Chinese companies are building railways, power projects, airports and other infrastructure in East Africa. This report looks at work in Uganda building infrastructure projects and exploring for oil near Lake Albert. Chinese state owned banks provide access to financing for projects and other infrastructure companies build projects using about 60% of labour from China, on low interest rates but with payment over shorter periods than with World Bank projects. The U.S. lags far behind in investing in African infrastructure which badly needs modernization. 

The drawback of debt load is being balanced by exploring for oil in Uganda and keeping the debt load manageable. CNOOC is exploring for oil near Lake Albert. Uganda received $1.4 billion from 200 to 2014, in 2015 another $1.9 billion for 2 dams, and now $2.2 billion loan for new railways.

GE's decision to exit the banking business ends a period of aggressively reducing taxes using GE Capital operations. This ended in disaster in the 2008 global fianncial crisis with GE shares down to $6 and GE needing a government rescue. GE reported in its securities filing that its tax rate of 10.3% in 2014 would have been 17% without the use of GE Capital operations to reduce taxes. Experts say GE's tax rate is lower using GE Capital because of doing business in lower tax jurisdictions overseas and global funding base. In 2013 securities filing cited in the Washington Post show GE taxes were an astonishing 4.2%. GE will repatriate $36 billion in overseas earnings as the first step and pay taxes to the U.S. Treasury of $6 billion.

NIgeria needs $60 billion betwen 2008 to 2012 to fund oil development costs, its share of the funding of joint projects with international oil companies. But the Nigerian state oil company needs to borrow half that amount. And credit markes are tight and will remain so for a long time so where will it find the money to fund shortfalls. Nigerian foreign minister said last week that production was just 1.5 million barrels a day. Observers pegged production at 2 million barrels a day. Violence in the Niger Delta is raising production costs ant CEO of Amni Nigerian oil company says costs are 250 percent higher than offshore counting security costs and kidnapping insurance for employees. Other problems with west african production are the high costs of developing the offshore fields and their rapid depletion rates as international oil companies seek to recoup their costs quickly. So even as new drilling takes place in offshore fields in Angola and Guinea the outlook is not so good. Consultancy John Mckenzie sees production declining by 2013. And PFC Energy estimates sees production peak at 7.1 million barrels a day in 2014 from current 5.8 million barrels. In the past African production has made up for declines in places like Russia and Mexico, now this is less likely. ...

India replaced a patchwork of 15 state and federal taxes with a unified single Goods and Services Tax to ease the hurdles for businesses to operate nationwide across state boundaries. This is a major a accomplishment for the Modi government as it is expected to increase economic growth by between 0.5% to 2%, according to experts. This removes the obstacles to growth and doing business when companies had to comply with a maze of different tax policies by individual states. Ironically the GST was introduced by the Congress party government in 2011, but opposed by opposition parties then and the Congress party in opposition now in the upper house, Rajya Sabha. By winning the support of smaller parties the Modi government was able to reduce the influence of the Congress party and get the constitutional amendment passed for the single GST tax system replacing the old patchwork taxes. The amendment has to be approved by the majority of state legislatures in India and by the president. Parliament must pass legislation to setup the new tax system, and state legislature pass their legislation. Issues at what rate to set up the GST remain to be solved, with the need to avoid sparking inflation and thereby hurting slow job growth with millions of young people entering the job market each year. ...

Whites are aging faster in the U.S., census figures show, and white deaths are higher than white births as the birthrate for whites declines. This is also leading to anxiety among whites about uncontrolled immigration, and behind the Republican party's moves on immigration. The effects of world trade and the hollowing out of some industries with the effect on local communities in the U.S. has exacerbated the anxiety. How seriously are the Border Crossing encounters with migrants being taken by the Biden administration compared to the Trump administration, or earlier administrations Republican and Democrats. Pew Research Center provides these 7 charts and other data. In 2021 border crossing encounters with migrants were shown as 1.6 million. Of this 27% were repeat crossings a number much lower in previous years. It had fallen to just 400,000 in 2020 as the policy of expulsion put in place by the Trump administration was continued by the Biden administration. In 2019 the border crossing encounters with migrants after three years of the Border Wall construction under president Trump were 851,000. The Biden adminstration in 2021 had 52% expulsions compared to Trump administration 66% in April 2020 after invoking public health Title 42 which Biden continued. About 33% said the Trump administration was doing a good or somewhat good job in 2019 compared to 29% for Biden in 2021. But a much lower percentage of Republicans were saying Trump was doing a bad job than the 56% of Democrats saying that for Biden today. The previous surge in 2021 was mainly from Guatemala and Central America. The current surge is from about 400,000 migrants from Venezuela where expulsion does not work as well because the US has cut off relations with the government of Mr. Maduro in Venezuela, There are 7.1 million refugees from that country in Latin America. The Trump administration would have faced similar problems with the Venezuelan surge that the Biden administration is facing. The largest jump in 2021 is in Yuma Arizona 12 fold, two fold in Tucson and San Diego, three fold in El Paso, the Del Rio and Rio Grande up 5 times.    ...

