Earlier federal law enforcement in California, and in other states, Washington DC, Nashville Tennessee, have led to protests but not of the kind in Minneapolis, Minnesota. Minneapolis is a state with liberal views yet it also has a strange mix as it was in Minneapolis that local police shot an unarmed black man during the Covid epidemic. This time it is not local police in that role but local police under the orders of the state and local authorites, the mayor and state governor Frey and Walz, not cooperating with the federal law enforcement of immigration law in the US that seeks to remove migrants with crime records from the US neighborhoods and streets. Walz was selected by Kamala Harris to run on the Democratic ticket for president in the US against DJT and Vance in 2025. Republicans allege serious fraud in Minnesota and misuse of state funds that have added to the dangerous mix of politics in the state, that is found nowhere else in America. From the Republican point of view unwanted migrants from certain unstable countries with criminal records were allowed to settle in the state. Democrats and Democrat media are not cooperating as the national elections in the US were lost on just this issue of migrants illegal entry numbering about 7 million over the last administration of Biden with costs to the US of over $110 billion in federal and local funds. No one knows where this will end up yet the view world wide over migration is moving to safe neighborhoods and safe streets as essential human rights, essential women's rights, essential rights of all Americans and all Europeans, that the problems of failed states cannot be solved on American or European soil. The Monroe Doctrine was put in place for just this reason as respecting Russia as a power in its area of influence in Northern Europe means no intervention by Russia or  China in the western hemisphere, so that the US never faces the situation of Guatemala and central American states, or of Venezuelan failed states in sending millions in a stream through Mexico for illegal entry on US southern border. During the period of US engaged in wars in the Middle East under Bush and then Obama, the US Navy lost time and China built up its Navy. The lack of foresight of US business and focus on profits of firms like Apple shipping manufacturing to China meant loss of the manufacturing knowhow as other companies followed Apple for 2 decades. The result is that it takes long lead times for the US to build the ships the US Navy needs, a repeat of the situation the US faced with Japan by 1935 when the US was focused on tackling the Great Depression under FDR. At that time at a Naval Conference in London in 1934 the Japanese walked out rejecting the Washington Naval Agreement of 1924-25 that limited Japan to 60% of the US and British Navies ships tonnage. By 1941 the Japanese Navy was its main reason for its efforts to control Asia. FDR who had been Secretary of the Navy was not far behind so that America launched its own efforts in 1937- in an 18 month period 1942-1943 the US destroyed the Japanese Navy and protected China, India, from the worst Japanese Kwantung army elements that ran the government leading to 14 million lives lost in China. ...

