Most people in this country of 150 million people, get electricity only for a few hours a day. As a result two thirds of all electricity consumed in Nigeria is produced using small scale generators. President Jonathan's plan to raise $3.5 billion to increase electricity supply 13 fold. Since the 1990's the capacity increased by half, but distribution is extremely poor, so that the actual supply has remained flat. One result is a very small manufacturing sector, of about 4% of GDP.

Moderate far right, right and socialist have less meaning in the context of the French government of prime minister Michael Barnier. The NFP as the largest single party sees the turning down of it's moderate candidate Lucie Castets by Macron as not representative of the vote. Michael Barnier's choice as prime minister from the Les Republicains party with 47 members in the new National Assembly, the smallest of the top four parties NFP, Renaissance, RN and LR, means he will have to depend on Marie Le Pen's RN party to remain prime minister. Together the Les Republicains of Sarkozy and the Ensemble of Macron  have 213 members in the National Assembly representing the status quo, 168 for Ensemble Macron and 45 Les Republicians the Gaullist party. These two parties are the largest bloc combined compared to 182 seats for the socialist NFP Front Populaire and the Le Pen party with 143 seats. The strange twist is that Macron started out in the Socialist Party and was part of the Socialist administration of Francois Hollande, who formed his own party Renaissance (now Ensemble) to bring younger faces and replace the old political parties. This led to the decline of the Gaullist Les Republicains party. In 2024 Macron is back to the old parties- becoming part of an alliance with the old Les Republicains Gaullists. Yet the financial crises of 2009, the pandemic, and the inflation crises in France have changed France from what it was in the Gaullist De Gaulle period in the 60's to 90's, with a struggling lower and middle class who have shifted their support to Le Pen and to the Socialist Front Populaire. Barnier is left with the challenging job of combining new immigration policies (Le Pen) with socialist policies to help the middle and working class. A new consensus that says stopping migrants is part of helping working class (in Denmark and other EU countries) is how Barnier has to approach this situation to bring together different parties. ...

A 105 year old woman farmer in Tamilnadu state (formerly Madras) works on her 2.5 acre farm growing bananas. These days she has taken to organic farming with zeal. She was awarded Padma Shri India's national award for her work increasing popularity of organic farming. She comes from a village near the city of Coimbatore. In the past no confidence motions against president Macron's government put forward by a group of left parties failed by 50 votes. Today's no confidence motion by the left parties led by Mr. Melenchon failed by just 7 votes. The vote for a separate no confidence motion of right parties led by Marine Le Pen failed by a wide margin. 19 members of the centrist Les Republicains with 61 members in the National Assembly voted against Macron's government. This means the government will find it harder to govern. A survey by French polling firm Elabe shows 65% of French people polled support the strikes against the pension overhaul. For Mr. Melenchon's coalition of parties this means it is drawing support from centrists in an effort to form the next government that addresses the issues of workers and families in the way president Biden is doing in the US.

Sheila Bair, former head of the U.S. FDIC, points out flaws in the rules for capital adequacy ratios and risk weighted assets which allow banks to increase their capital adequacy ratios. The ratios show the financial strength of the banks and their ability to absorb losses, which makes their accurate calculation very important for the safety of the U.S. banking system, especially with large "too big to fail" banks. Bair says the 2013 U.S. Fed stress tests showed Bank of America as having a capital adequacy ratio of 11.4%, when it should actually be 7.8% without the risk weighted adjustment. The mortgage banking crisis showed how the risk wieighting can be flawed and give a distorted representation of the acutal risks facing the banks in its assets. For Morgan Stanley the 2013 stress tess by the U.S. Fed showed the capital adequacy ratio at 14%, taking out the risk weighting adjustment this drops to 7%. Bair says its not the idea of risk weighting that is the problem, but the way it is applied- for example considering sovereign government bonds in the eurozone as zero risk, or that only 20% of the accounting value of debt one banks buys from another bank is to be taken into account in setting the ratio. Go back to the drawing board she says, it makes no sense that Citibank debt be shown as having one fifth risk of IBM's. ...

The struggle of France's newspaper "Le Monde" to survive after losses for the last seven years to 2008. Daily circulation has declined 9% from 2003 to 354,000 in 2008. Compared to Germany and the U.S., newspapers draw a smaller number of readers, with 181 per 1000 people subscribing to newspapers in France, 371 in Germany, 274 in the U.S. Strategies pursued are to sell stakes to Lagardere, and Spanish media group Prisa. Le Monde was started in 1954 with directions from Charles de Gaulle to be the "conscience of France." As a result its sharehoders are mainly its journalists holding a 60.4% stake. Prisa and Largardere each hold a 18% stake. Losses in 2007 were 15 million euros. Strategies are to focus on news and world events and reduce sports coverage, and integrate the newspaper with the website, Lemonde.fr., which has 4.5 million unique vistors per month, according to Mediametrie.
