Steven Rattner, was areporter for the New York Times covering the Chrysler rescue in 1970. He is now a key person on President Obama's task force for the auto industry, looking at the rescue of GM and Chrysler 39 years later. After working as a reporter for the NYT, he worked at Lehman Brothers and Morgan Stanley, eventually starting his own privae equity firm Quadrangle. He is an important fundraiser for the Democratic party, and for Presidents Clinton and Obama. In his current position as counsellor at the Treasury, the Obama administration can use Rattner's expertise as an investment expert and his finacial savy for issues beyond the auto industry. The President decided against a car czar as he wanted to be involved in understanding and making decisions for the auto industry, which may be wise considering the importance of these decisions, and considering that this would take advantage of a number of talented people on the task force with different expertise. Rattner ses the relevance of his expertise in investing, as the decisions for GM and Chrysler can be seen as investment decisions for the government, and under what circumstances and conditions can the government make a good investment in these companies. ...

 Frustration has grown with the poor early management response from U.S. Health and Human Services Secretary Alex Azar, says WSJ.  The president responded at one point with a tweet that "he told me nothing until later." The WSJ looked into Mr. Azar's missteps in a report recently. The president is considering replacing Mr. Azar says WSJ. Ms. Verma the head of Medicaid and Medicare Services is being considered. She has worked closely with vice president Mike Pence throughout this crisis. Mr. Azar served as HHS general counsel and later deputy secretary under president George W. Bush. He then worked as lobbyist for Eli Lilly.  This WSJ report says Mr. Trump called Mr. Azar on his flight from India to Washington, and the next day replaced Mr. Azar as head of the White House coronavirus task force with Mr. Pence. The president says repeatedly that vice president Mike Pence, as head of the White House task force has worked night and day round the clock to guide the effort- including talking to 51 state governors, coordinating the entire effort, and providing the president with reliable advice. In the depths of this crisis never has so much depended on so few- on vice president Pence, a former governor of Indiana, Admiral Polowczyk, Dr. Birx, Dr. Fauci, and the governors of states worst affected by the coronavirus. ...

WHy did NHS Test and Trace fail to contact no more than 50% of the persons who tested positive. Why was it not able to followup with the people who needed to be visited in their homes to ensure isolation. Why was NHS associated in the name when the NHS had not been consulted and involved in the design of this service. In fact it ignored lessons from Germany where the contact tracing was entirely from local, started very quickly with the key being local or state employees who were diverted to this task and were skilled and motivated to do it. Why was this critical task simply handed out to outsource it to private companies.  Germany's example was there very early in March-April and it was working. Why reinvent the wheel. Setup quickly and entirely local it required only a desk, a desktop PC, and a national database to which PC was connected, the skilled caller being the key to getting people to talk to and cooperate. About 80% of those testing positive needed to be contacted. NHS Test and Trace was reaching about 50% and many that needed to be visited at home could not be followed up quickly. The shift is only now being made to go local. It worked in Leicester and other places but the learning came the hard way, as with many things during this pandemic. ...

French president Macron on a dawn to dusk two week effort to prove that he takes voter concerns for the cost of living for pensioners, elderly, young people, poorer communities in rural areas and smaller urban areas very seriously now that inflation is surging. The French presidency is seen in the Gaullist tradition as invested with huge concentration of powers, forgetting that De Gaulle helped bring about the major social changes in France by bringing farmers across France from scattered small plots to the modern agriculture and technology that was unknown in rural areas, and investing heavily in infrastructure building to build a modern France. Tesla Motors delivers 10,350 vehicles in the 1st quarter 2015. This is a 55% increase over the same quarter in 2014. The target set by CEO Elon Musk of Tesla Motors is for deliveries of 55,000 in 2015, and reaching 500,000 by 2020. The new model Tesla Model X sport utility vehicle comes out in the second half of 2015. Tesla's expenses are going up rapidly with the higher sales, especially for a global supercharger network in North America, Europe and Asia, to meet new buyer concerns about the infrastructure. Capital expenditures budget for 2015 is $1.5 billion. Future expenditures include a $4-5 billion plant to make electric batteries. Tesla says it will not be profitable till 2020. Tesla is using attractive lease deals to overcome buyer resistance at a time of low gas prices. It is cutting back on plans for China. Tesla share price on April 2, 2015 was $191. This gives it a dizzy $24 billion capitalization, about half of the capitalization of GM at $58.8 billion in stock market capitalization, and Ford Motor at $63.4 billion. ...

