France's finance minister Bruno Le Maire announces a $45 billion effort to cap energy price increases for electricity and gas to 15% increase. Earlier efforts had capped the increase to 4% till the end of 2022 in a tariff shield (bouclier tarifaire). France's public accounts minister says the budget being presented is "a budget to protect." Windfall taxes on energy companies will reduce the cost of the $45 billion to $12 billion. Other protection is offered in the form of increasing income tax brackets by 5% to lower the tax burden. In the absence of this effort the energy prices could have increased by more than 60%, says the Finance Ministry.

A new test for Prostate Cancer, a test with high accuracy being developed in Britain- in it are proteins shed by prostate tumors in urine are tested.  This test is planned with testing of 200,000 people in Britain with funding of 42 million pounds. It has 0.92 accuracy compared to 0.62-0.75 for the conventional PSA Test. This test tests a different set of proteins. PSA Test is known to have false positives and is not accurate. This will revolutionize the testing for prostate cancer, one of the main cancers affecting men.

This is why any such conflict may over time fizzle away as three economic regions of EU, US and India advance, particularly the 1.4 billion people of India, which will see growth rates of 20% annually for 10 years to 2035 in Eastern Indian region of the size of the EU. That region extends from Lucknow and Patna to Vizag and Chennai. Another aspect of this concerns China itself which sees slowing growth of 5% in 2026. Growth could slow further as US, European Union and India/Japan push back on Chinese exports during a period of reindustrialization in US, EU, Japan and rapid industrial development in India to 2040. China's development is only midway in terms of per capita GNP which lags most of Europe and the US, Japan. Thus the main concern in China is that China will not be able top go beyond middle income country as its demographics and aging population look more like Japan's over the period 2026-2040. China needs the US EU trade and markets for it to meet the needs and aspirations of its 1.4 billon people as the other engines of development such as housing construction, infrastructure building, have lost momentum. ...

Gallium for light emitting diodes in cell phones is one of these metals. Half of Barite a metal used in hydraulic fracturing for shale oil is imported from China. To get some idea of the neglect in U.S.policy in these area under three administrations, the U.S. in the 1980's was the largest producer of rare earth metals and the technology to process them. Today there is only one mine the Mountain Pass mine in California, and no processing plants. It takes about 10 years to develop a mine. Just as in health care products essential to tackle the virus the U.S has found its manufacturing and technology base left in woeful shape after manufacturing and mining were neglected in a failed policy. Under the guise of globalization corporations transferred essential manufacturing from the U.S. and Europe to China, without understanding the importance these products played in the life of countries, and governments neglected to help local manufacturers and mining companies. Governments play a critical role as China has done by providing loans and grants to develop the national industrial base. Tariffs and quotas are also used to promote local development of the manufacturing base and mining base. Another factor is that investors are more able to invest in these companies when the government take some of the risk with its help and active support. With the Trump executive order comes a new awareness in Canada, Australia, and European Union which are now taking active steps to nurture and develop the local resources. ...

Minneapolis is a state with liberal views yet it also has a strange mix as it was in Minneapolis that local police shot an unarmed black man during the Covid epidemic. This time it is not local police in that role but local police under the orders of the state and local authorites, the mayor and state governor Frey and Walz, not cooperating with the federal law enforcement of immigration law in the US that seeks to remove migrants with crime records from the US neighborhoods and streets. Walz was selected by Kamala Harris to run on the Democratic ticket for president in the US against DJT and Vance in 2025. Republicans allege serious fraud in Minnesota and misuse of state funds that have added to the dangerous mix of politics in the state, that is found nowhere else in America. From the Republican point of view unwanted migrants from certain unstable countries with criminal records were allowed to settle in the state. Democrats and Democrat media are not cooperating as the national elections in the US were lost on just this issue of migrants illegal entry numbering about 7 million over the last administration of Biden with costs to the US of over $110 billion in federal and local funds. No one knows where this will end up yet the view world wide over migration is moving to safe neighborhoods and safe streets as essential human rights, essential women's rights, essential rights of all Americans and all Europeans, that the problems of failed states cannot be solved on American or European soil. The Monroe Doctrine was put in place for just this reason as respecting Russia as a power in its area of influence in Northern Europe means no intervention by Russia or  China in the western hemisphere, so that the US never faces the situation of Guatemala and central American states, or of Venezuelan failed states in sending millions in a stream through Mexico for illegal entry on US southern border. Overall US policy, domestic and foreign has changed to ensure safety wellbeing in the US as the first and only priority for all its citizens and the sum of good citizenship the main objective for the Nation. ...

