Britain's Tax Service reports the number of taxpayers reporting incomes of 1 million pounds a year declined by over 60% in fiscal 2010-2011 from the prior year. In 2010 the Labor government of Gordon Brown introduced a 50% income tax rate for this income group, up from 40%. The number of million dollar incomes filed declined to 6000 from 16000 in 2009-2010, and revenues declined from 13.4 billion pounds or 9% of total taxes from taxpayers to 6.5 billion pounds or 4.4% or about half. The Labor government had hoped for additional 2.5 billion pounds in revenue, showig unintended consequences and surprises in economic policies.

As a group Hispanics are reported to be hit hardest by this recession, harder than African Americans. In a Feb 9, Washington Post poll, both African Americans and Hispanics were optimistic about the future for the next generation, even with the dismal economic prospects, because things have improved greatly for this generation of black people and Hispanics compared to their parent's generation. And this progress is projected into the future. As a group the most pessimism was shown by white people. Whites say the Obama administration is doing very little for their families, and not doing enough for the middle class and working class Americans and small businesses. They were much more critical about the the administration's cozy relationship and doing "too much" for Wall Street financial institutions. By a 2 to 1 margin whites saw the Obama administration's economic program as harming the national economy.

Osam Bin Laden is killed in a U.S. special forces attack on a compound 40 miles from Islamabad. The area known as Abbottabad is also the location of a Pakistani military academy. One Pakistani helicopter and 2 American helicopters were involved in the attack. Experts say this changes the dynamic of the war, with the U.S. keen on a disengagement in Afghanistan, and Pakistani concerns about the expanded U.S. footprint in the Pakistan-Afghanistan region working in the same direction. This also comes at a time when the Middle East is no longer what it looked like a decade ago. Democracy protests have changed the way ordinary Arabs look at the world. In recent months Pakistan's relationship with the U.S. has grown tense. Last week the Wall Street Journal reported that top civilian and military leaders of Pakistan met with the Afghan government leaders in Kabul recently. At the meeting Pakistan's leaders suggested that it would be better for Afghanistan to move closer to Pakistan and China, and distance itself from the U.S. The Pakistani leadership must be aware of domestic politics in the U.S., the changes in the Arab world, the desire of Americans and the U.S. government to wind down America's military involvement, and decided that the removal of Osama would give give America less reason to continue its military presence....

Germany's chancellor Merkel draws attention to Russia's human rights record in a meeting with Russian president Putin in Moscow, Nov. 16, 2012. The German chancellor tells Putin not to be so sensitive to criticism from the opposition, saying before the meeting: "I ask that not every bit of criticism is seen as destructive. Open a German paper and read what is written there. If I were always getting offended, I would not last even three days in my job." Germany's special envoy to Russia, Mr. Schockenhoff, has been especially critical of Russian suppression of dissent and opposition groups. Russia's response is that it will talk to other countries as trading partners but not about its domestic affairs. The Russian government sees the two way trade of $120 billion between Germany and Russia as "an air bag" to prevent any significant deterioration in relations. Siemens signed a contract for 675 locomotives with Russian Railways during the Merkel visit.
