Democrats priorities on other issues that affect the whole country. Democrats from the most liberal section of the party plan to vote their conscience on the issue, and Pelosi called merely for a commitment from Speaker Ryan to have a vote on legislation that would address the issue of the Dreamers, children of unlawful immigrants. Speaker Ryan offered no commitment on Dreamers except to say any immigration legislation would have to be something president a Trump supports. In the previous vote that led to a government shutdown a settlement was reached between the two parties in a matter of days when Majority Leader McConnell of the Republicans committed to a debate on immigration. On the Republican side the Freedom Caucus members oppose lifting spending caps to address priorities in spending supported by Democrats and to some extent by president Trump, because it worsens the deficit. The budget deal lifts spending caps for this fiscal year for domestic and military spending by about $300 billion. Senator Rand Paul of Kentucky emphasized this issue with his opposition to the budget deal and delayed the deal till the final vote in the Senate 71 in favor and 28 against.  ...

Which dilapidated or broken road and bridge infrastructure will be rebuilt first under president Biden's plan? The WSJ looks at the $110 billion in new funding over 5 years to do this. In addition $66 billion for rail, and $39 billion for public transit. So much needs to be done. The list goes on and on. The head of the American Association of State Highway and Transportation, Mr. Tymon, says projects that were not going to get done in 6 years will now get done in 2 years. This is the big difference today, compared to the period under president Obama when little got done. After president Trump put a big spotlight on broken American infrastructure enough of a consensus exists to get on with the work in a big way. Normally the federal government provides about 50% of the funding for state highway and bridge projects. Take Rhode Island, Biden's bill would provide $300 million a year over 5 years, over $60 million over previous yearly levels. Of Rhode Island's 777 bridges 19% are deficient or dilapidated. The longer the bridge is deficient the costlier it becomes to fix. Bad infrastructure affects industry in multiple ways, a problem ignored for too long. Some of them date back to 1903, some to 1958.  In Woonsocket Rhode Island, 5 older bridges are deficient that are vital for local companies, including textile mill, and plastics manufacturer.  One deficient bridge at Naval Station, Newport, to Quonset Business Park with 200 companies is handling steady truck traffic. These are critical bridges for manufacturing says the city's Mayor.  Another state Missouri shows how the Biden investment will change infrastructure in the states. Annual capital funding of $1 billion will go to $1.5 billion over 5 years, says the Director of Missouri's Department of Transportation. That puts within reach all $3 billion of wish list projects that were considered high priorities. ...

William Galston in WSJ points to the failure of governance as the cause of so much of the uncertainty and sense of unease felt by people in America, not decline in religion. He looks back and sees wars in the Middle East under Reagan, Bush, Obama and Trump that wasted resources while neglecting the rebuilding of infrastructure and investing in education and healthcare. Tech monopolies have not led to better educated citizens, and instead lowered the literacy required for a democracy to function well, leaving sites like Lyarac.com with the hard work of doing this. The 2009 financial crisis led to financial speculation by Banks and hurt the middle class. The shipping out of manufacturing destroyed hope for workers in America's factories. The pandemic caused about a million deaths.It is only now that America is coming out of it. Supply chain disruptions have led to higher cost of living. President Biden is taking action on each of these problems and the plan is bringing hope to the middle class, restoring America's manufacturing base, investing in infrastructure in a way that has not happened since the 1950's and 1960's, and investing in healthcare and education.  This not looking to religion is what would restore faith in the Nation and the democracy that America is, for the US and no less for the world, says Galston. Behind the cultural issues is a deep sense of ignoring the needs of the middle class and the workers in America's factories, and the people in lower income groups. It is now about restoring the spirit of the New Frontier of John F.
