This time unlike the 2015 election ERC party says it will not join Mr. Puigdemont in a single pro independence bloc. Mr. Puigdemont is in exile in Brussels after declaring independence for Catalonia. Barcelona's mayor Ada Palau who won in 2015 on a platform showing support for people who suffered after the financial crisis and real estate meltdown, says she does not support the independence movement. Palau says Mr. Puigedemont and others "tricked the population for their own interests." She is critical of the way prime minister Rajoy handled the crisis including invoking Article 155 to dismiss the elected government for new elections. Palau has broken the pact with the Socialist Party. This shows a fragmented and divided population when it comes to independence. This BBC report says about half of Catalans today do not support independence for a complete break with Spain. ...

It was never thought of this way yet tribal people exist in Indonesia, Philippines and many parts of Asia. In India tribe population is 106 million and makes up anywhere between 8 to 30% of population mostly in the northeast and tribes are the dominant population in the border regions facing China in its occupation of Tibetan region. This shows there is a lot to learn in how to respect the dignity of the people in these regions especially now when with climate change  sustainable living is the first priority.  ...

One actor Letts does not mention is Britain's former Labor prime minister Gordon Brown, who is from Scotland. Brown may have saved the day by his passionate plea to fellow Scottish voters to stay with Britain, the only truly credible voice from London in Edinburgh and the countryside. As it turned out Glasgow went to the Independence Party, but Edinburgh went to the "Stay Together" alliance with over 60% of the vote, and prevented any last minute surge for the independence vote. Brown pointed out in an oped in the WSJ that Scotland had gained on almost equal terms with England and the rest of Britain in terms of average incomes as a result of efforts in recent decades, truly important bedrock considerations....

The pro-independence party of Catalan president Arturo Mas called an election two years ahead of schedule in an effort to increase autonomy for Catalonia in relations with the central government of Spain. He failed in negotiations to reduce the tax burden for Catalonia in relations with the federal government in Madrid. Arturo Mas's party lost seats in the regional election, ending up with 50 seats compared to the 62 seats it held previously in the 135 seat regional parliament in Barcelona. Other pro independence parties gained seats. The left leaning Esquerra Republicana de Catalunya party increased its seats from 10 to 21 seats. The Partido Popular of Spain's premier Rajoy won 19 seats, up one seat from the 18 it held earlier. There is considerable questioning inside Spain about whether this issue should be brought up at a time of 25% unemployment and negotiations with the EU for loans to restore the health of Spain's banking system.

The virtual commute feature is a way to focus on wellness as a priority. It puts more attention on how people feel and think in different parts of the day and even includes a 10 minute meditation session option for the end of the day. The program now asks people how they are feeling and if they are feeling overwhelmed the virtual commute assistant will ask if they want to block time off in their calendars to focus on destressing activities or stuff they enjoy doing, even just taking a break. Marking the start and the end of the day has become more difficult for many while working from home. Half of the chat volume on Teams happens between 5pm and midnight in the last 6 months up 48% from months before the pandemic. The head of the U.S. Department of Health and Human Services, Mr. Alex Azar, repeatedly assured the president as early as January 29, that there never had been a better interagency response to coronavirus, says the WSJ. This WSJ report says based on interviews with administration officials and others that Mr. Azar waited for weeks to brief the president on the threat from coronavirus, did not coordinate effectively across the health divisions,  failed to ramp up testing development, and oversold what had been done. Testing is one of the key issues raised at this time about the coronavirus effort. Mr. Trump tweeted on April 12 that Mr. Azar "told me nothing until later." The president was dissatisfied with Mr. Azar's handling of the flavored e-cigarettes ban. This report says Mr. Azar was slow in working with other agencies such as FEMA, and in involving directly the FDA, CDC, and other agencies, to create a strong and effective response to a fast developing public health crisis of enormous proportions. In February White House advisors were critical of Mr. Azar for delays in the testing program. As the delays progressed this report says Mr. Pence and the White House gave more responsibility to FEMA, and Dr. Hahn and CMS's Ms. Verma were made active members of the White House Task Force. It all ends as expected. Another chapter in the Brexit saga ends with the mutiny in the Conservative Partyl, the resignation of Ms. Leadsom, the party's leader in the House of Commons. WIth most Conservative Party members abandoning the approach of Theresa May of putting unpopular Brexit deals to votes in parliament, the latest planned for June 7. Conservative Party members have already shown their support for Mr. Boris Johnson, who leads by a wide margin in a leadership contest. Johnson supports a no-deal Brexit and once said that would only mean a shortage of Mars chocolate bars. This faction in the Conservative Party including Jacob Rees-Moog believes that Brexit without a deal with the European Union will work. It opposes a customs union arrangement following Brexit. The only problem is that earlier votes have not shown a majority of members of parliament support no-deal Brexit because of fears about the British economy. The fall in the British pound exchange rate shows this is expected. This could mean fresh elections, yet both Conservatives and Labour Party face voter skepticism about their handling of Brexit and loss of support to Liberals in the case of labour and to the Brexit Party in the case of the Conservatives, leaving more uncertainty. Conservatives polled about 11% in advance of European Union elections in Britain, unheard of in modern British politics. ...

