After being taken by surprise in the way the coronavirus developed in Wuhan region China shifted to large scale containment and quarantine. To do this China used technology, mobile carrier information, volunteers going from door to door and enforced quarantine action. Other countries in Europe, including Italy, are adopting measures such as quarantine and appeals to the public for cooperative behaviours.

The entire approach is new yet shows how government and citizens can work together to contain epidemics of this kind in the modern world of urbanized areas and close contact in subways, streets, and stadiums. The approach in democratic countries may vary from China yet essentially strong bold action has proved to be the way to go, not vacillating and acting one step at a time till things are out of control.

He says a big part of his relationships with lenders and partners in the business was about trust. The question remains why the defamation law has remained a part of the Indian Constitutional law and the Indian  Supreme Court has upheld it. Under Britain there must be the sense that this would have put the unified subcontinental government at risk. Under India post independence this could be seen as an effort to keep the unified country India that emerged from the British Indian rule together as one nation. It may not be individual to individual defamation that underlies the spirit of this law. Its spirit may lie in keeping together as one nation a country with many languages and people after centuries of foreign rule by not letting the spirit that keeps it together be undermined in any way or form. Gandhi and the independence movement before Gandhi created the spirit for a new nation from many peoples and languages, this has now taken the form of timely delivery of the services and infrastructure that these peoples are entitled without any dilution of any sort, after all the hard work, sacrifices and aspirational effort of an earlier generation of leaders. ...

The sports stadiums soccer games spread the virus like wildfire in northern Italy. This is why along with nursing homes, sports stadiums pose the greatest threat from coronavirus. The tens of thousands of people from a single game can contaminate as many as 40,000 or 50,000 people as these 10,000 people go on subways, restaurants and other places. This spreads to millions very quickly creating a wildfire effect. Airports and sports stadiums or music venues, theatres have this wildfire spreading effect that is then compounded by the use of public transport and restaurants other close proximity places, spreading it far and wide. These are also not essential activities as work and office, employees working at companies or in manufacturing, which are essential to the economy.  This is why in terms of priority sports and leisure travel can be deferred till a vaccine is developed. Okere city, Uganda is revived with a school, solar energy, health clinic, and economy built on shea tree products. All done by someone who left the area as a child during the war decades ago and lost his father, a civil servant in Uganda. The graduate of London School of Economics, Mr. Ojok Okello, says he wanted it to generate its own income and grow from the ground up with local people building a better future. He did not want it to depend on the goodwill of some white person without the locals involved. To do this he put in his own money- $39,000. This is a heart warming story of what is possible in parts of British East Africa that are being revived with the good sense, hard work and, and positive spirit that was part of its history. It shows that with the will, self confidence and implementation a lot can be done that was thought to be impossible. England coach Gareth Southgate reflects here on his penalty kick in the 1996 semifinals against Germany in Euro Soccer at the Wembley stadium. He recall that at the time the penalty kicks were handled as more a situation of luck not skill and practice. He took the kick with little practice and he recalls some negativity in his mind, and missed. Twenty two years later at a knockout stage game in Moscow he faced the similar situation playing Columbia. This time he was manager. But this time the team had changed its attitude. Penalties were seen as being about skills, practice and effort. His focus was on the process, and let the results work themselves out. He encouraged his players to take a positive attitude and think positively during the kick. Combining skill and process worked and England won that game.  In 2021 Gareth Southgate is the coach for the English team that plays against Italy in July's final at Wembley stadium. From 2007 to 2022 US electricity demand flattened with new energy efficient technologies. It is now poised to increase from 2022 to 2035 and the process is happening  with approval of new natural gas plants and new data centers, new manufacturing plants needing large amounts of renewable energy. This say Plumer and Popovich in NYT could very well upset president Biden's plans to get 100% of energy from renewables by 2035 and cut greenhouse gas emissions by half to tackle climate change. Utilities are moving ahead with putting up new natural gas plants, and new data centers are needed for the shift to remote work since 2020, electric automobile and chip making plants are coming up at a rapid pace. Without a sustained effort the climate change action needed may not take place with the long lead times to bring renewable solar, wind and other energy and put it in place for transmission. In the 1980's Japan was the rising industrial nation in semiconductors. By 1985 Intel which dominated memory chips faced challenges in quality and cost and cheap capital from Japanese capital markets encouraging exports. By 1988 Japan took over the market. What Morris Chang is not telling is that Chang already had the Japanese example in 1985. If Japan could do it on all three fronts quality, cheap capital with government assistance, and ten year effort Chang and Taiwan could do this and accomplished this which it has done. ...

