Serbia ranks high in the countries with successful vaccination drives. About 29.5 people of every 100 have been vaccinated. About 2.2 million doses of the Pfizer vaccine were bought in August 2020 followed by separate deals for the Russian Sputnik vaccine and the Chinese vaccine. French president Macron says a series of crises from droughts, the war in Ukraine and energy shortages will lead to an end to the abundance and called for conservation, and restraint in energy use. France uses nuclear energy in much larger proportion than any other country making it dependent on Russian gas imports for only 17% of its consumption.

It appears that the Russian strategy is to forge deals with companies the likes of BP and Shell with which it had negotiated deals under the pre Putin regime when Russia was hard pressed to negotiate what it sees as fair deals. It has pulled out of those deals and is now negotiating new agreements with the same partners. Both sides see somethig to gain under the new arrangement. Shell needs new sources of oil and natural gas exploration and ways to build its reserves. Russia finds a partner to help it build its own technology and expertise in oil exploration development.

The port of Hamada in Shimane perfecture Japan is seeing a jump in foreign trade with Russia. Its on the sleepy side of the Sea of Japan on the opposite side from where major cities like Nagoya and Tokyo are located. Its become a hub for trade with the Far East. Hokkaido Japn's northern island is seeing more Russian tourists. Japanese car companies can cut the time it takes to reach their plants in St Petersburg by shipping from Japan to the Russian Far East and using rail across the country.

Scott Anderson of the NYT provides an indepth look at the Arab World and its fragmentation through the eyes of five people from each part of the Arab world- Egyptian, Kurd, Syrian, Iraqi and Jordanian. He says the countries that fell apart are precisely the ones that were formed by the British and the French, and Italy, following the defeat of the Ottoman Empire  using divide and rule policies- Britain in Iraq, France in Syria, and Italy in Libya- without much thought given to setting up viable nation states. This is why Iraq has a Sunni-Shia divide, Syria has similar divisions, and Libya with a largely tribal based structure, never really held together after the colonial powers left, and were held together only by strong dictators. Today's problems trace back to these historical events. This is complicated by the largely young demographic and restlessness of the people for change coupled with problems of underdevelopment in education, tribal loyalties, religious loyalties, and lack of political and social structures that could keep the countries together as change and transition to democratic processes took place. The role of the military further complicated matters in Egypt. Even Iran experienced these divisions because of the intervention of the great powers including Russia in Iran since 1900, leading to swings between liberal governments, foreign power supported governments, and a swing back to religious leadership as at present. This is one view of the region, others are presented by Ramadan (Oxford),  Bernard Lewis (Princeton), and leaders in Qatar and Emirates, other experts, some of whom point to the failure in leadership and the elites to find solutions to the problems of underdevelopment, in education, health, infrastructure, and aspirations for a voice in their governance. As the same divisions left by colonial powers affected Asia- in India, China, and Korea, but a larger vision of progress prevailed through crises and difficulties.        ...

China imports from the US only $143 billion and much of this is soyabeans (US farmers), petroleum oil products (buyers in Europe and Asia), aircraft (Boeing). Farmers were compensated from the tariff revenues in the first term, oil products would be shipped to Asia and LNG to Europe to make up for loss of supplies from Russia. India will take up the Boeing production as it's economy expands to levels China, Japan had earlier. The action is a last resort as 490,000 lives were lost in 12 years from the fentanyl shipped raw materials from China and drug trafficking gangs in Mexico processing it in labs to ship across the long US border or Canadian border into the US. China and Mexico have not stopped the flow of fentanyl into the US. How much is 490,000 American lives worth? That is 5 times the lives lost in the Vietnam War and the Korean War combined of 100,000 lives lost in both wars. China exported $436 billion to the US in 2023 increasing by about 6% from prior year. Integrated Circuits alone were more than all US exports combined to China at $154 billion. Electric batteries another $80 billion. Computers and office machine parts were $54 billion. Where will China ship all these products. It is brave but it is easier to stop fentanyl flows out of China, and cut all the trade barriers, reverse state policy to dominate key industrial sectors in State Planning. The problem in the stock market response is that this is a trade war which it is NOT. It is about National Security if this is allowed to continue as Clinton, Bush, Obama have allowed to happen US is in real danger of becoming a second rate power in the world, at which point the world will become a dangerous place with India, China, Russia, Germany and other states having no constraints to create future wars without US to set some basic principles of world peace. UN itself would not exist without Cordell Hull and FDR. The world we know will be GONE. US Navy will not be able to build the ships it needs in USA if this deindustrialization is allowed to continue.    ...