Adjusted for inflation wages for automakers have fallen 19% since 2008 because of tiers new workers making about $17 an hour significantly less than the $32 an hour. UAW seeks an end to tiered hiring.  For GM it is about committing to a long term contract in an industry that is unpredictable and uncertain. GM wants to make substantial investments in the EV industry with president Biden's help even when not making profits from EV's. For the UAW Ms. Janis of Jobs to Move America says labor is a very small part of what it costs to make EV's, batteries are the most. None of the earlier difficulties are likely because much fewer workers are needed making labor cost a much smaller component. Toyota has been slow in its EV start, BYD in China is leading but US carmakers are supported by the US government for EV's. Auto workers want a fair contract . And GM working with partners can still build joint venture factories for batteries in the South just like Tesla where work is not unionized. In the competition in EV's R&D and quality of management will play a bigger role. Fairness for workers will motivate American carmakers, with worker training and quality+value of EV's important for success.   ...

This France24 report looks at the question of whether the policies of four term German chancellor Angela Merkel emboldened Russia under president Putin to launch the invasion of Ukraine. FR24's interview with the vice president of the German Marshall Fund and head of its Berlin office, Thomas Kleine-Brockhoff, shows there are many reasons why Merkel's policies were serious errors that ignored caution from past experience and from other western leaders in the US and Eastern Europe. Kleine-Brockhoff says that "Europe did not go wrong, Germany and France did. France and Germany tend to speak for the rest of Europe. Bit these mis-assessments were made in Paris and Berlin, not elsewhere. Eastern Europe didn't go wrong. Northern Europe did'nt go wrong."  Kleine-Brockhoff says the war in Ukraine calls for an urgent re-assessment of the German and French policy towards Russia. "Not only is the post Cold-War order crumbling before our eyes, so are the strategies employed by Germany and France." Under particular scrutiny comes Merkel's policy, and policy supported by Steinmeier of the SPD, that took German dependence on Russian energy supplies from 36% during the annexation of Crimea to 55% in March 2022 with the invasion of Ukraine. Germany's conservative Die Welt has this to say- "What Germany and Europe have experienced over the last days is nothing short of the reversal of the Merkel policies of guaranteeing peace and freedom through treaties with despots," describing Merkel's policies as "an error." About France Kleine-Brockhoff says there were lofty ambitions under Sarkozy and Macron of European strategic autonomy, which did not correspond to reality, to fantasies of European armies when there was nothing but NATO. It is not dialogue with Putin and Russia that was a problem, says Laure Delcour, international relations expert at the Sorbonne Nouvelle in Paris. Some form of dialogue is necessary she says, but the dialogue has to have clear objectives. We must not confuse cause with consequence, she says. We know  that NATO enlargement had a big impact on Russia's perceptions, but the real problem is how Russia responded to enlargement. "In this case the problem is the consequence."  ...

Hillary Clinton's instincts in a lifetime in politics made it harder for her to apologize and let the matter fade away. Because the 2016 campaign is run by committee, has some members of Obama's campaign team, and led by Mr. Podesta who is close to Mr. Clinton, with senior advisors offering advice, it is not as coherent as the 2014 campaign team in offering advice to the candidate. As a result it took a while before advisors could relay the message that the email controversy was not just about Mrs. Clinton's and Bill Clinton's conviction that she had done nothing wrong, but about the larger message to voters on her campaign platform. By early September it was being obscured by the enthusiasm in the Sanders campaign, and non stop coverage of the email controversy in the media. Her falling popularity in the polls was the signal that led Hillary Clinton finally to say "sorry, I shouldn't have done this."...

