Germany's export oriented economy and its export oriented companies are struggling in 2021 with broken supply chains and high energy prices. This report in the WSJ looks at how Germany needs to rebuild its economy in a different way. German industrial output was 9% below its 2015 level in August, compared to 2% for the eurozone as a whole, according to EU's statistics agency. Italy's growth was 5% over the same period. There is a redirection underway to bring more production back home after years of outsourcing and outshoring. Other changes taking place are the policies being put in place for net zero emissions by 2050, and the targets for 2030 that would make this possible. This also changes prospects for Germany's large auto industry. By 2030 30-50% of all cars will have to be electric cars. About 30% of Germany's industrial output and exports are tied to overseas demand, 4 times that in the US. From 2003 when competitive overhauls took place under chancellors including Mr. Schroeder, German industrial growth was sustained by demand from China. Now with China looking to internal demand following global tensions on trade, sales of some companies are looking flat instead of sustained year over year growth. What will happen now? Here is what the likely new chancellor from the Social Democrats has to say about the overhaul of the German economy and industry- "It will be the biggest industrial modernization project that Germany has carried out probably for over 100 years, and it will really help our economy." The SDP and Greens that together share the same ideas for rebuilding Germany around infrastructure and climate change and upward mobility, badly neglected in the Merkel years, plan big investments. Big investments are to be made in climate protection, high speed internet, education, research and infrastructure. Germany's net investment rate has been around 0.5% of economic output since 2000, compared to 1% for Italy and 1.5% for the US, according to the World Bank. This WSJ report even says net public investment has fallen below zero as existing assets depreciate. To achieve this transition Germany has identified several problems. One is the delays in investment projects that cost German companies 55 billion euros a year, about half the money invested in research and development, according to Germany's statistics agency. Germany was thought to be an industrial powerhouse but the quality of work in projects and delays so apparent in the Berlin Brandenburg airport infrastructure project clearly shows a decline over the past two decades. This will need to be fixed. Other problems are in getting more workers as Germany faces a shortage of workers for factories to 2030.     ...

The media fails to give a clear complete picture of effects, context, concept behind tariffs and AI won't know. Effects on inflation- June inflation is 2.7% compared to May inflation of 2.4%. The central bank head, Fed chairman Powell has not cut rates to gauge the effect on inflation with new data. Powell says the US economy is strong and inflation remains low. US Market access fee-The US and overseas media including WSJ has not pointed out that the tariffs agreed to by Japan, European Union and South Korea of 15% are really not tariffs but a fee these countries and their business sectors in major industries such as autos and machinery, pay to access the US market. DJT, USTR Greer, Treasury's Bessent expect these companies to not increase prices. Fairness: US had 2.8% tariff on cars EU had 10% since 1980's. Rebates will go to some income groups. Rebates- In the one third of products in clothing, shoes etc of the $50 billion in tariffs for first half 2024 where about 5% price increase is passed on to consumers as shown in WSJ report this is likely offset by rebates to certain income groups. DJT says- “The big thing we want to do is pay down debt, but we’re thinking about a rebate. We have so much money coming in from tariffs that a little rebate for people of a certain income level might be really nice.”     ...

Germany and the European Union are improving their defenses as the conflict drags on. The US position DJT has articulated is to bring an end to the war to end the daily loss of lives on both sides. Looking back was it worth loss of hundreds of thousands of lives on both sides and the damage to the economy, to housing from bombing, and the millions of refugees many older people, just for the Association Agreement with the European Union in 2013-2014. This has been completely mismanaged by all sides, the EU officials responsible, the governments in Europe including Russia and Germany, and Ukraine's political parties and their appeal to the people, and by the administration of Obama in the US. DJT and administration officials have long made it clear that they don't want this war, the war in Ukraine. A conflict that has been going on in some form or other between parts of Ukraine in the west and Russian influenced regions in the east as governments changed before and after protests in Kviv in 2013 over an agreement on association with the European Union long before the current war; some favorable to Putin and some not like the current government. So it is surprising that Medvedev would make remarks about DJT and the US to draw a confrontation between the two powers US and Russia in this way in X, remarks DJT calls "inflammatory."  Especially when the US is trying its best to negotiate and end to the war by pressuring both sides. It's defending of Ukraine only to stop the missile attacks on it's cities to give peaceful resolution a chance, not to aggravate the conflict.   ...

