Krugman points out that the loss of 490,000 public sector jobs in Britain, as laid out in British Finance Minister Osborne's plan, is equivalent to the loss of 3 million jobs in the U.S.. He does not see the private sector being able to create the jobs to make up for this loss. Britain faces many risks as a series of spending cuts are implemented in 2011. Inflation was at 4.4% in February, 2011, above the BOE target of 2%. This increases pressure on the Bank of England's Monetary Policy Committee to increase rates from 0.5%. BOE is widely expected to keep this rate on hold because the inflation pressures are seen as temporary. The Institute of Fiscal Studies estimate is that real household incomes have fallen by 1.6% in 2008-2011. Borrowing by the government was higher in February at 11.8 billion pounds, reducing the deficit reduction in 2011. Slower growth will cut tax receipts and reduce deficit reduction in future years.

The German Chambers of Commerce and Industry President Heinrich Driftmann told reporters in Berlin that the new government should overhaul the tax code and improve credit access for companies. The German chamber wants to see changes to the corporate and inheritance taxes. He said that even if it was considered taboo companies needed more flexibility in the labor market. Merkel has promised labor unions that keeping social protections will be a priority in her administration. Economists say it will be difficult to cut taxes because unemployment will rise to 11% in 2011 as Germany's economy contracts 5% this year, and this will mean less tax revenues and increasing costs for social spending.

He was chief of staff for an army task force during operations to overthrow the Taliban in Afghnistan so his work with Afghanistan goes back many years. He is a field and hands on kind of guy, and at the same time has the intellect and listening ability to coordinate things with others, which may be badly needed here.

The WSJ editorial says Gen McChrystal may bring the qualities of flexibility and imagination, and intellect, the way General Petraeus did to the war in Iraq. It says Defense Secretary Gates did well with President Obama to bring achange of leadership to the American effort to bring security to the Afghan people from the Taliban militants. It was the leisurely way the NATO effort proceeded under Gen. McKiernan in building the Afghan army- the only remaining institution that commands confidence in the country - that WSJ faults for having gone on too long. The other institutions like the corrupt police, and the failing government of Hamid Karzai, along with the spread of opium farming in the south have led to further deterioration in security.

The decision to replace Gen. McKiernan with Gen. McChrystal and to have Lt. Gen David Rodriguez as his deputy, was made by Defense Secretary Gates and Jt Chiefs chairman Mullen, after thinking about this during the transition to the new Obama administration. The failing war effort in Afghanistan with the Karzai government controlling only pockets of Afghanistan and Kabul and leaving the countryside to the Taliban has alot to do with this. Gates feeling is "we can and must do better." That it took so long, with the Taliban only 50 miles from Islamabad, Pakistan, and the question of Paksitan's nuclear weapons falling into thier hands vexing the adminstration, shows that things slowed down with the transition and the economic crisis. The decision was not adifficult one considering that McKiernan had little to show for his efforts, and the rapidly deteriorating situation by all accounts. McKiernan was a senior officer who spent his entire military career commanding conventional forces, serving in the Balkans and the Iraq war in 2003, and has the wrong midset and background for counterinsurgency warfare. McChrystal has experiences suited to counterinsurgency warfare, having commanded commando teams that took out leading insurgents. He is also director of the Joint chiefs of staff, so known to Mullen for his abilities. Rodriguez commanded the 82nd Airborne Division in eastern Afghanistan, is seen as aleading expert in counterinsurgency warfare. He is also Gates's senior military advisor so known to Gates for his abilities. The new strategy is to go with counterinsurgency warfare to turn this thing around. This puts 2 commanders with this kind of experience in Kabul, and close communication with Gates and Mullen because they worked together before. With additional troops, and shift in resource acquisition at the Pentagon that Gates is trying to secure for this kind of warfare, this creates the kind of combination that could help the US in Afghanistan and Pakistan, and achieve more modest goals. What are the implications of the restructuring at GM and Chrysler for the American car market? Market share at GM dropped to 19.3% in the first 4 months of 2009. Says Consultancy Caesa Shapiro Group, the market will become more competitive, with about 15% of the market up for grabs depending on how many GM and Chrysler dealerships are eliminated. THis is based on Caesa's numbers of 14-15 million for the American automobile market compared to the 17 million car year. But the current market is at 9.5 million cars a year so Caesa's estimate may be on the high side even when the market recovers. Which means competition will be intense for the much diminished market in the USA. Deloitte Consulting says the suppliers will benefit as they will be dealing with auto companies whose relative market share is at more equal levels for companies like GM, Toyota Ford and Honda. Supplioers will also be dealing with companies that have better financial position compared to the situation in late 2008.

Was the deal with Cerberus to let it own a significant part of GMAC bad for GM, along with other decisions and missteps that led to disaster. The decision by GMAC to raise credit standards just when the full force of the credit squeeze was hitting financial markets has to have hurt GM sales, and aggravated a bad situation in which consumers first turned away from SUV's and trucks, which were big in GM's and also Detroit's product lineup, and then in November simply postponed purchases of automobiles. The November numbers coming in at over 40% below 2007 numbers for the same month, were a disaster for GM, making it necessary to turn to the government for help. Brian Johnson of Barclays Capital says GMAC financed just 1% of GM's sales in November compared with as much as 45% in a normal month. Thats huge for impact. And Cerberus appears to be responsible for the decision to raise the credit standards, and it has not acted in the best interests of GM but more in its own interests as a private equity firm. And its decisions have been heavily influenced by its souring investment in Chrysler, and its desire to extricate itself from Chrysler without putting in any more funds than it has absolutely need to put in. Now with government help to GMAC, the situation is being restored to where the credit standards are set at the minimum acceptable credit score of 621. Johnson of Barclays Capital estimates that with this lower score GMAC should be able to recapture about one third of its former loan volume, which considering that it had 45% of GM sales is only 15%. This still leaves GM in a bad situation compared to things before October 2008. And with the deteriorating unemployment situation in 2009 and further economic strain in 2009, this will not be enough for the uphill climb facing GM sales. ...

More troops on the ground to avoid civilian casualties from air attacks and bombings which can antagonizepeople and create more young militants exposed to religious extremist propaganda, huge investment in development, piecemeal arrangements with the local tribes and powerbrokers including the Taliban, help to Pakistan and concentrating its mind on the effort in its frontier areas so close to its capital Islamabad. At the same time building support inside Pakistan for a liberal state that remains Islamic but keeps religion out of the state, and builds alasting peace in South Asia without getting mired in conflicts like Kashmir which it calls "intractable disputes" that may be bypassed for an overall peace.