The United Farmworkers union was formed by migrant farm workers Cesar Chavez and Dolores Huerta to bring decent wages and good working conditions for farm labour in the US, with most of the work done in California farm areas. March 31st is now Cesar Chavez Day in the US with a Biden proclamation. His niece is shown in the adjoining article as an adviser in the White House and now campaign manager for 2024. She is a softspoken Latina who grew up around Chavez in the fields and farm pickup trucks of the sixties and seventies, as shown in the Washington Post on this page. Biden has proposed an overtime rule for farmworkers, and ensuring farm workers get a fair wage and decent working conditions is the goal of the White House- including recovering $21 million in back pay and wages ensuring 26,000 farm workers get the wages they earned. That like space exploration conducted by NASA and the Hoover Dam and Tennessee Valley Authority during the Depression, the Erie Canal in the mid nineteenth century, some work is better done by the public sector. For this to happen Stanford needs to accept its position as one of the many great educational and cultural institutions of this country not what Silicon Valley and the Reagan era hand it to being its preeminent beneficiary and representative. Five of eight unions in the German Confederation of Trade Unions DGB have increased membership. There is a shift to younger members as older workers retire. Membership is more engaged than ever before. More unions are taking up the issue of wage increases after workers were accomodative during the pandemic and Ukraine war. DW.com shows graphs of German workers having lost 18 days due to strikes coming ninth in the developed economies compared to 92 days in France, Canada 78, and the US 9 days. Cost of living action is seen as needed by workers for fair wages. There are 1.8 million open jobs and workers are now getting more confident to ask for better working conditions and higher pay, say experts. This is also happening in the US with president Biden's support. The problem is that only 50% of jobs in Germany are covered by collective bargaining agreements designed to ensure that companies pay decent wages. The EU directive in 2022 set a target of 80% for collective bargaining agreements. This makes it harder for unions yet the unions and workers are taking up the work with enthusiasm.   ...

Stellantis plans investments of $35 billion in EV vehicles by 2025 which means it is putting back profits into investing in the future. Stellantis is today larger than GM or Ford. It has 47,000 employees in the US.  Earlier PSA had acquired lossmaker Opel from GM in 2017. The longer you spend time with people talking in face to face interactions, or inhaling air aerosolized in the air from small droplets, the easier it is to get the virus. This means social distancing matters in a big way. Masks are a big way to cut the risk. The worst you can do then is to be in a crowded event, ot have closeup face to face interactions for long periods. Being where there is loud talking or singing is a bad idea. This is why actions such as plexiglass installed as barrier, requiring masks in stores, using good ventilations systems and keeping windows has an enormous impact. This means that people can do a lot of work, exercize and other activities outside if one takes the basic precautions to heart and practices seriously. Contact tracing and testing, and other measures can be targeted to keep the spots that have a surge under control. ...

After meeting Xi in Busan, South Korea, after the APEC meetings, US settled on 10% reduction in tariffs from the 57% tariffs on Chinese products down now to 47%. The 100% tariff was withdrawn by DJT and China's Xi settled on withdrawing restrictions on exports of rare earth minerals. The fentanyl tariffs are still in place and the WSJ editorial says not much is likely to happen on fentanyl action by China to stop exports of fentanyl that reach the US through Mexico. China says it will take in soyabeans exports. US signs agreement with Australia to develop alternative supplies of rare earth minerals. The WSJ says for tariffs action to work US should not tariff allies. Yet broad tariffs action was necessary as partners Japan, South Korea, Taiwan and the EU, Canada and Mexico were also nations that created an unfair trade situation for the US. The US took action on all nations that take unfair advantage of free trade concepts to benefit them which also add to the credibility of tariffs as effort to restore fairness in world trade.  ...

Anthropic's settlement for $1.5 billion at $3000 a book, and it's efforts in Education that conflict with the Nation's need to get 4th graders to Read and Learn. Anthropic's website shows it trying to get into Education and to measure the Economic Index from effects of AI. Yet the pretensions to goodwill for the public cause is not supported by facts, facts that the AI companies have nothing to show for the dismal situation for Global Literacy that is the case today. Literacy in the US that is dismal with about two thirds of 4th graders not able to read and comprehend the English language at a level of proficiency in American schools. These AI purveyors care only for the money they can make using vast amounts of electricity for these servers, and pretensions for public purpose are intended to smooth their access to public resources not some genuine interest in whether kids can read, which requires the hard work of the teachers in the public and private schools of this Nation and others in Europe, Asia, Latin America and Africa. The Movement for Global Literacy is Lyrarc's effort to support reading and learning and Lyrarc serves this purpose without such massive funding and without charging for the public service to the Nation and to other Nations in the world community. Anthropic settlement of $1.5 billion at $3000 a book for its AI bots use of copyrighted books, can lead to future litigation for OpenAI model that consumes vast amounts of data. Anthropic was founded by siblings Daniela and Dario Amodei after leaving OpenAI in 2021 in San Francisco. It hired Google Books Turvey to scan books for its large language models on a massive scale to train Claude its version of OpenAI's ChatGPT.  An investment of $4 billion by Amazon and additional $2 billion by Google provided funding. In this way it is a competitor to Microsoft funded OpenAI which made early advances in AI.  This article in WSJ says by making the settlement for $1.5 billion Anthropic is trying to make it harder for Open AI to scan material easily without paying for the access and thus blocking it's rival.   ...

Over 1 million people turn out across France in protests against pension reform that takes the retirement age from 62 to 64 years. Women feel more discriminated against in this reform. The prevalent age discrimination bias in France makes it harder to find jobs after 50 years, even harder after 60 years. There is a perception that the reform is not the first priority so soon after a pandemic with its after effects, and that other changes including age discrimination and the way it affects women need to be tackled before pension reform. The government lacks an overall majority, the eight unions are united in protests and possible strikes, creating a situation in which French president Macron needs to rethink his whole approach on addressing pension reform- when tacking the cost of living crisis and climate change, energy transition, are other priorities that need more attention at this time.