A lucid account of the reason why Germany, Netherlands, IMF, and the ECB, took a firm stand not to allow Cyprus to continue in the EU with a banking system many times the size of its economy. The role of a casino economy, an off shore tax haven, was anathema to these leaders, and German leaders in particular in an election year. The Estonia president, Mr Ilves, makes clear his disgust with the Cypriot model when he says its too much to ask for solidarity with thugs and money launderers. It became clear to some EU leaders that the effort to protect depositors with larger accounts of over 100,000 euros from a larger contribution was an effort to protect Russians, and Russian oligarchs who were using Cyprus to launder money. The lack of the same support from the EU bureaucracy may be because of the implications elsewhere in the eurozone, such as in Spain, where about 700,000 depositors were offered assurances that they would not have to bear losses if they were misled into taking equity in the banks. The finance minister of the Netherlands, Jeroen Dijsselbloem, followed Jean-Claude Juncker as Eurogroup president in Jan. 2013. He was on the job for only 5 months as finance minister and lacked experience, the Cypriot president in his position for one month, leading to a lack of communication and absence of coordination in this crisis. Eirini Vourloumis of the New York Times has an extensive 90 minute interview with prime minister Lucas Papademos of Greece. Papademos says he will consider legislation requiring holdouts among bondholders to take losses if no agreement is reached with all bondholders to write down Greece's debt. The IMF, the ECB, and the EU require an agreement before lending more funds to Greece. Papademos is a former vice president of the ECB. His view is that the EU should have acted quickly to tackle the debt problem in Greece in mid 2010, and growth measures should have been taken earlier. He also stated that vested interests with political connections were blocking the changes needed to help the Greek economy recover. He expects elections will be held in Greece in April 2012.

Putin used subterfuge to coverup his actions making his story line less credible with Germans with each repetition. The result of these miscalculations and lost confidence in Russia's economy and policymaking is that the Ruble dropped to 62 to the dollar, losing nearly half its value in 2014, and a deep recession expected in 2015. Even though Russian takeover in Crimea enjoys support and Putin still has widespread support for nationalist policy with a tightly controlled media, many officials in the government and business leaders warned about the dangers for Russia's economy in 2014. Former finance minister Kudrin, and the head of Sberbank, who were principal architects for Russian finances and economic policy reforms, were clear about the dangers. US Trade Representative Jamieson Greer says this is not chaos in tariff policy because you don't change 70 years of policy overnight. He says China's is highest because it has the highest trade deficit, then EU, Japan, South Korea at 15% because of the smaller deficits with these nations, Vietnam because it is used  by China to send products to the US, India because of geopolitical reasons buying Russian oil. See Dasha Burns, Politico White House Bureau Chief's  interview with USTR Jamieson Greer.  He says about India- Jamieson USTR calls India "an outlier" and says "I'm confident we will get a deal with India in the near future." India he says has largely corrected its imports of Russian oil and negotiations are underway for a deal.  ON USMCA Greer says of the $31 trillion in trade with Canada and Mexico $29 trillion is us right. trade between Canda and Mexico is small. So he says it makes sense to negotiate separately with Canada and separately with Mexico. This suggests that there doesnt need to be a USMCA- separate deals are just fine says Greer. Mexico has gained much in automobiles under USMCA- US wants to make more in the US including auto parts which it can do by negotiating this with Mexico. It does not make a ton of economic sense to marry the three economies together, says Greer, as the import export profiles, lab,or situations are all different. Are Tariffs good for the economy and do they lead to higher prices? Greer says inflation was down in the first DJT term in trade with China and tariffs. Greer says there is never a 1 to 1 with tariffs. It tariffs become a kind of leveage in getting agreements. That is the style of these tariffs. You tell Ecuador or Brazil we don't make these here so there will be no tariffs on bananas and on coffee. Says Greer- we have seen inflation in check, imported goods relatively low priced. We have seen that we can have growth and higher wages with tariffs at the same time. The growth in 2025 third quarter at 3.8% annual growth, and Atlanta Fed predicting 4.2% growth in 2026. And tariff money can be used for paying down the debt and financing America's reindustrialization, Greer says members of Congress are asking about this.When a new administration comes tariffs will still be part of the playbook. ...

