A heat dome is an area of compressed air like a lid on a pot that stays that way over a vast area with the sun heating the air at the surface till air flows in from another part of the US. Thus seen in the summer in the south and southeast rarely in the north and northeastern US and is one more sign of the cha nges in weather patterns coming from climate change. This report in WSJ shows how European countries are maintaining salaries of employees who would otherwise be laid off. Governments have setup programs in France, Britain, Germany and other countries to provide employers with the money for 80-84% of salaries up to 2500 pounds ($3165) in Britain and 5330 euros a month in France. As a result 1 worker out of three in the private sector in France for subsidy applications for 6.9 million workers are already received. For the German program 2.4 million workers will get this benefit. About 1 million companies in Europe retain employees with this program of governments simply sending out the salaries with funds directly to households. This helps to keep out the stress for families, particularly families with children. It is as if the employees are not really laid off but asked to stay at home for manufacturing facilities and work from home in shorter hours where work can be done remotely.  Money is quickly deposited into the bank account of employees in these countries, though it is slower in Italy and Spain. It is as if the European approach is put the whole economy on pause for 2 months and restart it almost like before with only a small dent in employment once the coronavirus is pushed out with lockdowns and strict control actions. This will cap German unemployment at 5.9% compared with 5% last year, only a modest increase. The cost is not that much considering what it accomplishes. 10 billion euros is the cost in Germany where the state fund for this has 26 billion euros. 10 billion pounds in Britain. And 20 billion euros in France.  The U.S. adopts a similar approach also through its $349 billion program which provides loans to companies with less than 500 employees to meet payroll for 8 weeks and pay some overhead. Loans are forgiven based on job retention and employees on the payroll and only if the employees are retained. Another program is for companies larger than this. And a third program targets entire industries such as airlines, aerospace, and companies in other industries so that they do not have to layoff employees. U.S. unemployment insurance is modified to work along similar lines maintaining incomes of employees laid off because of the pandemic. Another program sends checks directly of $1200 to households with lower incomes to help them and to help people at poverty level or without jobs. The thrust of both the European and American efforts is the same, lose as few jobs as possible, keep people's incomes steady, and do this in a way that the economy can pick up quickly to the former level in as short a time as possible. Compared to Europe U.S. unemployment will be higher predicted at 9.8% with the expected rebound lowering the unemployment in 2021. ...

Britain's Home secretary, Yvette Cooper, is setting up a Young Future's unit to help teenagers exposed to social media, mental health issues, and other pressures who could get into trouble with the law. This was seen during the UK riots with persons ages 12-15 in court for throwing stones or rioting. The Zillow index from Zillow Inc., the real estate web site, shows home values increasing by 5.8% in June 2013 over a year ago, and up 2.7% in the first six months of 2013. The Case-Shiller index shows home prices up 12.2% in May from one year ago. Economists say the Case-Shiller index overstates the price increases compares to the Zillow index because it includes foreclosed homes. During a period when foreclosures are slowing as in the past year, this tends to show a faster increase in prices in the Shiller index, with the reverse happening when foreclosures are high. This is because foreclosed homes sell at a large discount. The Zillow index excludes foreclosed homes removing this volatility in the index. Increase in mortgage rates by one percentage point, and future expectations of increases, are likely to keep price gains down in pricier markets of Boston, New York and San Francisco. Inventories are tight in some cities. Dallas, Los Angeles, San Diego, Washington D.C. and Orlando, have less than 3 months supply, according to John Burns Real Estate Consulting. As shown in this Guardian report about clean tap drinking water in China in 2017 pollution of rivers and lakes was so severe that anywhere between half to 80 of water in rivers was not drinkable. This was just before the pandemic. Efforts since 2015 to tackle the problem are still in progress. This is happening as India works on getting 100% of 190 million homes covered for drinking tap water in India by 2024. Out of this 116 million homes or 60% have clean drinking tap water in 2023 under prime minister Modi's  Jal Jeevan Mission (Water for Life) led by IAS's Mr Parmeswaran. India and China started out in 1990 with about the same GDP. China attracted foreign investment to accelerate its economic growth to where its GDP is much higher today than India. Yet in 2023 India starting from behind has some advantages. In the case of clean drinking water, limiting contamination of the rivers with effective regulation of industries which was missing in China, and providing clean drinking water with newer technological means is one of these advantages. Indian investment comes with the technology of the 2020's compared to China's investment using technology from the 2000 period. This will create additional gains in GDP and quality of GDP in its challenge of matching and exceeding growth in China. ...