11 Pacific Rim nations form the Trans-Pacific Partnership in 2018. The Obama administration supported the trade pact alienating supporters in its union base particularly in the midwestern states. Mr. Trump opposed the TPP in his election campaign and made it a significant issue for swing voters in midwestern states after job losses in the auto industry. With the opposition of president Trump the U.S. decided to withdraw from TPP.  The 11 nations agreeing to join a revised agreement are Japan, Canada, Mexico, Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam. So far six countries have formally approved the deal, Australia, Canada, Mexico, Singapore, New Zealand and Japan, setting the stage for two rounds of tariff reductions starting December 30, 2018. Agricultural products duties will be duty free within 3 to 7 years including for Japan and Mexico. Australia, New Zealand, Canada are major agricultural exporters. Japan supported the deal as a way to counter China's influence in the region. In the U.S. the gains would be in intellectual property rights but losses for workers in the auto and manufacturing industries, a point Mr. Trump recognized in his election campaign as he campaigned in the midwestern states. Mr. Obama pursued TPP over objections of workers organizations and unions including auto workers union, with his advisors suggesting this as a way to counter China's influence in the region. Fuji Heavy which makes Subaru cars is targeting sales of 50,000 cars in 2010 for China. It has no factory there and says it needs 100,000 in sales for putting up a factory in China. Sales in the US were robust and went up 39% in the fiscal year ending March 31, 2010, to 227,000. Sales for 2010 are targeted at 244,000 vehicles for USA. Extensive interviews by Schwartzel with insiders shows the creative people at the studio struggling to get Katzenberg's attention as he made many of his frequent trips to China. DreamWorks Animation CEO's effort to get into several related businesses, television, publishing, theme parks, children's toys, and enter the Chinese market in a big way to compete with Disney, has led to a loss of focus in its main business of feature films. The result is large impairment charges and several films from the "Rise of the Guardians" in 2012 to "Penguins of Madagascar" recently, that did not cover rising production costs at the box office. Four of six films since 2012, before the recent film "Home," failed at the box office since 2012. Katzenberg now says he realizes pursuing different directions led to spreading resources too thin, and he intends to make producing 2 or 3 good feature films every year his No. 1 priority. Financial Stability FOrum will be renamed the Financial Stability Board and include 10 additional members, These additional members are from developing countries or emerging markets, including Argentina, Brazil, South Africa, and China. This forum which currently brings together regulators, central bankers and finance ministers from a few wealthy nations, will now reflect the views of emerging countries. It previously only served as aforum for exchanging ideas. Now it will be given the task of drafting the detailsfor global standards for financial institutions, including benchmarks for executive pay and how much risk that financial firms can take on. But there is still some resistance to the idea of getting ideas from different sources and including the benefit of a diversity of experiences and backgrounds, even though some of these countries, have borne the brunt of these recurring economic crises in the past, as have Argentina, Brazil and Mexico. Howard Davies, director of the London School of Economics says that you have to hear out China but objects to taking advice from Argentina, a comment which reveals the insular nature of these forums and boards in the past, with little or no representation from places where a majority of the word's peoples live. As would be expected in the light of that comment, there is resistance to giving China, India, Brazil, Russia, and other large developing countries like Mexico, South Korea, and Saudi Arabia proper representation in the IMF's governing bodies, and having the rules changed so that the head of the IMF and other important staff members could be selected from emerging countries. Each of these countries can bring adifferent perspective to the decisions made at the IMF, as most of them have suffered from these recurring economic crises in the postwar period. South Korea's experience with the IMF is the most recent and is covered in the link to S. Korea and the IMF, and if reflected in the policy making at IMF could help it perform a more constructive role in this crisis. This is also the case with some of the other countries....

This report in the Hindusthan Times on president Trump's 25% steel tariff on steel imports focuses on the trade deficit with China of $375 billion in 2017. It shows the trade deficit for the month of February 2018 citing data from China as growing rapidly in 2018 over the prior year by 45%, even as imports went up only by 6.3%. In looking at coverage in the U.S. on this topic many of the reports in the Washington Post and the New York Times were critical of the tariff without mentioning the size of the trade surplus of China. Hardly any reports mentioned the growth by 45% in the February 2018 trade surplus of China with the U.S. over the prior year.  This report cites a tweet by president Trump that China was asked to come up with a plan to reduce its trade surplus by $1 billion in 2018, only 0.27% of the trade surplus, which looks strange as this would do little to change the trading relationship except that it puts pressure on China to change the direction of the surplus that is growing because of the strengthening dollar and the growth in the U.S.  This suggests that even with the 25% steel tariff America's basic problem of the imbalance in trading relationship with China will continue.  The headlines critical of Trump for starting a trade war therefore look strange in this context and show how little this subject is understood or debated with facts. Even today textbook economics principles are cited after two decades of hollowing out of industry in the midwestern U.S. and in Ontario, Canada. This led to public sentiment shift electing a liberal Justin Trudeau in Canada, and an outsider real estate businessman Donald Trump in the U.S.  For Democrats in the U.S. the support of marginal additional gains in trade with president Obama's push for another free trade agreement in the TPP may have cost them theiir working class base and the election.   ...