The NYT's look at the televised debate between Macron and Le Pen for the presidential election. Macron has this to say in closing about Le Pen's shelving her plans for exit from the European Union compared to her position in the last election. "It's a project that doesn't say its name but entails leaving the European Union. I'm not lying about the goods, you are lying about the goods." Macron says Le Pen is being disingenuous about this, arguing that by reducing French contributions to the Eu budget and by ignoring fundamental rules of the EU such as freedom of movement and the single market, that would lead to a de facto exit from the European Union for France. Lyrarc has shown today on this page how the debate was covered in FR24, DW.com, The Guardian, BBC News, WSJ, and NYT. One of the key questions is what would she or some other candidate such as Mr. Melenchon done differently than Mr. Macron- For the once in a century pandemic? Macron is not faulted by any one for the work done by two prime ministers he appointed for the task. What would she or some other candidate done differently for today's surging inflation, considering that it is happening worldwide? Are their aspects of France's welfare state, and her economy and the currency that are better protected under the European Union than in a situation of de facto exit. The absolute power in the French presidency is something that happened after a weak system of prime ministers and coalition governments in the period between the two wars, and that power used wisely enabled De Gaulle to take decisive steps  over a decade for France in the post war modernization of France. This was a problem for Melenchon with his calls for a new Republic and a new constitution. Yet many of todays problems of decaying communities and once prosperous industrial towns in decay in the north, northeast and the south require a next generation industrial revolution to bring manufacturing back to France and back to the European Union, and large scale investment in France, as is happening today in the US which is confronting the same problem.    ...

Exports the one bright spot also is on the decline as manufacturing output in the EU and Japan declined in the second quarter and growth in emerging markets including India is cooling. Krugman sees Germany's Chancellor Angela Merkel and her Finance Minister Peer Steinbruck stalling an overall stimulus plan for the whole of the EU. Merkel told a political party meeting that Germany "wasn't going to participate in this senseless race for billions." And Steinbruck said Britian was engaging in "crass Keynesianism". True Germany has not been on the debt financed consumption binge that the UK has been in and does not have a housing bubble bursting like the UK, but says Krugman Germany is also facing a crisis like the rest of Europe. Ifo, German Research Insttitute points to the worsening crisis in Germany as the worst since the 1940's. Part of the reason is that Germany is abig exporter and its medium sized companies are big exporters and a large part of the economy. With the slowdown in China and the rest of Asia these exports have been hit hard. See the links to this. What happens without acoordinated response in the EU? Krugman warns that it would lead to leakages in which the advantages of the stimulus by the rest of the EU would not be as effective as with a coordinated response including Germany the biggest EU nation. Barley points out the resignation of prime minister Monti in Italy is not a cause for panic, as his likely successor Luigi Bersani, head of the centre left Democratic party which leads in the polls with its electoral alliance having about 43% support, has committed to following through with Monti's policies and committments to the EU. Year to date Italian bonds have returned 19.5%, and he sees no reason for an exit from Italian bonds. If polls continue to show a committment to the policies introduced by Monti, Italian bonds will continue to be attractive for investors. A unanimous vote of the Chinese Communist Party Congress now puts "Xi Jinping Thought on Socialism with Chinese Characteristics in a New Era" into the Chinese Constitution. As the 19th Party Congress ends Xi Jinping joins two other leaders of the Communist Party Mao  Zedong and Deng Xiaoping, who were so honored. It also appears that unlike previous leaders Jiang Zemin and Hu Jintao, Xi Jinping is concentrating authority and direction for China. This Congress marks the end of Xi's second five year term as party general secretary.  Under Hu Jintao there were efforts by some Communist leaders to create new power bases. This period ended with Xi Jinping bringing a clear direction and authority under the Communist Party. This has led to China taking on a leadership role in the world economy and global political affairs after the election of Trump in the U.S. in 2017. WSJ's Andrew Restuccia and Michelle Hackman look at another deportation of about 1 million people of Mexican descent in 1954 under the Eisenhower administration. It looks at the human toll. Many of the people were brought in to tackle the shortage of men to do farm work and harvest crops during the war period 1941-1945.   The alternative proposed by Biden and senior Republican senators McConnell and Lankford and supported by most senior Republicans is the tough immigration legislation drafted by Lankford that president Harris has pledged to sign. In 1954 the US economy was a small fraction of what it is today and struggling from the aftermath of the world war and the Korean War. The US economy would suffer shortages of manpower in construction and farm work that would reduce economic growth by about 1%, from the effects of a 1954 type plan and from the distraction for American focus on chips, science, and manufacturing that is needed to compete in a new world of India, China in addition to Japanese EU competition. States such as Kansas in the midwest feel this shortage, and in the Carolinas in the south, Red states and blue face shortages. Kansas is actively seeking new legal immigrants and welcoming them as shown in the WSJ. This is a different country than 1954 and this must be recognized or we will fall behind China, Japan and India. Cultural literacy is world knowledge and was proposed before by the Exxon Foundation and E. D. Hirsch in 1988. This needs to be revived so that children like Harris who know enough about American history, language and culture to be productive American citizens- as they learn in school and through interaction with fellow citizens in the neighborhood and libraries- can become the norm. There is no reason this cannot be done effectively with the resources committed to this from the federal and state governments in tens of billions of dollars, including to the library system, community colleges, community civic education centers, and to literacy and world knowledge sites such as Lyrarc.com, Wikipedia and Britannica.com. ...