Biden's guarantee that no one making less than $400,000 a year would pay an extra penny in taxes. Everyone would be better off, no one worse off. His predecessor's 2017 tax cut did not increase investment spending by companies which remained same as before. "There are 1,000 billionaires in America.   You know what the average federal tax rate for these billionaires is? 8.2 percent!  That’s far less than the vast majority of Americans pay.   No billionaire should pay a lower tax rate than a teacher, a sanitation worker, a nurse!  That’s why I’ve proposed a minimum tax of 25% for billionaires. Just 25%.  That would raise $500 Billion over the next 10 years." As winter approaches pollution reaches dangerous levels in New Delhi causing a public health emergency. Millions of anti-pollution masks are now distributed at schools, colleges, hospitals and local markets. As the weather cools a thick haze from car emissions and coal power plants builds up over New Delhi making it hard to see. The cool weather appears to trap the pollutants in northern India against the Himalayan mountains creating a stifling haze. Construction dust and smoke from paddy crop burned in the Punjab adds to the problem. This year it is getting worse than ever. Pollution levels are about 20 times what is considered healthy by the WHO. The air quality index hit 494 on November 3, 2019. Some parts of the city hit 1000 on the index. Over 500 is considered dangerous and "hazardous" to health. The government of Delhi and the state and federal authorites have taken some action to close schools, ban work at construction sites, implemented odd even license plates rule for cars entering New Delhi. A survey shows about 40% of residents of New Delhi wanted to move to some other city, and 16% want to travel this time of the year to escape pollution. ...

Therefore, we will support Ukraine for as long as it takes.” Macron of France commended American efforts to reach a peace deal but said EU nations would work with Ukraine to map out a plan for way forward in 48 hours.  "What is at stake is Ukrainian sovereignty and European security.” It is this aspect of European security that may be the reason the EU and Germany may decide to modify the plan to offer a counter proposal on several points. One on limits to the size of Ukraine's defense forces to ensure its defense. Another on the stationing of forces by NATO in a peacekeeping role in Ukraine as proposed earlier. Third on the ceding of territory now in the hands of Ukraine so that these parts of Ukraine can remain independent after 4 years of ragged defense. Germany under CDU Merz and with Pistorius of SPD at Defense in a strong coalition government may be the deciding factor as Merz has already set the goal for the Bundeswehr to become the strongest army in Europe, with plans and action to prepare for this transition to defend European interests. It is true that Ukraine is at a difficult point yet if the Europeans see this as a "capitulation" and a US DJT deadline of one week to push this through Europeans may come up with a counter offer that includes these points that would make it clear that they are not an obstacle for peaceful resolution of this conflict. The history of Europe shows that in such situations with most of Europe on one side and Russia or some other major European power on the other side, eventual settlement ends up with all sides making some concessions, and in no way seen as "capitulation." Asian powers China and India have been pulled out of the conflict to a large degree in 2024-2025, with US shifting to a neutral position. Making this a purely European conflict with the Russian economy mobilized for wartime yet facing all the nations of Europe led by Germany, France and the UK in a transition towards military preparedness and unwilling to see any form of capitulation. In such a situation the larger economies and resources of the EU could effectively counter a Russian threat leading to a settlement that is better for all parties to the conflict.   ...