China to introduce local-content requirements for alternative fuel and hybrid cars to qualify for expected subsidies. This is aimed at Toyota which imports parts from japan for the Prius and assembles it in China. National Development and Reform Commission is drafting new rules for the automobile sector. GM's solution to keeping its own technology within the company is to establish its own research center in China. Previously it had a setup research center with its partner Shanghai Automotive Industry Corporation which has 1300 employees. The new research center in Shanghai will be devoted to hybrid and other advanced technologies. The way the Chinese market is growing and becoming a key part of GM's global market GM now sees this as a good investment especially in the light of the new local content rules and the fact that with its own research center the technology will not be able to be copied. Daniel Bell at Tsinghua University in Beijing, Andy Xie, economist in Shanghai, Zhang Habin, professor at Peking University, and Michael Meyer, author and hutong expert, talk about what issues are important. Bell says Obama mania is absent among the young in China, though they respect his intellectual abilities, and Chinese are not looking to the USA for ideals. They are looking to Chinese culture and characteristics, and democracy is seen in this light with emphasis on Chinese characteristics. This means the US has to engage at a deeper level with China. Treat China as an equal with something positive to offer, says Bell. Andy Xie is concerned about the US-China relationship, based as it is today on tenuous grounds, where what happens in Florida and California can have a significant and immediate effect on what happens in Guangdong. With 70% of the furniture sold in the US made in China, the effects are immediate when housing slumps. So he says the US lost 3 million jobs since the subprime crisis, and China lost 20 million jobs. And for the 5 million college graduates coming out in 2009, they will be adding to the 5 million college graduates from previous years who are seeking jobs. Ten million unemployed college graduates mean China is seeing whole new conditions as the backdrop of US-China relations. Habin says its important for the US to set an example in climate change and emissions of greenhouse gases. The US should sign an agreement with China with binding targets, make its technology available to China, and provide development aid to make this technology and other assistance accessible to China. Cooperation on this issue is vital to future relations says Habin. Meyer says the hutong, small enclaves of old Beijing with lanes and small homes, that the city officials call neighborhood slums, but actually have a sense of community and a vibrant life, are worth preserving. He questions the Walmart and Pepsi commercial culture, and questions building of the American car culture urban plan that generates pollution, lacks community feeling, and is not energy efficient. In fact he has a point here, because the US is shifting away from its own older urban planning design that encourages urban sprawl, as in California. The new Sacramento urban plan that is being adopted for the future in America has energy efficiency, more community and easy interaction, less urban sprawl in mind. See the link to this. But Meyer says Chinese planners insist on their right to make the same mistakes American urban planners made. And Meyer quotes the head of the first Chinese environmental NGO, who says, "if the Chinese want to live the American way of life we need 7 earths to support them". Which raises a disturbing question of the US postwar way of life with its large SUV's, urban sprawl, and less sense of community. Wouldn't the US have to join India and China in the worldwide scramble for resources to preserve this way of life? Just this week China signed $51 billion of deals for natural resources, see the link. And is the rapid decline of the SUV, just the first sign of changes that are taking place, with the economic changes in coming years leading to grappling with issues of better quality of life, smaller quantity of things, health and obesity and lifestyles, community, all coming to the fore. ...

After a chemical attack by the Assad government in Syria in 2013 Trump urged president Obama not to make air strikes on Syrian government targets, saying jobs, healthcare and other priorities should be remembered. After the use of chemical weapons in April 2017 by the Syrian government and the outrage following media photographs of the men, women and children who suffered from the brutal attack, Trump had changed his mind. The graphic images led to a change of heart. President Trump said that "it was in the vital national security interest of the United States to prevent and deter the spread and use of deadly chemical weapons." Reports on CNN state the president was offered two options to strike several airfields or one airfield near Homs in Syria, just before meeting China's president Xi Jinping. He chose the latter option and went on to his meeting with China's president. Pictures on the internet show Trump with key advisers, Mcmaster, Tillerson and others huddled together in a room at the Mar Lago resort following the strikes. It may be a decisive moment in the Syrian conflict as it was an expression of disapproval and action with the use of chemical weapons in any conflict. ...

Kessler in the WP corrects Obama's claim that he created 800,000 jobs. He says this is clever arithmetic as it takes a low point in Feb. 2010 following the financial crisis. Kessler points out that according to the Bureau of Labor Statistics, U.S. manufacturing jobs were 12.56 million in Jan. 2009 when Obama became president. In Nov. 2016, early estimates show there were 12.26 million manufacturing jobs, a loss of 300,000. This loss does not reflect the problems in the U.S. auto industry and older industries in the midwestern states as a result of trade and globalization that speeded up with the rapid industrialization of China. And led as Greg Ip pointed out in a recent WSJ report to a rapid acceleration of job losses in a decade that did not happen in the same scale during Japan's industrialization and urbanization in the sixties. This aggravated the situation in Michigan, Ohio, Wisconsin, Indiana, and Pennsylvania, and was met with a feeble response from Democrats. Even a economist like Krugman favoring the Obama administration's efforts came to the conclusion that TPP did not add much to gains from trade as most of the gains had already been realized. More of the gains went to tech and IT in California, at the expense of the auto industry based in the midwest. A report in WP show a president too close to IT in California and failing to grasp the situation in the midwest. Voters punish whoever is in power, regardless of being Conservative or Liberal, in Canada the hollowing out of manufacturing under Harper in Ontario and Quebec led to the win by Trudeau's Liberals.  ...