China's prime minister Li Keqiang leads the task force tackling the coronavirus outbreak. He visits the city of Wuhan to calm anxiety and frustration about the outbreak. The lunar new year holiday in China which starts now is being extended to Feb 2.  Shanghai and Beijing city officials are advising returning workers not to return till February 9. The rural areas are a weak part of the link in the effort to stop the outbreak. Millions of workers return to cities after visiting homes in rural areas during this holiday period.

About 80% of Mexicans associate Pemex with corruption. Pemex union bosses oversee a system where workers get "paying jobs"- workers actually pay for these jobs and union officials benefit from this. The Pena Nieto administration faces the tough task of convincing a skeptical public that the constitutional changes to bring in foreign investment into the Mexican oil industry will benefit the workers. Many expect to lose jobs as the industry modernizes and new management is brought in to implement the changes.

The Great Pacific Garbage Patch of 1.6 million square kilometres near the coast of California, shown in this video from the US Oceanic and Atmospheric Administration, is one of many garbage patches in the world's oceans. It is like a peppery soup of microplastic with larger items mixed in and the peppery soup part is the hardest to cleanup. Cleanup is no easy task- cleanup of just 1% of the Pacific ocean would take 67 ships one year according to one estimate. The best way to tackle this is to tackle it at the source prevent it from getting into the ocean in the first place. Imagine 10 million metric tons of this stuff that end up in the worlds oceans each year because of a lack of public awareness of the risks and dangers of this kind of pollution that over time could pose health risks that are not properly understood today through contamination.

There is a clear warning in this WSJ report by Jonathan Weil of the opaque manner financial reports of some private equity are done, which take the lack of transparency in general of private equity funds to an astonishing level. One private equity fund gives information on some transactions in footnotes that run 3 pages- actually shown here. The report highlights the practice of private equity of buying funds on the secondary market at hugely discounted prices and marking them up immediately by upto 1000% to show large returns. How on earth are private equity funds not going to damage their reputations if they take up the task of investing the retirement funds of American's 401 K's. Historically these funds have been kept away from private equity. As their returns dwindle private equity funds including Blackstone are trying to get the US president DJT to allow private equity to manage retirement assets of ordinary Americans who can ill afford such investments.   ...

Parmeswaran Iyer takes over India's development planning body Niti Aayog from Amitabh Kant on June 30. Iyer joined the Indian Administrative Service in 1981. He led the Swachh Bharat or Clean India Mission in 2016, and headed the national drinking water and sanitation department. In 2009 he left IAS to join the World Bank as Global Lead for Water Global Practice initiatives. He has also served as Professor of Management Practice at the Indian Institute of Management at Ahmedabad. 

The Modi administration has selected a person in the right field of water resources with IAS background from Uttar Pradesh, and proven management ability to deliver results, for the critical task of leading India's development to 2030.

Sector by sector infrastructure reviews chaired by the prime minister have resumed as the coronavirus cases fall below 50,000 a day on June 26. The prime minister has done a detailed review from a few ministries including transport and civil aviation. Before the pandemic such reviews were done every quarter. A separate presentation by each sector is given to the full council of ministers so that all ministers are aware of the problems and how they are tackled by each ministry.

Before the second wave of the pandemic the prime minister had met with private industry partners in infrastructure development to push forward with significant progress. The task now is for quick implementation so that time lost from the second wave can be made up.