French parliamentary election first round results show Macron's party neck and neck with the left parties bloc led by Jean Luc Melenchon. Melenchon is shown in polls to be slightly ahead. The second round of the election is on June 19. Macron is unlikely to have a majority and may need the support of the centre right Les Republicains. The voter demographic of the Macron party and the Les Republicains is older voters, centre right, who tend to vote in larger numbers than younger voters. Voter abstention is high with 48% of the voters having voted in the first round and shows deep voter dissatisfaction with the political elites in France. Before Macron two one term presidents led the government- Sarkozy of the Les Republicains and Hollande of the Socialist party. Macron was Economy, Industry and Digital Affairs minister in the Socialist party Hollande government before he formed his own party in April 2016 months before the election calling for a revitalization of French politics away from the two leading parties. His party was named Le Republique En Marche with younger people not connected to traditional parties.   Macron won a second term with the help of Mr. Melenchon's socialist supporters. Melenchon called for not a single vote for Marie Le Pen the far right candidate in the second round of the presidential election. Melenchon and Marie Le Pen were neck and neck in the first round.  Within Macron's party Louis Philippe a popular prime minister leads a faction that Macron will need to negotiate with in addition to Mr. Melenchon for parliamentary support. There is also a situation of cohabitation that would happen if Mr. Melenchon wins a majority in the National Assembly. Melenchon says the results in the first round "offer an extraordinary opportunity for the destiny of the common homeland to defeat the disastrous politics of the majority, of Macron." In 1997-2002 France went through cohabitation with the president and prime minister from different parties. Lionel Jospin was prime minister with Jacques Chirac as president. Yellow vest protests in 2018, gilets jaunes, were a result of increase in automobile fuel prices and the cost of living, and the general sense of dissatisfaction with policies of president Macron that were seen as not favoring workers and families finding it hard to make ends meet. The working class vote and vote of younger people is evenly split between the far right of Marie Le Pen which does well in rural areas, and the socialists under Melenchon in working class districts of larger cities. In providing support for the European Union and traditional French foreign policy, Macron and the socialist parties have common ground compared to the anti- EU policies of Le Pen resulting in votes cast for Macron that were really for melenchjon in the presidential election in which Macron secured a second term. Cohabitation then offers the popular alternative for a prime minister such as Melenchon for domestic policy and a president in the form of Macron for foreign policy at a critical time for Europe with the EU response to Russia including the embargo. ...