It has come together in Tokyo with Japanese prime minister Ishiba and China's Foreign Minister Wang Yi holding hands, and South Korea joining, all three nations vowing to remember history and work together. In Europe Russia is being brought back into the community of nations for big power cooperation with the US after 3 years of war in Ukraine. And Germany has removed its constitutional brake on spending that frees up $1 trillion in funding for infrastructure to replace much of its rail and other infrastructure built in 1900. One would not know this reading the NYT on democracy or the WSJ on tariffs or the Washington Post on assault on federal workforce, or the Atlantic, Politico, DW.com or FR24, Der Spiegel, nor Le Monde, much of the world media slanted on way or another. One does not hear about military exercises so often as the world realizes that so called large economies China, Germany, Japan and India all depend on American goodwill and willingness to give rather than take for most of the post war period since 1950. For the last 6 years in the latter half of the Trump administration and the 4 years of the Biden administration during the pandemic relations between China and the US deteriorated and China first retreated into its own then opened up a bit. The initial idea that it could manage the DJT trade actions evaporated as Biden continued the DJT first round of tariffs. Now Navarro, Lighhizer, and his deputy Jamieson are all back advising DJT for anew round of reciprocal tariffs and tariffs on Canada, Mexico and China for not stopping fentanyl flows.  In 2022 in eastern Ladakh China's PLA had a big standoff with Indian forces in eastern Ladakh at Galwan and Pangong Lake. The WSJ's Paul Sonne gives this exceptional account of how Russians are coping in the economic crisis of 2015-2016, with the twin shocks of the collapse in the ruble and the collapse in oil prices. He does this by looking at the Kaluga region, a provincial city 110 miles south of Moscow that has benefitted from large foreign investment to meet the needs of 20 million consumers in the Moscow region. The governor of Kaluga since 2000, Anatoly Artamonov, worked hard to attract foreign investment that includes VW, Volvo AG, Continental AG, Lafarge, Samsung Electronics, General Electric, and other companies. He ran a collective in the Brezhnev era, and now is energetic in meeting needs of foreign investors. Karmanov says it is stupidity to not say he is talking to business people in other parts of the world because of the political climate in the country. About 42% of the industrial output in Kaluga comes from the foreign automobile plants, including VW. The automobile and light commercial vehicle production in Feb. 2015 dropped by about 39% compared to Feb. 2014, according to the Association of European Business estimate. Only 40% of autombile production cost from assembly lines is sourced locally, the rest is imported at the new value of the ruble which has fallen about 50%, leading to higher prices and slumping demand. Ordinary Russians are feeling the effects of the crisis with higher prices. Consumer price inflation in Feb. 2015 was at 16.7%, with 23.3% increase in food prices. High interest rates to prop up the ruble meant cutting off access to credit to finance consumer purchases. An 8% drop in real wages in Jan. 2015, according to Capital Economics, added to pressures on consumers. With the political and economic crisis following Russia's Ukraine intervention foreign investment in 2014 declined to $18.6 billion in 2014 compared to $61.5 billion in 2013, and the EBRD bank cut financing with the sanctions....

 Franco German differences are growing as Macron of France and Merkel have serious differences on NATO, Russia, EU expansion with Balkan countries, and a eurozone budget. Macron has called NATO brain dead. Merkel disagrees. The personal relations between the two leaders never close have worsened. 

On climate change Macron's push to cut in half greenhouse gas emissions in Europe was supported by Merkel but only after much wrangling within Merkel's own coalition government. German conservatives in the CDU fear it disproportionately hurts a heavily industrialized country like Germany. And most Germans are wary of the Macron idea of more EU integration after the experience with Greece and Italy, suspecting that Germans will have to pay the bill. EU officials say personal relations between Macron and Merkel now border on animosity.

America takes the first step to improve relations with Belarus as part of improving relations with Russia. For the British, French and some northern European interests arguing for continuing policy of war in Ukraine, one can only see a long history of opposing Russia from the beginnings of the British and French Empires after defeating the Spanish and the Dutch by 1700 and for the last 325 years. American interests have diverged from the British in the policy of freedom for Asian and African people under FDR that led to decolonization after the war.  America has the greater responsibility to reduce the buildup of nuclear weapons, to ensure that fertilizer and food supplies flow to all countries, build peaceful relations with 3 billion people in China and India, and to reduce international tensions. A infratest survey shows 91 % of Germans support taking in refugees in the current war in Eastern Europe. 53% of Germans support German government's strong response, and 27% think it doesn't go far enough. 14% say it goes too far. How much has changed since as recent as February 2022 is shown by the change- only 20% supported arms deliveries to Eastern Europe just one month back, this has risen now in March to 61%, and 45% feel that German government did not act soon enough.