The Indonesian currency, the Rupiah, has declined by 13% in 2013- by Sept. 3. It reached a level of 11,050 rupiah for one dollar on Sept 3. Economic growth has declined to 6% for the second quarter of 2013. The depreciation of the rupiah is likely to increase inflation significantly and affect the consumer spending boom in Indonesia. Indonesia had a $2.3 billion trade deficit in July 2013 after a continuing surge in imports. This will affect car prices and prices of international brands popular in the country. Toyota set the rate at 9500 rupiah to the dollar and plans to increase prices now that the rate has passed 11,000 rupiah.

About 86% of the total value of cash in circulation was affected by the withdrawal of 1000 and 500 rupee notes by the Modi government on Nov. 8, 2016. This is about 22 billion bills. Portugal's finance minister Vitor Gaspar says all taxpayers will pay an additional tax of about 4% on annual income in 2013. The tax brackets will go down from eight to five raising average tax rates. Other measures include a "solidarity tax" on top earners of 2.5%. These tax increases will raise about 2 billion euros. Public workers will forego one paycheck, and there will be a new tax on financial transactions. Portugal's plan is to lower the budget deficit to 4.5% in 2013 from a deficit of 5% in 2012. The economy will contract by 3% in 2012 and 1% in 2013, with unemployment going up to 16.4% in 2013, according to government projections. Gaspar says "the tax rises will divide the effort equitably among the Portuguese population." Earlier tax proposals for raising worker payroll taxes and reducing employer contributions in a questionable effort to promote growth were discarded. This happened after they were seen as a transfer from workers to business and depressing consumer spending resulting in wide scale protests, with opposition also coming from the business community....

The Bank of Japan's plans to buy 100 trillion yen of Japanese government debt in 2 years to fight deflation is having a positive effect on the eurozone economies. Japanese investors are buying eurozone sovereign debt. J.P. Morgan estimates the increase in investments for overseas bonds by Japanese investors in 2013 at 45 billion euros. This is lowering the yields on the sovereign bonds of France, Netherlands and Austria to record lows and lowering the yields of sovereign bonds of Italy and Spain. The 10 year yields on Italy's government bonds declined to 4.326%. Yields on 10 year Japanese government bonds was 0.514% on April 8, 2013.

Nocera looks at the lack of efforts to help homeowners under water in the Obama administration. Sheila Bair comments on Geithner's role, as Geithner's book "Stress Test" provides little detail on how the Obama administration addressed the issue. A story by Dougherty in the WSJ on April 20, 2014, points out that about 10 million households in America are underwater in 2014, and another 10 million households have only 20% equity in their homes. Unemployment statistics in the same issue of the WSJ show 7 million people taking parttime jobs because they cannot find work. These households are critical for consumer spending to support growth. The weak economic recovery could very well be one of the results of poor policy decisions by the Obama administration including this one, when other alternatives proposed by Sheila Bair and Martin Feldstein were offered repeatedly in 2009-2010. Saudi Arabia's strategic moves at the OPE pricing meeting in Nov. 2014. Saudis push for keeping the production levels as they are, not making any cuts. As auto sales decline in Spain, France, Italy and other parts of Europe auto companies are looking at improving efficiency and closing inefficient plants. Italy is tackling labor laws that prevented a revamping of the auto industry to improve productivity. New laws make it possible for companies like Fiat to hire or fire workers rather than having to place them on a state backed temporary layoff program that pays workers two thirds of their salaries while not working. Chrysler-Fiat CEO Marchionne sees sales dropping below 10 million units from the 13.1 million in 2011 if the euro were to disintegrate. With the higher efficiency of Fiat's plants in Poland and other parts of Eastern Europe, Marchionne is not willing to make any exceptions for the Italian system any longer. In 2009 Fiat's plant in Tychy, Poland, making the Fiat 500, made 600,000 cars with 6,100 workers, whereas the five largest Italian plants made 650,000 cars with 22,000 workers. Marchionne put forward his 5 year revamp of Italian operations in April 2010 with an investment of 16 billion euros. Unions were asked to agree to new work rules in exchange- shorter breaks, reduced absenteeism, doubling of overtime hours if needed, and pay tied to performance in addition to seniority. In the fall of 2010 Fiat shifted the production of the Fiat 500L to Serbia. Following this unions agreed to the new rules. One of the plants revamped was the Pomigliano plant which would turn out lower cost Pandas instead of the Alfa Romeos at a cost of 800 million euros to redesign the plant for efficient manufacturing. The new plant requires fewer workers and only 3000 of the 5000 workers at the plant have been hired. Priority was given to younger workers. Marchionne sees the revival of the manufacturing plants in Italy closely linked with his plan to import Italian cars to the American market because of the declining sales in Europe. The transformation of the auto industry and Chrysler was achieved by changing work rules and reducing labor costs. A similiar process is now underway in Italy....