A lead researcher at Stanford and UC Berkeley says he hasn't seen anything like it, the opposition intensify so quickly. 70% of Democrats and 50% of Republicans oppose overinvestment in AI  and increasing in sentiment- not about stopping progress but  about stopping hyperlevel investment of trillions of dollars and diverting from reindustrialization/infrastructure for US that creates jobs and a better qualityof life. In today's world neither China or the US can afford hyper investment, most Asian countries would prefer to let the US do it and later get that technology for free one way or the other. Therefore this means the American people are being hoodwinked- they pay the price when their bridges and roads, airports are in disrepair, when even a national network of data charging stations could not get funded under Biden which would have addressed the biggest problem for transition from fossil through EV's to fight climate change.  The investment community is being hoodwinked. Investors are being hoodwinked as the returns are uncertain and cannot be justified on financial grounds- only by hype.  Polls only ask about AI not the hyperinvestment in AI. If the truth is known that these trillions of dollars diverted by using flaws in capital markets in the US, avoiding financial scrutiny and hyping up AI when returns are by a long shot uncertain compared to rebuilding America's infrastructure and industries to compete with China and the EU- that is desperately needed- then these numbers would show the vast majority of Americans oppose this diversion of funds from the infrastructure and reindustrialization that create jobs that support working families. Take for example Texas, a Republican state, where the Agriculture Commissioner is calling for a moratorium on new hyperscale data center development in the state, citing higher costs for farmers, and strains on the power grid. It is not about stopping progress. Fon transition to renewable energy or example the adjustments made by Biden and Democrats allowed some fossil fuels use to make the transition, the same policy being pursued under different political slogans and labels under DJT. It is not about stopping progress as progress continues even under DJT Republican administration - natural gas prices and coal use prices are making natural gas a choice for power plants, the cost of oil at $100 making EV's hybrids cost less than gasoline cars. AI technologies will advance, and the wherewithal, the framework in which AI should operate can be built alongside without throwing everything out of balance. Throwing the whole economy out of balance, destroying the chance to create jobs and bring about the 1st priority of America and EU- reindustrialization and infrastructure renewal alongside India's modernization. That requires these trillions of dollars being pushed into AI by a few self-interested individuals without returns, and trillions of dollars more. If that is accomplished any challenges from China will fade in comparison with the scale of the effort in the EU, the US, and India with the largest industrial bloc in the world far bigger than China. This is not mere words. It is a plan of action that is being put into place right now at Oslo, Norway at the Nordic+EU Summit with India on the next phase of this effort, put into place piece by piece through hard work and a clear vision for the future. ...

A big problem is emerging from public skepticism and politics in vaccination. For generations schools required vaccination proof- by 1980 all 50 states had laws covering students first entering school. And caught in vaccine politics legislatures are creating religious and other exemptions that have weakened laws. Wash. Post says it's examination shows not a single County in Idaho, Louisiana, Oregon Tennessee, Utah, and Wisconsin meet the 50% vaccinated requirement for measles required for herd immunity. This could mean more of these diseases will be brought back home including whooping cough to affect elderly and infants. Democratic districts such as in St Louis and Chicago also see drop in measles vaccination rates. In the sense that newly decolonized countries since 1950 such as China and India have emerged with good health systems and mandated vaccination , other public health action, there is a great need for the US to focus on bringing back the public awareness that existed after the 1940's in the US that resulted in significant advances in public health in the US in the FDR, Eisenhower, Kennedy, LBJ and Reagan administrations. It shows there is no victory in public health. A lot of work needs to be done, as much of the gains can get undone by events and public awareness is necessary. As pharmaceuticals, chemicals and plastics and bad nutritional habits took over American lives there is an effort under Kennedy at HHS to tackle that health crisis, but it brings with it challenges that date from the pandemic and different responses in different parts of the US to mandatory vaccination which also have to be met through education not social media. ...