China faces risk of a surge inthe coronavirus in June 2021. The area in and around Guangzhou appears to be seriously affected. The city tested almost its entire population of 18.7 million between June 6 Sunday and June 8 Tuesday. This report shows pictures of a deserted Beijing airport, strict restrictions on foreign travel. The SinoPharm vaccine effectiveness against the Delta variant in India and UK is unknown. The government is locking down entire neighborhoods rather than entire cities or provinces.  As the risks of the Delta variant and other new variants increases most of the population even in the US and Europe have either no dose or one dose. Researchers at the University of New South Wales in Australia show the Astra Zeneca vaccine effectiveness with one dose at only 30%, only after two weeks following the second dose does the vaccine effectiveness reach about 70%. The population of China and India are so large that much larger parts of the population remain unvaccinated. In China with 1.3 billion people and even if the figure of 800 million doses stated by the government is accepted- it could be an overestimate as the US has only managed 300 million doses with many vaccines- most of the population is unprotected. Vaccine skepticism is high in China making vaccination an uphill task. SinoPharmvaccine is not as effective as Pfizer, Moderna, Astra Zeneca, or Covaxin vaccines, making the task even more of an uphill kind. ...

It was a Labour government in 2005 that inroduced the rule that allowed a migrant who remained inthe UK for 5 years to be able to apply for leave to remain and to have path to citizenship. It is now 20 years since then and this has done  a great deal of damage in the UK as it faces divisions in society that affect the plans to improve lives of the people and invest in building infrastructure. European Commission of Humnan Rights also drafted these rights in wanton fashion not accepting the rights of any people in any nation to live in their own neighborhoods without what are called asylum hotels and migrants. Denmark had such laws before 2015. Denmark changed these laws, and the UK finally is set to change these laws that hurt growth and investment in Britain with unnecessary distraction from the task of building infrastructure and investing in public services from migrants illegally entering the country. Under the new rules in Denmark temporary residenc epermits are granted only for 1-2 years at a time, no permanent visas are granted. To gain permanent status one has to have full time job for several years and speak fluent Danish. Shabana Mahmood, the new UK head of the Home Ministry says-  “Denmark shows us how to be firm but fair: removing the incentives that draw illegal migrants to their borders while providing refuge to those in genuine need. “That is why we will follow the Danish model to restore order and control to our borders.” Mahmood's position is supported by Green and Labour voters is shown More in Common polling. This is important for Labour to succeed. She says about illegal migrants and the strain on public services- “The levels of illegal migration are putting immense strain on our country, and our public services – creating division within communities across the country. “Illegal migration is undermining the contract between government and its citizens – eroding support for the asylum system entirely.” ...

Change in federal  overnment for rapid modernization in India came in 2014 with Modi government. It was stalled for a few years by the Covid pandemic. The effort for modernization of the Indian economy after 5 decades of failed good governance is thus in its first decade and in that decade impeded by the state governments of Maharastra and Rajasthan in the western region that also includes Gujarat. In the northeast failed governance continued in West Bengal , Bihar and Orissa. In Delhi and the Punjab a similar situation. It is only now that Maharashtra and Rajasthan are aligned with federal government in industry and modernization goals. And it is only now that Bihar, Orissa and West Bengal are aligning themselves at the state level with the federal goals for modernization and rapid urbanization plus industrialization. In the south Tamilnadu (Madras region) and Kerala (Kochi), and Karnataka (Bangalore region) are also lacking in aligning with the efforts at the federal level. As a result the changes that are happening have the potential to bring a new wave of industrialization and modernization in the north, northeast and western regions of India with the federal government and the state governments in alignment on industrialization and modernization. This could bring to the world economy a development similar to China's second decade of development from 2000 to 2010 when a new surge happened in China's modernization. India's modernization will happen with the reindustrialization in the US and the European Union  and will set the pace for the world economy in the decades to come. ...