Sharp price reductions in cloud services of over 40% and upto 85% in 2014 are being offered by Amazon, Google and Microsoft. Amazon has $3 billion in sales in cloud services increasing by 85% in 2013 over the prior year, according to Bernstein Research. About 10% of corporate computing center services are handled by these companies. The sales in pay-as-you-go cloud computing services are estimated at $13.3 billion for 2014, an increase of 45% over 2013, according to Gartner Inc. A website with 50 million monthly page views costs about $1219 using a company's own servers, compared to $468 for Amazon EC2, $402 for Microsoft Azure (Linux), and $395 for Google Compute Engine, according to SADA Systems. Amazon also offers services for $390 with a 1 year contract for heavy usage.

The U.S. central bank, Federal Reserve, is grappling with the problem of low inflation. Inflation reached around 2% by December 2018 but has slowed to 1.5% in the second quarter of 2019. The cuts in interest rates to keep the U.S. and European stock markets from declining sharply and affecting business confidence and investment were part of the response from central banks following the blunders by banks in the years preceding 2008. This has hurt savers and savings accounts of ordinary Americans over a decade with rates as low as below 1%, creating a sense of inequity/fairness. Now the Federal Reserve is back to reducing rates by a quarter point from its current level of between 2.25 and 2.5%. Rates rose for a while as confidence returned to markets to the current level. The reason for reversing the increases and a cut in rates is that the U.S. central bank sees the need to set rates looking at the rates in Europe and other countries where the economic conditions and confidence is lacking and rates are kept lower than in the U.S. The Federal Reserve sees it as unhealthy to let the gap between the U.S. and rates in Japan and Europe to grow too large because of the global interlinkages. Earlier models of the tradeoff between unemployment and inflation are also seen as unreliable in today's conditions of irresponsible behaviour in banking and other sectors, and unfair trade advantages gained by nations in Asia that are now leading to trade wars. ...

Women in a 2011 group studied by Peter Cappelli of the Wharton School, University of Pennsylvania, Monika Hamori and Rocio Bonet of the IE Business School in Madrid, show increasing numbers of women and foreign educated managers in top positions at large corporations. Mary Barra of GM and Satya Nadella of Microsoft are two of the prominent names appointed recently. Women now have 18% of the top positions at large U.S. corporations and foreign educated have 11% in this 2011 group. The numbers would be expected to be higher in 2014 with an acceleration in this trend. On average it takes women 28 years to reach these positions compared to 29 for men. A big dropoff is noticed in the study for women in the corporate promotion track who are middle managers for a few years.

Browning points out the record Dow Jones Industrial Average (DJIA) average was not in 2007 but in 2000 when adjusted for inflation- on Jan 14, 2000. Since 1994 consumer prices measured by the Bureau of Labor Statistics have risen by 55%. Using 1994 dollars the March 5, 2013 closing DJIA average is at 9256, the 2007 high at 10194, and the record on Jan 14, 2000 at 10424, according to calculations made by Bespoke Investment Group. In inflation adjusted terms these calculations show the Dow barely making any progress in relation to the 2000 figure. When dividends and taxes are included, Browning says the inflation adjusted Dow is still not back up to the 2000 level. For retirees and sensible investors the real value of this money has to be taken account. Yale University professor, who founded the CAPE cyclically adjusted P/E, confirms what Browning says in an article in the WSJ March 10, 2013. There Shiller says that the inflation adjusted S&P 500 index has not made it to the 2000 level, so that investors have not made up for money lost in inflation in 13 years....