Gerard Baker of the WSJ writes about not getting involved in unnecessary wars and prudent interventions where necessary. He does not bring up the nuclear issue which is the only issue this war was about- is that a prudent intervention where necessary? The other issue is what the Anglo-Saxon,Saxon world and the Europeans think and feel about the Jewish state after the experience deeply unsettling  of World War II for western civilization itself. Throughout 2026 in Britain, UK, Australia and Canada, and in the  European Union, the people have stood by the Jewish people and the Jewish state while also respecting the rights of Palestinian people. Iran's hostility towards the Jewish state, to its elimination, is the reason for the conflict. Is prudent intervention necessary for the US in this context and what is the Anglo-Saxon and European attitude to defending western civilizations thoughts and sentiment?  What does a nuclear weapons state do to the situation in the Middle East- the Arab states and Israel? This is the main reason for the US involvement even as it is committed to no unnecessary wars. A naval blockade during Iranian closure of the Straits is not an escalation, the US did not bomb Kharg Island only imposed a naval blockade. The US is able to sustain this kind of blockade for a long period as it showed in Venezuela and shows in its backyard in Latin American particularly where it is essential that the US stop all drug smuggling on the seas. The Editorial Board of the WSJ has sent warnings to the DJT administration that it would be a mistake to not address the nuclear issue now and to separate it to a subsequent stage as mediators Pakistan and Turkey have arranged for reasons that are not in the US interest- because that would leave Iran to renege on promises and go for nuclear weapons  third time and repeat the failures of the Obama administration. It can be noted that the WSJ reflects the views of the business community in the US which is thoughtful and not prone to overreach or US interventions. Baker is not part of it after resigning as Editor in Chief in 2018. Yet the members of the Board include- Henninger, McGurn, Strassel, Riley, Finley, Noonan, Taranto, O'Grady, Jenkins and many others. It is unlikely that all of these members would have a drastic and strongly interventionist attitude. ...

Three events September 29 Sunday to October 5 Saturday described as "week from hell" for the Biden White House in this report. President Biden can feel a huge sigh of relief for having overcome in each event. The hurricane Helene devastating a swath of western North Carolina, parts of rural Georgia, and western Florida. The president was working round the clock for relief efforts and visiting the flooded regions. Then there was the large missile strike by Iran over Israel following its bombing of Lebanon. This was averted using US missile defense. And in the middle of all this there was the International Longshoreman's Union 45,000 members announcing a strike that  closed all ports on the East Coast from Maine to Texas. President Biden supported the dockworkers efforts to have shipping ports owners in Asia and Europe to share huge profits with dockworkers.  All the time the hard work at the White House and agencies for relief efforts paid off. Republican governors in North Carolina and Georgia praised the relief efforts. And Zient, Buttigieg, Transportation Secretary Brainard at NEC, were on the phone with port owners overseas at 5.30 am Thursday to setup a stopgap agreement till Jan 15 for settlement. He wore a mask as he exited Marine One and stood on a White House balcony. He tweeted "Don't be afraid of Covid. Don't let it dominate your life." Mr. Trump has been given Regenoron drug, Remdesvir and other medicine to reduce the virus load and improve recovery by some of the best doctors at Walter Reed Hospital. A fitter president who has lost some of that extra weight could be one learning point from the encounter with covid. The next week will be critical to ensure the recovery is stable and long term.

The struggles of this period ended segregation in the US. The struggles from the fifties started the fight against Apartheid in South Africa. Sidney Poitier played a role in the emancipation in South Africa with the 1951 movie made from the classic book Cry The Beloved Country portraying the troubles of Apartheid segregated society. In 1996 he played the role of Mandela with Sidney Caine as De Klerk in the movie on the reconciliation and the end of Apartheid South Africa. Between these years he took part with Harry Belafonte in the March on Washington made by Martin Luther King in 1963.
