German industry is finally accepting the government's shift out of cheap Russian energy. Robert Habeck Economy Minister proposed a plan for putting a cap on domestic heating and a gas incentivizing scheme for industry. Under the scheme industrial customers who reduce gas consumption get paid by the government. The head of the Federation of German Industries Siegfried Russwurm, says every kilowatt hour counts, we need to reduce gas consumption as much as possible." The use of coal is temporary, the renewable energy goals are more urgent than ever and phase out of coal by 2030 will still take place says VDMA,  the German mechanical Engineering association.

The Energy Department says that with  "low confidence" it emerged from a lab leak at Wuhan, China. Earlier in 2021 the FBI stated that it was the result of a lab leak not a natural transmission. The Energy Department runs many labs doing research in the field. Petroleum exports supported the allied war effort in two world wars says this report in the WSJ. Europe is shunning Russian oil after its invasion of Ukraine.

This WSJ podcast looks at the Chernobyl nuclear site, the place where a nuclear disaster happened in 1986. About 200 Ukraine workers are at the plant. The plant was taken over by Russian forces on the first day of the war. WSJ reporters talked to workers at the plant. To protect against the nuclear contamination a giant structure of steel and concrete was built around the plant. Since 1986 the plant is completely closed down. The job of workers is to keep the nuclear waste safe underground. This report says the 12 hour shift crew was not allowed to leave and is working for days under considerable fatigue and stress.

Kate Bingham, head of the Vaccine Task Force in Britain is commended for her intelligent approach in placing bets on vaccines in different technologies, "four buckets" as she calls them. This includes the Moderna and Pfizer in the mRNA technology and the viral vector Astra Zeneca, J&J vaccines. This approach made the British vaccination drive effective by being supported by a resilient supply system.

The Indian government has supported the effort to get several companies to make the Sputnik Russian vaccine in India in an effort to diversify supplies. Reddy Labs is one of the major manufacturers working on the Sputnik vaccine in 2021.

Fear of homelessness is a big problem for Ukraine refugees among the elderly. Many people who are in their 80's, with little in savings and no relatives in the western parts of the country refuse to leave. Some have not left when the Russian army is only two miles away as shown in towns like Bakhmut near the front lines in Donetsk eastern part of Ukraine. One elderly woman says they would drop her off at the station at Lviv or Dnipro, and then what, where was she to go. Rescue units volunteers take people to safety every day in these towns. Some leave when the artillery shelling becomes unbearable.

European economies are likely to weather the winter better than expected with sufficient energy supplies on hand after the Russian cutoff of oil and gas. This means says this WSJ column that the central bank for Europe, the ECB, can continue to raise interest rates to fight inflation. As Fed chairman Jay Powell pointed out at the Brookings Institution recently out of control inflation poses a major risk for upward mobility in American society. This is a risk that exists in both the US and Europe. In this sense 2023 is a critical year for the Fed and the ECB, for Lagarde and for Jay Powell, to bring it back under control.

Biden meets German chancellor Scholz during Scholz's 2 day visit to the US. He tells Scholz: "I want to thank you for your strong and steady leadership. I mean that sincerely. It's made a huge difference." Ahead of this meeting Scholz called on China to "use your influence in Moscow to press for the withdrawal of Russian troops," and "not to supply weapons to the aggressor Russia," in a speech to the Bundestag German parliament Thursday.

Though the media reports this as not expected it was all part of the plan so that DJT could play the role of someone the Russian president could trust, as well as DJT playing the role of someone the Europeans could trust at the same time- not an easy task but done with a sense of seriousness by DJT knowing that the peace depended on winning trust on both sides.

The new Europa building with its space egg shape will be the location of the next summit in 2016, adding to a sense of history that the EU idea has witnessed since the 1950's, even optimism about far it has come at a time of a few setbacks.  He points out that Theresa May was not without persons to talk to at the meeting, though some video clips showed her looking lonely. Lunch was offered at the meeting by Spain and Portugal, to mark the 30 years since they joined. People forget how much the European Community meant to the two countries after decades of suffering under fascist dictatorships- it meant new hope and an opportunity to set things right. Problems facing the EU today include, the frustration at the carnage in Aleppo, Syria, how to deal with Britain and Brexit, setting up an asylum system that will work, dealing with Ukraine and Russia without making the situation worse, and remaining concerns about the Greece debt crisis. ...

Ukraine under President Yushchenko joined the WTO, and will now work towards a trade agreement with the European Union, which should help raise living standards in this country of 46 million people still lagging behind other Eastern European countries like Poland in economic conditions. Yushchenko will support membership in the WTO for Russia, and hopes to use the dispute settling mechanisms of the WTO to settle disputes with Russia over steel, sugar and dairy products. Ukraine is the largest country in the former Soviet Union, making this one more step towards bringing Eastern European countries into trade and commercial relationships with the rest of Europe. And it provides another manufacturing location for companies in Western Europe, if wages rise significantly in Poland and the Czech Republic.