President Trump announces the U.S. withdrawal from the Iran Nuclear Agreement of 2015 signed by president Obama. He calls it a bad deal and "a one sided agreement, that "didn't bring, calm, didn't bring peace, and never will." Since the signing of the agreement the conflicts in the Middle East have increased and relations between the U.S. and Iran have deteriorated under the Trump administration. During the election campaign candidate Trump and Republicans had criticized the deal and deal never gained Republican support. It was also not initially supported by France which called for stronger safeguards on nuclear weapons development. The appointment of John Bolton as National Security Adviser, and Mike Pompeo as the new Secretary of State, who were strong critics of the Iran nuclear deal also influenced president Trump. He was also influenced say aides by the success of his policy with North Korea of imposing strong bargaining pressure with tough sanctions on North Korea including Chinese sanctions, which led to the talks between North and South Korean presidents and the planned Trump meeting with Kim Jong-Un of North Korea. Iran's president Rouhani says Iran will stay with the agreement as the EU countries Germany, France plan to support the agreement. This could also leave an opening for future talks with Iran on a new peace agreement as  president Trump talked about Iranian people deserving a better deal at the end of his 11 minute announcement. As Stephens points out in a op-ed in the NYT Iran's economy needs the removal of sanctions so that focus could shift to economic development, as the lifting of sanctions have yet to result in increasing living standards and building infrastructure neglected during the sanctions years. ...

Dependence on China increased during the Merkel years to extreme levels. A EU survey shown in this DW.com report shows that of 137 products and services deemed critical, including fields such as renewable energy and health, almost 50% are supplied by China and only 3% by Russia. German foreign takeover laws and acquisition laws are being upgraded only now after years of China's investment in German technology and critical infrastructure  companies. The Merkel administration took a lax approach to protecting German technology and critical infrastructure. A similar situation existed with the Obama administration in the US. New regulations give the German government a veto in all critical mergers and acquisitions. This DW.com report says that today Germany's protected sectors include energy and telecommunications, medical technology, artificial intelligence. The problems  with the previous approach in the Merkel years that showed a complete disregard for protecting vital technologies was that the Economy Ministry in 2016 was not able to stop the full takeover of the flagship German robotics company KuKa by a Chinese manufacturer of dishwashers and refrigerators Midea. In 2018 a Chinese state electric utility company SGCC sought to get a 20% stake in 50Hertz a German electric grid operator which was turned back. Only now with the entry of the Greens under Habeck and Baerbock in government has Germany adopted a clear policy of effective action to protect German technology and critical infrastructure companies. ...

Research shows that some countries will benefit more than others through climate change action for net zero emissions by 2050. India, Argentina, Britain and European Union, Japan and South Korea will be able to reduce imports of fossil fuels and invest in infrastructure, renewable energy, and create jobs in new sectors. Countries that depend on fossil fuel exports Australia, Russia, Saudi Arabia and Gulf states, will see much of their coal, oil and natural gas assets, left in the ground. The US and Canadian shale oil producers will also be affected, along with Chinese producers but with a broadly diversified economy the US and China will continue to grow. This paper with lead author from University of Exeter, in Nature, shows $11 trillion in stranded fossil fuel assets left in the ground by 2036 for major oil producing countries under the most probable scenario.  This means the transition will have to be carefully handled as some states such as Texas, Alberta will be hit hard in North America. The paper also shows that countries that are major oil and gas exporters such as Russia and Saudi Arabia will not be pioneers or push aggressively for climate change in the way the European Union, Britain, and India are doing at COP26 because of this problem of stranded fossil fuel assets left in the ground. China and the US have strong renewable energy sectors and will join the EU, Britain and India. ...

The result is that like Britain in the nineteenth century the US in the 21st shows no interest in Afghanistan or regions of South Asia which have scattered its resources. The shift now is to the seas and the region that covers the west coast of Africa through the Indian Ocean to the Pacific past Indonesia to Japan and the Hawaiian islands, the western coast of the US- called the Indo-Pacific. With the US, India, Australia, and Japan committed to freedom of navigation and international law in the region. It is all about investment, new supply chains, trade and growth, science and technology. And the UAE, Saudi now fit in within this larger framework, along with the European Union, and other countries in this region. ...

