The Volcker rule is named after former chairman of the Federal Reserve, now 82 year old Paul Volcker. In its complete form it would ban banks from investing in trading activities. But with Treasury Secretary Geithner and economic advisor Summers being part of the team that supported deregulation in banking, the Volcker rule was put in a diluted form in the proposed financial reform bill. Only after it was supported by financial leaders with long years of experience, such as John Bogle, Nicholas Brady and William Donaldson, and with active participation by Volcker, did the Volcker rule in a modified form get the support of Congress and the White House. His view is that there is a sense of nervousness about the long term, and this is justified. One military expert says even if half of the Iraqi army can be put in shape it could turn the tide against the ISIS. Advice from U.S. military experts is for the Iraqi army to focus only on the ISIS and avoid hurting relations with the Sunni population. Advisers are seen as making a difference and needed also for the tribal forces. A major difficulty is that Shiite militias and advisors from Iran play a role in the forces loyal to prime minister Maliki. Following the U.S. training of the Iraqi Army at a cost of over $25 billion there was a period under prime minister Maliki when he appointed officers more for loyalty than for military skills and training. With the U.S. withdrawal the Iraqi Army languished in this situation. Reporters from NYT and WSJ have documented extensively the weakness of the Iraqi Army in commanding officers, in training and in equipment.

The director of research at one of two cybersecurity companies that monitors disinformation used by the Senate Intelligence Committee to analyze and give reports on the Russian disinformation activities 2014-2017, shares her conclusions. Information from Facebook, Google and Twitter was turned over to the U.S. Senate Intelligence Committee, which in turn handed it over to the two cybersecurity companies for analysis and reports. The Russian disinformation activities have continued in 2018, according to DeResta. The domestic propagandists and actors have taken these methods and used it to target sub groups, expanding the scope of these activities. The advertising related segmentation provided by these companies gives a ready made tool to easily target subgroups in the U.S. population. The viral activity arising from this means the message is carried over to other groups. As a result many groups are affected, affecting how democracy works through vigorous, yet intelligent debate. Explicit bias happens in election campaigns yet this is not spread through anonymous sources that are not identified and whose interests are known, as in disinformation efforts in a medium that spreads information quickly and without any depth whatsoever. For some minority subgroups the effects as ubiquitous, says the report. This report concludes that it is the responsibility of government, private organizations and individuals, and the tech companies combined to tackle this, as tech companies do not have the resources to deal with it. Its not enough to adjust how you sell advertising as tech companies are doing, says the report. The whole ecosystem of information is being compromised in multiple and still not fully understood ways, making it essential that a comprehensive solution with multiple combined efforts address it effectively. ...

It questions whether President Obama has the candour and courage to tackle the tough issues of deficit reduction and entitlement reform. New healthcare spending for coverage itself will add to entitlement, and it says some of the savings mentioned by the President are phony or already needed for new spending for the economic recovery and health care. At the same time the paper gives Obama good marks for his clarity and grasp of the crisis and steps for recovery, and the policy agenda in the areas of health care, energy and education. The questions about courage and candor also raise all the questions about facing upto the facts about insolvent banks that Krugman, Rosenfeld, the Economist and others have raised. Is Obama dodging the hard choices, is he dithering? On the toughest issues like foreclosures, insolvent banks, global regulation pushed by the Europeans, will he end up making inadequate or faulty choices, and when he comes around to making the tough choices, will he have lost so much valuable time as to prolong the crisis and stretch it out to many years....