Factories, offices and retail outlets were shutdown for 2 months nearly nationwide in China. The U.S. has a social distancing lockdown not a complete quarantine of hotspots such as New York, New Jersey. Mr. Trump planned to quarantine New York but faced opposition from the governors of New York and New Jersey, including possible legal challenges. U.S. governors have acted imposing travel restrictions to their states from hotspots in other places in the country, forcing people traveling to self-isolate, stopping vehicles with out of state license plates and asking them to stay away. The U.S. cases have jumped from 100 in early March to 143,000 as of March 28, 2020, and 2514 deaths, according to John Hopkins. New estimates from president Trump and his team of experts are for the peak to be reached by April 15, and recovery gradually taking place by June 1, 2020. Based on the timeline in China shown below the time from the first set of 27 cases by December 15 to March 28 when China's factories were back to work and schools reopened across the country, is a period of 75 days. Based on this president Trump's timeline of June 1 for recovery has some foundation. China quarantined strictly compared to the U.S. yet in the early days it had no warning which the U.S. had in particular from Italy. The Trump administration by extending social distancing and lockdown restrictions till April 30 without a strict quarantine of the East coast areas yet with states outside imposing their own restrictions for outsiders, is doing what other countries such as China, South Korea, have to control this epidemic. The first coronavirus case was reported on November 17, 2019 according to the South China Morning Post, By December 15, the number of cases had reached 15. The WSJ covers men's falling enrollment in colleges, with a sharp drop in community college enrollment during the pandemic, in a recent report. The NYT look at this issue from the perspective of women pointing out that women have historically experienced a disadvantage. Women are shown to be struggling in lower paid professions, and underrepresented in higher income fields and positions. Seen from this perspective what is seen as a calamity for men is also not happening in a way that is providing visible advantage for women. Women stayed home more than men during the pandemic and were more likely to quit work during the coronavirus pandemic to take care of children when schools were closed. This was happening not just in the US, but also in Europe. The result is that both men and women have suffered setbacks during the pandemic. Share of mortgages at least 30 days past due declined to 6.39% in the 4th quarter 2013, down from 7.09% a year ago, according to the Mortgage Bankers Association. Foreclosure inventory declined to 2.9% for 4th quarter 2013. Three fourths of the troubled loans are from the period before 2007. The improved economic situation and lower unemployment has helped. Also helping is the increase in prices, with home prices up 8.4% in Dec. 2013 over the prior year, according to Black Knight Financial Services. The price increase has reduced the number of homes "under water"- owing more than the homes are worth- from 19% in Jan 2013 to 11.4% in October, according to Black Knight. Banks have also tightened their lending practices. The progress is uneven with California and Arizona, some of the worst hit states doing better in 2013. Judicial states such as New York and Florida, where courts have to approve foreclosure by banks, are making gradual improvement. About 1.5% of California homes were in foreclosure by the end of 2013, compared to 8.5% in Florida, according to MBA. In 2014 price improvements are expected to slow, and the 10% of homes in various stages of delinquency or foreclosure still remain as a hangover from the housing crisis that slows U.S. economic recovery....

Fortunately even here there is room for optimism as male life expectancy declined by only 0.2 years from 79.2 years to 79.0 years the level in 2014. Considering the scale and intensity of this pandemic this is a sign or resilience of the UK with the work of NHS at the forefront. Female life expectancy has remained unchanged in 2020 at 82.9 years, about three years more than men.

With more consciousness about the risks of obesity, importance of nutrition and exercise habits information given wide attention, there may be some positive signs from this period that will lead to a healthier population.

Politico magazine says wealth inequality is a worse situation than a country's income inequality. By this measure the situation has deteriorated badly in the U.S. It cites a study by Thomas Piketty of France with Saez and Zucman, showing that a shocking 75% of household wealth, and 97% of capital income-income generated from dividends, interest and capital gains- is concentrated in the top 10% of households in America. More shocking it says is another study showing that nearly 50% of American households could not come up with $400 in an emergency to meet and unexpected expense, while a tiny fraction controls trillions of dollars in assets. Why is this important? Beyond the obvious short term immediate needs there is the need to build a plan for the future, to be resilient in the face of a job loss or major illness, to seek higher education for job retraining,  to save for a home to retire.  In America the history shows that for most of its history since the founding fathers, in the 1750's the situation was that of a rising tide for all sections of society interrupted by the breakdown during post tech boom failures in the 1890's and 1930's. This is embodied in the Declaration of Independence itself the perception of this as something to be taken for granted- "we hold these truths to be self-evident, that all men were created equal and endowed by their creator with certain inalienable rights ..." One proposal is for a universal income. Others are for employees to have ownership in the business that they work for and contribute their skills. Setting up Permanent Funds that pay dividends to all citizens of a state. Some of these proposals are being considered in Britain by the Labour Party, and Democrats in the U.S. as they forge ways to tackle the rising inequality in Britain after a decade of austerity cuts, and in the U.S. after the tech boom and regional inequality.  ...