NYT's Keith Bradsher points out that weak sales in interior of China, and construction industry no longer supporting the economy, is leading to the new policy of pushing solar/EV's exports and sales overseas. These industries are state promoted with hidden subsidies of land, energy, and labor pool that the US lacks in similar subsidies- subsidies treated with theory arrogance in the US by economists who lack a grasp of the realities of manufacturing and trade. Alexis Tsipras of the Syriza Party stresses in his election campaign in September 2015 that even though he has accepted the Third Bailout Program from the EU, only Syriza will act so that the most vulnerable in society are protected. Tsipras openly accepts his mistakes and says he has learnt from his mistake of underestimating the resolve of the EU about its plans for the Greek economy. Syriza has also taken a sympathetic view of refugees and migrants coming to Greece. The Popular Unity Party and finance minister Varoufakis, a breakaway group from Syriza that advocates going back to the drachma, are not expected to do well in the election. New Democracy Party led by Meimarakis stresses in its campaign that Syriza is turning the recovery into an experiment and lacks the experience to implement the Third Bailout Program neogtiated withe the EU. Syriza and New Democracy are the leading parties in the election. It shows how much has changed in 2015, that the only two parties with some credibility are Syriza under Tsipras and New Democracy under Meimarakis, both having made errors but having the candour and courage to tell Greek voters that they have learned from their mistakes....

Greece's national statistics agency Elstat shows data indicating a rapidly deteriorating Greek economy. The unemployment rate went up to 20.9% in November, up from 18.2 % the prior month, with the total number of unemployed at 1.029 million. Industrial output declined by 11.3% in December 2011 compared to the prior year. The unemployment rate is 48% for young people ages 15-24 for November 2011 compared to 35.6% in the prior year. For women the unemployment rate was 25.4% in November, compared to 17% the prior year. In the region of Attica, which includes Athens, the unemployment rate was 21.1% in November compared to 19.2% in October, and 13.9% the prior year. This creates new concern whether austerity measures will work and whether the Greek people can go through a decade of austerity programs, with debt still at 120% of GDP in 2020 under the program designed by the EU and the IMF, or whether there are other solutions that offer more hope of recovery.

A key figure in approval ratings is 46% with DJT getting 46% approval for the economy and on a range of issues including immigration. On tariffs the situation is steadily improving with new trade agreements with Japan, the EU, South Korea that were announced after or just when this WSJ poll was taken on July 20. Khairat el-Shatar, financial leader of the Muslim Brotherhood was nominated as the party's candidate for president in Egypt. The Muslim Brotherhood controls the newly elected parliament and the body that is writing the new constitution. It is in a struggle with the military about limiting the military's role under the new constitution. The Brotherhood sees the election of its candidate as president as important to not diluting its influence in relation to the military and other parties. Khairat has committed to following a moderate course in setting Egypt on a new path, with a focus on reviving the economy.

Macron started out in the Socialist Party in Amiens, France. After going to elite schooling he joins the Socialist Party ministry of Francois Hollande. As Minister of the Economy he rises rapidly to replace Hollande with his own party called the Movement that he sets up and within a year wins presidential elections. The rapid rise, the lack of his Movement party having much experience and put together quickly with new younger people, his aloof presidency, and a lack of connection with the problems brought on by the deindustrialisation of France as production shifts to China, the problems of lack of work and cost of living in smaller towns in France, lead to Macron's loss of popularity. His party won only 10% of the vote in EU elections and 20% in the first round of Assembly elections in 2024. He is now allied with Sarkozy's Les Republicains, the very party he sought to replace by calling it old school and no longer relevant.  A small faction of the Les Republicains shifts out to ally with the National Rally of Le Pen and together the 2 parties seek a majority or near majority in the Assembly to take the prime minister position under Macron. The result would be a too young at 28 years Bardella as PM and the Socialist Alliance a close second in the National Assembly. Macron would have to come to terms with the Socialists he had abandoned to run the country and appoint Oliver Faure as prime minister if a second round gives his Movement and the Socialists over 50% of the vote. ...