With fewer banks and securities houses remaining, the remaining banks like Chase and securties houses like Goldaman and Morgan Stanley are using the spreads between the price of buying and selling bonds- and the easy access to government money and FDIC guanrantees for their bonds- to make large profits. In effect the Fed is pouring money into the system to help financial institutions recover and in the process is making it possible for firms like Morgan and Goldman that were on the verge of collapsing to be able to make large profits through cheap money from the Fed. The resulting large bonuses are likely to upset a public and taxpayers who shoulder the dual burdens of a bailout of large banks, which is not making credit easier for small and medium businesses that form the backbone for employment. The smaller banks that support these businesses are failing and being closed by the FDIC. THe result- increasing joblessness and shrinking consumer demand. Meantime banks like Citigroup and Bank of America continue to see losses, so that even these profits are happening in only some parts of Wall Street....

Then as happened too often in the past it became the victim of a change in government with the new government in December 2019 stalling the rapid work on the project. Only when it was voted out in June 2022 did the rapid work shown in this Jan 2019 WSJ report resume. It has accelerated under Ashwini Bhide's leadership of the METRO organization and work is back to round the clock 24 hours a day. "A 27 station, 21 mile subway is being built under one of Asia's most crowded cities- Mumbai. It is moving ahead at the pace of one mile a month, with 9 miles complete, started in 2016 the $3.3 billion Metro Line 3 is on track to be completed by 2021. The government of prime minister Modi is eager to show that it is able to tackle some of the toughest infrastructure projects like this one and get them done on  time. As the head of the Metro Rail Corporation, Ms. Ashwini Bhide puts it this should have been done yesterday, considering the appalling and difficult rides facing Mumbai's millions of residents every day on its old and creaky rail system. There is she says " a desperation" to get this done as is true for so many of the infrastructure projects that need to be done in India." "When complete it will take 1.6 million riders a day 80 feet underground to destinations across the city in air conditioned coaches." ...

The New York Times reports from the comments of current and former members of the Chase Chief Investment Office (CIO), that risk officers at Chase were ignored when they raised issues about the complex trades made by trader Iksil. Iksil's trades had the support of his manager Mr. Macris, and Ms. Drew who was in charge of CIO. The comments also indicate that at one point Mr. Macris brought in a Risk Officer with whom he had worked closely for many years. Risk Officers are supposed to be independent and their concerns seriously heard, with the authority to halt trades that pose excessive risks. Which made this kind of cozy behaviour in the CIO trading offices in London cause for alarm. These reports also say Mr. Braunstein, the new CFO at JP Morgan Chase, did not strengthen controls after he assumed office in 2010. Bank officials disputed this. The New York offices did not fully grasp the complex trades being made in the CIO London offices, and upper management let the CIO operate pretty much on its own, especially with CEO Jamie Dimon's confidence in Ms. Drew's management of the CIO. This led to another gap in the process of risk management. Dimon had other priorities and distractions, from problem mortgages coming with the acquisition of Washington Mutual, pushing back aginst financial regulation after the 2008 crisis, stress tests and others. At the same time the U.S. Federal Reserve, regulators, and Treasury's coordinated effort to merge failing banks with other larger banks- because of the lack of the process of unwinding failed banks provided later under Dodd-Frank legislation- created mega financial banks. Unlike what the U.S. under Treasury Secretary Rubin pushed for in the case of S. Korea during a banking crisis in 1997, Treasury under Geithner and Fed officials did not push for unwinding of failed financial institutions such as Countrywide and Washington Mutual in 2008-2009 Chase's own portfolio of assets under the CIO, increased by an astounding amount from $76 billion in 2007 to $356 billion in 2011. Even if Ms Drew had managed CIO well before, managing a portfolio of this size is most likely to have presented a whole set of new challenges and problems for which the CIO office was not prepared. Similiar concerns were raised by other Fed officials such as Fed governors, Hoenig and Fisher, who raised the issue that such mega-banks posed unacceptable risks and were too big to manage. Pressures to increase investing profits, growing complacency, relaxing risk management controls, led to the situation where a single trader Mr. Iksil, who had only joined the bank in 2007 according to other reports, could create large losses. This follows a situation at UBSin 2011, where a novice trader made bets that resulted in large losses....