The new faces in the Biden administration on economic policy are Janet Yellen, as head of the central bank, the Federal Reserve, and Cecilia Rouse, a Princeton labor economist, as head of the Council of Economic Advisors. In this report WSJ looks at the economic policies of the new administration after Mr. Trump rejected globalization and international trade agreements that were not in America's interest or that hurt American workers.  Informal conversations with experts suggest WSJ says, that globalization is now suspect as a way that benefitted China and other countries including Germany, and hurt the U.S. France, Britain and other countries in Europe that were not strong exporters. This hurt their industries which were eroded by imports resulting in the three decades long destruction of communities across these countries that depended on manufacturing. It has also hurt countries like India that let their markets be dominated by Chinese imports, with a reversal of policy in 2020 with self reliant economy under "Atman Nirbhar" policy as the new goal. Mr. Trump's tactic in this trade war was to fight back to regain America's position in manufacturing with tariffs on imports. The trade deficit had to come down with China just as it had done with Japan decades earlier. This was starting to happen. One problem in bringing down the imports was the increase in the value of the dollar, as Janet Yellen has noted. The new policies will look at what the effective policy will be while keeping this goal in mind.  Both Yellen and Ms. Rouse have spent years studying labor markets and Ms. Rouse is quoted here as saying: " With open trade there are winners and losers. The losers are really losing, and we need to take care of them and take on more nuanced models of international trade as a result." Other experts from the earlier Democratic administrations such as Prof. Frankel at Harvard say that there needs to be increased focus on American workers left behind by trade, technology and unequal education, with more spending on preschool, infrastructure and health. All this suggests that there will be a continuation of U.S. policy in challenging Chinese use of globalization to advance its interests, chastening Americans on the use of the very word globalization which can mean different things to different people based on how they can gain advantage. The word may even be entirely dropped in favor of what the policies are and what they do for the American worker, American communities including small towns, and the American people, spelling each of these out every time supply chains and the global economy is mentioned. The new administration will get an opportunity to show that it too can come up with new ideas and action plan to strengthen American manufacturing and jobs. It will also have to show substantial results as people have lost patience with Democrats and Republicans on the lack of progress in rebuilding America's leadership role in the world economy, and in defending American workers and factories. Clinton, Obama and Bush all offered false promises on trade with China ignoring the damage this had done to American leadership in the world economy. Clinton with support for China's entry into the World Trade Organization, Bush with foreign wars and costly diversions and regulatory failures with banks that led to the 2009 deep recession hurting Americans, and Obama with the lack of will and interest in America's leadership role in the world as the dominant nation in manufacturing,   ...

Ford Motor opened its new plant in Chongqing, China. It was approved in 2009 and is operated in a joint venture with Chongqing Changan Automobile Company and Japan's Mazda Motor. It has annual capacity of 150,000 cars and will manufacture the redesigned Ford Focus. Ford says this will be part of 15 new models in China by 2015. Further expansion is expected to be slower from now on, because China's policy is shifting towards consoldating its manufacturing base for automobiles- which experienced hyper level growth in the last decade- and not adding new capacity. Ford made a late entry in the Chinese market compared to GM. It sold 519,300 vehicles in China in 2011, compared to GM's 2.55 million vehicles. The change in China's policy may mean Ford has less opportunity to catch up with VW, GM and Toyota in China.

Ford's plans for expansion at its manufacturing location in Chongqing, China, in 2012, will make this its largest manufacturing base outside of Michigan. An investment of $600 million for plant expansion will increase production capacity in Chongqing to 770,000 in 2014, from 350,000 today. The project has received government approval. Ford plans to introduce 15 new models in China by 2015, including a redesigned Ford Focus, which the Chongqing plant began producing in 2012. Ford plans to double the number of dealers by 2015 from 400 today. Ford sold 519,000 vehicles in China for 2011, a 7% growth from 2010. The market saw astounding growth of 46% and 32% in 2009 and 2010, but is rapidly decelerating with only 2% growth in 2012. Total sales in China were 18 million vehicles in 2011, making it the largest automobile market in the world.