Jeremy Hunt, head of the Health Select Committee and Health Secretary 2012-2018, says Britain needs to take up mass contact tracing as its next national mission. Britain he says has passed 20,000 tests a day for coronavirus. America has passed 150,000 tests a day. Both more than South Korea. What is missing when compared to South Korea and Taiwan is mass contact tracing.  The app TraceTogether is not enough, as it was used by only 20% of Singapore's population. Only South Korea and Taiwan are able to open up the economy, have workplaces and life function close to normal through extensive testing and mass contact tracing, with feet on the ground. This is the only path that has worked with South Korea successfully out of the lockdown. This means "feet on the street." Making these calls requires skills, getting information, getting cooperation, offering guidance, and ensuring people isolate themselves after contact with an infected person. Sometimes it is by phone and sometimes in person wearing full PPE. They need to be sensitive enough in talking to someone feeling ill and to see how home isolation can be achieved, who else the coronavirus infected person or someone in the chain of contacts has been in contact with. Mr. Hunt says no effort should be spared in doing this as the millions of jobs in Britain, of people without work, the economy, and the need for light at the end of the tunnel of lockdowns, requires a way out. A huge task but a lot of impossible tasks are being tackled in the health services. The resources of Britain, every spare civil servant, every administrator not working, every one who can do this, needs to be enlisted to do this. The same task needs to be tackled in America, and in other countries as a national mission. ...

This is about Governor Newsom, Biden, Michigan and what the Media just doesn't get. Governor Newsom said in South Haven, Michigan yesterday- "I believe in this man. I believe in his character. I believe that he has been one of the most transformative presidents in our lifetime." One has to go back to FDR and Truman to understand Biden. FDR and Woodrow Wilson were the leading transformative presidents of the last one hundred years. FDR and Truman had to overcome many problems to provide the leadership America needed in critical times as the nation turned from a largely agricultural country to and industrial nation, through wars and economic upheavals. Biden is tackling one of these difficult periods in the Nation's history and is bringing exceptional experience, conviction and ability to this task.

The huge task of getting across policies to voters in the US who have been left out either through the presence of social media distracting attention or the busy lives of voters keeping them less informed as they struggle to get by. The message on the White House Biden and Harris site does not get through to these voters. The television and newspapers have only now gone into the policies Harris has announced at Wake Tech community college in Raleigh, North Carolina. This reaches a Democrat audience but what about it reaching the voters who are unaware in rural areas, of North Carolina and the rest of the 51states, in other areas and parts of the country where it is still fuzzy fuzzy with misinformation or counter advertising muddying up the clear picture of Harris policies.

This requires government collaboration with private industry that was missing in the U.S. China has taken the lead by prioritizing 5G global leadership through central planning, subsidies, university training, and recruitment of tech talent. 

In the U.S. a small group of activists made net neutrality an issue says the WSJ leading to extensive proceedings at the FCC and acting as a distraction from the task of setting up 5G capabilities. The U.S. now has to catchup in this field using its strong 4G network for upgrading to 5G and its innovative tech culture for the apps needed.

The Economist looks at the summary of the Mueller Report. The special counsel did not find that the Trump campaign was in collusion with the Russian government in its interference in the 2016 election. 

The Economist points out that Mr. Mueller accomplished the task of cleaning political campaigns of corruption and other questionable behaviour. In the case of Mr. Manafort campaign manager, and Roger Stone, the president's lawyer, Mr. Mueller's investigation set the precedent of how such investigations would take place in the future.  The investigation also looked into candidates business interests, including building a skyscraper in Moscow. This editorial says Mr. Mueller's conduct was exemplary.

Mario Monti takes office as prime minister of Italy as Italian bond yields reach 7.4%. Italy faces the task of refinancing 200 billion euros of maturing bonds by April 2012. Bond yields exceeding 7% make the task of refinancing Italian debt even more difficult. Monti said he would try to restore Italy to financial health without giving up "social equity," and added that "we owe it to our children to give them a dignified and hopeful future."