A lot has changed in Germany's view of Russia, and also of China, in a few weeks in 2022. This also appears to be the prevailing sentiment in all of Western Europe and most of Eastern Europe. Former Special Counsel Mueller answers questions in the U.S. Congress related to his investigation of the president's election campaign and interference by Russia. Mueller continues to say nothing exonerates the president for his actions. And insists that he did not act on his investigation findings as a sitting president cannot be indicted according to Justice Department rules. Only Congress can do this and it was upto Congress to act. Mueller also replied in the affirmative that in this case the investigation could continue and action could be taken on findings after the president leaves office. The 74 year old lawyer calm demeanour appeared to be under strain as he handled question after question from Democratic Congressmen. The appearance of Mr. Mueller only brought the details about the flawed election process and poor judgement of officials at U.S. government agencies and of the candidates themselves, to a larger audience. Matt Garman, head of AI and Cloud Services at Amazon talks to Emma Tucker of the WSJ. Garman says Amazon was not slow, just being deliberate and thinking it through rather than coming up with something quickly as Microsoft had done with ChatGPT. On a five day week vs remote work Garman says Amazon takes the view that the creative work can best be done with humans interacting at the office. It sees this as essential for good work. On the 3 day week with 2 for remote work, the only problem he says is that everyone picks different 3 days and this leads to loss of human interaction at work.

The lower oil prices in 2015 helps lower the current account deficit, which reached 7.9% in 2013, to 5% projected for 2015. Inflation is projected at 6.8%. GDP growth of 3.5% is expected for 2015. Turkey imports oil amounting to about 6% of GDP making for a large impact. Weakness is in the area of manufacturing, as Turkey's high tech exports are only 2% of manufactured exports, according to the Economist. About 1% of Turkish students have advanced computer skills. With problems in Brazil and Russia, money flowing into emerging markets is giving Turkey a second look after the emerging markets crisis in early 2014, when the lira slumped and interest rates had to be increased. The economy is recovering in 2015 from that situation. Two major beneficiaries of lower oil prices in emerging markets are India and Turkey in 2015, as both economies struggled with a large oil import bill.

Neil Irwin of NYT provides some counter intuitive ideas on U.S. Fed interest rate policy. He says it can't be take as a given that the Fed will raise rates in 2017-2018. This depends on how much punch there is in the Trump economic policies for stimulus, and for infrastructure spending, tax cuts. He cites Senate Majority Leader McConnell who said he would like to keep "tax reform revenue neutral." Getting large spending and pushing up the deficit is likely to run up against Republicans in Congress who have for 8 years opposed large spending increases and large deficits. Trump has given few details about his stimulus or infrastructure spending plans. He says the scale of the spending might not match the talk. Irwin cites JP Morgan Chase economists who have kept their forecasts for GDP growth just under 2% for 2017 and 2018. And he points out that even Trump appointees at the Fed might act independently. The Fed might look at being cautious considering that increased trade tensions with China, and the unpredictability of a Trump administration could hurt growth. Irwin does not mention the uncertainty in other areas such as policy towards Russia on which the Republican party and Congress have very different views than Trump, tensions over Taiwan, that can also affect growth. ...

Turkey and the United Nations support a government of National Accord in Tripoli which controls the west of Libya, and a Libyan-American Mr. Haftar has a militia that controls the south and east with the help of Egypt, UAE, and Russia. Earlier the U.S. under president Trump had distanced itself from the region, but Mr. Trump and his advisors now see the need to engage in the region to ensure stability, and support the Europeans in the effort to prevent the large scale emigration that threatens European unity. Europe following the 2015 Merkel migrant crisis is acting with the policy of heading off both wars, terrorism and economic dislocation that fuels emigration right at the points of origin, before it even starts. This shows that the French after action in Ivory Coast and Mali and the Germans with aid to Africa are remaining involved in development and stability programs in Africa, lessons learned from 2015. The goal of the Berlin meetings is to arrange high level agreement for foreign powers to withdraw from destabilizing the Arab regions in North Africa particularly Libya by supplying weapons and support to quarreling factions. ...