Biden administration slightly changes wording using  "statehood" as it relates to Taiwan, a well functioning Democracy nation of 23 million people just south of the Korean peninsula. China protests and weeks later it is reversed. The DJT administration is restoring this wording on grounds that US does not want ambiguity, it wants to see a democratic nation be able to follow peaceful coexistence in Asia. Early hints how the world situation is changing with DJT administration's return to "common sense" in policies is that it seeks to bring Russia back into the community of western nations. Restoring relations  reminiscent of when China breaks away from the Soviet bloc in the 1970's, Russia moving away from its subordinate position to China.  American Lt. Gen. Keith Kellogg seeks to avoid losing a whole generation of young people in Russia and Ukraine with continued war. America's idea is consistent with Wilson support of China during Sun Yat Sen's 1911 Revolution, FDR and Gen. Joe Stilwell support for China during the Imperial Japanese Army rampage through Asia in 1930's. America does not want to see fellow Europeans an entire generation of young men from Ukraine and from Russia lose their lives in a senseless war. DJT shows America is listening when he says Russia would never accept Ukraine in NATO and some voices in Europe (British, East European) have made it appear that this is possible.. Kasyanov a former senior Russian policymaker says Russia wants to see a new generation structure replacing old outdated institutions from the Cold War. NATO needs to be rethought, and a new institution be formed to replace it that puts behind us the Cold War. This is also a European idea expressed by Macron and other leaders.   ...

Intel's new CEO was the CEO of Cadence Design Systems 2008-2021 which makes software for integrated circuits and systems on chips.   Coming from Malaysia and Singapore Tan got his Masters in Nuclear Engineering from MIT and founded Walden International in 1987. Making early investments in China's chip industry when China's chip industry was just starting in the 1990's, Tan's company participated in  40% of the chip industry investments in China made from the US between 2017-2021. Some of this is covered in a WSJ report from 2021 shown alongside. He served on the boards of China's Semiconductor Manufacturing and Advanced Micro-Fabrication Equipment.  A parallel to this is Morris Chang who after degrees at MIT started the semiconductor industry in Taiwan. A period back then in which the US chip industry dependent on market forces and without hidden government subsidies was eclipsed by new ventures in first Taiwan, then South Korea and China. During a period in which technologies were freely transferred with no long term grasp of the consequences to American technological leadership, and chip industry in the US. It was allowed to decline by administrations of Bush and Obama since 2000, ceding dominance through lack of investment in manufacturing technologies. In chips and science capitalism and market forces leave American companies to the mercy of markets when government support overseas is not matched by government support in the US to create an absolutely essential level playing field.  The US then feels the lack of synergyistic energies that go from chips to other advanced industries and technologies. Textbook economics from Dartmouth or Ivy Leagues is with totally theoretical stuff about comparitive advantage no help, and created the current situation for America in chips and science where a whole industry was ceded.  ...

In an essay published on March 16, 2012, in Seeking Truth, the Communist party's main ideological publication, Xi Jinping cited the importance of consensus decisionmaking in the Chinese leadership now and in the future. "All decisions on major undertakings must adhere to the Party's principle of democratic centralism... They can't be decided by an individual or a small group of people... but should be decided according to collective wisdom and strict procedure." The efforts of Bo Xilai, the Communist leader in Chongqing, were seen as "playing to the crowd." By reviving Mao theory and advocating policies which would mean more participation by the state in the economy, Xilai was moving in the opposite direction of a World Bank-DRC Report on the Chinese economy- supported by the next premier Li Keqiang- that calls for less dominantt role of the state owned companies in the economy. Bo Xilai recently resigned as party head in that province. The essay is based on a speech on March 1 by Xi Jinping at the Central Party School, the Communist party's leading think tank. Xi said "if you crave to be ostentatious, to play to the crowd, and seek personal gains and high office, and if you don't aim for higher goals, it is not only difficult to push forward the work of the Party and the people, but also damages the Party's image, lets people down, and makes them lose faith in us."