The best US cities for jobs is changing rapidly in 2021 after the spread of coronavirus. Los Angeles, San Francisco, Chicago, Boston lost jobs. Jobs shifted to hubs in the interior of the country as remote work changed the workplace. Salt Lake City in Utah, Austin in Texas, and Denver became new hubs with environments that included mountains, healthier living, quieter lifestyle, lower costs and efforts to attract employers. Tourist spots suffered with Orlando in Florida moving to 47th place in terms of jobs. The US lost 9 million jobs in 2020 changing how the jobs market in cities looks. The WSJ looks at the changes in this report. Tech hubs such as Raleigh in North Carolina, and San Francisco suffered decline as remote work created new opportunities for cities in the interior of the country. By contrast Salt Lake City was growing twice as fast from 2000 to 2017, and has increased in popularity with surrounding areas of Provo and Ogden in Utah. Phillipson is now Education Secretary and is getting a bill passed in Parliament to improve some aspects of the British education system keeping the infrastructure and foundations that are delivering well. Phillipson grew up in a dilapidated northeast England neighborhood in Tyne and Wear. She describes this as a place with an air of decline with a railroad track and idled chemical plant in the area, high youth unemployment. He mother and her grandparents provided a caring home and signed her up for drama lessons on Saturdays. She attended Catholic school and went on to study at Oxford University in Modern Languages and Modern History, returning to work for Sunderland City Council for 2 years instead of going to London. She is seen as self-effacing but vigorous in putting forward ideas on better childcare and children's education for British children.   ...

Lessons can be learned about careful reopening in fighting the coronavirus from other countries. Here the Netherlands experienced a rise of cases by 500% within two weeks of reopening after some poor decisions. The Mark Rutte government decided to open all bars and nightclubs resulting in a twelve fold surge in these locations in one week. Most of the new coronavirus cases were in people 18-29. Data from Dutch public health institute shows 4 out of 10 new cases linked to bars and nightclubs with 262% surge in cases for young people 18-24 years. This goes to show that with the vaccination drive what we see is the cases shifting to younger people, the unvaccinated, and to activities like nightlife. People going to work, or doing hybrid remote work with trips to the office, workers in factories, people doing essential shopping, are not causing the rise in cases. Much can be learned from these examples in working out reopening that does not lead to new crises with surging cases in new waves of coronavirus. Earlier in 2020 summer tourists who ignored mask and social distancing restrictions in Croatia brought on a post summer coronavirus wave to Germany and Austria. This time Greece and Portugal are introducing restrictions. Greece plans to make vaccine health pass required effective July 21 to go into restaurants. Another lesson from Netherlands this week is that a 20,000 person music event of 2 days in Utrecht where QR codes were required showing vaccination or PCR tests failed. About 1000 cases were attributed to the Utrecht event alone. Reasons given are that people faked the QR codes, or that the covid testing system produced too many false results as much as 20%. The same QR code system was followed at nightclubs resulting in big problems. One can never be sure that things work as expected and the risks are great as this adds up. Even vaccines offer limited protection and only if fully vaccinated depending on the type of vaccine. One dose of the vaccine is simply inadequate, and obesity, other morbidities can lead to problems. Withdrawing the mandatory use of face masks in most situations is also a risky decision of the Dutch government. Face masks offer the added protection at a time of variants that spread quckly, and when large parts of the population have only one dose of the vaccine, some elderly are still not vaccinated, and young people have not been vaccinated in large numbers. ...

Senators Murphy and Cornyn have helped pass legislation on gun control and mental health, public safety, with the support of all Democrats and 15 Senators from Republicans including majority leader McConnell. This comes after shooting in their home states and the two shootings at an elementary school and a supermarket in Uvalde, Texas and Buffalo, New York. The bill passed the Senate 65 to 34 and crossed the 60 vote filibuster threshold which was a barrier in the past. Only two senators from the 15 Republicans are up for election this year, Romney faces an election in 2024, four are retiring and 8 senators of the 15 are up for reelection in 2026. This made a compromise possible separating those who wanted strict gun control from those who want no gun control from the compromise group to achieve a consensus that all could vote for.
